Hello and welcome to the programme.
Coming up, the Prime Minister was by | 0:00:21 | 0:00:27
25 year plan for the environment has
got a less than enthusiastic | 0:00:27 | 0:00:30
response. No legislative change
could actually make a difference. | 0:00:30 | 0:00:38
The government has suggested... We
are the fifth biggest economy in the | 0:00:38 | 0:00:47
world. And the reshuffle fails to
impress the SNP. Never before has a | 0:00:47 | 0:00:55
Cabinet reshuffle, what an
outstanding feat, even for this | 0:00:55 | 0:01:02
chaotic government. This month, 85%
of patients were seen in four hours, | 0:01:02 | 0:01:14
well below the 95% target, those are
the worst figure since the target | 0:01:14 | 0:01:19
was introduced in 2004. The Labour
Shadow Leader of the Common said the | 0:01:19 | 0:01:25
crisis was preventable. The evidence
is clear on the NHS, cancelled | 0:01:25 | 0:01:33
operations and people waiting on
trolleys, my friend was discharged | 0:01:33 | 0:01:37
from New Cross Hospital and by the
2nd of January he had had a huge | 0:01:37 | 0:01:45
heart attack. They'd is the
Secretary of State has to take | 0:01:45 | 0:01:50
responsibility and be accountable.
Why, if there are no concerns on the | 0:01:50 | 0:01:55
part of the Gutman, have the Care
Quality Commission decided to | 0:01:55 | 0:01:59
suspend routine inspections because
of winter crisis. NHS providers | 0:01:59 | 0:02:11
can't deliver a safe and decent
standard of patient care. I'm on I | 0:02:11 | 0:02:18
am sure that she will have read
carefully yesterday afternoon the | 0:02:18 | 0:02:23
words of the art Prime Minister, she
made clear that she had apologised | 0:02:23 | 0:02:29
for everybody that had an Operation
Shelter cancelled, and she has made | 0:02:29 | 0:02:37
it clear that the NHS has never been
better prepared for winter than ever | 0:02:37 | 0:02:43
before and part of our appropriate
prior planning for winter has been | 0:02:43 | 0:02:48
the patients don't turn up on the
day and get them operation | 0:02:48 | 0:02:52
cancelled. The Minister will have
seen that just one week before | 0:02:52 | 0:03:00
Christmas and New Year year, bed
occupancy rose to 91% and 39 | 0:03:00 | 0:03:06
ambulances were diverted from ana
because there were two busy to cope, | 0:03:06 | 0:03:13
31 beds were closed because of
diarrhoea or vomiting and escalation | 0:03:13 | 0:03:19
beds had to be open because
hospitals were full. The warnings | 0:03:19 | 0:03:24
today will tell the same set sorry
story. Does the extra funding mean | 0:03:24 | 0:03:30
it is far too late for the winter so
far and the government has had to | 0:03:30 | 0:03:39
announce the bombshell of 550,000
cancellations of operations. The | 0:03:39 | 0:03:47
government needs to come up with
urgent funding to help the NHS cope | 0:03:47 | 0:03:52
with the worst winter crisis in two
decades. I would hope the noble lady | 0:03:52 | 0:03:59
would welcome the money set aside in
the budget and it is important to | 0:03:59 | 0:04:03
say that in addition to the 370
million, half of which has gone into | 0:04:03 | 0:04:13
plans, there is a further 100
million that has gone into taking | 0:04:13 | 0:04:18
further pressure of emergency
services, so I don't accept the | 0:04:18 | 0:04:23
accusation that that money came too
late and indeed there is still money | 0:04:23 | 0:04:28
in the pot as services come in under
pressure. In the budget, there was | 0:04:28 | 0:04:34
also an outs another £2.8 billion to
help the NHS get through the next | 0:04:34 | 0:04:40
few years and we know that the
pressure is because of the ageing | 0:04:40 | 0:04:45
population and the money is to help
the NHS get back on target. The | 0:04:45 | 0:04:50
Prime Minister has pledged to
eliminate all plastic waste by 2042. | 0:04:50 | 0:05:01
It's part of the government's
strategy on the environment. The | 0:05:01 | 0:05:06
amount of plastic in the oceans has
caused an outcry and the suggestion | 0:05:06 | 0:05:15
is to introduce plastic free aisles
in supermarkets. The issue seems to | 0:05:15 | 0:05:20
be the talking point in the
Parliament. Labour complained it is | 0:05:20 | 0:05:25
a long time coming. The government
has finally got around to announcing | 0:05:25 | 0:05:32
its 25 year plan and catching up
with the Welsh government, just six | 0:05:32 | 0:05:37
years later. But this plan lacks
substance, is full of missed | 0:05:37 | 0:05:42
opportunities, week proposals and no
laws. It's not radical and is a | 0:05:42 | 0:05:48
cheap attempt by this Prime Minister
at rebranding the Tories. Will the | 0:05:48 | 0:05:54
government commit to making a
statement on this plan in this House | 0:05:54 | 0:05:58
to allow proper scrutiny? I'm
disappointed in what she has said. I | 0:05:58 | 0:06:07
hope that crossed the House we can
unite and do what is right for | 0:06:07 | 0:06:10
future generations and I would
caution her to wait for more | 0:06:10 | 0:06:17
information and this will be
discussed at length across the House | 0:06:17 | 0:06:23
and she will learn more today and a
home more in the future. The chair | 0:06:23 | 0:06:29
of the environment committee said he
had much enthusiasm for the plans. I | 0:06:29 | 0:06:35
want to see now practical
application on how we are going to | 0:06:35 | 0:06:39
meet these goals because if you want
to change and environment, if you | 0:06:39 | 0:06:44
want to change a financial
regulation in banking, you change | 0:06:44 | 0:06:49
the regulation and that fixes the
problem. But if you say I want to | 0:06:49 | 0:06:53
plant millions of trees, you
physically have two plat these | 0:06:53 | 0:06:57
trees, you have to find land and you
have to find the policies to do it. | 0:06:57 | 0:07:02
I'm not saying you can't do it, but
it's highly deliberate in the | 0:07:02 | 0:07:05
future. And the former chair of the
Green party said that she had been | 0:07:05 | 0:07:11
hoping for these measures but she
was disappointed. Yellow maggot | 0:07:11 | 0:07:15
there is absolutely nothing on
climate change, no suggestions on | 0:07:15 | 0:07:22
ledges to change that could make a
difference and for example I don't | 0:07:22 | 0:07:27
understand how the Prime Minister
can claim we as a country are | 0:07:27 | 0:07:30
leaving on climate change when she
is just about to give a green light | 0:07:30 | 0:07:36
to more fracking, we are banning
onshore wind developments, we are | 0:07:36 | 0:07:41
still tried to build nuclear power
stations and we are giving tax | 0:07:41 | 0:07:45
breaks to oil and gas. None of these
things is going to help us have a | 0:07:45 | 0:07:51
cleaner, greener, safer planet. You
are watching Thursday in Parliament. | 0:07:51 | 0:08:03
Now, a number of Conservative MPs
have called on the government to | 0:08:03 | 0:08:08
boost defence spending. Several
spoke in support of a motion | 0:08:08 | 0:08:14
demanding military expenditure be
maintained at its least current | 0:08:14 | 0:08:17
levels. It is vital that our defence
budget is ensures that our Armed | 0:08:17 | 0:08:25
Forces are equipped for the
challenges we face in the future and | 0:08:25 | 0:08:28
it is clear that our Armed Forces
forces, and this is one of the | 0:08:28 | 0:08:37
themes, our Armed Forces, need
resources that are over and above | 0:08:37 | 0:08:46
what is currently planned for.
Particularly it in light of the | 0:08:46 | 0:08:51
increasing threats we face as a
country. I think we face incredibly | 0:08:51 | 0:08:58
dangerous times, this nation is at
right, there are very real threats | 0:08:58 | 0:09:04
to our people's security and or we
don't address it strategically and | 0:09:04 | 0:09:08
address it in a way that brings in
more money for defence, if we don't | 0:09:08 | 0:09:15
increase more defence spending to
3%, we are not doing our duty, we | 0:09:15 | 0:09:24
are not doing what are people
sentenced here to do. It's not | 0:09:24 | 0:09:29
enough to set a 3% target on the
defence, we must also recognise that | 0:09:29 | 0:09:36
our tried and tested machine for
making military strategy has been | 0:09:36 | 0:09:41
largely dismantled, this achieves of
staff must be more than budget | 0:09:41 | 0:09:47
managers stuck on the sidelines
whilst politicians and officials | 0:09:47 | 0:09:51
call the shots and as often as not
call the shots incorrectly. Other | 0:09:51 | 0:10:00
MPs called on how working in the
Armed Forces affects personnel. It | 0:10:00 | 0:10:07
used to mean heading off on a Friday
afternoon on and not returning a | 0:10:07 | 0:10:14
week on Monday, said they had a full
week and two weekends away. Now, the | 0:10:14 | 0:10:24
five dailies starts on Monday
morning with sub Mariner is expected | 0:10:24 | 0:10:28
to be back on post on Friday night.
How is this sustainable how and how | 0:10:28 | 0:10:35
can relationships survive that?
Labour said more had to be done to | 0:10:35 | 0:10:41
tackle Armed Forces recruitment. We
welcome the Army's recent report | 0:10:41 | 0:10:48
despite the recent history by the
press. If we can remove perceptions | 0:10:48 | 0:10:53
that deter potential applicants,
that is to be welcomed. But we must | 0:10:53 | 0:10:58
look very seriously at the contract
with capita which is not fit for | 0:10:58 | 0:11:04
purpose. We have the biggest force
in Europe and I believe that it will | 0:11:04 | 0:11:12
still be the Coalition of the
willing that will step forward to | 0:11:12 | 0:11:15
beat the challenges of today. In
West Africa it was us that step | 0:11:15 | 0:11:21
forward with other nations that were
never not necessarily members of | 0:11:21 | 0:11:26
Nato. Where we have the capability
and desire to step forward. A report | 0:11:26 | 0:11:38
commissioned by the Mayor of London
has painted a disturbing picture of | 0:11:38 | 0:11:43
what could happen if there is no
deal in the Brexit negotiations. The | 0:11:43 | 0:11:47
study by Siddique Khan suggests that
did billion pounds of investment | 0:11:47 | 0:11:53
could be lost without an agreement.
The Labour MP was concerned. Surely | 0:11:53 | 0:12:03
you will agree that no transpacific
trade degree deal, and the Mayor of | 0:12:03 | 0:12:15
London's report shows what a
cataclysmic effect it would have | 0:12:15 | 0:12:17
leaving Europe and on our jobs. Mr
Speaker, as usual I don't except the | 0:12:17 | 0:12:27
premise of any part of the
honourable gentleman's questions. I | 0:12:27 | 0:12:31
don't believe we will lose our share
of the market. We will maintain an | 0:12:31 | 0:12:35
open agreement with the European
Union and they will want that | 0:12:35 | 0:12:39
because we are the fifth biggest
economy in the world and a major | 0:12:39 | 0:12:43
trading partner were with them. The
worst is assessment was less than | 0:12:43 | 0:12:51
half than the assessment given to us
before the referendum if there was | 0:12:51 | 0:12:56
no deal whatsoever. The subject of
chlorinated chicken also came up. | 0:12:56 | 0:13:04
Wilful regulatory alignment with the
EU extent to farming standards in | 0:13:04 | 0:13:08
the U EU and chlorinated chicken
will not be entering the UK? Mr | 0:13:08 | 0:13:17
Speaker, we made very clear on
numerous occasions that we do not | 0:13:17 | 0:13:23
intend to lower standards in food
stayed in safety, environment say is | 0:13:23 | 0:13:28
that standards or workers' rights.
The impact on Brexit on food and | 0:13:28 | 0:13:34
animal welfare standards were also
raised in the Lords. | 0:13:34 | 0:13:49
As it is held in high repute thanks
to our standards, the withdrawal | 0:13:49 | 0:13:53
bill will transfer onto the UK
statue book. All standards are | 0:13:53 | 0:13:59
current high standards including
imports requirements will require | 0:13:59 | 0:14:04
when we leave the EU. Is he is aware
that Liam Fox has agreed it with the | 0:14:04 | 0:14:10
officials at the trade talks will be
held in secret and that the US | 0:14:10 | 0:14:13
commerce Secretary or has of it
scrapping the hygiene rules will be | 0:14:13 | 0:14:18
a critical component of any trade?
NAC also aware that Liam Fox's | 0:14:18 | 0:14:26
previous record as saying is nothing
wrong with chlorine dip to poultry, | 0:14:26 | 0:14:31
despite its use to disguise his
bacterial contamination such as | 0:14:31 | 0:14:35
Salmonella and E coli which arise
from their inadequate hygiene | 0:14:35 | 0:14:38
standards? Clearly the government is
for a trade deal, so how can we be | 0:14:38 | 0:14:44
sure that the interest of British
consumers and farmers won't be | 0:14:44 | 0:14:47
sacrificed in pursuit of that bigger
prize? Or ultimately as the | 0:14:47 | 0:14:50
government action prepared to walk
away if, Mize is demanded in his | 0:14:50 | 0:14:55
negotiations? Of course we want to
have a vibrant trade arrangement | 0:14:55 | 0:15:00
with United States of America, I
hope all of your Lord ships hope to | 0:15:00 | 0:15:04
have vibrant trade elation ships
around the world. They're been very | 0:15:04 | 0:15:09
clear where not went to water down
or come Mize on the standards I have | 0:15:09 | 0:15:14
set out. They will be transferred
into our own domestic law. The very | 0:15:14 | 0:15:20
points that were raised will be on
the statute book. The food standard | 0:15:20 | 0:15:27
agency will have a key role to play
in ensuring high standards. It will | 0:15:27 | 0:15:33
have resource applications, staff
and locations in a whole raft of | 0:15:33 | 0:15:39
implementations. It is the
governments proposed timetable to | 0:15:39 | 0:15:42
prove these? Is a important that we
ensure the sources that we are | 0:15:42 | 0:15:50
dealing with are well put in place.
So that we aren't in a mission to | 0:15:50 | 0:15:55
have the continuing confidence that
we should have. Will he have a word | 0:15:55 | 0:15:59
with his college and the other
departments to keep saying Brexit | 0:15:59 | 0:16:02
will lead to cheap food? Is
inconsistent to talk about cheap | 0:16:02 | 0:16:07
food because the only way that can
arise is if our own poultry | 0:16:07 | 0:16:11
industry, pig industry and beef
industry is decimated by cheaper | 0:16:11 | 0:16:16
imports aced upon lower standards?
My Lords, I'm absolutely clear that | 0:16:16 | 0:16:27
we will not be watering down any of
our standards, they're already going | 0:16:27 | 0:16:31
to be on the statute stop went home
and has the EU withdrawal bill they | 0:16:31 | 0:16:39
will be UK statute. What assurance
can a minister give us that on day | 0:16:39 | 0:16:45
two, after leaving the European
Union there were not the proposals | 0:16:45 | 0:16:50
to water down those roles? Are going
to be told that the 17.4 million | 0:16:50 | 0:16:55
people wanted to change the rules in
order to get a deal with the United | 0:16:55 | 0:16:58
States? I think all have been in
clear in saying is that we are not | 0:16:58 | 0:17:11
watering down, there will be
requirements under the UK statute | 0:17:11 | 0:17:15
book and it will be clearly for
parliament decided me future and | 0:17:15 | 0:17:18
what it wants to do. I've been
absolute clear about the direction | 0:17:18 | 0:17:21
of travel. A conservative MP has
urged ministers to try to help | 0:17:21 | 0:17:28
Hammond, who in sentence to death by
Hootie rebels earlier this month. He | 0:17:28 | 0:17:34
has been in detention in the Yemeni
capital since 2013. They're | 0:17:34 | 0:17:39
controlled by who The U's are locked
in several raw with the government. | 0:17:39 | 0:17:47
He was being persecuted for his
religious beliefs and had been | 0:17:47 | 0:17:52
treated appallingly. The thread to
execute it constitutes a grave risk | 0:17:52 | 0:17:58
to the life of an innocent man, a
father of three. He was arrested in | 0:17:58 | 0:18:09
December 2013, has been subjected to
torture, beating the modification, | 0:18:09 | 0:18:15
and forced to sign confessions under
duress. 40 court hearing seven held | 0:18:15 | 0:18:19
on his case or than cancelled,
raising very serious questions about | 0:18:19 | 0:18:24
any due process. Although he is not
a British national nor an employee | 0:18:24 | 0:18:31
of any organisation related to the
government does not in any way | 0:18:31 | 0:18:36
diminish our indignation about is
happening in our wish to try and | 0:18:36 | 0:18:39
defend his interests and see him
released. We are to that end of | 0:18:39 | 0:18:44
course, also in close contact with
the community in London regarding | 0:18:44 | 0:18:49
this case and indeed the water
situation in Yemen. Disagree with me | 0:18:49 | 0:18:54
that the rise of religious this with
the rebels is an extremely warning | 0:18:54 | 0:19:00
sign. Other has in many tribal
issues in Yemen this rise on | 0:19:00 | 0:19:07
religious grounds actually a new
thing for Yemeni history. I totally | 0:19:07 | 0:19:15
agree with my honourable friend, he
and his committee will be | 0:19:15 | 0:19:20
investigating this very deeply. I
think is right. One of the really | 0:19:20 | 0:19:25
distressing elements of what is
unfolded in Yemen over the past five | 0:19:25 | 0:19:31
years is that what was tribal
conflict has converted into more | 0:19:31 | 0:19:38
sectarian conflict, and it contains
the danger of escalating further | 0:19:38 | 0:19:42
into a deeper issue. This is exactly
the kind of rising tension and | 0:19:42 | 0:19:47
complex structure which we want to
de-escalate civic myth of a pointer | 0:19:47 | 0:19:54
that can be proper political
discussions, realistic ones in that | 0:19:54 | 0:20:00
complex tribal country to bring
stability and crucially to overcome | 0:20:00 | 0:20:04
the massive famine and disease and a
rising infant mortality which is | 0:20:04 | 0:20:10
probably in the worst aspect in a
deeply hidden aspect of what is | 0:20:10 | 0:20:14
going on in Yemen at the moment. One
of the cabinet members his job never | 0:20:14 | 0:20:20
seem to be in peril as the Home
Secretary, in fact she gained a new | 0:20:20 | 0:20:25
role as Minister for any qualities,
one of the first issues to confront | 0:20:25 | 0:20:29
her in her additional capacity was
the row about equal pay at the BBC. | 0:20:29 | 0:20:34
Here the 21st century women as a
internal equality, commitments or | 0:20:34 | 0:20:38
tell us what steps the government is
taking to make sure there is not a | 0:20:38 | 0:20:42
pay gap in the civil service, in
light of the fact that Kerry Grace | 0:20:42 | 0:20:47
has designed recently as editor of
the BBC siding pages there. Thank | 0:20:47 | 0:20:57
you for raising and imported
element, it is essential that we all | 0:20:57 | 0:21:00
ensure that the equal pay act is
enforced and as much as I admire the | 0:21:00 | 0:21:05
BBC and Internet listening and
looking at their programmes, they | 0:21:05 | 0:21:08
clearly have a very serious question
to answer here, which I certainly | 0:21:08 | 0:21:11
hope they will address as terms of
gender pay gap we are committed to | 0:21:11 | 0:21:16
ensuring we do address that as well.
We have new disclosure arrangements. | 0:21:16 | 0:21:20
I doubt erupt as patient was also
raised. The BBC claim that many of | 0:21:20 | 0:21:27
its staff are from certain
backgrounds but others have | 0:21:27 | 0:21:32
mentioned that the figure falls to
1.5%. Is the minister concerned | 0:21:32 | 0:21:36
there is a major problem with be AME
visitation and what discussions has | 0:21:36 | 0:21:42
she had with the BBC about getting
about as? I had not seen those | 0:21:42 | 0:21:49
particular figures commoditize
attention to that the overall | 0:21:49 | 0:21:53
numbers suggesting there are
equality hides the fact that in | 0:21:53 | 0:21:56
specialist areas off to the higher
paid areas, there is nowhere near | 0:21:56 | 0:22:00
equality. I'll take very system
which is raised and I think there | 0:22:00 | 0:22:04
are additional questions for the BBC
to answer any particular element | 0:22:04 | 0:22:06
that she has raised. The previous
woman inequalities woman rose to ask | 0:22:06 | 0:22:15
your question from the back benches.
I like to congratulate the alms | 0:22:15 | 0:22:20
victory on her expanded role. I know
she was fantastic job. She does in | 0:22:20 | 0:22:24
people, parents and teachers know it
is vital in a modern Internet world | 0:22:24 | 0:22:29
to see sex and relationship
education updated. Can she confirm | 0:22:29 | 0:22:31
that the government will push had
with updating the guidance that is | 0:22:31 | 0:22:37
now so out of date, and also meet
with me and the honourable member so | 0:22:37 | 0:22:46
we can make sure to have a
crossmember party support for the | 0:22:46 | 0:22:49
record being undertaken? To start by
thinking the way Anna Brill 84 the | 0:22:49 | 0:22:54
enormous good work that she did in
this role. I will try my best to | 0:22:54 | 0:22:59
keep the momentum up that she
provided. But of the fantastic | 0:22:59 | 0:23:02
things she has done was lead on
making sure the sex and relationship | 0:23:02 | 0:23:06
education is going to be provided in
all schools. I will be delighted to | 0:23:06 | 0:23:09
work with care to ensure that is the
case Amen also cost that has to | 0:23:09 | 0:23:14
ensure that the outcome we get is
one that the whole house can support | 0:23:14 | 0:23:17
as I know of one believes this is an
important part. Another minister who | 0:23:17 | 0:23:22
made it to the reshuffle unscathed
was a beater of the commons, Andrea | 0:23:22 | 0:23:28
Ledson. Sugar is a business
questions each Thursday to a rundown | 0:23:28 | 0:23:34
of Commons business. I'm sure as the
eagle eyed members of the house will | 0:23:34 | 0:23:40
notice... My right arm about a
friend is attending for a member of | 0:23:40 | 0:23:46
the Privy Council. I am standing in
her place. I will do my best. Can't | 0:23:46 | 0:23:56
be any worse, a rather uncharitable
voice... She wanted to talk about | 0:23:56 | 0:24:03
the reshuffle. New titles, all the
responsibilities are already in | 0:24:03 | 0:24:11
their portfolios. Can the Minister
please ensure that the change of | 0:24:11 | 0:24:14
titles there is no further cost to
the public purse? It seems that men | 0:24:14 | 0:24:19
can say no and the PM goes all right
but when a woman says no she is | 0:24:19 | 0:24:24
sacked. So to paraphrase the Prime
Minister... There really are, boys | 0:24:24 | 0:24:31
jobs and girls jobs. It is left
between a hard place. Never before | 0:24:31 | 0:24:40
has a cabinet minister... An
outstanding feat even for this | 0:24:40 | 0:24:48
chaotic ferment. A referred to
speculation before the reshuffle | 0:24:48 | 0:24:52
that there was to be a minister for
a no deal in the box and | 0:24:52 | 0:24:56
negotiations. The best way as a nod
to get a good deal at a good deal | 0:24:56 | 0:24:59
out of the EU is them that we are
prepared for no deal. When we have | 0:24:59 | 0:25:03
this debate about European
withdrawal bill next week, will we | 0:25:03 | 0:25:08
have the Minister for hard Brexit in
the chamber? Azur promised during | 0:25:08 | 0:25:14
May shuffles we can question him or
her, and if not I'm away not? I'm | 0:25:14 | 0:25:20
sure will have a range... Show be a
lively debate next week. Making a | 0:25:20 | 0:25:32
full contribution to it. We'll be
reporting that in full, rest | 0:25:32 | 0:25:36
assured. Do join me at the same time
tomorrow forever and up of the whole | 0:25:36 | 0:25:39
week in Parliament. But now,
goodbye. | 0:25:39 | 0:25:51 |
