up`to`date. Thank you. Now, the Scottish referendum takes place in | :00:00. | :00:00.
under one week. It is time for our review of the week with James Cook. | :00:00. | :00:12.
Welcome to Scotland. We are here in a very busy person and with less | :00:13. | :00:21.
than a week to go, here is our look back at the past seven days. A poll | :00:22. | :00:28.
about to be published puts the scam a ahead. `` puts the Yes campaign. | :00:29. | :00:36.
The Chancellor says a plan of action will be unveiled to devolve more | :00:37. | :00:43.
powers to Scotland. On Monday Gordon Brown spoke. He suggested... I am | :00:44. | :00:54.
struggling to hear you... The yes campaign cold it a last`minute | :00:55. | :00:58.
bride. The sole tyre was raised above Downing Street in an appeal | :00:59. | :01:04.
from ministers to embrace the best of both worlds. On Wednesday, all | :01:05. | :01:09.
three party leaders reached out to Scottish Borders. The Yes campaign | :01:10. | :01:14.
said they could not trusted. Alex Salmond objective view warnings from | :01:15. | :01:18.
banks over the price of independence and said Scotland was on the cusp of | :01:19. | :01:23.
history and Nigel Farage is in Glasgow today urging the Queen to | :01:24. | :01:34.
speak out in favour of the union. Hello and welcome to the programme. | :01:35. | :01:40.
It all began at the start of the week. An opinion poll electrified | :01:41. | :01:47.
this campaign suggesting for the first time that the yes and was in | :01:48. | :01:51.
the lead. What is the situation? Let's have a look. This is the | :01:52. | :01:57.
opinion poll of opinion polls. It suggests the race is still very | :01:58. | :02:03.
tight. The Yes campaign standing at 48%, the No campaign at 52%. That is | :02:04. | :02:09.
when the don't knows are excluded. That was based on six recent opinion | :02:10. | :02:17.
polls. With the race apparently so close, the prounion parties set out | :02:18. | :02:20.
to try and convince people in Scotland that the offer of more | :02:21. | :02:23.
powers was substantial and that the gown on Sunday with the Chancellor | :02:24. | :02:31.
George Osborne. It is clear that Scotland wants more control over the | :02:32. | :02:34.
decisions that affect the country and that has been clear from both | :02:35. | :02:38.
sides. We propose to deliver on that. You will see a plan of action | :02:39. | :02:44.
to give more powers to Scotland, more tax powers, were spending | :02:45. | :02:49.
powers, more plans and powers over the welfare state. That will be put | :02:50. | :02:53.
into effect and the timetable for delivering that will be put into | :02:54. | :02:59.
effect the moment there is a no vote in the referendum. A clock will be | :03:00. | :03:03.
ticking for delivering those powers and Scotland will have the best of | :03:04. | :03:07.
both worlds. They will avoid the risk of separation but have more | :03:08. | :03:10.
control over their destiny which is where I think most Scots want to be. | :03:11. | :03:15.
The former Labour Prime Minister Gordon Brown weighed in, setting out | :03:16. | :03:18.
what he said was a timetable for change. What people want is a plan | :03:19. | :03:23.
for a Scottish parliament with stronger powers that are immediate, | :03:24. | :03:28.
on pretence of an deliverable and has the majority support of the | :03:29. | :03:32.
Scottish people. What I propose is that we set a timetable, we publish | :03:33. | :03:36.
proposals can be legislated in October, we consult in December, we | :03:37. | :03:41.
have a bill that is ready to go forward in January so that Dore Gold | :03:42. | :03:46.
no that a no vote is a vote not for no change, it is a vote for a | :03:47. | :03:50.
stronger Scottish Parliament with more powers over society and the | :03:51. | :03:54.
economy and financial affairs. This, in my view, is what the | :03:55. | :03:58.
majority of Scottish people want and it is a plan that is deliverable | :03:59. | :04:01.
faster than anything that Alex Salmond can do. `` so that people | :04:02. | :04:09.
know. There was no agreement between the parties on the extent of those | :04:10. | :04:12.
new powers. The Labour and the Liberal Democrats had | :04:13. | :04:17.
different operas and this Scotland control over their country. | :04:18. | :04:28.
The Westminster establishment does not want that to happen so they will | :04:29. | :04:33.
throw everything they can add it. Let's take a look at other events on | :04:34. | :04:38.
the campaign trail. There were some bad tempered scenes between opposing | :04:39. | :04:46.
supporters in Glasgow. John Prescott also campaign for a no vote. There | :04:47. | :04:50.
have been warnings of price rises in an independent Scotland from major | :04:51. | :05:00.
retailers but Business But Scotland said the attempts were overdone. An | :05:01. | :05:03.
attempt to raise the sole tyre over Downing Street took a number of | :05:04. | :05:15.
attempts. All of that thing the three main party leaders came north | :05:16. | :05:21.
to campaign. I think people feel it is a bit like a general election, | :05:22. | :05:25.
you make a decision and then you can make another decision five years | :05:26. | :05:34.
later when you are fed up with the effing Conservatives. The three main | :05:35. | :05:42.
party leaders did not campaign together. Alex Salmond said it was a | :05:43. | :05:50.
sign of desperation. He said the team at Westminster was more | :05:51. | :05:55.
interested in saving their own jobs. They jet up to Scotland for the day | :05:56. | :06:00.
because they are panicking. This campaign is a key test on jobs. What | :06:01. | :06:04.
we are interested in is having a powerhouse parliament that can | :06:05. | :06:07.
create jobs but the team at Westminster seem to be concerned | :06:08. | :06:14.
about their own jobs. Several of the big financial firms in Scotland | :06:15. | :06:17.
confirmed they had contingency plans to move parts of their business to | :06:18. | :06:21.
London in the event of independence. It includes Lloyds, standard life | :06:22. | :06:27.
and RBS. The No campaign said it roofed a yes vote would damage the | :06:28. | :06:31.
economy at opponents said there will be little or no impact on jobs and | :06:32. | :06:34.
accused the Treasury of leaking market sensitive information. | :06:35. | :06:41.
Earlier, Alan Cumming dismissed similar concerns. Of course there | :06:42. | :06:47.
are unknowns but this is not about financial concerns, it is about | :06:48. | :06:51.
value. What we value is under threat if we do not vote yes. Education | :06:52. | :06:59.
will be expensive, the whole way that Scotland values things is under | :07:00. | :07:06.
threat. Both of those areas that you referred to are already controlled | :07:07. | :07:12.
by Edinburgh. Not financially. They do not control the money. We are at | :07:13. | :07:20.
the mercy of the cuts that come from Westminster. I have always voted for | :07:21. | :07:24.
the Labour Party. I feel now that the things I hold dear as a | :07:25. | :07:29.
left`wing person and as a Scottish person are under threat and I think | :07:30. | :07:34.
that is what is important. People who would vote Labour should vote | :07:35. | :07:40.
yes. Even the Queen was dragged into what is becoming an increasingly | :07:41. | :07:45.
heated debate on the streets. Newspapers reported her supposed | :07:46. | :07:48.
concerns over independence. I asked Alex Salmond about those reports. | :07:49. | :07:55.
The Queen is head of state and she is head of state in Scotland and her | :07:56. | :08:01.
ancestors were. Reports suggest that the Queen is worried. Her Majesty | :08:02. | :08:06.
The Queen has seen many events in the course of her long reign and I | :08:07. | :08:09.
think she will be proud to be Queen of Scotland and we have been proud | :08:10. | :08:15.
to have her as Queen of this land. You think you know. Have you | :08:16. | :08:19.
discussed it with her? The proper position with an audience at all | :08:20. | :08:25.
moral and I had an audience with her two weeks ago, is that you do not | :08:26. | :08:29.
discuss these matters in public and I think the statement from the | :08:30. | :08:33.
Palace about her neutrality in this matter is perfectly sensible. One | :08:34. | :08:40.
thing that the opinion polls showed at the weekend in addition to the | :08:41. | :08:43.
substantial move to the yes campaign is the enthusiasm by the people of | :08:44. | :08:47.
Scotland to have Her Majesty The Queen as the Queen of Scotland. | :08:48. | :08:54.
Buckingham Palace issued a statement indicating that the Queen would | :08:55. | :09:01.
remain neutral. Any suggestion that the Queen would wish to influence | :09:02. | :09:05.
the outcome of the referendum campaign is categorically wrong, the | :09:06. | :09:12.
statement said. The Bank of England's Governor Mark Carney waded | :09:13. | :09:16.
into the debate saying there were contingency and plans `` contingency | :09:17. | :09:23.
plans in place should the people of Scotland vote to end the union. We | :09:24. | :09:37.
will be... We are the main for financial stability in the event of | :09:38. | :09:46.
a Yes vote. We will continue to be that authority. For the transition | :09:47. | :09:51.
period, under the Edinburgh agreement, 18 months. I will take | :09:52. | :09:59.
the opportunity to say that we have, as you would expect, and we | :10:00. | :10:06.
have been asked this in the past by members of the committee, we have | :10:07. | :10:11.
been doing contingency planning. There has been a lot of activity | :10:12. | :10:15.
online with the build up to the vote. Here are some tweets. Some | :10:16. | :10:21.
banks and companies giving their stance, the economy has been at the | :10:22. | :10:23.
forefront of minds. Well, that is it for Scotland | :10:24. | :11:00.
Decides review of the week. You can keep up to date here on the BBC News | :11:01. | :11:08.
