But there are some who feel he is not the man to lead | :01:50. | :01:52. | |
The times that things get done here is when somebody outside | :01:53. | :01:58. | |
That needs fixed as a matter of urgency. | :01:59. | :02:09. | |
Other party leaders are making plans to deal with those now in charge. | :02:10. | :02:13. | |
I would like our spokespeople to be connected with the various permanent | :02:14. | :02:16. | |
secretaries, so we can understand the scale of the problems and issues | :02:17. | :02:19. | |
As an unelected civil servant is about to become arguably | :02:20. | :02:26. | |

Civil servants are in charge of the department and controlling the | :02:42. | :02:45. | |

The failure to reach political agreement means that no budget | :02:53. | :02:54. | |
will be passed at Stormont for the new financial year, | :02:55. | :02:56. | |

of Finance, David Sterling, will have to use emergency | :03:01. | :03:02. | |
powers to keep money flowing to public services. | :03:03. | :03:07. | |

servants this afternoon, as I heard from our political | :03:11. | :03:12. | |
The head of the Northern Ireland civil service has sent out a memo to | :03:13. | :03:29. | |
all staff, saying he and his civil servants will do their best to | :03:30. | :03:32. | |
attend business as usual and this time of uncertainty but that the | :03:33. | :03:35. | |
emergency powers they have over the budget are limited measure and not | :03:36. | :03:39. | |
substitute for a full budget passed by the Executive. In terms of the | :03:40. | :03:45. | |
timescale, the Secretary of State resisted setting a deadline but most | :03:46. | :03:49. | |
of the politicians you talk to talk about sometime after Westminster | :03:50. | :03:53. | |

been going 40mph but this was disputed by the defence | :06:59. | :07:05. | |
