before. No one is standing up and having responsibility. The children

first placed in special measures after being branded inadequate by

:03:22.:03:26.

Ofsted inspectors. Changes have been made but the Department for

:03:27.:03:29.

Education said today they hadn't gone far or fast enough. Are you

:03:30.:03:34.

confident that with this move, children will now be safe in

:03:35.:03:37.

Birmingham, the vulnerable who need to be protected? We have come along

:03:38.:03:43.

well but we haven't gone far enough, that is why we are looking at the

:03:44.:03:47.

trust model specifically so we can provide the best to the children and

:03:48.:03:51.

families that were right on us. So will this model makes a difference,

:03:52.:03:55.

are you confident vulnerable children will be protected in

:03:56.:03:59.

Birmingham? I think there are exciting opportunities to make

:04:00.:04:02.

children safer in Birmingham. Birmingham City Council says the

:04:03.:04:07.

move to place the safeguarding of young children and adults into a

:04:08.:04:10.

trust was voluntary. This expert believes more councils could follow

:04:11.:04:15.

suit. The government's agenda is to move these services out of local

:04:16.:04:23.

councils. This services of social work generally, I think Birmingham

:04:24.:04:26.

has found itself somewhat cornered in terms of the difficulties it has

:04:27.:04:30.

got, and it's the next local authority that is taking the action.

:04:31.:04:36.

Today's news has come as a shock to be 700 social workers based here at

:04:37.:04:40.

Birmingham City Council. I have seen an e-mail sent by bosses just this

:04:41.:04:44.

morning telling them of the changes. The information is scant, but we are

:04:45.:04:50.

told that staff will be consulted. These children paid the highest

:04:51.:04:54.

price for the Department's failings. There is an expectation that the

:04:55.:04:57.

voluntary trust will have its work cut out.

:04:58.:05:03.

I'm joined by our social affairs correspondent. The bottom line is,

:05:04.:05:09.

our children going to be safer? These plans are at an early stage so

:05:10.:05:14.

there is an awful lot we don't know. What will be seen as one of the

:05:15.:05:18.

advantages of this model is it could give a clean break from the past,

:05:19.:05:24.

allowing the council, allowing children services to cut through

:05:25.:05:29.

what has in the past been described as a dysfunctional culture within

:05:30.:05:34.

children's services. It allows the bringing in of experts from outside

:05:35.:05:39.

who have the sole focus of concentrating on improving

:05:40.:05:41.

children's services, and they can be set tough targets which they need to

:05:42.:05:47.

meet for change. But there a flip side, on the ground, you got to see

:05:48.:05:51.

real change for the many families in Birmingham who need support. And

:05:52.:05:58.

change, we can never guarantee what it'll bring. So people will be

:05:59.:06:02.

watching this very carefully and the real test will be whether or not

:06:03.:06:05.

there is genuine improvement for children who need protection. Thank

They don't all live. I think they do! Simple as that. I think they are

is far from straight-forward. Bridget Rowlings farms

it's worrying because you don't know who's coming in and they're not

there. The next phase would be a major assault on the town it evil

is. That is when it is believed the civilians, if they cannot get out,

:22:02.:22:05.

will be at most risk. The final I a salt on the actual city of Fallujah

:22:06.:22:10.

is still some way off. The noose is tightening. It it's's not yet clear

:22:11.:22:14.

how much of a fight the militants will put up. If they do fight to the

:22:15.:22:21.

death there are fears that not much of the city would be left.

:22:22.:22:35.

Across the border in Syria, a Kurdish-led alliance

:22:36.:22:37.

in the north-east of the country has started an offensive to drive

:22:38.:22:40.

Islamic State militants out of areas to the north of the main

:22:41.:22:43.

Our middle east correspondent, Quentin Sommerville,

:22:44.:22:45.

Just how important could this offensive be Well, Raqqa of course

:22:46.:22:52.

is very important to the so-called Islamic State they call it their

:22:53.:22:56.

capital. This snot an attack on Raqqa yesterday yet. The Kurds are

:22:57.:22:59.

Tottenham north of the countryside they haven't Saturday day, as they

:23:00.:23:09.

would put it "liberating" Raqqa. Can Beanie took months of fighting to

:23:10.:23:17.

liberate Islamic State with overwhelming American air power. The

:23:18.:23:23.

Islamic State have build tunnels and defences in the city. We won't see

:23:24.:23:27.

the liberation of Raqqa any time soon. All right, thanks very much.

:23:28.:23:34.

Some news just in. A US judge has ordered actor and comedian Bill

:23:35.:23:39.

Cosby to stand trial on a sexual assault charge. He is accused of

:23:40.:23:47.

drugging and molesting a woman in his home outsi Phil defl ya in 2004.

:23:48.:23:55.

Mr Cosby has maintained that all of the encounters were consensual.

:23:56.:24:05.

He's rock royalty, a global star of the music world.

:24:06.:24:07.

Sir Paul McCartney has been looking back at life after the Beatles

:24:08.:24:10.

for BBC Radio 4's Master Tapes series and he's been reflecting

:24:11.:24:13.

on working with big names in the business and much more.

:24:14.:24:15.

You know, it varied, you're practicing.

:24:16.:24:19.

You know, because you were breaking from your life-long friends.

:24:20.:24:22.

And, you know, it was great at first and then after a while it was...

:24:23.:24:33.

# I'm trying to make it back home by Monday...#.

:24:34.:24:42.

I'd be sitting around and just, sort of...

:24:43.:24:44.

They were recording everything, on the iPhone, you know.

:24:45.:24:49.

So just doing this and doing chords, you know.

:24:50.:24:53.

And then - I didn't hear any more about it, on that particular thing.

:24:54.:24:58.

Then I got this record which was, like, Rihanna song.

:24:59.:25:02.

I would always tell them how we started, which was like,

:25:03.:25:18.

you know, any piano listen you start with middle C and then,

:25:19.:25:25.

we figured out, that if you do that note,

:25:26.:25:28.

and then you miss one, and go to that one, then you miss

:25:29.:25:31.

one, and go to that one, now you've got a chord.

:25:32.:25:34.

So you can almost write songs immediately if you just.

:25:35.:25:37.

# Well, you're going to tell me baby.

:25:38.:25:39.

Then if you move that whole shape-up, now you've got D minor,

:25:40.:25:50.

Well, that's more than enough chords, you know, to write

:25:51.:25:54.

That's what I think would be a good...

:25:55.:25:58.

Hello. Nice day, a cool breeze down the eastern side of the UK not quite

:25:59.:26:17.

the Mull of Kintyre. This was from Somerset. Thin cloud. No depth to

:26:18.:26:24.

the cloud. There were few, if any, showers. Tomorrow temperatures will

:26:25.:26:28.

be lower than today. Cloud is evil doing over the near continent,

:26:29.:26:34.

filling in the North Sea. It will push our way. The cloud today will

:26:35.:26:38.

melt away, it will be a sunny end to the day. The cloud comes in from the

:26:39.:26:43.

North Sea, on that breeze, spilling into many areas. Not quite so cold

:26:44.:26:48.

tonight, chilly in rural areas to the west. By the morning there could

:26:49.:26:52.

be rain and drizzle in Norfolk. The cloud will thicken and Louer and

:26:53.:27:06.

spill this -- lower and spill the rain. It will be chilly along North

Sea coasts. It will be cold under this cloud with rain and drizzle to

the North Midland into Norfolk, possibly Suffolk as well. Cloud

through the Midlands and the south-east. Temperatures six degrees

:27:23.:27:27.

lower than today. A hint of sunshine, not much than that for

:27:28.:27:32.

Wales and the south-west. South Wales, southern England will see

:27:33.:27:34.

more sunshine on Thursday. A few late showers. We have this mostly

:27:35.:27:41.

light rain. North Wales, Northern Ireland and southern Scotland, that

:27:42.:27:44.

will depress the temperatures. Further south it will warm up,

:27:45.:27:49.

temperatures 20-21. A warming trend as we hit the end of the week, in

:27:50.:27:54.

time for the holiday weekend. With higher pressure to the north it will

:27:55.:27:57.

be mostly dry. Some sunshine in the south. Where it's warmer there will

:27:58.:28:04.

be showers, possibly heavy and thundery. Our main story after a
