Good afternoon and welcome to the BBC News at One.

:01:18.:01:35.

The prominent Conservative MP Douglas Carswell has

:01:36.:01:38.

announced he is defecting to the UK Independence Party.

:01:39.:01:42.

He's resigned as an MP, triggering a by-election in

:01:43.:01:44.

If he wins, he will deliver UKIP their first seat in parliament.

:01:45.:01:51.

His defection took many by surprise but Mr Carswell said he

:01:52.:01:54.

was moving because the government was not being "serious

In Parliament he has always been outside the Conservative Party

not vote to leave because they will give people just enough to vote to

:03:24.:03:27.

stay in. This is about change so that everything can stay the same.

:03:28.:03:31.

They are not interested in real change. A Commons friend said that

:03:32.:03:37.

only the Tories would deliver a real referendum and he was disappointed.

:03:38.:03:41.

He has been flirting with UKIP for many years. It is an error of

:04:00.:04:04.

others will be tempted to follow him?

:04:05.:04:06.

Let's go to Westminster and our correspondent.

:04:07.:04:09.

This is a bolt out of the blue.

:04:10.:04:11.

How damaging is it for David Cameron?

:04:12.:04:14.

This is a proper political shock and something that will unnerve Number

:04:15.:04:23.

10 and the Conservative Party. The grievance goes beyond Europe. He

:04:24.:04:26.

listed a number of reasons, including that he wanted to join

:04:27.:04:29.

UKIP because in his view on leave could break-up the cosy clique in

:04:30.:04:39.

Westminster -- only they code. It is Europe that has driven him. The

:04:40.:04:45.

problem for the Conservative Party is the David Cameron has promised if

:04:46.:04:50.

the Conservatives win aim at your take they will have three

:04:51.:05:00.

negotiations -- renegotiations. It has not stopped the momentum of

:05:01.:05:03.

UKIP. The Tories and Labour continue to lead voters to UKIP. -- leak. A

:05:04.:05:14.

prominent Conservative MP does not believe that what the Tories are

:05:15.:05:17.

offering is good enough. There will be a by-election. The constituency

:05:18.:05:24.

is 12,000, that is a lot and it will be Ariel Castro. -- E real test.

:05:25.:05:32.

There's been a significant rise in migration into the UK.

:05:33.:05:35.

The latest figures show that net migration, that's the difference

:05:36.:05:37.

between the number of people coming into the UK and those leaving,

:05:38.:05:40.

has increased by 68,000 in the past year and now stands at 243,000.

:05:41.:05:44.

Citizens coming from the EU accounted for two-thirds

:05:45.:05:46.

Our home affairs correspondent reports.

:05:47.:05:51.

Today's figures are bad news for a government that has promised to cut

:05:52.:05:59.

net migration to fewer than a few thousand a year. The latest figures

:06:00.:06:04.

show a significant increase. We have said previously because of the

:06:05.:06:09.

increases in the level of net EU migration that it is challenging and

:06:10.:06:12.

these figures make it further challenging again. It is right we

:06:13.:06:16.

focus on net migration because of the pressures on services,

:06:17.:06:23.

integration, issues of wage levels. Annual net migration to the UK has

:06:24.:06:31.

gone up from 175,000-243,000. The number of recent EU entrants has

:06:32.:06:38.

doubled. Most of the increases from longer-term members of the EU like

:06:39.:06:44.

Italy, Spain, Greece and Portugal. A figure of net migration between

:06:45.:06:50.

150000 and 250,000, which it has been for more than a decade, is now

:06:51.:06:55.

the steady state. To suggest we might get below 100,000 is not going

:06:56.:07:01.

to happen. The number of babies shown in British hospitals to

:07:02.:07:04.

mothers originally from outside of the UK continues to rise. The

:07:05.:07:10.

proportion of the British population born outside the UK is also up on

:07:11.:07:21.

ten years ago. The former director of children's services at Rotherham

:07:22.:07:23.

council senior local politicians and council

:07:24.:07:34.

officials knew "many" children in Rotherham were at risk of sexual

:07:35.:07:36.

exploitation almost a decade ago, according to the council's former

:07:37.:07:39.

director of children's services. Sonia Sharp, who held the post from

:07:40.:07:42.

2005 to 2008, said staff feared it was "the tip of an iceberg" but the

:07:43.:07:46.

predominant view was that the abuse victims were "promiscuous teenagers

:07:47.:07:47.

in consensual relationships". 1,400 children were sexually

:07:48.:07:50.

exploited over a 16-year period. Our correspondent Mike Sergeant

:07:51.:07:51.

reports. says for so long the full scandal

:07:52.:07:54.

was hidden from public view, one tone with so many children damaged

:07:55.:07:59.

by abuse. The system, however that is defined, failed to protect them.

:08:00.:08:04.

The father of one of the victims thinks those in authority should

:08:05.:08:08.

face the consequences. Those are the people you turn to when something

:08:09.:08:13.

like this happens, and we did, and we felt let down. We were lied to,

:08:14.:08:18.

treated terribly, the people in the council are paid to safeguard

:08:19.:08:23.

children, which they have not done. The individual under the most

:08:24.:08:26.

scrutiny is shone right. He has resigned from Labour -- Shaun

:08:27.:08:41.

Wright. There is a complex chain of command. People reporting to

:08:42.:08:49.

directors of children's services, the chief executive and 63 elected

:08:50.:08:52.

councillors. Within this tangled web, where does true accountability

:08:53.:09:02.

lie? The former deputy leader stepped down last year and was

:09:03.:09:05.

interviewed as part of the investigation. Sonia Shah issued a

:09:06.:09:15.

statement, saying, I am sorry these young people suffered terrible abuse

:09:16.:09:29.

-- Sonia Sharp. Senior politicians are reluctant to make direct

:09:30.:09:32.

accusations about individuals but think others may have questions to

:09:33.:09:37.

answer. Your basic duty to look after vulnerable children is not

:09:38.:09:45.

being discharged, it is normal that people take responsibility for that

:09:46.:09:52.

where it is appropriate. There are painful issues for community leaders

:09:53.:09:56.

to address. About why the actual perpetrators were not challenged

:09:57.:10:01.

sooner. That must be something wrong with them, so we have to address

:10:02.:10:10.

that, we have to keep our eyes and ears open. The authorities say they

:10:11.:10:16.

are more vigilant but apologies are not enough for the many victims as

:10:17.:10:21.

this town confronts the failures of its recent past.

:10:22.:10:24.

One of the victims has been talking to Graham Satchell.

:10:25.:10:26.

We're calling her Jessica to protect her identity.

:10:27.:10:28.

She was groomed from the age of 14 and suffered years of violent abuse.

:10:29.:10:34.

A very silly teenager, I thought we was going to get married, have kids,

:10:35.:10:41.

It was only later on when it changed and things started

:10:42.:10:46.

Jessica was just one of hundreds of teenage girls in Rotherham abused

:10:47.:10:52.

With the violence you get so used to it and it becomes kind of just -

:10:53.:11:03.

it sounds very strange, but you do just get used to it.

:11:04.:11:08.

Were there moments where you feared for your life?

:11:09.:11:13.

Yeah, there were so many occasions, I remember - towards the end I

:11:14.:11:18.

It was just so painful. I just could not take any more.

:11:19.:11:25.

Did you go to the police? Yeah, I did.

:11:26.:11:28.

I went to the police when I was 16 and he basically said, he has got

:11:29.:11:32.

The policeman said that? Yeah.

:11:33.:11:36.

And I will never, ever forget those words, what he said.

:11:37.:11:41.

You know, if the police are saying no, where do you go from that?

:11:42.:11:44.

Like so many here in Rotherham, and across the country, Jessica says

:11:45.:11:49.

she feels betrayed by the police, the local authority, by the system.

:11:50.:11:56.

I mean, 1400 people, you know, there has to be more than one

:11:57.:11:59.

They are not sorry because I got abused, they are sorry

:12:00.:12:05.

because they got caught out in a scandal that has hit the media.

:12:06.:12:09.

What would you say to other girls who are still currently

:12:10.:12:11.

They have to be strong. You have to stay strong.

:12:12.:12:15.

You have to come forward, tell someone.

:12:16.:12:16.

I just hope that it is taken seriously

:12:17.:12:20.

The President of Ukraine has cancelled

:12:21.:12:36.

a trip to Turkey because of what he called an incursion

:12:37.:12:40.

Over the past 24 hours, a number of coastal towns in the

:12:41.:12:45.

south east of Ukraine have fallen to forces which the Ukrainian

:13:05.:13:13.

government troops have been gaining ground against the separatist rebels

:13:14.:13:18.

in the east, but suddenly they are being pinned down and forced to

:13:19.:13:22.

retreat from several areas which had been under their control. This rebel

:13:23.:13:34.

leader revealed what may be the reason for this turnaround. He said

:13:35.:13:38.

the rebels had serving Russian soldiers fighting alongside them in

:13:39.:13:41.

their battle against the Ukrainian army. He claimed the soldiers were

:13:42.:13:48.

on leave. Russian forces like these have been massed along the borders

:13:49.:13:54.

for months. There is increasing evidence that some troops have

:13:55.:13:59.

crossed into eastern Ukraine. Earlier this week these paratroopers

:14:00.:14:03.

were apparently caught 25 kilometres inside the country. Moscow says they

:14:04.:14:10.

crossed the border by mistake and got lost. Ukraine's leaders have no

:14:11.:14:15.

:23:34.:23:37.

best in the world, to see if we can placate that and share the expertise

:23:38.:23:42.

for the better of everyone. That's the way to look at it rather than

:23:43.:23:45.

saying it's about the old school tie. Good people can go far wherever

they start, at the report warns Britain's institutions still don't

they call the closed shop at the top.

:24:02.:24:04.

Roy Hodgson has chosen Wayne Rooney to be the new England captain.

:24:05.:24:18.

The England manager said the 28-year-old was an obvious choice

:24:19.:24:32.

and he deserved it for his commitment to the cause and his

:24:33.:24:35.

The Manchester United captain's first job will be to lead

:24:36.:24:38.

the team out for a friendly against Norway on Wednesday.

:24:39.:24:41.

Natalie Pirks is at Wembley where the news was announced.

:24:42.:24:43.

He is just 28 but has five tournaments under his belt and 48

:24:44.:24:47.

goals for his country. Hodgson said he met him face to face and Rooney

:24:48.:24:50.

said today it is a dream come true, beyond my wildest dreams and

:24:51.:24:53.

something I will take massive pride in doing. Hodgson says this does not

:24:54.:24:55.

mean he cannot be dropped but this shows he will shoulder the

:24:56.:25:01.

considerable burden of captaining England. With his 95 caps and the

:25:02.:25:05.

goals he has scored and all of the things he has already done from such

:25:06.:25:11.

a young age. You have seen he is willing to take his responsibility

:25:12.:25:15.

and push on in his career. I think all I can hope for really is that he

:25:16.:25:20.

continues to play well and that he shoulders the responsibility of

:25:21.:25:25.

captaincy as well as the other captains before him. Responsibility

:25:26.:25:31.

was a word Roy Hodgson used a hell of a lot today, particularly the

:25:32.:25:35.

responsibility of having to speak to the press before every game. Wayne

suffer. There were calls for him to be dropped this summer and while he

will not be the obvious choice, for many he was realistically the only

choice and the fans are failing to be fused about this post World Cup

England era. The game here this week against Norway looks like it will be

:25:58.:26:00.

the least attended England match at the new Wembley. Thank you for

:26:01.:26:02.

joining us. An aircraft carrier that served

:26:03.:26:05.

in Bosnia and the Gulf has been formally taken

:26:06.:26:06.

out of service this morning. HMS Illustrious was decommissioned

in a ceremony at aircraft carrier was in service

for thirty two years The ship will now be sold but

:26:13.:26:14.

the buyer must keep it in the UK. Our correspondent Duncan Kennedy

:26:15.:26:23.

is at Portsmouth dockyard. This really is the end of an era for

:26:24.:26:35.

the Navy, with as you say, the formal decommissioning of HMS

:26:36.:26:40.

Illustrious at a formal ceremony this morning. It has travelled

:26:41.:26:43.

multiple times around the world and seen service from everywhere from

:26:44.:26:46.

the Falklands to the Philippines but from today the sailors on board and

:26:47.:26:55.

their families came to say goodbye. A musical sendoff for the ship known

:26:56.:27:01.

simply as Lusty. HMS Illustrious today saying goodbye after 32 years

:27:02.:27:08.

at sea. In a history that stretches from the Falklands to the

:27:09.:27:12.

Philippines the carrier has travelled nearly 1 million miles,

:27:13.:27:16.

active in everything from war zones to hurricanes. Cliff Hardcastle and

:27:17.:27:22.

his son Thomas both served on her. Thomas was even christened on her,

:27:23.:27:28.

so today is very special. It is the end of an era for obviously myself,

:27:29.:27:35.

my father and the ship. I'm very proud to say father and son have

:27:36.:27:37.

served on this ship from the beginning of its life to the final

:27:38.:27:41.

days of its life. The three decades illustrious form the backbone of the

:27:42.:27:45.

Navy rejecting power and influence. Its company of nearly 700 including

:27:46.:27:52.

women is sad it is coming to an end. It is sad and it has a soul and when

:27:53.:27:57.

we leave her it is going to be sad. Generations of sailors and their

:27:58.:28:02.

families came to say farewell to Illustrious as the Navy moves into a

:28:03.:28:06.

different era. When you look at what she has done around the world from

:28:07.:28:09.

the Gulf of the Adriatic, Sierra Leone, and most recently in the

:28:10.:28:14.

Philippines, I think she has been seen by the country as an exemplar

:28:15.:28:18.

of what they would like the UK to be. To those who did know her, Lusty

:28:19.:28:27.

was always more than metal and munitions, she was home from home,

:28:28.:28:30.

part of Britain's Maritime calling card that has now sailed its last

:28:31.:28:38.

voyage. So, all change for the Royal Navy today. HMS Illustrious itself

:28:39.:28:43.

is up for sale. They have had lots of interested parties. The Navy

:28:44.:28:46.

isn't putting a price on what it would cost you but the only

:28:47.:28:49.

condition they are putting in place is that it stays in the United

:28:50.:28:52.

Kingdom. Time to look at the weather now.

:28:53.:28:59.

Somewhat mixed fortunes across the British Isles this afternoon. For

:29:00.:29:02.

many it is dry with bright sunny spells but also some heavy showers

:29:03.:29:07.

in one or two areas to content with. Looking at the satellite picture you

:29:08.:29:10.

can see the cloud we started the day with across the eastern half of the

:29:11.:29:13.

British Isles running out into the North Sea and clear skies moving on

:29:14.:29:16.

and another line of cloud moving into the West which is the cloud

:29:17.:29:19.

that will yield the sharpest showers this afternoon and across Scotland.

:29:20.:29:23.

Quite a focus on central and eastern areas. Some heavy showers the

:29:24.:29:28.

northern England and Northern Ireland should enjoy some afternoon

:29:29.:29:30.

sunshine, some heavy showers through the afternoon pushing out of Wales

:29:31.:29:34.

into the Midlands and the south-west of England across towards the West

:29:35.:29:40.

Country. Highs in the low 20s, Wales and the south-west becoming drier

:29:41.:29:43.

and brighter as we head into late afternoon and into the evening.

:29:44.:29:47.

Short lived, the evening sunshine for Northern Ireland, the area of

:29:48.:29:50.

low pressure closing into the north-west of the British Isles will

:29:51.:29:53.

start to bring some heavy downpours of rain into one or two areas in the

:29:54.:29:57.

small hours of Friday, spreading to Scotland as well and the low

:29:58.:30:00.

pressure will dominate the weather across the British Isles on Friday,

:30:01.:30:04.

meaning a windy day across the board, but the focus for the showers

:30:05.:30:07.

will again be Scotland, Northern Ireland, northern England, Wales and

:30:08.:30:12.

the south-west. Central and eastern areas faring well into is a dry

:30:13.:30:15.

conditions, perhaps one or two showers but in the sunshine

:30:16.:30:17.

temperatures should be in the low 20s. The low should move eastwards

:30:18.:30:23.

for Saturday and high-pressure looks like it will try and build from the

:30:24.:30:27.

south for the weekend, so Saturday is a promising day. Some showers

:30:28.:30:31.

still to the far North West of Scotland, and perhaps a few across

:30:32.:30:34.

western exposure areas of the British Isles but lighter winds on

:30:35.:30:38.

Saturday and a largely fine day with temperatures around average for the

:30:39.:30:42.

time of year, in the high teens and perhaps low 20s. Sunday is pretty

:30:43.:30:46.

promising thanks to the high-pressure and a lot of fine

:30:47.:30:48.

weather. You will notice towards the north-west this weather front will

:30:49.:30:52.

work its way across through Sunday into Monday. But outlook for the

:30:53.:30:56.

start of next week but not promising as the week goes on if you think we

:30:57.:31:00.

have seen the last of summer and any warmth, this is why next week is

:31:01.:31:03.

looking like that, the frontal system swings through on Monday and

:31:04.:31:06.

Tuesday and Wednesday and in the remainder of the week it is high

:31:07.:31:09.

pressure building up from the Azores all the way, stabilising things, and

:31:10.:31:13.

it also looks like it will start to introduce some warmer air as well.

:31:14.:31:17.

Many parts of the British Isles through the second half of next week

:31:18.:31:20.

could enjoy temperatures above average, we could be talking about

:31:21.:31:24.

the low and even maybe mid 20s for some areas in the south. So

:31:25.:31:28.
