and welcome to the BBC News at One. South Yorkshire's Police and Crime | :01:32. | :01:53.
Commissioner says he will not resign following a damning report on | :01:54. | :01:55.
widespread child abuse in Rotherham. Shaun Wright, who was responsible | :01:56. | :01:59.
for children's services in the town between 2005 and 2010, | :02:00. | :02:04.
admits that the scale of the abuse More than 1,400 children were | :02:05. | :02:07.
sexually exploited by criminal But a short time ago, | :02:08. | :02:12.
Labour said he should step down. Yesterday the full extent of child | :02:13. | :02:31.
sexual exploitation in Rotherham was revealed and today there are many | :02:32. | :02:36.
questions for the Pakistani and Muslim community. Why was this | :02:37. | :02:40.
behaviour not challenged? For the police, why were there so few | :02:41. | :02:46.
convictions? The leader of the council resigned yesterday, but why | :02:47. | :02:50.
were those directly involved in child protection have been -- been | :02:51. | :02:56.
disciplined yet? The contents of this report may be distressing. | :02:57. | :03:03.
1400 victims of sexual exploitation in one town. Today the people of | :03:04. | :03:08.
Rotherham are trying to understand how such crimes could have been | :03:09. | :03:13.
committed and why those in authority ignored all the warnings. It is | :03:14. | :03:18.
shocking it has been going on for so many years. I see all my friends on | :03:19. | :03:26.
the streets at ten o'clock at night and I would be terrified if that was | :03:27. | :03:32.
me. It is a thing that has always been going on. Like it is normal | :03:33. | :03:43.
from when I was growing up. Emma says she was groomed by men in | :03:44. | :03:47.
Rotherham from the age of 12. Sexual exploitation began a year later. She | :03:48. | :03:54.
told police she had been raped several times. These perpetrators | :03:55. | :03:59.
make you think it is just life and that is what it is and you are | :04:00. | :04:02.
worthless and the police response back that up. You feel like you are | :04:03. | :04:10.
overreacting and maybe that is how life is hard what you are worth. | :04:11. | :04:17.
Most of the perpetrators were men of Pakistani origin but some staff at | :04:18. | :04:22.
the council feared speaking up, afraid of being called racist. That | :04:23. | :04:28.
anger is this man who feels that abusers should be treated like any | :04:29. | :04:34.
other criminals. It is like a bomb has been dropped. The community of | :04:35. | :04:39.
Rotherham is broken and will break from if we do not deal with that in | :04:40. | :04:46.
a proper manner. -- further. It has been allowed to happen because of | :04:47. | :04:50.
political correctness. It is ridiculous. Pressure is increasing | :04:51. | :04:57.
on the elected police and crime commission for South Yorkshire who | :04:58. | :04:59.
was the cabinet member for children's services in Rotherham. I | :05:00. | :05:03.
do not think any of this was my direct fault. I take collective | :05:04. | :05:11.
responsibility. I take collective responsibility for the actions of | :05:12. | :05:14.
the organisation. Some of the council such a detailed independent | :05:15. | :05:19.
report would clear the air, but for the victims, all of the many | :05:20. | :05:26.
apologies so far will not be enough. This was a report commissioned by | :05:27. | :05:31.
Rotherham Council which says it has accepted all of its recommendations. | :05:32. | :05:36.
It believes child protection in this town has increased dramatically in | :05:37. | :05:40.
the last five years, but many here are saying that those in charge at | :05:41. | :05:47.
the time, Shaun Wright and others, must be held accountable, given that | :05:48. | :05:51.
so many lives were ruined over so many years by such terrible abuse. | :05:52. | :06:01.
Our political correspondent is in Westminster. Labour have said that | :06:02. | :06:05.
Shaun Wright should step down. Can he survive? His position has become | :06:06. | :06:12.
more tenuous because he has lost the confidence of labour. They have said | :06:13. | :06:21.
that he should step down. Ed Balls has said that he should consider his | :06:22. | :06:26.
position and Yvette Cooper is going to call for his resignation | :06:27. | :06:30.
publicly. If he is determined to stay on, there's very little can do | :06:31. | :06:45.
to host him as the police and crime Commissioner -- oust. Labour would | :06:46. | :06:55.
like to see him step down of his own accord but difficult to force him | :06:56. | :07:02.
out. How embarrassing is this? It is hugely embarrassing because | :07:03. | :07:05.
Rotherham is a Labour stronghold and has a Labour MP. Labour were in | :07:06. | :07:11.
government when some of these allegations were being made so I | :07:12. | :07:15.
think questions will be asked what ministers knew about this in the | :07:16. | :07:22.
past as well. Labour are saying, is it not time that the Home Office got | :07:23. | :07:27.
under way this overarching inquiry into historic child abuse | :07:28. | :07:29.
nationally? That is what is needed and they set sadly it is likely that | :07:30. | :07:35.
other incidents will come to light, not just Rotherham. | :07:36. | :07:40.
Royal Bank of Scotland has been fined ?14.5 million for failing to | :07:41. | :07:43.
ensure customers were given proper advice about their mortgages. | :07:44. | :07:45.
The City watchdog, the Financial Conduct Authority, says the bank, | :07:46. | :07:48.
which is largely owned by the taxpayer, did not fully consider | :07:49. | :07:51.
people's budgets, and did not advise them on a suitable mortgage term. | :07:52. | :07:54.
Our Business Correspondent Emma Simpson reports. | :07:55. | :08:04.
This is how Royal Bank of Scotland sells its services when it comes to | :08:05. | :08:11.
buying a home. It is one of the most important financial decisions you | :08:12. | :08:15.
can make, but the bank has been fined for the way it sold mortgages | :08:16. | :08:21.
to those in customers. The Financial Conduct Authority says RBS and its | :08:22. | :08:24.
retail division NatWest failed to give suitable advice, for instance | :08:25. | :08:29.
failing to take full account of the customer's budget. Only two out of | :08:30. | :08:38.
164 sales reviewed were considered to have met the required standards. | :08:39. | :08:45.
RBS has agreed to contact the 30,000 customers given advice. It is | :08:46. | :08:49.
another blow to this bank's reputation. It took place after the | :08:50. | :08:55.
financial crisis. After RBS was bailed out by the taxpayer. The bank | :08:56. | :09:02.
says lessons have been learned. We did not do enough job of designing | :09:03. | :09:08.
the process correctly so that our staff could help our customers. That | :09:09. | :09:17.
is at the heart of this. We have redesigned our sales process, the | :09:18. | :09:20.
steps we ensure our advice is go through to help our customers, we | :09:21. | :09:23.
have retrained all other advisers. The bank thinks that only 1200 | :09:24. | :09:29.
customers have lost out financially and says it is prepared to pay | :09:30. | :09:32.
compensation to put things right. United Nations investigators have | :09:33. | :09:43.
published graphic details of atrocities they say are being | :09:44. | :09:45.
carried out by the Islamic State The report says | :09:46. | :09:47.
the jihadists have carried out frequent public executions, forcing | :09:48. | :09:50.
adults and children to watch. The UN also says Syrian government | :09:51. | :09:52.
forces drop barrel bombs The mag years of intense fighting | :09:53. | :10:01.
has laid waste to many of Syria's men cities and towns -- three. | :10:02. | :10:10.
Thousands of people have died. The conflict goes on. United Nations | :10:11. | :10:17.
investigators say with all sides committing war crimes what is | :10:18. | :10:22.
happening in Syria should be referred to the international | :10:23. | :10:26.
criminal court. In their latest report, the UN investigators | :10:27. | :10:29.
highlight the deteriorating situation. Saying that government | :10:30. | :10:36.
forces have dropped barrel bombs containing chemical agents on at | :10:37. | :10:41.
least eight occasions this year. There has been systematic torture | :10:42. | :10:44.
and deaths in Syrian jails. On the other side, Islamic State is forcing | :10:45. | :10:53.
boys to join training camps. Public executions by Islamic State are | :10:54. | :10:56.
commonplace in the area under its control. According to the UN | :10:57. | :11:02.
investigators, those responsible for all these atrocities must ultimately | :11:03. | :11:09.
be held to account. Our work is based upon the pursuit of justice. | :11:10. | :11:14.
One important element is to document the violations with well check | :11:15. | :11:22.
evidence -- checked. We have computerised thousands of victim | :11:23. | :11:27.
interviews. It is the particular brutality of the Islamic State | :11:28. | :11:30.
militants which is singled out in this report. The group is growing in | :11:31. | :11:35.
strength, having already seized control of parts of Syria and Iraq. | :11:36. | :11:42.
There have been celebrations in Gaza after a long-term ceasefire | :11:43. | :11:46.
between Israel and the Palestinian group, Hamas, came into effect. | :11:47. | :11:49.
The truce, brokered by Egypt, aims to end weeks of fighting | :11:50. | :11:53.
that's claimed more than 2,000 lives, most of them Palestinians. | :11:54. | :11:57.
Israel has said it will now ease its blockade of Gaza to allow | :11:58. | :12:00.
More than 130 senior business leaders have signed a letter saying | :12:01. | :12:08.
the case for Scotland's independence from the UK has not been made. | :12:09. | :12:11.
They argue that "uncertainty is bad for business". | :12:12. | :12:13.
Today, the campaign for a Yes vote has moved to the | :12:14. | :12:16.
Northern Isles, where there have been calls for more independence | :12:17. | :12:18.
Our Scotland correspondent James Cook is on Shetland. | :12:19. | :12:29.
Good afternoon. We are closer to Oslo than London. Proof that the | :12:30. | :12:39.
campaign is touching every part of Scotland. We are three weeks away | :12:40. | :12:45.
and the campaign here as elsewhere is getting under way. | :12:46. | :13:01.
Setting sail for Shetland, 12 hours across the North Sea to a land which | :13:02. | :13:06.
was once part of Norway. Over the next three weeks politicians will | :13:07. | :13:08.
cross the country trying to win over every floating voter. I am not | :13:09. | :13:13.
entirely sure how good my sea legs are. It seems no opportunity is | :13:14. | :13:15.
wasted. This was on the overnight ferry. How would the islands | :13:16. | :13:23.
benefit? Nicola Sturgeon said a yes Ford would mean more powers for the | :13:24. | :13:35.
islands. -- Yes vote. We want powers to move closer to the people they | :13:36. | :13:44.
match the mag affect. Many voters are as sceptical about rule from | :13:45. | :13:49.
Edinburgh as from London. The Liberal Democrat represents the | :13:50. | :13:52.
islands as this gorgeous parliament says the SNP are all talk. -- at the | :13:53. | :13:59.
Scottish Parliament. We have had seven years of nationalism and they | :14:00. | :14:05.
have removed powers from our responsibility to I do not think | :14:06. | :14:09.
anyone will believe the campaigners promising something which may happen | :14:10. | :14:16.
with independence. The main demand here is more say over island | :14:17. | :14:24.
affairs. We want our own powers. Whether it comes from Edinburgh or | :14:25. | :14:28.
London, we want to be able to do our own thing. It does make you wonder | :14:29. | :14:35.
why so many politicians are coming up, because they are worried about | :14:36. | :14:40.
the Shetland vote, and I think we should get more independence. It is | :14:41. | :14:47.
uncharted waters, sailing towards a vote which could change the face of | :14:48. | :14:51.
these islands and this nation. What about this letter, business | :14:52. | :14:59.
leaders saying uncertainty is bad for business? How much impact is | :15:00. | :15:04.
that likely to have? It is certainly interesting. It is published in the | :15:05. | :15:10.
Scotsman newspaper. It has just arrived here. Most of the people who | :15:11. | :15:17.
have signed this letter, the most prominent figures, it is not a | :15:18. | :15:22.
surprise they are signing against independence, but they reflect a | :15:23. | :15:28.
variety of sectors in Scotland including oil and gas and whiskey, | :15:29. | :15:38.
so they said there are problems ahead and the other side say they | :15:39. | :15:42.
will come up with answers, particularly on currency. | :15:43. | :15:48.
A nine-year-old girl in America has accidentally killed | :15:49. | :15:50.
her shooting instructor while he was showing her how to use | :15:51. | :15:52.
The child's parents were filming the lesson as the 39-year-old man | :15:53. | :15:57.
showed her how to use the submachine gun at a firing range in Arizona. | :15:58. | :16:00.
But when she pulled the trigger she lost | :16:01. | :16:02.

The little girl is shown how to fire the lethal weapon. | :16:34. | :16:40.
Moments later, unable to control the gun's recoil, she accidentally | :16:41. | :16:44.
Charles Vacca, a 39-year-old former soldier, | :16:45. | :16:46.
who was married with a young family, was airlifted to hospital | :16:47. | :16:49.
The shooting range is known as Bullets and Burgers and is marketed | :16:50. | :16:53.
as a family day out to include lunch and the choice of more than 20 | :16:54. | :16:57.

When a nine-year-old gets an Uzi in her hand...it is within the criteria | :17:05. | :17:08.

They are under the supervision of their parents | :17:10. | :17:13.
The tragedy has reignited controversy over gun control | :17:14. | :17:18.
Many Americans cherish their right to bear arms | :17:19. | :17:23.
but the debate over whether that right should be shared by the | :17:24. | :17:26.
South Yorkshire's Police and Crime Commissioner, Shaun Wright, | :17:27. | :17:42.
insists he will not resign - despite mounting pressure | :17:43. | :17:45.
following a report into widespread child abuse in Rotherham. | :17:46. | :17:56.
and what it means for the future of the sheepdog. | :17:57. | :18:01.
calls for greater care - as a quarter of blind | :18:02. | :18:04.
and partially sighted people say they've been hit by bikes. | :18:05. | :18:07.
And Hackney launches the UK's first food assembly - | :18:08. | :18:09.
allowing local suppliers to offer the convenience of online shopping. | :18:10. | :18:19.
The rising birth rate is creating so much demand for school places | :18:20. | :18:22.
that council budgets cannot cope - that's according to the | :18:23. | :18:24.
It says councils in England have had to meet | :18:25. | :18:29.
a ?1 billion shortfall, and are cutting back on school repairs | :18:30. | :18:32.
That's despite what the Department for Education is calling | :18:33. | :18:35.
Four-year-old Elliott is so excited about starting school next week he | :18:36. | :19:19.
is trying on his uniform. But it has been a struggle to find him a | :19:20. | :19:46.
suitable place. His mum's first choice was full and she felt class | :19:47. | :20:13.
sizes in the second option were too large for Elliott, who has The | :20:14. | :20:29.
government says it has poured billions into helping local | :20:30. | :20:34.
authorities creates school places. We have provided ?5 billion of | :20:35. | :20:39.
capital, double what was spent by the last government, and that has | :20:40. | :20:46.
created 260,000 places already with 300,000 in the pipeline, so we are | :20:47. | :20:52.
tackling a problem we inherited. The government says it is working hard | :20:53. | :20:56.
to ensure pupils like Elliott are not in large classes. It claims | :20:57. | :21:00.
fewer pupils are in overcrowded schools. As these children grow up | :21:01. | :21:06.
and go on to secondary school the pressure on places will grow with | :21:07. | :21:12.
them. California has been hit by its worst | :21:13. | :21:16.
drought in a century. Authorities are drilling deeper and more often | :21:17. | :21:20.
in search of ground water but with little success and it looks as if | :21:21. | :21:29.
the problem is going to get worse. Two months ago, this woman's taps | :21:30. | :21:33.
run dry. The ground water level dropped beyond the reach of her | :21:34. | :21:41.
well. Only air comes out. She is one of hundreds of households affected. | :21:42. | :21:45.
Depending on neighbours to sheer if they cannot afford to dig deeper | :21:46. | :21:51.
wells -- share. It is hard for farmers. This rate is digging a well | :21:52. | :21:58.
400 metres deep. It costs nearly $0.5 billion. Without rain, tapping | :21:59. | :22:06.
ground water is the only way to keep crops alive. With unregulated | :22:07. | :22:12.
drilling, nobody knows how long it will last and a lot of farmers want | :22:13. | :22:19.
wells. California's Central Valley is one of the most productive | :22:20. | :22:23.
agricultural areas on the planet. Around 80% of the world's Hollands | :22:24. | :22:36.
grow year. -- almonds. They have done a great job of increasing the | :22:37. | :22:40.
population but have paid no heed to the infrastructure that it takes to | :22:41. | :22:45.
support doubling the population. I cannot tell you if there is climate | :22:46. | :22:52.
change or if this is a new normal. I cannot predict it. I do not think it | :22:53. | :22:56.
is. I will not make any decisions based on guessing what the weather | :22:57. | :23:02.
is going to be. Satellites tracking ground water reserves, data shows | :23:03. | :23:08.
that California is in trouble. It is really bad because we are having a | :23:09. | :23:13.
tremendous loss of ground water in the Central Valley. I expected will | :23:14. | :23:21.
accelerate over the next year -- expect it will. I expect this will | :23:22. | :23:28.
become the new normal. Where I am standing should be underwater. This | :23:29. | :23:32.
reservoir is a fraction of its capacity. It is a third lower than | :23:33. | :23:37.
it would normally be at this time of year. Until these reservoirs fill up | :23:38. | :23:44.
again, the farmers of California's Central Valley will continue to rely | :23:45. | :23:47.
on precious ground water to feed their crops until there is nothing | :23:48. | :23:57.
left. Sheepdogs, farmers have used them | :23:58. | :24:00.
for centuries, and scientists have been looking at whether robots could | :24:01. | :24:06.
do the job just as well. Scientists have said they have solved the | :24:07. | :24:10.
mystery of how sheepdogs get sheep to move in the same direction, and | :24:11. | :24:16.
it comes down to two basic mathematical rules. This report | :24:17. | :24:21.
contains flashing images. How does a ship with a whistle and one dog | :24:22. | :24:26.
control a flock of unruly sheep? Scientists believe they have | :24:27. | :24:31.
unravelled the mystery. This collect data every second, it tells me where | :24:32. | :24:38.
the sheep are located. They use this to form a mathematical model. It | :24:39. | :24:44.
says there are two rules. The dog must gather the sheep together and | :24:45. | :24:47.
keep the flock tightly packed in order to move forward. It is a | :24:48. | :24:52.
simple algorithm that could have far-reaching uses. If we can take | :24:53. | :24:58.
what's the dog is doing and apply it in a broader sense, maybe we could | :24:59. | :25:04.
use it for the environment. Maybe you want to get robots to come back | :25:05. | :25:11.
to a certain location. Or people in a smoky room and cannot use other | :25:12. | :25:21.
cues, you could use able but. -- a robot. The power of the Shepherd has | :25:22. | :25:26.
fascinated scientists and the public for years. 8 million people used to | :25:27. | :25:37.
watch one man and his dog. It takes two years to do basic training. | :25:38. | :25:45.
These are just nine weeks old. It is their curiosity and intelligence | :25:46. | :25:47.
that could help scientists to develop robots. To stop him, I say | :25:48. | :26:03.
stand. Some shepherds are sceptical. This blog is four. -- dog. It is | :26:04. | :26:15.
done through my contact. Sometimes the sheep will challenge the dog, if | :26:16. | :26:21.
they think there is weakness, they will get someone else to come along. | :26:22. | :26:29.
Many will still wonder whether man-made machines could replicate | :26:30. | :26:44.
such instincts. A couple are celebrating their 80th wedding | :26:45. | :26:56.
anniversary today. A lifetime spent having the time of their lives. | :26:57. | :27:02.
Boris and Helen knew they had been dealt the luckiest of hands, | :27:03. | :27:05.
celebrating eight decades of marriage. Did you think this could | :27:06. | :27:11.
last 80 years? I did not think it would last a week. Helen, 101, | :27:12. | :27:23.
Morris, 102, first met in 1929. After about three hours my mother | :27:24. | :27:28.
said to me, who is going to throw him out, you or me? That was the | :27:29. | :27:34.
beginning. It was love at first sight. They married on this day in | :27:35. | :27:46.
1934. What is the secret? We do not know. We are very tolerant of each | :27:47. | :27:51.
other and we do love each other. The most useful thing is that as long as | :27:52. | :28:06.
I agree with her... 80 years ago, bread was tuppence, wages ?3 per | :28:07. | :28:12.
week. They never once forgot their anniversary and shared everything. | :28:13. | :28:18.
You must not be hard on each other and if you have to give in a little | :28:19. | :28:23.
bit, you get then a little bit. -- give in. Four generations of family | :28:24. | :28:32.
have come from 80 years of marriage, known as an oak wedding | :28:33. | :28:38.
anniversary. They have the longest of roots in the deepest of | :28:39. | :28:41.
affection. Do you still love each other? Yes. Do you? Watch it! | :28:42. | :29:14.
The cloud is closing in and we have some rain across Devon as court -- | :29:15. | :29:26.
and Cornwall. Let us look at the sunshine, which is likely to be a | :29:27. | :29:33.
cross Scotland. Northern Ireland clothing over a little. Sunny spells | :29:34. | :29:42.
for northern England. The cloud tending to thicken over the | :29:43. | :29:46.
south-east of England and we will continue with outbreaks of rain on | :29:47. | :29:48.
and off through this afternoon but it will be this evening when the | :29:49. | :29:53.
weather front brings heavy rain for a time. It is keen to get across the | :29:54. | :30:01.
British Isles. Some of the heaviest of the rain towards the end of the | :30:02. | :30:04.
night towards Scotland and northern England. It will be a grey and wet | :30:05. | :30:14.
start but the front is off into the North Sea. Many areas becoming drier | :30:15. | :30:22.
and brighter. Look out for sharper showers across northern Scotland and | :30:23. | :30:26.
the south west through the second half of the day. In the sunshine a | :30:27. | :30:32.
pretty pleasant story. Friday sees an area of low pressure. Tightly | :30:33. | :30:39.
packed isobars are the first clue to the fact it will be a pretty windy | :30:40. | :30:46.
day especially in the north-west. Some showers possible for Northern | :30:47. | :30:49.
Ireland and Scotland. England and Wales should CDs and sunshine. | :30:50. | :30:54.
Saturday we will tend to see showers in eastern areas. More persistent | :30:55. | :31:02.
rain in the far north-west, but of the two days this weekend I think | :31:03. | :31:05.
Sunday will be better. It should feel pleasantly warm. If it is the | :31:06. | :31:13.
warmth you are missing, next week could turn out to be promising. | :31:14. | :31:19.
Settling down midweek on words and then it looks as if we could see | :31:20. | :31:21.
some warmth returning for the start of September. Temperatures into the | :31:22. | :31:28.
low 20s. Hopefully we're not done with some. | :31:29. | :31:35.
South Yorkshire's police and crime commission says he will not quit | :31:36. | :31:40.
despite calls from the Labour Party for him to resign. | :31:41. | :31:42. |
