Nicola Sturgeon has unveiled her new cabinet,

stressing that her main focus is to ensure

a world class education system.

To that end, the biggest change she's made is to move

the Deputy First Minister John Swinney

here's our political editor, Brian Taylor.

Sarah Her Majesty... solemnity, the Lord President,

accompanied by 14 other judges, administers the alts of office to

Nicola Sturgeon. She accepts power with the customary nod. Signing the

parchments, she becomes 1's more First Minister, keeper of the great

Seal of Scotland. I think you said yesterday there are some tough

decisions ahead. The Lord noted her duties would be arduous. First duty,

a Cabinet reshuffle at Bute house, her official residence. First to

arrive, her deputy, John Swinney. He moves from finance, after nine

years, to take charge of education, her top priority. It is the issue I

want my government and me to be judged on so I think it underlines

the importance to have given the Deputy First Minister a Cabinet

secretary over many years of great accomplishment the responsibility to

take forward the government's agenda on that issue. His finance remit is

split, with Keith Brown taking charge of the economy while Cabinet

newcomer Derek Mackay handles finance, including tax powers. A

reflection of Holyrood's new cloud. As part of that, Angela Constance

will handle the new welfare powers. Getting his jacket on in readiness,

Fergus Ewing arrives to join Cabinet for the first time. I think it's up

to the First Minister, isn't it? What would you like? Bit is a

lovely. He moves from energy, and the controversial topic of fracking,

to take charge of the rural economy, including the pledge of universal

broadband links. The Cabinet Secretary 's stay where they are. --

three Cabinet Secretarys. There are changes as well. The Scottish

Government has ambitious targets to tackle climate change. But it has

failed to meet them. That topic is no prize out of the rural affairs

Department, where it has felt it was swamped. Roseanna Cunningham takes

Brian Taylor reporting. One of the women accused

of murdering toddler Liam Fee has told a court that she never

assaulted the child and was in complete shock

when she realised he had died. But Nyomi Fee accepted

she'd neglected him by not seeking medical attention

for a broken leg. This was the second day of evidence

from Nyomi Fee, seen here with her co-accused, Rachel. She said in the

weeks leading up to his death, she had heard screaming in the bedroom

and when she went to investigate another child said he had been

standing on the toddler's legs and had thrown across the room. Nyomi

Fee said in another incident at the same boy had his hand over Leon's

modes. She claimed after these incidents she noticed that we did

not want to there weight on his leg. The court heard that Nyomi Fee had

searched on the Internet for advice on how good legs and hips but that

she and Leon's mother, Rachel, had not taken the child to hospital to

seek medical attention. -- she and Liam's. She agreed that would make

her guilty of neglect. Earlier, Nyomi Fee's defence counsel

asked about the day Liam died. She said she had found him looking white

and lifeless but she denied there was any delay in dialling 999.

Nyomi Fee also denied a series of allegations of ill treating two

other boys, including claims that one child was put in a cage, a child

was tied to a chair in a room with snakes and rats and that the two

boys were compelled to harm each other. Nyomi Fee and her partner,

Rachel, deny murdering Liam Fee and ill treating two other boys. The

trial continues. There's been another rise in

unemployment in Scotland. Our Business and Economy Editor

Douglas Fraser can tell us more. New jobs are being created at quite

a rate. Except for those of us in Scotland stopped at the start of

this year, across the rest of the UK, 97,000 more people in work. But

in Scotland, 53,000 fewer than the end of last year. They were not

becoming unemployed, big growth was in the number of Scots counted as

not available for work. But there was a small rise in unemployed, up

8000 in Scotland, a drop of 6000 across the rest of the UK. The

unemployment rate used to because. It does not look that way now. It

can hire only in north-east England. What is behind these figures? The

downturn in oil and gas is a big factor affecting Scotland more than

elsewhere. But it is a resource for industry. Redundancy have led to new

as vital for developing future business.

Also essential for richer recovery is confidence for business

investment and among consumers but they have been holding back as well.

was killed last Thursday. The fishing boat which sank off

the Western Isles last month with the loss of three lives,

has been brought to Clydebank, for examination by the Marine

Accident Investigation Branch. The crab boat sunk off Mengele more

than one month ago. In order to find out why that happened, investigators

have taken the unusual move to raise her from the sea. Then followed a

journey by barge, taking two days to bring the board from the Western

Isles to a quiet courtyard on the Clyde. The board was a tanker in

benign weather conditions when in the early hours of the morning the

crew found her taking on water and were forced to abandon ship. Martin

Johnston, 29, and Chris Morrison, 27, died. The only survivor was best

man, who managed to swim the 250 metres just short. He has spoken of

the life raft building to inflate their attempts to make it flow. At

the weekend, searches the skipper, Paul Alston, 42, were still taking

place. He is missing presumed dead. Rescue and search teams are

regularly combing the area. Before anything is touched, we have a dive

survey and every patent law will be documented whether it is open or

closed, so we will have a reflection of when it actually went on the

bottom. After that initial survey undertaken by divers, now they both

coming in from the south, South West. It is quite a cloudy, dull

central belt, Misty and murky and that rain gradually edging in over

degrees. That will continue to make its progress from west to East

across parts of Ireland and only reaching the East coast of Aberdeen

bringing some heavy rain at times and remaining unsettled for the

weekend as well.
