A huge fire engulfs a luxury hotel in central Dubai -

:00:00.:00:07.

hours before the New Year celebrations.

:00:08.:00:11.

The building - more than 60 storeys high -

:00:12.:00:13.

quickly became a burning inferno, a terrifying scene for those

:00:14.:00:16.

We saw this huge plume of black smoke.

:00:17.:00:22.

Before we knew it the whole of the Address Hotel was covered

:00:23.:00:24.

The cause of the blaze remains unclear.

:00:25.:00:29.

We'll have the latest from the scene.

:00:30.:00:30.

The clean-up operation starts across the UK after the widespread

:00:31.:00:35.

Police in Brussels detain three people in connection with an alleged

:00:36.:00:42.

terror plot to target the city's New Year celebrations.

:00:43.:00:48.

And a new dame at the House of Windsor - the EastEnders

:00:49.:00:53.

and Carry On star tops the celebrity list of this year's New Year's

:00:54.:00:57.

A huge fire has broken out in a high-rise luxury

:00:58.:01:20.

hotel in central Dubai - close to the world's tallest

:01:21.:01:24.

It erupted as Dubai prepared to hold a major

:01:25.:01:27.

Officials said the fire began on the 20th floor.

:01:28.:01:30.

So far there are people reported lightly injured but no casualties.

:01:31.:01:36.

Here's our correspondent Bridget Kendall.

:01:37.:01:45.

Literally a towering Inferno, an intense blaze sweeping through one

:01:46.:01:52.

of Dubai's luxury downtown hotel. A dramatic and terrifying picture, but

:01:53.:01:57.

hardly what the crowds had come for. The blaze broke out less than three

:01:58.:02:02.

hours before the city's planned spectacular New Year fireworks

:02:03.:02:10.

display. Just a few metres away from the Burj Khalifa, the world's

:02:11.:02:13.

tallest building, the fire apparently started on the hotel's

:02:14.:02:18.

20th floor. Before long, flames engulfed the side of the 63 storey

:02:19.:02:23.

building, sending out billowing smoke and scattering blazing debris.

:02:24.:02:30.

Inside, one resident said of the alarms went off, there was absolute

:02:31.:02:34.

pandemonium as people rushed to get out of the building. Amazingly with

:02:35.:02:38.

the help of fire brigade and civil defence teams it seems everyone was

:02:39.:02:43.

evacuated. Officials said apart from one person who suffered a heart

:02:44.:02:47.

attack, there were only moderate and light injuries. One jazz singer was

:02:48.:02:54.

performing inside the hotel as the blaze started. Absolutely stampede,

:02:55.:03:00.

it was incredible. I was actually never so terrified. All the women,

:03:01.:03:05.

all the glamorous took off their high heels and ran. We left

:03:06.:03:08.

everything. There was debris falling down. It shot up through the entire

:03:09.:03:15.

hotel. Everyone was screaming and running. I thought this was a film.

:03:16.:03:24.

The wind was strong tonight and the smoke and fire took hold of the

:03:25.:03:28.

whole building right through. I can't imagine it not being in the

:03:29.:03:35.

interior. After little more than an hour the fire subsided. What caused

:03:36.:03:40.

it isn't clear. There's been no sign it was deliberate despite fears

:03:41.:03:42.

around the world of possible terrorist attacks. And the Dubai

:03:43.:03:49.

authorities didn't want to stop the party. At midnight the celebrations

:03:50.:03:52.

went ahead, but it won't be the fireworks that the start of 2016

:03:53.:03:57.

will be remembered for, but a massive hotel fire which

:03:58.:04:01.

miraculously did not cause more injuries.

:04:02.:04:04.

Clean-up operations are underway across the UK after the flooding

:04:05.:04:06.

North-east Scotland - hard hit by yesterday's storm -

:04:07.:04:11.

faces more heavy rain at the weekend.

:04:12.:04:14.

There's also been travel disruption, with the West Coast Main Line

:04:15.:04:16.

between Carlisle and Glasgow closed because of a damaged viaduct.

:04:17.:04:20.

After being battered by rain and gales, Scotland has been taking

:04:21.:04:26.

In Ballater in the Cairngorms, there is widespread destruction.

:04:27.:04:33.

Prince Charles and the Duchess of Cornwall came to talk

:04:34.:04:35.

This was the A93 on Deeside, swallowed by the water,

:04:36.:04:43.

leaving a huge repair bill and weeks of work.

:04:44.:04:47.

Further south in Newton Stewart, it was a similar picture.

:04:48.:04:54.

Debbie Scott was just one of many people trying

:04:55.:04:56.

to salvage their waterlogged belongings.

:04:57.:04:59.

This was one of the worst affected towns.

:05:00.:05:25.

Scotland's First Minister came here to see for herself.

:05:26.:05:28.

I've been talking to some residents and local businesses and this

:05:29.:05:33.

is probably the worst flooding episode that Newton Stewart and much

:05:34.:05:37.

of this region has experienced for some people in living memory.

:05:38.:05:42.

Northern England missed the worst of the weather yesterday,

:05:43.:05:44.

In Croston in Lancashire, the RAF was back in action,

:05:45.:05:51.

lowering sandbags to shore up flood defences.

:05:52.:05:54.

Can I shake your hands and say thank you very much.

:05:55.:06:00.

In York today, the Labour leader Jeremy Corbyn came

:06:01.:06:02.

The only people who have been here helping me is Cleveland Fire

:06:03.:06:08.

And the Muslims brothers from Bradford and London.

:06:09.:06:14.

And those left angry because they feel they

:06:15.:06:16.

Do you think it makes a difference for high profile people to come?

:06:17.:06:22.

We're getting on now and on a cleaning mission now.

:06:23.:06:27.

But definitely, it makes a big difference for people

:06:28.:06:29.

But after the high-profile visitors have gone, this carries on,

:06:30.:06:35.

and the worry for people living in York and other cities affected

:06:36.:06:38.

by flooding over the last month is that this will happen again

:06:39.:06:41.

The hope is that the weather will hold for the next few days

:06:42.:06:48.

at least, to allow the northern flood plains to drain

:06:49.:06:50.

Security has been stepped up across Europe for the New Year

:06:51.:07:00.

In France, 100,000 officers will be on duty

:07:01.:07:05.

and a fireworks display in Paris has been called off.

:07:06.:07:08.

In Brussels, official festivities have been abandoned

:07:09.:07:10.

after information came to light about an alleged plot

:07:11.:07:13.

In London, extra armed police will protect train

:07:14.:07:17.

Daniel Boettcher is in central London for us now.

:07:18.:07:27.

How obvious is that heightened security? Security for this event is

:07:28.:07:37.

always tight. Both highly visible release presents both inside the

:07:38.:07:40.

viewing area and others parts of central London. We have seen police

:07:41.:07:45.

launches on the river and the force helicopter overhead and there are

:07:46.:07:49.

extra armed officers that stations and other transport hubs.

:07:50.:07:53.

Preparations for the display are almost complete. Behind me crowds

:07:54.:07:58.

are beginning to build up. For the second year this is a ticket only

:07:59.:08:02.

event. Just over 110,000 people were able to get those tickets. They have

:08:03.:08:06.

come through a security point, where backs have been checked and police

:08:07.:08:09.

have warned anybody without a ticket not to come here because they will

:08:10.:08:15.

not be allowed in -- bikes have been checked. Daniel Boettcher.

:08:16.:08:17.

Labour has suspended the Rochdale MP Simon Danczuk,

:08:18.:08:19.

following newspaper allegations that he sent sexually explicit

:08:20.:08:21.

Mr Danczuk, who is 49, said that while the story

:08:22.:08:25.

was "not entirely accurate" his behaviour was "inappropriate".

:08:26.:08:28.

Nearly 1200 people have been recognised in the Queen's New Year

:08:29.:08:36.

They include well-known entertainers and sporting heroes,

:08:37.:08:39.

as well as civil servants and others who work for the public good.

:08:40.:08:43.

She's long been a national treasure, now she a dame.

:08:44.:08:55.

I'm just so honoured, I'm so thrilled.

:08:56.:09:02.

I just say thank you, and I'll do my best to be a very

:09:03.:09:07.

good dame - and I don't mean in pantomime!

:09:08.:09:11.

There's a knighthood for 20 time champion jockey AP McCoy.

:09:12.:09:15.

It's very surreal, it's hard to get my head around it.

:09:16.:09:20.

I never thought anything like that would ever be bestowed

:09:21.:09:24.

A knighthood too for Lynton Crosby, the election strategist credited

:09:25.:09:31.

with masterminding the Conservatives' general election

:09:32.:09:33.

victory - an honour that's been criticised by opposition MPs.

:09:34.:09:39.

Luther star Idris Elba becomes an OBE.

:09:40.:09:42.

Football legend Denis Law is made a CBE.

:09:43.:09:45.

And Fara Williams, the most capped of England's Lionesses,

:09:46.:09:52.

As in previous years the majority of awards have gone to people not

:09:53.:09:58.

in the public eye, many of whom never expected to be

:09:59.:10:00.

People like James Banks, a bagpiper for 50 years.

:10:01.:10:06.

I'm very proud to be recognised, but it's nice to see

:10:07.:10:09.

that the instrument, the music and the general culture

:10:10.:10:14.

and that people are taking an interest.

:10:15.:10:17.

He's one of the hundreds being honoured for their work

:10:18.:10:19.

That's all from us, but before we go here are some New Year's Eve

:10:20.:10:33.

celebrations that have already happened around the world.

:10:34.:10:36.

Good evening. We are likely to bring in the New Year on a chilly note

:10:37.:11:24.

with

:11:25.:11:26.
