should not and we will not. And so what I ask you to do is understand | :00:00. | 3:59:59
how things ever happen in politics. Six weeks ago we started our | :00:00. | :00:21.
campaign on issues such as integration and fundamentalist | :00:22. | :00:29.
Islam, at the time many people disapproved, at the time many people | :00:30. | :00:35.
said it was completely irrelevant, people said they were just trying to | :00:36. | :00:42.
find something. In the most appalling and terrible way it has | :00:43. | :00:48.
shown these are the issues that are fundamental concern to the British | :00:49. | :00:55.
people. We're talking about that time about short-term, long-term and | :00:56. | :01:02.
medium term of how we should address these issues but today, though now | :01:03. | :01:14.
it is about the immediate response needed to terrible events at a all | :01:15. | :01:18.
too regular so without further ado thank you Paul. | :01:19. | :01:30.
It is clear from the terrorist atrocities over the past month that | :01:31. | :01:35.
the Government are struggling to protect its own citizens. Our | :01:36. | :01:51.
security services are at any one time thwarting 500 potential terror | :01:52. | :01:56.
plots, they are monitoring 3000 hard-core jihadis around the clock | :01:57. | :02:07.
and keeping tabs, these are truly shocking figures. The police foil | :02:08. | :02:22.
plot afterthought in the neck of time now they're being overwhelmed | :02:23. | :02:26.
by the impossible scale of the task that they face, that task has | :02:27. | :02:33.
reached this impossible scale and it is a damning indictment of the | :02:34. | :02:41.
complacent British political establishment. An establishment | :02:42. | :02:46.
which adopted way back in the 1980s mindset that said Islamist should be | :02:47. | :02:51.
allowed to set up home in Britain because they would surely never | :02:52. | :02:55.
attack the place that was giving them refuge. It is an establishment | :02:56. | :03:02.
that has allowed hundreds of jihadis to return from five to four Islamic | :03:03. | :03:10.
State in Syria, an establishment that has abolished control orders in | :03:11. | :03:17.
place that was weakly, even as the Islamist threat was getting worse, | :03:18. | :03:22.
it is an establishment that was content to whip up cries of racism | :03:23. | :03:28.
against those of us who want clearer on a cause and called for a much | :03:29. | :03:39.
tougher approach on immigration. The Prime Minister finally took a step | :03:40. | :03:44.
towards acknowledging the problem, for far too long politicians in this | :03:45. | :03:50.
country have lacked the courage to name the source of terror within our | :03:51. | :03:57.
midst. I will do so again today. It is Islamist extremism. When I of | :03:58. | :04:01.
this fact in the debate in Cambridge last week, I was roundly criticised | :04:02. | :04:07.
by the leaders of the Labour Party, the Liberal Democrats, the Greens, | :04:08. | :04:15.
the SNP and the rest. These leaders are not prepared to acknowledge the | :04:16. | :04:17.
source of the problem means that they cannot even begin to start | :04:18. | :04:24.
sorting it. I want to make it clear Islamist extremism isn't cancer | :04:25. | :04:30.
within our society and it is a cancer that needs to be cut out. We | :04:31. | :04:39.
must be prepared to reverse the cuts to the police budgets. This has led | :04:40. | :04:46.
to 20,000 fewer police officers on our streets. We said this before. | :04:47. | :04:55.
These cuts were wrong. In these times of heightened terror we need | :04:56. | :05:02.
more police on the beat and an increase in community policing. We | :05:03. | :05:05.
must all be referred to reverse the cuts to the prison services and to | :05:06. | :05:11.
swallow the keepers referred to recruit 7000 more officers in an | :05:12. | :05:15.
effort to curtail the radicalisation of our prisons. We must also | :05:16. | :05:27.
properly control our borders. We are committed to recruiting 4000 more | :05:28. | :05:31.
border guards, here today, any British citizen goes abroad to | :05:32. | :05:38.
support bull fights for Islamic State should have their passports | :05:39. | :05:41.
revoked, their citizenship removed and never be allowed back into this | :05:42. | :05:43.
country. I also call on all parties to commit | :05:44. | :05:58.
to a major increase in resources for MI5 to help it in its brilliant work | :05:59. | :06:05.
in infiltrating, disrupting, and detecting Islamist terror plots. We | :06:06. | :06:11.
must also open a debate in this country as to whether we routinely | :06:12. | :06:18.
arm our police force, particularly in major cities. At the very least, | :06:19. | :06:24.
we must double the number of armed police officers as soon as per. Some | :06:25. | :06:29.
have said that some of my proposals have been extreme however I make no | :06:30. | :06:38.
apologies for taking nothing off the table to ensure that our people are | :06:39. | :06:43.
kept safe whether this includes tagging or indeed in the future | :06:44. | :06:50.
detention orders. And we must demand more from the Muslim community | :06:51. | :06:56.
itself. When it comes to reporting extremism. Here, the Labour Party is | :06:57. | :07:03.
culpable with people like Andy Burnham pushing the idea that the | :07:04. | :07:07.
Prevent strategy should be scrapped because it is uncomfortable for some | :07:08. | :07:14.
people within the Moslem community. It is clear that there has been a | :07:15. | :07:20.
breakdown of trust between Muslim leaders and the Prevent strategy. | :07:21. | :07:27.
Indeed, the report suggested that only one in eight referrals to | :07:28. | :07:32.
Prevent come from within the Muslim community itself. This is simply not | :07:33. | :07:41.
good enough. It is unreasonable to accept -- that anyone within the | :07:42. | :07:50.
community is on the path to violence. In fact, I would suggest | :07:51. | :07:57.
it is the minimum that we would demand from any decent person. Ukip | :07:58. | :08:01.
believes that Prevent should not be dropped but it should be redoubled. | :08:02. | :08:07.
Six weeks ago, at the beginning of this general election campaign Ukip | :08:08. | :08:14.
launched its integration agenda. At the centre of this agenda was a | :08:15. | :08:18.
determination that every young person from every community should | :08:19. | :08:24.
have the chance to enjoy the full fruits of British society and make | :08:25. | :08:29.
their maximum contribution to it. That we believe is the way forward. | :08:30. | :08:35.
Many of our suggestions, including banning face coverings, banning | :08:36. | :08:41.
sharia councils, mandatory checks for girls at risks of FGM were | :08:42. | :08:49.
widely derided by the Westminster establishment. Caroline Lucas of the | :08:50. | :08:54.
Green Party accused our integration agenda of being full throttled | :08:55. | :09:03.
Islamophobia. The Lib Dem Lynne Featherstone said that our policies | :09:04. | :09:09.
to stamp out FGM were outrageous. We were even accused of going to war | :09:10. | :09:14.
with the entire Moslem religion. I utterly refute that our integration | :09:15. | :09:21.
agenda is in any way Islamophobic or divisive. It is about bringing | :09:22. | :09:26.
communities together and ensuring that community cohesion is improved. | :09:27. | :09:30.
And I predict that history will prove that Ukip was head of its time | :09:31. | :09:36.
in highlighting these issues. Finally, it is clear that we need to | :09:37. | :09:43.
do more to prevent impressionable young minds from being is -- | :09:44. | :09:53.
influenced by extremists. The authorities must get a grip on Saudi | :09:54. | :09:57.
funding of radical imams and mosques. It is time to close down | :09:58. | :10:04.
mosques where extra inversions of Islam are preached. -- extreme | :10:05. | :10:14.
versions. We know that the government has conducted research | :10:15. | :10:17.
into this and we call on them to release their findings. I repeat my | :10:18. | :10:24.
call for the banning of all Saudi and Qatari funding of mosques in | :10:25. | :10:30.
Britain. For all of the criticisms I have of Mrs May who I believe has | :10:31. | :10:38.
been complex and at best during her time -- commonplace and at best | :10:39. | :10:42.
during her time as Home Secretary they pale into insignificance in | :10:43. | :10:46.
comparison to the prospect of Jeremy Corbyn or a Diane Abbott government. | :10:47. | :10:52.
It would be reckless in my opinion to have as Prime Minister in these | :10:53. | :10:58.
dangerous times someone who has opposed every single piece of | :10:59. | :11:04.
anti-terrorism legislation put forward. Someone who has gone out of | :11:05. | :11:09.
his way to befriend terror groups in both Northern Ireland and the Middle | :11:10. | :11:12.
East, someone who has opposed allowing the police to shoot to kill | :11:13. | :11:17.
when confronted with armed terrorists. I want to make it clear | :11:18. | :11:29.
if there is a Ukip candidate go out and vote Ukip to ensure that these | :11:30. | :11:35.
policies are enacted. However, I have no hesitation in saying that | :11:36. | :11:42.
out of more than the 200 constituencies where Ukip has stood | :11:43. | :11:46.
aside in this election there are only a handful were I would | :11:47. | :11:53.
recommend a Labour vote. Kate Hoey, and Frank Field come to mind. In the | :11:54. | :11:59.
vast majority of other seats, Labour cannot be trusted on Brexit and | :12:00. | :12:06.
national security. The same is true of the Liberal Democrats everywhere. | :12:07. | :12:11.
So where Ukip is not on the ballot, I hope that those who voted for us | :12:12. | :12:18.
in 2015 will bear that in mind as they make their choice on Thursday. | :12:19. | :12:24.
Whatever the result, I will be proud of Ukip's campaign. We have set the | :12:25. | :12:31.
agenda as before on Brexit and immigration but we have also marked | :12:32. | :12:36.
out new priorities for our country and we have been the 1-party with | :12:37. | :12:42.
the guts to tell it how it is an integration and security. I have | :12:43. | :12:51.
never had any doubt that we would be vindicated on these issues and, in | :12:52. | :12:57.
fact, I'm only sorry that this vindication has come too soon and | :12:58. | :12:59.
has involved so much blood being shared. -- shed. If the terrible | :13:00. | :13:10.
events of the spring and early summer 2017 mark a genuine turning | :13:11. | :13:14.
point in political attitudes, the moment when moral relativism and | :13:15. | :13:22.
political correctness are ushered off the stage and a new muscular | :13:23. | :13:27.
approach takes their place we will have a better chance of preventing | :13:28. | :13:31.
another Manchester or indeed another London Bridge in the future. Ladies | :13:32. | :13:40.
and gentlemen, in any event, under my leadership, Ukip will continue to | :13:41. | :13:47.
be a patriotic party that speaks up for our wonderful country and sounds | :13:48. | :13:53.
the alarm whenever the interests of its people are jeopardised. I thank | :13:54. | :13:55.
you very much indeed. APPLAUSE Questions. Siobhan Robbins from Sky | :13:56. | :14:15.
News. You said we need to have a discussion about arming all police. | :14:16. | :14:20.
What's your personal view on this. Should all police be armed? I notice | :14:21. | :14:24.
that there was a poll on your station last night that said 72% of | :14:25. | :14:29.
British people would like to see the majority of the police being armed. | :14:30. | :14:34.
I certainly would like to see more armed police, particularly in cities | :14:35. | :14:38.
guarding places of interest, guarding places where obviously of | :14:39. | :14:48.
tourist interest as well. We work in different times. I work in Brussels, | :14:49. | :14:53.
Strasbourg as well. You see armed police everywhere. Particularly in | :14:54. | :15:00.
Brussels. You have to realise that we are living in a different world | :15:01. | :15:06.
where a small group of people hate us, hate what we are and want to | :15:07. | :15:17.
kill us. Is that yes? In our cities, yes. You have put forward plans of | :15:18. | :15:24.
reversing cuts to prisons and borders. How would you from that? We | :15:25. | :15:32.
have made ?35 billion worth of savings in our manifesto. We would | :15:33. | :15:35.
cut the foreign aid budget, there would be a dividend from membership | :15:36. | :15:40.
fee when we leave the EU. We would cut HS2 and look at The Barnett | :15:41. | :15:45.
formula which ensures in Scotland they are getting ?1700 per head more | :15:46. | :15:51.
than we are here in Britain. Everything is fully costed. It would | :15:52. | :15:57.
cost ?2.1 billion. Peter Walker in the Guardian. You've been adamant | :15:58. | :16:05.
that you are not in Islamophobic party. Yet your spokesman has called | :16:06. | :16:16.
Islam a barbaric death cult. Do voters not take these protestations | :16:17. | :16:20.
of Ukip not been Islamophobic seriously or do not have power over | :16:21. | :16:25.
them? It is like Groundhog Day. Every press conference. They aren't | :16:26. | :16:35.
my views. My views are that Islamist extremism is a cancer within our | :16:36. | :16:39.
country. Gerard has got his terminology wrong. They don't | :16:40. | :16:43.
represent the views of the party as a whole. But, you know, we do have a | :16:44. | :16:48.
problem in this country. It is something that needs to be cut out | :16:49. | :16:51.
and I think what I'd lay down today are a series of proposals that go | :16:52. | :16:56.
some way to ensuring that we don't have the kinds of attacks that we | :16:57. | :16:59.
saw on London Bridge the other night. Harry. You have made an | :17:00. | :17:05.
explicit call today for tactical voting. Is that going to be Ukip's | :17:06. | :17:10.
role in coming years to be the tactical voting party? No. Can you | :17:11. | :17:19.
blame your voters and supporters for lending their vote to a strong | :17:20. | :17:23.
Brexit backing Tory in a seat that you are standing in and don't have | :17:24. | :17:27.
chance of winning? If there is a Ukip candidate, go out and vote | :17:28. | :17:34.
Ukip. There is clear water between ourselves and other parties. We are | :17:35. | :17:39.
the only ones who really want to cut immigration. Not the Tory Jackanory | :17:40. | :17:43.
where they say they want to get it down to ten thousands but never | :17:44. | :17:48.
really want to do it. We have a real policy on cutting migration. If you | :17:49. | :17:52.
believe that the foreign aid budget should be cut and put into NHS and | :17:53. | :17:57.
social care, you go out and vote Ukip. There is clear water between | :17:58. | :18:02.
ourselves and other parties. If there is a Ukip candidate, go out | :18:03. | :18:07.
and vote Ukip. As for the future, is tactical voting what Ukip is about? | :18:08. | :18:12.
No. This is a unique election. A one-off. It won't be happening in | :18:13. | :18:16.
the future. That is why a number of our branches have stood down for | :18:17. | :18:22.
this one election only. One of your spokesman has said that mosques that | :18:23. | :18:30.
preach hatred should be closed down. Is that something you agree with? I | :18:31. | :18:36.
think that some mosques that poison the minds of young people in the | :18:37. | :18:41.
country should be shut down. I also believe that the funding of mosques | :18:42. | :18:47.
from Saudi Arabia and Qatar should be stopped. It is happening in | :18:48. | :18:50.
Austria and it should happen in this country as well. You say that | :18:51. | :18:58.
nothing is off the table. Would you consider a travel ban such as | :18:59. | :19:02.
outlined by Donald Trump? No. I have made that perfectly clear in a | :19:03. | :19:07.
number of press conferences. Tactical voting. Where ever there | :19:08. | :19:15.
isn't a Ukip candidate and apart from a handful of Labour candidates | :19:16. | :19:24.
that you mentioned, Ukip supporters should vote Conservative. INAUDIBLE | :19:25. | :19:37.
In light of the attacks are, do you think there should be... INAUDIBLE | :19:38. | :19:44.
I think that the copper should be awarded with the Queen 's police | :19:45. | :19:49.
medal for gallantry and then we can move an and talk about the George | :19:50. | :19:54.
Cross for civilians as well. There is an immense number of examples of | :19:55. | :19:59.
bravery. It just goes to show how great the British people are. We | :20:00. | :20:03.
will stand up in the face of terror for our fellow citizens and try to | :20:04. | :20:07.
ensure that everyone is kept safe. What needs to happen now is that the | :20:08. | :20:12.
government, whoever is elected, will show equal bravery to ensure our | :20:13. | :20:17.
citizens are kept safe, however politically incorrect or difficult | :20:18. | :20:22.
that may be. As for tactical voting, if there isn't a Ukip candidate in a | :20:23. | :20:27.
seat. Go out and vote for the Brexit candidate. I know that a lot of our | :20:28. | :20:32.
chairmen have had conversations with candidates from other political | :20:33. | :20:36.
parties. We need to get as many Brexit MPs in the next House of | :20:37. | :20:41.
Commons as possible. You talk about arming more police. Where do you | :20:42. | :20:48.
start on personal gun control? Would you like to see a relaxation of | :20:49. | :20:58.
that? No. And on costings, do you have any costings? You talk about | :20:59. | :21:04.
increases. We'd like to see 20,000 more police officers on the beat, | :21:05. | :21:07.
with training we estimate that will cost about 1.2 billion pounds. There | :21:08. | :21:16.
will be added training involved in putting more armed police on the | :21:17. | :21:21.
streets but, as I say, Ukip has a policy that if anyone has served in | :21:22. | :21:26.
the Armed Forces for 12 years, they will automatically be offered a job | :21:27. | :21:30.
in the police service. They are already firearms trained anyway. | :21:31. | :21:36.
Thank you very much, everyone. Cheers! APPLAUSE | :21:37. | :22:01.
I want to know what's really happening, who's saying what and | :22:02. | :22:08.
why. I've had enough will that of facts. | :22:09. | :22:09. |
