market. The recession and the slow recovery is impacting the lives of | :01:37. | :01:42. | |
families in Scotland and across these islands. Shouldn't we turn | :01:42. | :01:47. | |
our attention to what can be done about it in terms of the UK budget | :01:47. | :01:52. | |
which is coming up, both in terms of increasing capital spending | :01:52. | :01:56. | |
which has been demonstrated as a rapid and effective way of getting | :01:56. | :02:01. | |
people back to work and also an increasing funding to small and | :02:01. | :02:05. | |
medium-sized businesses. For they are the great drivers of the | :02:05. | :02:12. | |

five years. 60% higher than the level of modern apprenticeships | :03:46. | :03:52. | |
that we inherited. Every modern apprentice in Scotland has a job, a | :03:52. | :04:00. | |
critical factor of the Modern apprenticeship system. We are | :04:00. | :04:05. | |
offering a guaranteed to every 16- Nineteen-year-old in Scotland who | :04:05. | :04:09. | |
is not in education or training or in a job or a modern apprenticeship, | :04:09. | :04:15. | |
they will have a training or education opportunity. That it is | :04:15. | :04:22. | |

Of course we support that. We want the First Minister to do those | :05:22. | :05:26. | |
things that need to beat them because the reality is it is not | :05:26. | :05:30. | |
working. He talks about his new minister for employment. That is | :05:30. | :05:36. | |
one job for one woman but what about the other 399 women who were | :05:36. | :05:41. | |
losing their jobs every day? Of all the First Minister talks about it, | :05:41. | :05:45. | |
despite the promise made by the First Minister at the election to | :05:45. | :05:50. | |
protect public service workers, nearly 24,000 people to deliver | :05:50. | :05:55. | |
public services lost their jobs last year. It has the First | :05:55. | :05:59. | |
Minister to vote -- who chose to pass on the cuts are to local | :05:59. | :06:01. | |
government and it was inevitable that women would bear the brunt of | :06:01. | :06:06. | |
those cuts. Female unemployment is at its highest rate since records | :06:06. | :06:11. | |
