Guernsey will have to incre`se taxes. Increasing the goods and | :00:17. | :00:28.
services tax is one of the options. Concern over when redeveloplent of | :00:29. | :00:40.
the site will start again. @nd blooming marvellous, why thhs park | :00:41. | :00:44.
is fuelling floral this Friday night. | :00:45. | :00:46.
A sales tax could be the only way to remedy Guernsey s | :00:47. | :00:48.
deficit ` that's the conclusion of the island's Treasury Minister, | :00:49. | :00:51.
after the publication of thd States annual accounts. | :00:52. | :00:55.
The report shows government spent ?25 million more than it | :00:56. | :00:58.
In a moment we'll hear from Deputy Gavin St Pier, but fhrst | :00:59. | :01:05.
They make decisions about your money in here and administer them in here | :01:06. | :01:20.
and spend it here, here, here and here. The states received 361.3 | :01:21. | :01:28.
million last year. Leaving a deficit of ?24.8 lillion, | :01:29. | :01:30.
8 million more than anticip`ted Spending is more or less on track | :01:31. | :01:36.
apart from a couple of departmental But the tax take has fallen, | :01:37. | :01:40.
with fewer houses being bought But the biggest fall is | :01:41. | :01:47.
in income tax. And that's | :01:48. | :01:52.
the States' biggest earner. 78% of overall revenue comes | :01:53. | :01:55.
from income tax ` But in the UK that figure | :01:56. | :01:57.
is closer to 30%. National Insurance, | :01:58. | :02:04.
Corporation Tax and VAT all Guernsey has always resisted | :02:05. | :02:06.
taxing businesses or taxing sales. But a reliance on personal tax | :02:07. | :02:15.
has left a legacy of loss`m`king. Perhaps | :02:16. | :02:20.
a difficult decision is looling Well, Jersey took the difficult | :02:21. | :02:26.
decision to introduce a Goods It wasn't popular, | :02:27. | :02:29.
but it has helped States finances. We went out today to find ott | :02:30. | :02:32.
the mood on the street. It is disgusting, we pay enough tax | :02:33. | :02:54.
now. The island needs to generate a little more money and it is a | :02:55. | :02:59.
relatively rich island. I h`ve just heard about Jersey and it is | :03:00. | :03:02.
actually encouraging more pdople to the Internet. I do not think it is | :03:03. | :03:06.
very good, tax on everything. Some resistance there, | :03:07. | :03:10.
but is GST inevitable? Guernsey's Treasury Minister, Deputy | :03:11. | :03:12.
Gavin St Pier, told me earlher all options are on the table, and GST | :03:13. | :03:15.
could see income tax go down. One of the central objectivds is to | :03:16. | :03:29.
ensure we have a sustainabld tax base because the reason for the | :03:30. | :03:33.
increased deficit last year was not as a result of spending out of | :03:34. | :03:36.
control but because revenues have fallen short. That underlinds the | :03:37. | :03:45.
necessity to look at what the alternatives are and certainly a | :03:46. | :03:48.
broad`based consumption tax such as a goods and services tax is one of | :03:49. | :03:54.
the options. When would you have to decide that by? We are due to | :03:55. | :03:58.
publish a document in the ndxt week which will set out some of the | :03:59. | :04:03.
problems and challenges. And what some of the options are, but we are | :04:04. | :04:10.
looking to bring it before the end of the year, so at that point we | :04:11. | :04:14.
will put forward some recommendations. This would be very | :04:15. | :04:22.
unpopular, what about corporation tax? | :04:23. | :04:26.
Guernsey is home to some big businesses. | :04:27. | :04:28.
Shouldn't they pay more rather than hitting those | :04:29. | :04:30.
Clearly any new tax is not popular but we have to consider any changes | :04:31. | :04:41.
as being part of a wide package which could well include substantial | :04:42. | :04:46.
cuts in income tax as a restlt of the redistribution of the btrden | :04:47. | :04:53.
from direct to indirect taxds. In relation to corporate taxes, the | :04:54. | :04:59.
regime has been extended and will continue to be under review, but we | :05:00. | :05:04.
do have international stand`rds that we have to comply with, and actually | :05:05. | :05:09.
one of the opportunities with this goods and sales tax is an | :05:10. | :05:13.
opportunity to obtain a gre`ter contribution from the corporate | :05:14. | :05:17.
sector which is currently forgotten in the current structure, so that is | :05:18. | :05:30.
in its favour. More news now and Jerry has an official polithcal | :05:31. | :05:34.
party tonight. It is currently the only registered party in thd island | :05:35. | :05:36.
at the moment. After nearly two years, | :05:37. | :05:39.
work to upgrade Guernsey's `irport Although there will still bd some | :05:40. | :05:42.
activity going on to restord fields surrounding the site, last night was | :05:43. | :05:45.
the final night of work on the actual runway itself, bringing | :05:46. | :05:48.
to an end the ?80 million project. It's not clear when major work to | :05:49. | :05:53.
redevelop a prime spot on Gternsey's The old Havelet Brewery was | :05:54. | :05:56.
demolished last year to makd way But earlier this year, work stopped, | :05:57. | :06:00.
as Penny Elderfield reports. A morning coffee with | :06:01. | :06:12.
a view to die for. But on the other side, | :06:13. | :06:14.
work here's at a standstill, I think it looks like a bomb site. | :06:15. | :06:27.
You get to hear and this part.. It is terrible. I think it is ` real | :06:28. | :06:34.
shame that they have not carried on because it looks such a mist. | :06:35. | :06:39.
Hopefully they will build something nice. I think it is about thme they | :06:40. | :06:49.
started working on it. But work here is at a | :06:50. | :06:55.
standstill you get a certain amount of visitors asking and we jtst say | :06:56. | :07:02.
we are waiting for paperwork. The plans to replace this | :07:03. | :07:04.
old Brewery with 33 flats And last year diggers were sent | :07:05. | :07:06.
in to get started. For much of this year though there's | :07:07. | :07:09.
been little noticeable work here. And from talking to both Environment | :07:10. | :07:13.
and the developer, no`one c`n really a give a clear idea of when we might | :07:14. | :07:15.
see a bit more action. The developer Comprop says ht is | :07:16. | :07:20.
in the process of discharging various planning conditions | :07:21. | :07:22.
in relation to the developmdnt. And following that will be `ble to | :07:23. | :07:26.
review the timetable for thd work. And Environment says it's got | :07:27. | :07:30.
no cause for concern that this But with neither willing to commit | :07:31. | :07:33.
to when the actual building work might start again, this is | :07:34. | :07:39.
a sight people here will have to put Still ahead tonight, a welcome home | :07:40. | :07:43.
proposal as HMS Somerset returns. Guernsey is celebrating just how | :07:44. | :08:10.
beautiful the island is this week. The Summer Floral Festival hs out | :08:11. | :08:18.
in bloom, with a week of events displ`ying | :08:19. | :08:19.
the best flora it has to offer. This Sunday the Victorian W`lled | :08:20. | :08:23.
Garden at Saumarez Park will be hosting a garden party, so we sent | :08:24. | :08:25.
Sophie Sulehria there ahead From | :08:26. | :08:28.
the outside it may not look much. But like something out of a story | :08:29. | :08:32.
book, as you enter the gate, The Victorian Kitchen Garden's been | :08:33. | :08:35.
restored to its former glorx, by a team of volunteers | :08:36. | :08:38.
from the Guernsey Botanical Trust. And now it's ready to show off | :08:39. | :08:41.
at this year's Floral Festival. Don't you think that's outstanding? | :08:42. | :08:52.
All the flowers and fruit and vegetables that we could all are | :08:53. | :08:59.
from 1875 to 1900, so these fantastic sweet peas are Victorian | :09:00. | :09:02.
varieties and it is really lovely to cultivate them again. During the | :09:03. | :09:09.
coming week, Guernsey will be alive with colour and prove exactly why we | :09:10. | :09:13.
have said such success in exporting fruit and flowers. Most of the | :09:14. | :09:21.
parishes on the island have done an extraordinary job with flowdr | :09:22. | :09:24.
decorations, with hanging b`skets and flowers everywhere, | :09:25. | :09:28.
and St Peter Port is looking absolutely tremendous and I'm sure | :09:29. | :09:30.
and flowers and why locals love their gardens so much. | :09:31. | :09:35.
the Victorian walled garden summer party is free this Sunday, | :09:36. | :09:40.
complete with music, hog ro`st, and of course, flowers. | :09:41. | :09:46.
sounds good, doesn't it? But what will the weather bd like. | :09:47. | :09:55.
If you have anything to do outdoors this weekend, Sunday is the better | :09:56. | :10:01.
they were mainly dry condithons but tomorrow, Saturday is that H mostly | :10:02. | :10:08.
but keeping clouds and photon brighter towards the end of the | :10:09. | :10:12.
afternoon. Quite a thick band of close to the west of us. We have a | :10:13. | :10:19.
weather front producing somd rain but slow progress, so it cotld be | :10:20. | :10:24.
that we start to see the mahn line grinds to a halt for a time around | :10:25. | :10:30.
the early part of the data lodel before slowly clearing out of the | :10:31. | :10:38.
way. Brighter and fresher conditions behind and some sunshine before we | :10:39. | :10:44.
see showers returning. For `ll of us, a fresh and cool feel. The rain | :10:45. | :10:51.
overnight tonight gives us lore that bursts of rain and when thex as | :10:52. | :10:56.
well. Overnight temperatures down to 14 Celsius. The rain band whll peter | :10:57. | :11:03.
out but mostly it is cloudy and overcast. A little bit dire through | :11:04. | :11:11.
the afternoon and the best of the improved weather. Top temperature | :11:12. | :11:17.
tomorrow, 18 Celsius. Quite breezy for a time and eventually swinging | :11:18. | :11:24.
round and becoming more westerly. Times of high water are on screen | :11:25. | :11:34.
now. Up to about three feet but a little on the choppy side. Luch | :11:35. | :11:42.
better on Sunday, and it should be bright and Friday and next week 19 | :11:43. | :11:48.
Celsius the top temperature. Dismal tomorrow. Have a nice weekend. | :11:49. | :11:55.
Hold out for Sunday and don't forget you can send your weather phctures | :11:56. | :12:01.
to David than see them on the television. That is it for now, back | :12:02. | :12:09.
with the headlines at the end of the national news I will hand you over | :12:10. | :12:11.
now. Why what the Queen | :12:12. | :12:17.
has been doing in Scotland And we are racing in the Falmouth | :12:18. | :12:22.
Working Boat World Championships. Every member of the upper door | :12:23. | :12:48.
shipyard in North Devon was gathered to watch on television. `` @ppledore | :12:49. | :12:55.
shipyard. HMS Queen Elizabeth is the largest warship ever constrtctive | :12:56. | :13:00.
for the Royal Navy. Andrew Ormsby joined the workers for a very | :13:01. | :13:01.
special day. And everyone here at Appledore | :13:02. | :13:04.
shipyard has stopped work and come to watch and landm`rk event | :13:05. | :13:09.
of British shipbuilding. I name this ship the | :13:10. | :13:11.
Queen Elizabeth. May God bless her | :13:12. | :13:16.
and all who sail in her. For the 400 strong workforc | :13:17. | :13:22.
to day is an extremely proud day. It is fabulous project | :13:23. | :13:26.
to be involved in. And this is | :13:27. | :13:32.
eight years work. And to see all | :13:33. | :13:34.
the workforce here gathered is just A bottle of Scotch whisky instead | :13:35. | :13:38.
of the traditional champagnd Schoolchildren in Appledore got | :13:39. | :13:44.
involved as well, making their own versions | :13:45. | :13:53.
of the 65,000 tonne carrier. On the crane, we focused | :13:54. | :13:57.
on putting planes and things. So when you watched the namhng | :13:58. | :14:01.
ceremony, and saw the real carrier, do you think you would have managed | :14:02. | :14:16.
to do that building project? They were given a goodie bag to take | :14:17. | :14:19.
home, including a model kit of The carrier officially named, | :14:20. | :14:29.
time to get back to work. There is no question that today s | :14:30. | :14:37.
staff here at Appledore shipyard will have felt | :14:38. | :14:39.
a huge sense of pride. As one naval ship repairs pdr | :14:40. | :14:52.
service, another one prepard for duty. Not once welcomed HMS Somerset | :14:53. | :14:55.
home. The Type 23 frigate returned | :14:56. | :14:59.
after a six month patrol in the Gulf Spotlight's Johnny Rutherford | :15:00. | :15:02.
was alongside to meet them. Making sure the message was right | :15:03. | :15:11.
for a father. HMS Somerset back home and for many emotions running high | :15:12. | :15:15.
while waking to be reunited with loved ones after months apart. But | :15:16. | :15:21.
one young woman was not aware she was about to receive an important | :15:22. | :15:27.
ship to shore message. Fumbled, but message is received. CHEERING. The | :15:28. | :15:37.
company of 220 had been patrolling the Middle East policing kex | :15:38. | :15:43.
shipping lanes in the Gulf `nd Indian Ocean, but it was good to be | :15:44. | :15:48.
home. How do you feel? Thred is back and it is a special day. I can't | :15:49. | :15:58.
believe! Did you have any idea? Not at all. Pleased to see him? Signed | :15:59. | :16:10.
by yeah! What was it like? We not so much better to be back. It hs so | :16:11. | :16:20.
much better to be home. The ship was engaged in maritime operations, | :16:21. | :16:23.
including a major bloodbath in the Indian Ocean. HMS Somerset was | :16:24. | :16:29.
fortunate to see the of heroin on one occasion. For the ship company, | :16:30. | :16:35.
it was one of the recognisable highlights. After 27,000 nattical | :16:36. | :16:44.
miles, the company has deserved a short break. Return, the shhp has to | :16:45. | :16:47.
go through a lot of mainten`nce for the next deployment next ye`r is `` | :16:48. | :16:57.
next year. Some lovely scenes. I am so glad she | :16:58. | :16:59.
said yes. Of course! Yesterday we heard | :17:00. | :17:09.
about a new study at the Unhversity of Exeter being carried out | :17:10. | :17:11.
into just how far plastics have travelled in the sea before they get | :17:12. | :17:14.
washed up here in the south west. Well, one man | :17:15. | :17:17.
from Bude has started a campaign to remove the tonnes of plastics | :17:18. | :17:20.
which are littering our coastline. Spotlight's Emma Thomasson has been | :17:21. | :17:22.
to North Cornwall to find ott more. One man's crusade to clean | :17:23. | :17:25.
up our coast. Martin's idea is that, everx time | :17:26. | :17:27.
you go to the beach, you send just I used to come away | :17:28. | :17:30.
from beach cleans you mean like I But now I do my two minutes and I | :17:31. | :17:35.
know I go back tomorrow And another two minutes | :17:36. | :17:39.
the next day. And eventually it will all | :17:40. | :17:41.
add up to clean beaches. And people all over the world are | :17:42. | :17:44.
posting pictures to social ledia And the one | :17:45. | :17:47.
from Mexico has a telly on ht? Yeah, someone found a televhsion | :17:48. | :17:54.
on the beach. The fact that people in Mexhco | :17:55. | :17:56.
are doing this is just wonddrful. And the campaign is being b`cked | :17:57. | :18:06.
by Keep Britain Tidy. Not everyone has an hour or two to | :18:07. | :18:12.
give up to do an organised clean. And in this way, they can jtst pop | :18:13. | :18:16.
down to the beach, walking the dog, Just do two minutes | :18:17. | :18:19.
and it is a real positive thing you What is amazing | :18:20. | :18:24.
about this is quite how much you The thing is just three | :18:25. | :18:42.
of us doing this. And if there were 100 of us, | :18:43. | :18:51.
what a difference it would lake And if everybody did this every | :18:52. | :18:54.
time they went to the beach, the The tenth annual working bo`t world | :18:55. | :18:57.

but most are now kept racing, powering through the water, driven | :19:20. | :19:23.
by huge sails and all the l`test in So it gives you | :19:24. | :19:30.
