research teams in the Cardiff Medical School in my constituency | :01:29. | :01:36. | |
of Cardiff North is leading the way in the research, will he do what he | :01:36. | :01:40. | |
can to ensure that that team and other teams throughout Wales get | :01:40. | :01:46. | |
this fair share of the money? appears that the majority of the | :01:46. | :01:49. | |
money will be distributed in England but we are trying to | :01:49. | :01:54. | |
establish how much money will be available for research teams in | :01:54. | :02:04. | |

Wales. I welcomed the announcement yesterday. The Welsh Government | :02:05. | :02:09. | |
aims to increase our share of UK research and development funding to | :02:09. | :02:14. | |
5 % on the basis of the Welsh population. Scotland has 8 % of the | :02:14. | :02:21. | |
UK population but already receives nearly 15 % of UK research for -- | :02:21. | :02:25. | |
research council funding, three times your current target. Do you | :02:25. | :02:31. | |
agree you should be more ambitious? It would mean a substantial | :02:31. | :02:37. | |
increase in the amount of money coming into Wales. It is absolutely | :02:37. | :02:41. | |
crucial that Welsh research teams can put forward the strongest | :02:41. | :02:51. | |
possible bids to make sure we get at least our fair share. I welcomed | :02:51. | :02:55. | |
the document that you published last week outlining how you intend | :02:55. | :03:02. | |
to develop signs in Wales. During the budget process another 100,000 | :03:02. | :03:07. | |
was provided for science and technology. Do you know if there is | :03:07. | :03:14. | |
any consequential to that? What specific steps are you taking to | :03:14. | :03:20. | |
increase the put -- the percentage of council money coming to Wales? | :03:20. | :03:30. | |

Of course the member will be aware off the scheme and the | :03:31. | :03:35. | |

local Government in Wales in the next six months? Our priorities are | :04:03. | :04:08. | |
clearly set out in the programme for Government. One of the | :04:08. | :04:13. | |
priorities of people in my area is the need to see councils being | :04:13. | :04:17. | |
transparent. On this side of the Chamber we have drawn attention to | :04:17. | :04:25. | |
the importance of encouraging councils to publish any expenditure | :04:25. | :04:30. | |
over �500. The Minister for local Government has ignored this, saying | :04:30. | :04:36. | |
it would be a burden. Can you tell us what the EU agree with this and, | :04:36. | :04:42. | |
if so, why you are not supporting something so sensible? This is for | :04:42. | :04:45. | |
local authorities themselves and there is no way of knowing that the | :04:46. | :04:49. | |
man at how much this will cost local authorities. If they want to | :04:49. | :04:57. | |
do it, they are accountable to their constituents. A designated | :04:57. | :05:01. | |
public place order has been put into effect which makes it an | :05:01. | :05:06. | |
offence to stop drinking -- to refuse to stop drinking when asked | :05:06. | :05:13. | |
to buy a police officer. It is intended to stamp out the | :05:13. | :05:20. | |
problematic behaviour that causes concern to many. Well the First | :05:20. | :05:24. | |
Minister joined me in congratulating our city council has | :05:24. | :05:29. | |

Not at all. It has been very difficult in terms of the budget | :06:27. | :06:32. | |
negotiation but it is true to say that the amount provided to bus | :06:32. | :06:37. | |
companies per litre is higher than in England. It is of course a very | :06:37. | :06:43. | |
important that we ensure that those who do not have much money can | :06:43. | :06:48. | |
access the bus services and that is why we have the systems we have in | :06:48. | :06:54. | |
place to ensure that people can travel on buses free of charge if | :06:54. | :07:03. | |
they are disabled or over 60. demand for child protection | :07:03. | :07:12. | |
services within local authorities is still on the increase. A number | :07:12. | :07:17. | |
of charities called for early intervention services in order to | :07:17. | :07:21. | |
stop child neglect. Does your Government intend to do anything | :07:21. | :07:27. | |
about this over the next six months? There will be an | :07:27. | :07:31. | |
opportunity provided by the Social Services Bill to consider issues | :07:31. | :07:36. | |

critical that we see effective collaboration across local | :07:58. | :08:01. | |
authorities and indeed between local authorities and other public | :08:01. | :08:06. | |
sector bodies. Questions from the party leaders. First is the Leader | :08:06. | :08:13. | |
of the Opposition. Thank you. What has Cardiff have in common with | :08:13. | :08:20. | |

Investment Bank. The bid was put together by your Government and it | :08:40. | :08:45. | |
had the potential to be located in Cardiff, an organisation worth | :08:45. | :08:50. | |
about �3 billion worth of spend into green energy projects. Given | :08:50. | :08:54. | |
that Cardiff city centre is an enterprise zone for the financial | :08:54. | :09:02. | |
services centre -- sector, do you not see this as a critical failure | :09:02. | :09:09. | |
of your Government to get beyond the first stage in the bidding | :09:09. | :09:13. | |
process to attract this major investment? The reason we did not | :09:13. | :09:23. | |

get past the first stage is there is no direct planning for it. The | :09:24. | :09:30. | |
Prime Minister wanted to placate the Scots. He went to Scotland but | :09:30. | :09:36. | |

request but it has been rejected. We will continue to look to fund | :13:12. | :13:20. | |
projects such as the �6.4 million we have put into green energy in | :13:20. | :13:26. | |
Pembrokeshire. But we need powers over renewables and over planning | :13:26. | :13:35. | |
consent to maximise Wales' resources. Let's put to one side | :13:35. | :13:40. | |
the to-ing and fro-ing over the question of 100 megawatts. The | :13:40. | :13:44. | |
Crown Estate will benefit from a renewable energy production schemes | :13:44. | :13:49. | |
on land and more importantly at sea. Plaid Cymru believes that the | :13:49. | :13:53. | |
benefits should go to the people of Wales through the Welsh Government. | :13:53. | :13:57. | |
On numerous occasions you have been asked in this Chamber whether you | :13:57. | :14:02. | |
will pursue the devolution of the Crown Estates to Wales yet, to date, | :14:02. | :14:07. | |
we have received no clear answer. Can you tell us what is the boss | :14:07. | :14:12. | |
Government's position on the devolution of the Crown Estates? | :14:12. | :14:19. | |
This is a matter I believe should be dealt with locally and it is | :14:19. | :14:22. | |
important that we will come to an arrangement that will benefit the | :14:22. | :14:30. | |
people of Wales. We should go ahead with the creation of 600 jobs in | :14:30. | :14:36. | |
Anglesey. Will the Leader of Clyde, we join me in that? We need jobs in | :14:36. | :14:40. | |
the north-west of Wales but I would argue that jobs in the renewable | :14:40. | :14:44. | |
sector are ones we should be pursuing. Can you understand how | :14:44. | :14:48. | |
people from within the renewables industry, which is what this | :14:49. | :14:53. | |
question is about, who are crying out for more clarity and direction | :14:53. | :14:59. | |
and to, more importantly, will not commit to invest until they get | :14:59. | :15:09. | |

this morning a dentist from Merthyr Tydfil told good morning Wales that | :15:57. | :16:01. | |
he turns away between five and 30 people seeking NHS treatment every | :16:01. | :16:11. | |

day from his practice and he has patients travelling around four | :16:11. | :16:18. | |
hours to him. Only 37% of dentists accepting new NHS patients. When | :16:18. | :16:24. | |
Labour introduced the new dental contract in 2006, a Rhodri Morgan | :16:24. | :16:29. | |
tour the Assembly that everyone who needed access to an NHS dentist | :16:29. | :16:32. | |
would get it. Six years on, are you satisfied that so many people | :16:32. | :16:37. | |
cannot access NHS dental services? I am because I do not recognise the | :16:37. | :16:41. | |
figures that you have produced. It seems to be a self-selecting | :16:41. | :16:51. | |
audience. I know many dentists... The reality of the situation is | :16:51. | :16:56. | |
that in one place, there are 40,000 patients who regularly access NHS | :16:56. | :17:05. | |
dentistry than five years ago. There are some places in Wales | :17:05. | :17:10. | |
which I will look into, but on the existed industry is much improved | :17:11. | :17:16. | |
in Wales. The First Minister can say what he likes about the | :17:16. | :17:21. | |
research we have taken out but the BDA described it as a very valuable | :17:21. | :17:30. | |
piece of work and I am very glad to hear first and from dentist's. The | :17:30. | :17:34. | |
truth is that many people struggle to find an NHS dentist and even | :17:34. | :17:40. | |
though the dental practices are still accepting NHS patients, 65% | :17:40. | :17:44. | |
of waiting lists are for more than two months and in some cases, | :17:44. | :17:47. | |
waiting lists to get on the list exceeds one year. The First | :17:47. | :17:50. | |
Minister seems to think that is good enough, I do not. Your | :17:51. | :17:55. | |
programme says you will improve access to dentists and increase the | :17:55. | :18:00. | |
percentage of the population with an NHS dentist which seems to | :18:00. | :18:05. | |
suggest that he does think something should be done. Please | :18:05. | :18:09. | |
could you clarify the figures for the Chamber now. What percentage | :18:09. | :18:13. | |
increase do you expect to see by the end of this government and does | :18:13. | :18:16. | |
have 100% target set by your predecessor still apply? It does | :18:16. | :18:20. | |
and in the past five years, there has been a substantial increase in | :18:20. | :18:25. | |
the number of NHS dental places and the people able to access them. I | :18:25. | :18:31. | |
know of areas in Wales, my own home town, where there are NHS dentists | :18:31. | :18:35. | |
and people have not found it difficult to access them. There may | :18:35. | :18:39. | |
be other places where access is more difficult but I cannot accept | :18:39. | :18:42. | |
that the situation has got worse over the past five years when | :18:42. | :18:48. | |
clearly it has got much better. First Minister, the boss Liberal | :18:48. | :18:52. | |
Democrat have today revealed in these figures that anyone who is in | :18:52. | :18:55. | |
touch with the Welsh people know that some people cannot register | :18:55. | :19:00. | |
with a dentist and a very many more people are having to travel for | :19:00. | :19:04. | |
hours to see a dentist. And while one third of dentists are not | :19:04. | :19:08. | |
taking on NHS patients, over two thirds of them are taking on | :19:08. | :19:12. | |
private patients. So the well off go private what the poorest are | :19:12. | :19:16. | |
left waiting. Is this not another case of Labour's poor services | :19:16. | :19:22. | |
doing poor people down? As I have said many times, the situation has | :19:22. | :19:28. | |
vastly improved. I cannot take lectures from the Liberal Democrats | :19:28. | :19:35. | |
after supporting tax decreases for the rich in the Budget last week. | :19:35. | :19:38. | |
Failing to say that regional pay was wrong and this is the leader of | :19:38. | :19:44. | |
the Liberal Democrats accusing me of being out of touch, we will see | :19:44. | :19:48. | |
how out-of-touch she is in May. will move back to the paper and I | :19:48. | :19:53. | |

Cardiff University presenting a report which found that politicians, | :23:05. | :23:11. | |
government and business institutions urgent need to add up | :23:11. | :23:15. | |
understand that corruption is a problem in key sectors and must be | :23:15. | :23:19. | |
tackled consistently and coherently. How therefore do you respond to | :23:19. | :23:24. | |
continuing concern that Wales has a higher proportion of whistleblowers | :23:24. | :23:28. | |
in the public sector and the publicly-funded sector in Wales who | :23:28. | :23:34. | |
frequently report harassment, intimidation and threats? And that | :23:34. | :23:39. | |
even a good friend of mine who represents... You have had two | :23:39. | :23:47. | |
