for women, because there has been an improvement, actually, in | :02:38. | :02:43. | |
unemployment in the last few months in terms of men, but a 4000 | :02:43. | :02:49. | |
increase in women out of work over a similar timespan. Your government | :02:49. | :02:53. | |
pays lip-service to equality issues, so what are you actually doing on | :02:53. | :02:59. | |

quarry in Bethesda last week and 60 workers have now agreed to take | :03:38. | :03:41. | |
four days a week to try and save their jobs, but they are facing | :03:41. | :03:48. | |
hardship. Will you commit your government to assist the company | :03:49. | :03:52. | |
specifically to try and bring the quarry back into use so they can | :03:52. | :03:56. | |
work for the whole stone face and get workers back into full-time | :03:56. | :04:00. | |
employment, and look at opportunities to assist the workers | :04:00. | :04:05. | |
themselves, who are facing this indefinite period of working four | :04:05. | :04:09. | |
days a week. We would of course be happy to work with the company and | :04:09. | :04:14. | |
staff to secure those jobs in the poster and develop the quarry. | :04:14. | :04:21. | |
Roberts. Will the First Minister make a statement on the steps he is | :04:21. | :04:24. | |
taking to ensure the Welsh-language commissioner has operational and | :04:25. | :04:29. | |
financial independence? The independence of the Commissioner is | :04:30. | :04:35. | |
something the government values and sports in full, of course. | :04:35. | :04:38. | |
number of provisions were made in the Welsh language measure which | :04:38. | :04:44. | |
protects the commissioner's freedom. I am sure you will be aware that | :04:44. | :04:50. | |
the commissioner has expressed concern about the issue of | :04:50. | :04:52. | |
financial independence. Do you believe along with the other | :04:52. | :04:58. | |
commissions, but there is room to go further than an annual budget in | :04:58. | :05:02. | |
order to secure that independence? I don't think this impacts on the | :05:02. | :05:06. | |
independence of the Commissioner, for example, judges are paid by | :05:06. | :05:11. | |
government, and nobody would claim they are not independent. A number | :05:11. | :05:15. | |
of commissioners across the UK are funded in this way as well. It is | :05:15. | :05:18. | |
important of course to ensure the commissioner is independent, and | :05:18. | :05:24. | |
this is something we very much support. First Minister, but that | :05:24. | :05:34. | |
:05:34. | :05:35. | ||
What would happen if the priorities of the commissioner, which are set | :05:35. | :05:39. | |
independently, directly conflict those of the minister, who will be | :05:39. | :05:42. | |
the final adjudicator in that relationship, and how well you're | :05:42. | :05:47. | |
sure that the commissioner's independence is parallel? | :05:47. | :05:51. | |
commissioner is an independent figure. The commissioner will, on | :05:51. | :05:56. | |
occasion, challenge government. That is part of the role of any | :05:56. | :05:59. | |
commissioner and we have seen that with the commissioner for older | :05:59. | :06:04. | |
people and the commissioner for children, so there is no problem in | :06:04. | :06:08. | |
taking a stance which is different or in opposition to that of | :06:08. | :06:15. | |
government. The people who were calling for the Welsh language | :06:15. | :06:19. | |
measure and seeing a commissioner in place are very eager to see the | :06:19. | :06:23. | |
standards that the commissioner will implement, and seeing them | :06:23. | :06:28. | |
brought before the Assembly. When should we anticipate seeing those | :06:28. | :06:32. | |
standards brought forward to this Assembly? I will be meeting the | :06:32. | :06:37. | |
commissioner before long, and this is something I will debate with her. | :06:37. | :06:41. | |

Plaid Cymru, Leanne Wood. Can you clearly outline your government's | :06:47. | :06:52. | |
position on powers over energy consents greater than 50 megawatts, | :06:52. | :06:58. | |

designated area, and providing compensation for the damage would | :07:34. | :07:42. | |
be very challenging ." Do you still share those concerns? I think the | :07:42. | :07:44. | |
right project for the Severn barrage is something which could | :07:44. | :07:48. | |
certainly be taken forward. Environmental concerns need to be | :07:48. | :07:52. | |
addressed, but ultimately this will remain a matter for the UK | :07:52. | :07:57. | |
authorities, because of the cross- border nature of the barrage. | :07:57. | :08:02. | |
assurances can you give us, First Minister, that given Westminster | :08:02. | :08:06. | |
will ultimately make a decision on this, that any developments in the | :08:06. | :08:10. | |
Severn estuary will provide for the maximum amount with the minimum | :08:10. | :08:16. | |
damage, and will be in the best national interest for Wales? | :08:16. | :08:20. | |
