And in the north-west - will go as a logos and scrap the slogans. How | :01:27. | :01:30.
branding experts are searching the sole of your town it to boost | :01:30. | :01:40.
:01:40. | :01:41. | ||
Apology for the loss of subtitles for 2425 seconds | :01:41. | :42:06.
Good morning. Lose the logos and scrap the slogan has it - how | :42:06. | :42:09.
branding experts are searching the sole of your town to boost business. | :42:09. | :42:15.
To discuss that and the rest of this week's news, I'm joined by the | :42:15. | :42:25.
:42:25. | :42:26. | ||
Labour MP Simon Danczuk and their Euro MP and leader of the British | :42:26. | :42:30.
National Party Nick Griffin. High- speed rail as one of the largest | :42:30. | :42:33.
infrastructure projects ever announced in the region, 33 | :42:33. | :42:39.
billion. It is a lot of money, do you think it is too expensive? | :42:39. | :42:44.
is about a 10th of what has been spent bailing out the banks, so | :42:44. | :42:48.
provided that jobs go to British workers, then it is affordable. | :42:48. | :42:54.
Whether it is worth doing is a matter of debate. The we will be | :42:54. | :43:01.
having that debate. What you think? It is good for the north-west. It | :43:01. | :43:06.
helps to rebalance the economy in terms of north and south. I welcome | :43:06. | :43:12.
the it. Let us take a look at some of the detail and indeed the route. | :43:12. | :43:15.
HS2 will split at Birmingham, one line heading to Yorkshire and | :43:15. | :43:22.
another stopping in Crewe. It will then head two new stations at | :43:22. | :43:27.
Manchester Airport and Manchester Piccadilly. They also be it I new | :43:27. | :43:37.
:43:37. | :43:39. | ||
line at an existing airport at Wigan. The new trains will be | :43:39. | :43:43.
capable of 225 miles per hour. The current journey from Manchester to | :43:43. | :43:46.
London of two hours and eight minutes will in future take just | :43:46. | :43:52.
one hour and eight minutes. Barely enough time for a sleet. But | :43:52. | :43:58.
the big question - is it worth it? How might it affect the regional | :43:58. | :44:03.
economy? What about places like Liverpool that have missed out? | :44:03. | :44:13.
:44:13. | :44:18. | ||
The world's first passenger railway station opened here in Liverpool. | :44:18. | :44:22.
All the major cities should be treated fairly and proportionately. | :44:22. | :44:28.
A major economic club should not be disadvantaged. While Liverpool will | :44:28. | :44:32.
not have a station, Manchester will have a station in the city centre | :44:32. | :44:36.
and one at the airport to attract international business. We think it | :44:36. | :44:42.
will bring a greater economic boost to the region, it will be such jobs, | :44:42. | :44:46.
it will connect us as a city much better to other atrocities in the | :44:46. | :44:50.
country. The Government believes that there | :44:50. | :44:53.
line will rebalance the economy, healing the North-South divide and | :44:54. | :44:58.
bringing new jobs. Their evidence is being questioned. We can expect | :44:58. | :45:03.
some impact, but the biggest advantages will accrue to London | :45:03. | :45:07.
and the South. The big guns were sent out this week to spread the | :45:07. | :45:13.
message that this is good news for the whole region. We think it is | :45:13. | :45:17.
only right for the north-west that it has its fair share of economic | :45:17. | :45:22.
benefits to come. Their evidence in France and Spain is says that high- | :45:22. | :45:28.
speed rail does in fact help. I would not spend money on this, | :45:28. | :45:38.
:45:38. | :45:39. | ||
which is little more than a vanity project. It will be 2032 before the | :45:39. | :45:46.
first trains pulling to Manchester. In the meantime, it will to be -- | :45:46. | :45:55.
it will be debated whether or not it will be worth it. | :45:55. | :45:59.
I asked the Chancellor of the Exchequer exactly how HS2 will help | :45:59. | :46:04.
the north-west economy. It is not just about quicker journey times to | :46:04. | :46:10.
Birmingham and London, it is also about creating a whole economic | :46:10. | :46:17.
infrastructure for the North of England. Around those stations, | :46:17. | :46:22.
businesses will come and locate. You're coming from abroad, about | :46:22. | :46:24.
international business. You might have previously thought that you | :46:24. | :46:30.
would locate sure -- will take your business in London, but now you | :46:30. | :46:34.
might say that Manchester has much better connections not just to | :46:34. | :46:38.
London but the Continent of Europe. It will change that geography of | :46:38. | :46:46.
Britain. But it is worth 1,000 per household. There have the | :46:46. | :46:50.
Victorians had not built the railways, or people had not built | :46:50. | :46:54.
the motorways 50 years ago we were not have those things. Where would | :46:54. | :47:03.
Manchester be without the M6 in the M32? We are doing the same thing | :47:03. | :47:08.
today. This is about boosting the regional economy. He would accept | :47:08. | :47:11.
that up until now it has proved much more difficult to get economic | :47:11. | :47:17.
growth that you had hoped for? would say that for many years | :47:17. | :47:20.
Britain made a big mistake, which was to pin all its hopes on the | :47:20. | :47:24.
city of London. This government is trying to rebalance the British | :47:24. | :47:28.
economy, make sure that there is growth and investment in the North | :47:28. | :47:34.
of England. We are doing it with projects like in our than real hub. | :47:34. | :47:38.
That is happening now, but we are also taking at the decision so that | :47:38. | :47:41.
when we are here in 20 years' time we will say that we did not duck | :47:41. | :47:45.
the challenge of a regeneration, which was to make the North | :47:45. | :47:49.
connected to the global economy and make sure that the North is a | :47:49. | :47:54.
beneficiary in the global race. Do you accept the government's | :47:55. | :47:59.
argument that this is good news and it is going to be a big boost for | :47:59. | :48:04.
the north-west regional economy? do accept that and it was a Labour | :48:04. | :48:08.
proposal in government. I do not think it is coming to fruition soon | :48:08. | :48:15.
enough, buses is right that places like Rochdale, that I represent, | :48:15. | :48:20.
rely on jobs in Manchester city centre. If we can attract more | :48:20. | :48:24.
investment into Manchester, and this will help to that, then I | :48:24. | :48:28.
welcome it. The legislation need started out and it could be done in | :48:28. | :48:35.
one process. And so important part is that we should build from the | :48:35. | :48:39.
north to the south and to the south -- from the south to the north so | :48:39. | :48:43.
that we get it done quickly. It is not connecting to Heathrow, that is | :48:43. | :48:49.
a big mistake. What about the concerns from Liverpool, they are | :48:49. | :48:52.
saying it is a fantastic thing for Manchester, they are getting two | :48:52. | :48:57.
stations but we're not getting any. There are understandably | :48:57. | :49:02.
disappointed. What we should work on his better connections between | :49:02. | :49:07.
Manchester and Liverpool. Their two potential groups of losers in this. | :49:07. | :49:13.
Overall, it is worth doing, it is a better use of the money than | :49:13. | :49:16.
invading foreign countries are bailing out the banks. But we have | :49:16. | :49:19.
to address the problem that Liverpool is in a bad enough | :49:19. | :49:24.
economic state as it is. The it is growing. It is growing, but there | :49:25. | :49:34.
is still some terrible deprivation and Liverpool. I know that Rochdale | :49:34. | :49:43.
and Manchester have their own, but Liverpool is worse. It is going to | :49:43. | :49:49.
disadvantage Liverpool greatly. It is essential... The question that | :49:49. | :49:59.
:49:59. | :50:04. | ||
people watching this will ask, what had he as a north-west European MP | :50:04. | :50:11.
done for Liverpool as a member of the European Parliament? He had | :50:11. | :50:15.
been there for each years. Don't spend time attacking me, we are | :50:15. | :50:25.
:50:25. | :50:25. | ||
here to talk about HS2. As they MEP for the whole of the north-west | :50:25. | :50:29.
including Liverpool... Let me just ask your opinion on another point | :50:29. | :50:33.
that was made by the professor in the film, which is that the danger | :50:34. | :50:38.
is that actually the impact is debased London rather than the | :50:38. | :50:43.
north-west. It could do, but then again if you were going one way on | :50:43. | :50:48.
the trainee will have to come back the other way. That is questionable. | :50:48. | :50:54.
What's his death and it is that if Liverpool is not connected -- that | :50:54. | :51:04.
is definite. Liverpool will miss out. The small towns will not be | :51:04. | :51:08.
connected, that needs addressing. We cannot afford to the his | :51:09. | :51:17.
environment and farmland. The issue did a trench, they should pit that | :51:17. | :51:27.
:51:27. | :51:27. | ||
line underground. Could you think a better ways to spend 33 billion? | :51:27. | :51:31.
This will not start until 2017, so in terms of certain yet the economy | :51:32. | :51:37.
this is not a solution. It is very much a long-term policy. It has to | :51:37. | :51:41.
be started, we have to move with the Times, we have to update our | :51:41. | :51:47.
infrastructure. That is something that the United Kingdom has been | :51:47. | :51:51.
wrestling with for quite some time. There has been quite a lot of | :51:51. | :51:56.
public resistance to it. But only by those people who are adversely | :51:56. | :52:01.
affected by it. There is no doubt about it, from an economic | :52:01. | :52:04.
perspective that is good in terms of redressing the North-South | :52:04. | :52:10.
divide in terms of the economy. This week we have had a visit from | :52:10. | :52:14.
the Queen. Mary Portas has been visiting the region to bring new | :52:15. | :52:21.
life to faded town centres, but she is not the only one. Pencils are | :52:21. | :52:24.
turning to creative agencies to help make our towns and cities cool | :52:25. | :52:30.
places to live and do business. His City branding working? We have been | :52:30. | :52:38.
fined and out. It is about turning a location in | :52:38. | :52:43.
to a destination. This man's brand communications agency is working | :52:43. | :52:48.
with Liverpool City Council. His mission is to create a buzz around | :52:48. | :52:53.
Birkenhead by using the old to transform into the new. It is about | :52:53. | :52:57.
using exciting things that have happened in the past am looking | :52:57. | :53:05.
towards the future. It is about looking at the way people top, what | :53:05. | :53:09.
we are about, the way that buildings are created. He the | :53:09. | :53:14.
architecture comes to life. Logos and signs are part of City branding, | :53:15. | :53:18.
but with cuts being a sign of the Times, can local authorities afford | :53:18. | :53:24.
it? Manchester City Council has its own in-house design team, which | :53:24. | :53:31.
cost a quarter of a million pounds a year. Is it money well spent? | :53:31. | :53:36.
are losing jobs within the city council and attracting economic | :53:36. | :53:40.
activity becomes even more important than it was previously. | :53:40. | :53:44.
Having modern branding, having something that scrapes the sort of | :53:45. | :53:48.
place that the city is makes it more attractive for companies to | :53:48. | :53:52.
come to. She came of a bad reputation requires more than a | :53:52. | :53:59.
slick logos. You cannot get young people to do joined-up writing let | :53:59. | :54:09.
:54:09. | :54:10. | ||
alone in Dons up sentence says. Fixing things you has not been easy. | :54:10. | :54:15.
This man has been working with Manchester City Council to promote | :54:15. | :54:20.
this area. There is investment and a brand new college. He is whether | :54:20. | :54:30.
:54:30. | :54:33. | ||
a shot on its way up? -- within shock. Our campaign is an image | :54:33. | :54:39.
campaign that is about local pride. A visit from the Queen of shops was | :54:39. | :54:46.
well comes this week in Stockport. She has given 100,000 of | :54:46. | :54:52.
government money to revamp. think about so many times across | :54:53. | :54:59.
the country, you visit them often for reasons that are of shopping. | :54:59. | :55:03.
For Nelson, the branding is important, why would I go to | :55:03. | :55:10.
Nelson? Why would people come here? Is it for markets, shopping, is it | :55:10. | :55:16.
for socialising, does it have great restaurants? Some places do not | :55:16. | :55:20.
need help in being hip. This is the Northern Quarter in Manchester, it | :55:20. | :55:24.
is quirky, bohemian and effortlessly cool. Some believe | :55:24. | :55:31.
that this is achieved bought -- achieved organically. Here in the | :55:31. | :55:35.
Northern Quarter, you have traders, residents, people visiting, all | :55:35. | :55:39.
understanding what makes the Northern Quarter unique and buying | :55:39. | :55:44.
into it in some way. A lot of local authorities and councils that have | :55:44. | :55:49.
invested in branding have done so in a superficial way. It is just | :55:49. | :55:54.
about a snazzy logo. It branding is big business. Getting it right is | :55:54. | :56:00.
an even bigger challenge. Nick Griffin, you have had a | :56:00. | :56:05.
rebrand of your own party, was that last year, are the you before? Why | :56:05. | :56:09.
did you do it? We did it because we had been smeared, we had been | :56:10. | :56:15.
attacked for many years. A rebrand was one way of doing that. But of | :56:15. | :56:20.
course we did that with our own money. This preference is | :56:20. | :56:24.
government money. There is no such thing, it is taxpayers' money. It | :56:24. | :56:28.
is a shocking waste of money and it will only take away traditional | :56:28. | :56:34.
symbols. It does not need rebranding, leave the money alone | :56:34. | :56:40.
and leave it with the tax payers. Some of it is taxpayers' money, but | :56:40. | :56:43.
some of it is private enterprise groups. What was the energy were | :56:43. | :56:51.
trying to get away from? We were trying to get away from image | :56:52. | :56:57.
inflicted on us about Labour Party thugs. There is trouble on the | :56:57. | :57:03.
streets and the BNP is involved. We care for Britain, it sums it up. | :57:03. | :57:06.
have to take exception to some of the Commons that he made there. | :57:06. | :57:11.
Some of what you were saying was clearly nonsense. In terms of thugs | :57:11. | :57:15.
and everything else. It is up to you whether you want to rebrand, | :57:15. | :57:19.
but people see through this shiny Veneer that you were trying to | :57:19. | :57:24.
create. They will clearly see that your policies do not suit the vast | :57:24. | :57:29.
majority of people. I see that you're trying to the brand and a | :57:29. | :57:34.
desperate attempt to win votes, but she did worse recently than in the | :57:34. | :57:40.
general election. You are losing support left, right and centre. One | :57:40. | :57:45.
of the reasons is that, and I will give you an example, the Rochdale | :57:45. | :57:53.
grooming case which was playing out in the courts and Liverpool, you | :57:53. | :57:58.
nearly caused a case against 90 defiles to collapse. You are not | :57:58. | :58:08.
:58:08. | :58:11. | ||
interested in justice against these nine pay to fells, -- nine abusers, | :58:11. | :58:16.
he nearly cost the case to collapse. You should use this chance to say | :58:16. | :58:23.
sorry to the victims. You nearly it ensured it justice was not done. | :58:23. | :58:29.
was talking about grooming saying that this grooming by a Muslim gang | :58:29. | :58:36.
is a problem. You were heavily involved in Rochdale Labour, the | :58:36. | :58:43.
prospective candidate in 2007. He did not talk about it for years. He | :58:43. | :58:51.
wanted the votes. You said nothing. But you accept that you nearly cost | :58:51. | :59:01.
:59:01. | :59:02. | ||
the case to collapse? That is spent. No, it is not spend. That would | :59:02. | :59:09.
have been devastating for the victims. Gentleman, can I just come | :59:09. | :59:13.
back to the point that we were making, which is that despite the | :59:13. | :59:17.
rebrand, your party is struggling now, worse than it ever has done, | :59:17. | :59:22.
in terms of councillors who have dropped down to three councillors | :59:22. | :59:27.
throughout the entire country. You had to MEPs elected, one of them is | :59:27. | :59:31.
the long run the party. There doesn't appear to be a imploding. | :59:31. | :59:38.
Yes, we have taken a hit, primarily because some of our voters are | :59:38. | :59:42.
former Labour voters. The Labour Party were making a terrific hash | :59:42. | :59:51.
of it in Parliament. When they are in opposition, there is a | :59:51. | :59:54.
temptation of -- for a Labour voters to say that they will go | :59:54. | :00:00.
back to the Labour Party. New line no longer the clear 4th party. | :00:00. | :00:09.
have not been treated fairly by the BBC. The BBC's rules were... Before | :00:09. | :00:12.
the 2009 election, they said that if you get elected to the European | :00:12. | :00:16.
Parliament we will give you two sessions on Question Time every | :00:16. | :00:22.
year and additionally do that comes up and it is your issue we will | :00:22. | :00:32.
:00:32. | :00:33. | ||
have you on. The change the rules to keep us off. The BBC shut us out, | :00:33. | :00:42.
pretence we are not there. You are here now. Simon Danczuk, does | :00:42. | :00:48.
Rochdale council leader rebrand? do not think so. I have some | :00:48. | :00:52.
sympathy for doing some work on branding, I think it has a place. | :00:52. | :00:56.
But the reality is that what you need to get right is frontline | :00:56. | :01:00.
services and that is for any local authority, public face our | :01:00. | :01:06.
organisation. They have to deliver frontline services, that is crucial. | :01:06. | :01:09.
But you have been very critical of the Council and the way that it has | :01:09. | :01:13.
reacted to this whole issue of the grooming cases. Specifically that | :01:13. | :01:18.
they are not moving fast enough with their own investigation. | :01:18. | :01:26.
Absolutely. I have held local authority to account on every | :01:26. | :01:30.
account. I have ensured that it has been investigated. It does not need | :01:31. | :01:40.
:01:41. | :01:40. | ||
a real band, it needs running well and efficiently. Last weekend he | :01:41. | :01:45.
talked about the way that you had said to rabbits that had died in | :01:45. | :01:53.
the road to your family to save money. If people want to see the | :01:53. | :01:59.
full context of the speech they can go on the website. We need to reach | :01:59. | :02:02.
out to people in our communities that are left behind who no one | :02:02. | :02:08.
cares about. Pensioners, very lonely, very hungry. The homeless | :02:08. | :02:14.
on the streets. We need to be taking people food parcels, we need | :02:14. | :02:21.
to be running fitted kitchens, we need to raise funds. -- food | :02:21. | :02:29.
kitchens. I was talking about how to raise money to go out and help | :02:29. | :02:32.
people. Something that Labour Party used to do end everyone has | :02:32. | :02:41.
forgotten about. You also gave everyone a leaflet expressing what | :02:42. | :02:51.
:02:52. | :02:53. | ||
to do if you get arrested. Do you members me that? Unfortunately, yes. | :02:53. | :02:58.
We were campaigning before about racism cutting both ways. English | :02:58. | :03:05.
people can be victims as well. Members were finally compensated | :03:05. | :03:10.
after being arrested. But they were just exercising freedom of speech. | :03:10. | :03:17.
