them, the Celtic Warriors, was disbanded. He left before the end of | :20:36. | :20:40. | |

this out of the way first. How can you reassure the doubters that this | :21:29. | :21:32. | |
is not just a big ego trip? Well, I am never one to have an ego anyway. | :21:33. | :21:39. | |
I like to think that I am reasonably humble sort of guy. Why I am here is | :21:40. | :21:44. | |
because I have an incredible passion for Welsh rugby and hopefully that | :21:45. | :21:47. | |
came through today. You say you want to resurrect the community game. You | :21:48. | :21:52. | |
feel it is currently being kept poor. Why is that? What would you do | :21:53. | :21:58. | |
to change that? It is being kept poor for a number of reasons. The | :21:59. | :22:02. | |
first is that the union decided to play down the debt earlier than it | :22:03. | :22:07. | |
needed to, so it is a bit like you saying to your family, I am going to | :22:08. | :22:12. | |
pay down my mortgage very quickly and you guys can't eat for the next | :22:13. | :22:16. | |
three or four years. It is that sort of thing. They did not need to do | :22:17. | :22:21. | |
that. You don't buy their story that they are tied to this covenant, | :22:22. | :22:25. | |
which means they can't restructure? You see, that sort of an attitude is | :22:26. | :22:28. | |
what prevailed over Europe. They said, you know, that ERC will never | :22:29. | :22:37. | |
be removed and it will always be run by the unions. But that is not the | :22:38. | :22:43. | |
way it happened. So all those things can be negotiated with the bank. | :22:44. | :22:47. | |
Like the interest rates, like the term, like the covenants. The | :22:48. | :22:52. | |
manifesto stressed the need for investment to nourish the | :22:53. | :22:54. | |
grassroots, but where would the extra cash come from? Moffat | :22:55. | :22:57. | |
believes it is already sitting in the union's accounts. There is a | :22:58. | :23:04. | |
reserve their off ?11 million. They have refused to answer me what it is | :23:05. | :23:10. | |
represented by. That is what you would -- that is where you would | :23:11. | :23:14. | |
start. They say the reserves do not exist. But why are they in the | :23:15. | :23:19. | |
annual report? As liquid reserves, or assets, which cannot be asked -- | :23:20. | :23:27. | |
accessed. An acid is something you can get access to. Access to top | :23:28. | :23:30. | |
players is another pressing priority. This season we have seen | :23:31. | :23:34. | |
Sam Warburton become Wales' first and so far only centrally contracted | :23:35. | :23:39. | |
player but David Moffett has a different plan. I think central | :23:40. | :23:43. | |
contracts are in trouble right around the world. I came up with the | :23:44. | :23:46. | |
suggestion of combined player contract, where the union, the | :23:47. | :23:51. | |
professional team and the player are all signatories to it and the money | :23:52. | :23:56. | |
from it comes from both the union and the professional teams. I | :23:57. | :24:00. | |
believe that a combined player contract will be the way of the | :24:01. | :24:04. | |
future and I think Wales can be right at the forefront of actually | :24:05. | :24:08. | |
deciding some -- designing something that is innovative and is | :24:09. | :24:14. | |
successful. David Moffett's ambition to return to the helm of Welsh rugby | :24:15. | :24:18. | |
is clear but a number of obstacles remain, not least garnering support | :24:19. | :24:23. | |
from the community game that women -- that will enable him to stand for | :24:24. | :24:27. | |
election. We have canvassed opinion, beginning at Pontypridd, where his | :24:28. | :24:31. | |
legacy is a little tarnished. He did Pontypridd no favours 11 years ago | :24:32. | :24:36. | |
and we don't see why he would do it for is a game so I don't think we | :24:37. | :24:41. | |
will support his attempt to become an independent chairman of the WRU. | :24:42. | :24:45. | |
We were the ones to lose out with the demise of the Warriors. You want | :24:46. | :24:49. | |
something more fresh, and I don't know if David Moffett is the man to | :24:50. | :24:53. | |
do it to be honest. We took a trip to division five's Southwest, where | :24:54. | :25:01. | |
other grave where laying. I am sure the changes he is proposing in his | :25:02. | :25:06. | |
manifesto will do a world of good. We need something shaking up in | :25:07. | :25:11. | |

in my life and I am happy with that because I can surprise them. If you | :25:54. | :25:58. | |
do become chairman, would you work alongside Roger Lewis as Chief | :25:59. | :26:02. | |
Executive? My view about that is very simple. The Chief Executive | :26:03. | :26:06. | |
actually has to work alongside the chairman, because that is the chain | :26:07. | :26:10. | |
of command. The chairman is the chairman of the board. The board | :26:11. | :26:17. | |
appoints the Chief Executive. So it is entirely up to the chief | :26:18. | :26:19. | |
executive to work with the chairman of the board foot and it is not the | :26:20. | :26:26. | |
other way around. I am here for the long-term. That needs to understood. | :26:27. | :26:32. | |
But if I have not been able to convince people that there is a | :26:33. | :26:34. | |
middle way of doing things then I will take that on the chin. | :26:35. | :26:41. | |
Interesting stuff and that manifesto, a thousand words, he has | :26:42. | :26:45. | |
