Today, they led to official criticism of the watchdog body

that's meant to carry out inspections across Northern Ireland.

Now the independent watchdog body , the RQIA, has been told it should

Our health correspondent Marie-Louise Connolly reports.

It was here at Cherry Tree Nursing Home that

a former care worker alleged basics like feeding and toileting were

:06:44.:06:45.

But she said it wasn't just staff who ignored the basics.

In fact, the regulators ignored her complaints,

leaving her with no option but to become a whistleblower.

Nine years on and a review confirms that the

This latest review focussed on how the RQIA responded to

In its report, the review team said the regulator

should have taken a more rigorous approach to enforcing care

And that, despite repeated and multiple failings at the home,

enforcement action was taken on just three occasions in eight years.

The team said the RQIA's inspection reports gave little assurance that

:07:18.:07:21.

what was wrong at Cherry Tree had been properly addressed.

In their recommendations, the report?s authors said the RQIA

should review its enforcement policy for nursing homes like Cherry Tree.

That it could consider the recruitment of assessors with

care home backgrounds to take part in inspections.

And that there should be greater support and protection
