leads the way in the plans to stop of the programme. Coming up, it has

:37:36.:37:41.

been described in a revolution in the way we manage defenders. And

:37:41.:37:51.
:37:51.:37:51.

forging the way ahead is Peterborough prison. It is the speed

:37:51.:38:01.
:38:01.:38:16.

backbenchers. This is one of the most vital questions. The Bill

:38:16.:38:20.

doesn't guarantee a referendum. If David Cameron had been dragged there

:38:20.:38:25.

by his backbenchers, the Tory party is divided between people who want

:38:25.:38:29.

to leave the European Union and people who want to bring some powers

:38:29.:38:34.

back here. I was making the point that the real national interest lies

:38:34.:38:39.

firstly in reforming Europe so that it works better for us. Let's have a

:38:39.:38:43.

real choice between a clear vision of the future of the European Union

:38:43.:38:47.

and people who want to leave. That is not what is on offer and not what

:38:47.:38:55.

David Cameron wants to offer. are these terrible Tory back benches

:38:55.:39:05.
:39:05.:39:08.

who have pushed David Cameron into this position? A referendum will go

:39:08.:39:13.

one way or the other. John will make his case, I will make mine and I

:39:13.:39:18.

will abide by the results. What is disgraceful is not for people to

:39:18.:39:24.

have a say. Not a single MP voted against this Bill. It will be

:39:24.:39:28.

scandalous and cowardly if Labour or Lib Dem opponents who don't want a

:39:28.:39:32.

referendum and are afraid to say so in public now try to strangle the

:39:32.:39:38.

Bill in health -- House of Lords and deny people their say. This is only

:39:38.:39:44.

happening because the Tory backbenchers don't trust their own

:39:44.:39:48.

leader. They listen to their constituents. It is not something

:39:48.:39:52.

that has been cooked up in the basement of the House of Commons.

:39:52.:39:56.

People are supposed to do what their constituents want. There is massive

:39:56.:39:59.

support for this referendum which is why nobody was prepared to vote

:39:59.:40:06.

against it on Friday. Negotiation first for reform. I am perfectly

:40:06.:40:12.

happy about the timing of the thing. We are likely either to leave the

:40:12.:40:20.

European Union or to be negotiated to some Swiss star -- Swiss type

:40:20.:40:25.

status. My main concern is that process should be amicable. It is

:40:25.:40:29.

important for us that we retain the goodwill and a decent working

:40:29.:40:34.

relationship with our immediate neighbours. I am perfectly happy to

:40:34.:40:44.

have a reasonable adult protracted negotiation. People like Daniel have

:40:44.:40:47.

made up their mind and he would like you to believe that everybody who

:40:47.:40:52.

says they would like a referendum also want to leave the European

:40:52.:40:56.

Union. There are lots of people that want to have a clear choice and want

:40:56.:41:01.

to know what Europe is going to look like. In the debates, William Hague

:41:01.:41:04.

said Europe would be very different in future. If you are going to have

:41:04.:41:10.

a referendum and a choice, do it when are clear what Europe is going

:41:10.:41:13.

to look like. Because of the Eurozone and lots of countries want

:41:13.:41:18.

to have more powers decided at national level, Europe will be

:41:18.:41:23.

different. It needs to be a choice that is clear. What is happening is

:41:23.:41:27.

David Cameron has been railroaded by people who are fanatically against

:41:27.:41:32.

the European Union and only care about getting out. Those who whose

:41:32.:41:38.

jobs and investment depend on it, are much more cautious about Britain

:41:38.:41:43.

just leaving in haste which is what these people want. David Cameron

:41:43.:41:46.

says he will campaign heart and soul to stay in the EU and yet you was

:41:46.:41:52.

still backing him. Neither he or I get to decide this. The British

:41:52.:41:57.

people get to decide this. It is always supposed to be the wrong

:41:57.:42:02.

time. The people who don't want a referendum don't admit to there

:42:02.:42:05.

being a referendum. They used to say that now is the wrong time for a

:42:05.:42:11.

referendum. Now we mustn't have one because Europe is the issue, some

:42:11.:42:21.
:42:21.:42:22.

say. It sets a reasonable timetable four years from now. If John says he

:42:22.:42:28.

favours a referendum, back the Bill. This paled -- this Bill does

:42:28.:42:38.
:42:38.:42:40.

nothing. I you going to vote against it? Have the courage. The mover of

:42:40.:42:46.

it is not asking for a referendum. Let us see how we go into the next

:42:46.:42:52.

election. It doesn't buy the next Parliament. It has achieved nothing.

:42:52.:42:55.

What we need is a Labour government that will seriously negotiate for

:42:55.:43:03.

real reform for a Europe that works. If that happens, have a referendum.

:43:03.:43:06.

In a fortnight, the Ford factory will close its doors for the last

:43:06.:43:13.

time. It has been at the plant and the home of the Transit van for the

:43:13.:43:17.

last 40 years. The workforce has dwindled over the years to just 500

:43:17.:43:21.

and that production is now moving to Turkey because the workforce there

:43:21.:43:24.

is cheaper and with it will go the last remaining major manufacturing

:43:24.:43:33.

of the south coast. Joining me is Doug Morris and you are involved in

:43:33.:43:39.

working out what happens after Ford. -- Doug Morrison. We have to

:43:39.:43:45.

recognise it is a great location. The one thing we don't want is we

:43:45.:43:50.

don't want a residential site in its place. What we have to do is

:43:50.:43:54.

protected for jobs going forward in the future. It is close to the

:43:54.:44:02.

airport, the port, the mail -- the motorway and it ticks all the boxes.

:44:02.:44:07.

There is talk about keeping a balance in the economy. Let's be

:44:07.:44:13.

honest, that is not going to happen overnight. We have to convene with

:44:13.:44:16.

all the relevant stakeholders and take some views on how we have will

:44:16.:44:22.

have to take that forward. Haven't you done that yet? We are working on

:44:22.:44:25.

that. This is a complicated site because there are three different

:44:25.:44:31.

owners involved in the site. We have to look towards the mediation in the

:44:31.:44:38.

site. There will not be one owner that will take over the site. There

:44:38.:44:44.

is a combination of various owners. It could be a science park, business

:44:44.:44:48.

Park, warehousing, distribution site. We have to provide jobs as

:44:48.:44:55.

soon as is. Also there is the business about the Turkish loan, the

:44:55.:45:00.

80 million which came from the European investment bank. Ford's

:45:00.:45:09.

promises were made. I am not here to criticise Ford. The car

:45:09.:45:12.

manufacturing is in a boom at the moment and Ford seem to be the odd

:45:13.:45:18.

ones out. Here is a global manufacturer who can make whatever

:45:18.:45:25.

decisions they like and if one area suffers, tough. Ford's main market

:45:25.:45:32.

was mainly Europe and Europe has been through a recession. Major

:45:32.:45:36.

manufacturers, Jaguar, Land Rover, they are doing extremely well and

:45:36.:45:40.

export to the far east. It may be a combination of various factors that

:45:40.:45:48.

have affected Ford. I want to protect jobs going forward in the

:45:48.:45:53.

future. To do that, little bit of money to clean up the site. Is that

:45:53.:46:00.

the subsidy you are against? I agree with what Doug has done. He is a

:46:00.:46:05.

great local champion. I don't think Southampton needs subsidies. It

:46:05.:46:10.

needs a level playing field and twice now it has been hit by unfair

:46:10.:46:17.

subsidies to someone else. Liverpool ports and now the green investment

:46:17.:46:24.

bank to Turkey. Given a chance to compete, people will hold their own

:46:24.:46:29.

with anyone. What is outrages is to have British taxpayers, people

:46:29.:46:33.

watching this programme now, funding our direct competitors across the

:46:33.:46:37.

Channel. That is a scandalous situation. In our last section, John

:46:37.:46:44.

was talking about jobs in Europe. Tell that to the people whose jobs

:46:44.:46:47.

were tied up directly or indirectly and there are a lot in Southampton

:46:47.:46:51.

either with the port or the Ford plant. It becomes a race to the

:46:51.:46:56.

bottom if everyone is being subsidised. The way the commission

:46:56.:47:00.

works is one of the things that needs change. The key thing about

:47:00.:47:06.

Ford is we need to have the jobs of the future. There is a factory near

:47:06.:47:09.

Portsmouth that employs 1000 people but they make satellites and not

:47:09.:47:14.

Transit vans. We have incredible expertise at the University in

:47:14.:47:19.

engineering, optical fibres. The idea that we could attract companies

:47:19.:47:22.

to this region that wants to be close to those types centres of

:47:22.:47:26.

excellence is what we have to go for. If we can put it together, we

:47:27.:47:30.

should go to the government and say, if it is going to take money to

:47:30.:47:35.

clean up the site, that would be worth having. Why has it not

:47:35.:47:39.

happened yet? There are different partners that have to be brought

:47:39.:47:44.

together. The City Council, the local enterprise partnership, they

:47:44.:47:48.

are coming together to look at these things. You couldn't go to early

:47:48.:47:52.

because Ford are not going to talk about the future of the site until

:47:52.:47:57.

the closure is pretty imminent. We are at a time when the challenge for

:47:57.:48:01.

everybody is to come up with the best deal and push it as hard as we

:48:01.:48:07.

can. What levers do you need to get this to happen? One thing that we

:48:07.:48:11.

have managed to secure is getting some money out of the government and

:48:11.:48:21.
:48:21.:48:21.

the Regional Growth Fund. We were successful in bridging the gap. For

:48:21.:48:26.

existing businesses to tap into some money, also for new start up

:48:26.:48:30.

businesses. We were successful to get that for Southampton and the

:48:30.:48:36.

Isle of Wight. We ring fenced off 1 million for Ford employees to apply

:48:36.:48:42.

for four new start-up businesses and grants. Have they been taken up?The

:48:42.:48:48.

applications have been so small. It is disappointing. It may be an issue

:48:48.:48:52.

of communication but hopefully some Ford employees are watching this

:48:52.:48:55.

today and recognise that there is an opportunity for them to tap in and

:48:56.:49:02.

get some money that they could use for start-up businesses. From

:49:02.:49:05.

January to March this year, there were over 1 million youngsters

:49:05.:49:09.

between 16 and 24 who were not in education and employment or

:49:09.:49:18.

training. NEETS. There is a problem with producing a lost generation

:49:18.:49:22.

that will never get into work. A scheming Banbury is having some

:49:22.:49:32.
:49:32.:49:40.

work. She is a business Administration apprentice at the

:49:40.:49:44.

district council but a year ago her future direction was less clear

:49:44.:49:52.

after she dropped out of sixth form. I was living -- I was studying

:49:52.:50:01.

social care and other subjects. I was looking for jobs but I wasn't

:50:01.:50:06.

doing anything for three months. I was at home. It was quite difficult.

:50:06.:50:10.

Even if you haven't got the right grades or experience, no one will

:50:10.:50:17.

take you. She was put in touch with the YMCA's training arm. They said

:50:17.:50:22.

it was like school but it wasn't. They would help me get my maths and

:50:22.:50:29.

English and get it up to a standard grain -- standard grade. YMCA is one

:50:29.:50:35.

of several groups working with groups to help people in Banbury. It

:50:35.:50:40.

is paying off. The number of NEETS in the town has fallen 40% in the

:50:41.:50:48.

last year. It is about people and when we can identify those people,

:50:48.:50:53.

we can do something about it. It doesn't matter how you do that. It

:50:53.:50:58.

is getting to those young people and encouraging them to get involved.

:50:59.:51:05.

you take a closer look at the figures, Oxfordshire has 5.6% of its

:51:05.:51:09.

16 to 18-year-olds currently out the workforce who could go in. That

:51:09.:51:16.

compares with 8.2 across England. In the South, said points -- 7.4 and 4%

:51:16.:51:20.

in Dorset. That is not the whole story. In Oxfordshire, they have a

:51:20.:51:26.

high number of not knowns. Authorities here don't know the

:51:26.:51:31.

status of more than a quarter of 16 to 18-year-olds compared to 2% in

:51:31.:51:34.

Dorset and resin. Oxfordshire county council says it is working to

:51:34.:51:42.

improve monitoring. If students like these are still in college, it is

:51:43.:51:51.

vital. We tend to think of young people who leave school at 16 and a

:51:51.:51:55.

lot of work is done with those 16-year-olds but it is they give

:51:55.:52:01.

people who stay on for a year and decide things aren't for them and go

:52:02.:52:06.

into the job market and don't get one. They can be lost in the system

:52:06.:52:11.

and we work to get sure -- get -- to make sure those 17-year-old don't

:52:11.:52:15.

fall between the cracks. students are studying for a

:52:15.:52:22.

qualification in print -- food preparation. There are many who were

:52:22.:52:25.

getting no further training. From this summer, the government says

:52:25.:52:31.

that is not good enough. From now on, 17 is the youngest age at which

:52:31.:52:34.

you can leave learning. 16-year-olds can get a job they have to do 20

:52:34.:52:41.

hours training a week or so. If you are a disenfranchised or

:52:41.:52:44.

disinterested young person, the thought of going for more education

:52:44.:52:48.

turns your stomach. What we have got to say is, what do you want to do

:52:48.:52:52.

with life? If you want to many there are lots of opportunities. Let's

:52:52.:53:00.

start with what you have and how can we use your skills? It will improve

:53:00.:53:05.

the aspirations of these young people. They will get the training

:53:05.:53:09.

and education and it will all work in the right direction.

:53:09.:53:13.

government doesn't have any plans to take action against any 16-year-olds

:53:13.:53:20.

who don't comply. I am a 16-year-old and I decide to stay at home. Where

:53:20.:53:24.

is the legislation and who is going to find out that I am not in

:53:24.:53:30.

education and training if we are not careful? We may pick up that we may

:53:30.:53:35.

not pick up the vulnerable and needy. No such worries for Amy. She

:53:35.:53:41.

is confident she has made the right choice. I was looking for jobs and

:53:41.:53:50.

this came along and I applied for it. I actually got it. Amy in

:53:50.:53:55.

Banbury. The one that got lucky. Dan Hannan, Michael Gove wants to make

:53:55.:54:00.

the curriculum even more academic. It is going to be more difficult for

:54:00.:54:04.

these youngsters. He is also boosting apprenticeships and

:54:04.:54:09.

providing a wider range of opportunities. The hard thing is to

:54:09.:54:15.

accept the limitations of what ministers can do. The easy thing is

:54:15.:54:21.

to say, we have a scheme and we will create X amount of jobs. I hear that

:54:21.:54:24.

every day in the European Parliament. Look at where that has

:54:24.:54:28.

led. We have jobless rates for young people on the constant and the

:54:28.:54:33.

Eurozone that go beyond anything we dreamt of. Is it about an attitude

:54:33.:54:39.

of entitlement for young people? It requires a self-awareness and the

:54:39.:54:43.

reason on behalf of lawmakers to say, we don't create the jobs.

:54:43.:54:47.

People who create the jobs are those who are setting up businesses and

:54:47.:54:51.

running shops and growing small companies. That is where most growth

:54:51.:54:55.

is. The best thing that government can do is to make life easier for

:54:55.:55:04.

them. We had a good scheme that stops people becoming long-term

:55:04.:55:09.

unemployed. It was cute -- it was called the future jobs fund. Even if

:55:09.:55:14.

you create jobs and there is danger of part of each generation of young

:55:14.:55:21.

people never getting into work and also -- always claimed benefits. We

:55:21.:55:24.

should do something similar now which attacks the bankers bonus. Any

:55:24.:55:27.

young person that has been out for 12 months, there will be a job and

:55:27.:55:31.

there will not be an option of claiming benefits. You will have to

:55:31.:55:35.

take the job. It is tough but it is the right thing to do because the

:55:35.:55:45.
:55:45.:55:46.

cost of young people drifting into benefits is far, far too high.

:55:46.:55:53.

all pay the price. I like John very much. I like you but you are

:55:53.:55:56.

completely wrong about this. It is the same phrase that there isn't

:55:57.:56:02.

going to be a staying in bed option. Gordon Brown said the same thing.

:56:02.:56:08.

is one of the more disastrous decisions that your government talk.

:56:08.:56:12.

Instead of looking at it and asking if it works, they scrapped it and

:56:12.:56:16.

since then we have seen long-term youth unemployment rocket. If it was

:56:16.:56:21.

all working so well, that wouldn't be happening now. What companies

:56:21.:56:29.

need in modern subsidies or special deals, they need customers. The

:56:29.:56:35.

problem is we don't have them on our doorstep any more. The Ford factory,

:56:35.:56:41.

it has been dragged down by the Euro crisis. That is bound to affect us.

:56:42.:56:51.

Not everything is Europe. It is about time you recognised that.

:56:51.:56:57.

can't abandon these young people. Let us look at our regular round-up

:56:57.:57:07.
:57:07.:57:13.

of the political week. This week mile an hour speed limit in

:57:13.:57:17.

Chichester after a campaign by local residents but outrage at the slow

:57:17.:57:20.

speed of cars in Portsmouth on Saturday after roadworks caused

:57:20.:57:25.

gridlock. The council has promised to cancel all parking fines. By

:57:25.:57:29.

contrast, a 50 fine has been introduced by Cherwell council if

:57:29.:57:34.

you make a mistake at a benefit claim. The city's libel fines are

:57:34.:57:41.

being put to good news through the military covenant. Queen Alexandra

:57:41.:57:46.

nursing home is helping veterans. have a computer and a television in

:57:46.:57:54.

my room. I read a lot of books. easy life or more earlier batches as

:57:54.:57:59.

the government said there was an expansion of forces. A report

:57:59.:58:04.

revealed many bays were charging electric cars in Oxford are hardly

:58:04.:58:08.

used while the M4's, shoulder is being taken to provide more space

:58:08.:58:15.

for the rest of us. Something happening next Sunday,

:58:15.:58:22.

your replacement. As you got down to agree, you are off. It is an all

:58:22.:58:27.

woman shortlist. Members of the Labour Party will vote and they have

:58:27.:58:32.

a fantastic selection. Four very different women with different

:58:32.:58:38.

backgrounds and skills. And at -- I am absolutely confident the Labour

:58:38.:58:44.

Party will put a good candidate for the people of Southampton. How is Ed

:58:44.:58:49.

Miliband Hell -- handling this Len McCluskey pressure? He is moving

:58:49.:58:55.

very well. Things have clearly gone wrong in Falkirk and Ed Miliband

:58:55.:58:59.

said we're not going to have this happening. If anyone is abusing the

:58:59.:59:08.

system, were. It. In my home constituency, on the day that a

:59:08.:59:11.

Labour selected its candidates, Len McCluskey Grey tweeted,

:59:11.:59:21.
:59:21.:59:27.

congratulations to our unite breaking the rules to favour

:59:27.:59:32.

candidates. Whoever is behind something like that, we will not

:59:32.:59:38.

tolerate it. Richard Ashworth has his issues and is not top of the

:59:38.:59:43.

list and not likely to make it through the European election.

:59:43.:59:49.

Depends on how many MEPs we select. I was against this silly system. We

:59:49.:59:54.

allow the incompetence to leapfrog to the top of the list. Including

:59:55.:59:59.

you? Including me. I was against it. I would much rather take our

:59:59.:00:09.
:00:09.:00:10.

chances. We are reaching the end of the programme. Open primaries.
