News at 6.00pm. For this evening, it's goodbye are from me, on BBC One | :00:00. | :00:00.
Hello and welcome to South Today from Oxford. | :00:00. | :00:00.
A year after a health unit was told to make urgent changes, | :00:00. | :00:12.
why it still needs to make improvements to patient care. | :00:13. | :00:15.
The 300`year`old housing charity that says it could be forced to | :00:16. | :00:22.
The cat that needed a ?600 operation to save its life. | :00:23. | :00:31.
The pensioner who's holding Barclays to account. | :00:32. | :00:46.
A care unit in Oxford where a teenager died, still needs to make | :00:47. | :00:51.
improvements, despite being ordered to make urgent changes last year. | :00:52. | :00:57.
The latest report by the Care Quality Commission about Slade | :00:58. | :01:00.
House in Headington follows an unscheduled inspection to the unit. | :01:01. | :01:04.
Connor Sparrowhawk drowned there last July ` an inquest found | :01:05. | :01:08.
Sinead Carroll is here with more on the story. | :01:09. | :01:12.
Slade House first came to our attention last July when Connor | :01:13. | :01:16.
An independent report found his death was preventable | :01:17. | :01:22.
Then, in September, inspectors released a damning report. | :01:23. | :01:27.
Slade House was given warning notices and two units were | :01:28. | :01:30.
By December inspectors said Slade House had made improvements ` | :01:31. | :01:35.
so warnings about cleanliness were dropped. | :01:36. | :01:38.
This week, the Care Quality Commission published their finding | :01:39. | :01:41.
It said further improvements have been made so there are | :01:42. | :01:47.
It told us it was delighted to have the warning notices lifted | :01:48. | :01:54.
and will continue to scrutinise every area of care to ensure | :01:55. | :01:57.
But in a statement the CQC said the service was still not effectively | :01:58. | :02:03.
respecting and involving people in significant personal decisions. | :02:04. | :02:09.
For example, following the death of Connor Sparrowhawk, | :02:10. | :02:11.
It's something that's angered one former service user. | :02:12. | :02:23.
It is wrong. Will the staff leave them to have another accident? | :02:24. | :02:37.
Connor Sparrowhawk's stepfather thinks Slade House should be closed. | :02:38. | :02:44.
It appears to easy first sub standard care to be maintained for | :02:45. | :02:54.
The unit still isn't open for new patients. | :02:55. | :02:58.
The CQC wants Slade House to make improvements by next month. | :02:59. | :03:01.
Inspectors have warned they could return, unannounced, at any time | :03:02. | :03:04.
Our Health correspondent David Fenton has been looking | :03:05. | :03:07.
Earlier I asked him how much of an improvement Slade House has made. | :03:08. | :03:14.
Overall things do seem to be getting better. | :03:15. | :03:17.
After the previous dreadful reports you would expect that. | :03:18. | :03:23.
Inspectors looked at seven areas ` things like care and welfare, | :03:24. | :03:28.
making sure patients were not abused, managing medicines properly | :03:29. | :03:31.
But they did fail on one area, because they banned patients from | :03:32. | :03:39.
having baths, without asking them if they thought that was a good idea. | :03:40. | :03:42.
And the inspectors found that out because one of | :03:43. | :03:45.
This inspection was at the John Sharich unit. | :03:46. | :03:48.
There are just 5 patients there and one told inspectors he couldn't | :03:49. | :03:52.
What happened was that staff decided they were going to stop doing that | :03:53. | :03:59.
because a previous patient had died after a bath and they were going to | :04:00. | :04:03.
But they didn't ask any of the patients if they thought that | :04:04. | :04:07.
What about the future of these units? | :04:08. | :04:10.
Do we know what's going to happen to them? | :04:11. | :04:12.
There are plans to reduce the number of beds in units | :04:13. | :04:15.
Those plans are still being kicked around but I think they may become | :04:16. | :04:22.
But fewer people treated in places like Slade House, and more | :04:23. | :04:31.
getting care in their own homes or in open community settings. | :04:32. | :04:36.
Final note ` seven members of staff have been suspended | :04:37. | :04:41.
because of previous failings and I understand disciplinary hearings | :04:42. | :04:44.
A 42`year`old man has been arrested on suspicion of kidnapping | :04:45. | :04:53.
after a father and his daughter went missing in Oxfordshire. | :04:54. | :04:56.
Ewan Donald and his three year old daughter were | :04:57. | :04:58.
The man arrested is also being questioned on suspicion of | :04:59. | :05:02.
A housing charity in Buckinghamshire, | :05:03. | :05:08.
which is more than 300 years old, says it's at risk of closure | :05:09. | :05:11.
The Winwood Almshouse Trust says the land which provides | :05:12. | :05:17.
its income could be ripped apart by the proposed high speed route. | :05:18. | :05:20.
It says it needs compensation quickly | :05:21. | :05:33.
This woman had no where to look. I do not put by big do `` I do not | :05:34. | :05:56.
The land is rented from the charity. Potentially the whole area | :05:57. | :06:21.
will not be able to be used. How much land will be taken due to | :06:22. | :06:25.
construction and how much will be left usable, we do not know. The | :06:26. | :06:34.
Department for transport says it is committed to engagement and | :06:35. | :06:44.
compensation. They say they will continue to have effective | :06:45. | :06:45.
discussions with all parties involved. | :06:46. | :06:53.
People say they want to be treated fairly. | :06:54. | :07:02.
People living in a village in north Oxfordshire say it's taking too long | :07:03. | :07:06.
to fix a wall which partly collapsed last year, closing the road. | :07:07. | :07:09.
Some of the stone work has fallen apart on Old Bridge Road in Bloxham. | :07:10. | :07:13.
The road's been shut for 14 months and some people living nearby claim | :07:14. | :07:16.
The repairs are expected to cost around ?100,000. | :07:17. | :07:20.
Oxfordshire County Council says the work is a low priority. | :07:21. | :07:23.
Teachers at a nursery in Bicester have met with Network Rail to | :07:24. | :07:26.
discuss a footbridge it's built beside the school. | :07:27. | :07:28.
Staff at Child First nursery say it's now not safe | :07:29. | :07:31.
Network Rail has offered to build a canopy over the playground | :07:32. | :07:37.
but that idea has been rejected by the nursery. | :07:38. | :07:41.
Plans to build a new Tesco Express store in a South Oxfordshire village | :07:42. | :07:45.
have been rejected by parish councillors. | :07:46. | :07:46.
More than 2,000 people have already signed a petition against plans | :07:47. | :07:49.
Tesco wants to build it on a former pub site ` and says | :07:50. | :07:54.
But there are concerns it would lead to village shops losing trade | :07:55. | :07:59.
Police are investigating an air rifle attack in | :08:00. | :08:09.
It needed a ?600 operation to save its life. | :08:10. | :08:14.
Nationally, more than 300 air rifle shootings have been reported to | :08:15. | :08:17.
On the prowl once again in his Kennington home. | :08:18. | :08:22.
But it could have been a very different story | :08:23. | :08:24.
for Paddy the cat who was recently shot in the leg by an air gun. | :08:25. | :08:28.
It's left his owner upset and suspicious of those living nearby. | :08:29. | :08:37.
This is a nice village. I have always felt safe year. It is very | :08:38. | :08:50.
frightening that somebody has an airgun and does not think twice | :08:51. | :08:54.
The X`ray showed the pellet had penetrated | :08:55. | :08:58.
The injury, so serious it required a vet to perform surgery using | :08:59. | :09:03.
But it seems the kitten was lucky something could be done. | :09:04. | :09:08.
It could have been a lot worse. If it had involved the knee joint it | :09:09. | :09:15.
could have required extensive reconstruction of that joint. Even | :09:16. | :09:24.
Air guns are legal in this country and you don't need a | :09:25. | :09:30.
licence, but using them in this way is most certainly against the law. | :09:31. | :09:36.
Thames Valley Police have said an official investigation is underway. | :09:37. | :09:46.
The police are seeing this is a criminal act. | :09:47. | :09:50.
As for Paddy ` well he's back on his feet ` and I | :09:51. | :09:54.
I'll have the headlines at 8 and a full bulletin at 10.25. | :09:55. | :10:02.
Now more of today's stories with Sally Taylor. | :10:03. | :10:11.
Still to come in this evening's South Today: | :10:12. | :10:13.
In full bloom ` Chichester Cathedral celebrates with | :10:14. | :10:15.
Each day, families in the South are affected by road accidents. | :10:16. | :10:23.
In 2012, there were more than 900 accidents | :10:24. | :10:29.
in Dorset, 1800 in West Sussex, and more than 3000 in Hampshire. | :10:30. | :10:33.
But statistics don't convey the whole story. | :10:34. | :10:35.
Evey Staley was ten years old when she was killed in | :10:36. | :10:38.
Today, families gathered on the island, to set up a new charity to | :10:39. | :10:44.
support victims and highlight the dangers of this everyday tragedy. | :10:45. | :10:47.
20 months ago, Evey and her parents were | :10:48. | :10:54.
As they pulled out of the driveway, the car was hit at speed | :10:55. | :11:02.
Evey was in the back and died instantly. | :11:03. | :11:07.
Life stopped for us on that day in August 2012. | :11:08. | :11:10.
This is very much why we want to start this charity, | :11:11. | :11:15.
to stop this happening to other families on the island. | :11:16. | :11:24.
Evey's tragic loss and the crumpled remains | :11:25. | :11:27.
of the family car have already been used by Hampshire Police | :11:28. | :11:30.
Now the family wants to build on this work. | :11:31. | :11:36.
Today, the first steps in setting up a road | :11:37. | :11:39.
Anne and Melvin Campbell were at today's meeting. | :11:40. | :11:43.
They lost their son in a car accident 13 years ago. | :11:44. | :11:48.
Not a day goes by where you do not think of them. | :11:49. | :11:51.
I think they are very brave, because I couldn't have done it. | :11:52. | :11:58.
You are in a state of shock for years afterwards. | :11:59. | :12:11.
Police are supportive of the charity and will work with | :12:12. | :12:14.
It is not just us through drink`driving that have | :12:15. | :12:19.
It is multiple other families on the Isle | :12:20. | :12:22.
of Wight that have been affected by people's standard of driving. | :12:23. | :12:25.
That's something we want to address and educate people on. | :12:26. | :12:32.
There is no name or logo for the charity yet. | :12:33. | :12:35.
But today's families are already united in a single aim, | :12:36. | :12:40.
and that's to get every single driver on the island thinking more | :12:41. | :12:44.
about safety every time they get behind the wheel. | :12:45. | :12:54.
Do you trust them to look after your money? | :12:55. | :12:59.
Do you trust them to protect you from fraud? | :13:00. | :13:01.
And if you are targeted by scammers, do you trust | :13:02. | :13:04.
Well, it's been claimed today that a fraudulent bank account, set up | :13:05. | :13:08.
to scam thousands of pounds from unknowing members of the public, | :13:09. | :13:11.
was allowed to remain open for ten days after first being reported. | :13:12. | :13:15.
Ten days ago, teacher from Hampshire received a call. The person on the | :13:16. | :13:30.
end of the line weren't that his had been compromised and he should | :13:31. | :13:34.
transfer his money. They even offered on a cruise as a reward. I | :13:35. | :13:39.
knew that no bank gives of money. I knew for certain that it was a | :13:40. | :13:45.
scam. Peter reported at an expected their account to be closed. A BBC | :13:46. | :13:50.
reporter tried to pay ?1 into the account. It was only ten days later | :13:51. | :13:56.
that the account had been frozen. Please serious `` Barclays say the | :13:57. | :14:10.
combat fraud with technology. Jenny from Christchurch transferred over | :14:11. | :14:15.
?60,000. I thought they would give Jenny Ecole. `` the call. With the | :14:16. | :14:30.
line still connected, I answered the call. I really could not believe | :14:31. | :14:40.
that I had fallen victim to this. I didn't want to go out. I felt | :14:41. | :14:47.
ashamed and stupid. Jenny eventually got her money back but hopes more is | :14:48. | :14:53.
done to protect others. We are working closely with phone providers | :14:54. | :15:01.
to change this. Luckily for Peter, he spotted the scam and can afford | :15:02. | :15:07.
Much of the South's wildlife was really set back by the long wet | :15:08. | :15:12.
For this week's Finn's Country, Roger has been hearing | :15:13. | :15:15.
After years of dramatic decline, their numbers had been recovering. | :15:16. | :15:20.
I reckon that's one of the best views in Southern England. | :15:21. | :15:32.
For many years, a group of people have been working | :15:33. | :15:37.
to turn that entire area into a huge wildlife haven. | :15:38. | :15:42.
Right beside the busy railway line from Arundel | :15:43. | :15:49.
It's a nature reserve, one of many here, and is managed | :15:50. | :15:56.
I'm being given a tour by Mike Russell. | :15:57. | :16:06.
He trained in law but he gave it up 30 years ago to work with wildlife. | :16:07. | :16:11.
People know it as mayblossom, but it is actually hawthorn. | :16:12. | :16:15.
Mike is setting traps for voles to see how many there are and how they | :16:16. | :16:21.
are faring, because they are a vital food for barn owls. | :16:22. | :16:27.
This area was very flooded last year, and so the voles moved away, | :16:28. | :16:31.
so barn owl numbers have dropped over the last two years. | :16:32. | :16:37.
They used to be common in the first half of the 21st Century. | :16:38. | :16:40.
In the second half, when agriculture started to intensify, | :16:41. | :16:43.
plus losing barns and hedgerows, they were losing habitat. | :16:44. | :16:45.
The good news is that the ravages of the winter don't seem to have had | :16:46. | :17:07.
a lasting effect on many other creatures. | :17:08. | :17:11.
We've lost so much of our wetland and this is a great place for | :17:12. | :17:15.
so many species of bird, especially in winter when it floods. | :17:16. | :17:18.
But you get all sorts of wildlife here. | :17:19. | :17:20.
There are all sorts of bushes and scrubs around. | :17:21. | :17:23.
This is a sedge warbler, recently arrived from Africa. | :17:24. | :17:25.
This is his courtship song and has territorial song. | :17:26. | :17:28.
He is marking his territory from the others. | :17:29. | :17:42.
Mike, I know this is the Sussex Wildlife Trust, but there is | :17:43. | :17:45.
Arun is a wonderful area for wildlife, but in the past it | :17:46. | :17:53.
We are working with our partners at the RSPB and Arun Wetland Trust | :17:54. | :17:59.
as part of the Living Landscape project. | :18:00. | :18:03.
It is to connect patches of land so that wildlife has | :18:04. | :18:06.
the ability to colonise and create a self`functioning ecosystem. | :18:07. | :18:12.
In a sense, the wildlife can look after itself | :18:13. | :18:14.
instead of being heavily managed by organisations like us. | :18:15. | :18:19.
South Today viewer Mick Janner captured this rare footage of a barn | :18:20. | :18:23.
The hope is that, as the Living Landscapes project progresses, this | :18:24. | :18:31.
You get wonderful light on this reserve. | :18:32. | :18:37.
It is a great place to see them swoop over the grass | :18:38. | :18:40.
Roger Finn there, really enjoying his job. | :18:41. | :18:54.
Now you may remember that, over the last few weeks, Roger has | :18:55. | :18:57.
been showing us some of the tools he has found at the Rural Life Centre, | :18:58. | :19:01.
in Farnham, and challenging us to guess what they are. | :19:02. | :19:04.
Here he is with a reminder of last week's item, and the answer. | :19:05. | :19:08.
A log of wood with spikes on the bottom to hold it in place. | :19:09. | :19:13.
Then a blade here, and a groove down the side. | :19:14. | :19:15.
That is a spill, a little taper that you use for lighting fires. | :19:16. | :19:39.
Oxford`based London Welsh are now within touching distance | :19:40. | :19:45.
of promotion to the top flight of English rugby. | :19:46. | :19:48.
A sparkling performance against Bristol last night saw them | :19:49. | :19:50.
establish a 19 point aggregate lead in the Championship playoff final. | :19:51. | :19:53.
A crowd of over 5000 at the Kassam Stadium helped spur | :19:54. | :19:56.
the Exiles to victory by 27 points to 8 in the first leg. | :19:57. | :20:00.
The second leg takes place at the Memorial Stadium next Wednesday. | :20:01. | :20:03.
Britain's rowers are preparing for the biggest regatta | :20:04. | :20:05.
50 rowers across 17 disciplines will be in Belgrade this weekend. | :20:06. | :20:10.
There are 15 Olympic medallists included in the squad | :20:11. | :20:13.
The men's eight will include Hampshire's Olympic medallist | :20:14. | :20:17.
Olympic Champion Helen Glover is back in partnership with | :20:18. | :20:20.
Some cricket news, and Hampshire's T20 blast campaign | :20:21. | :20:32.
Owais Shah will remain with the Royals for the remainder | :20:33. | :20:39.
Shah initially signed a short`term deal for three matches, the last | :20:40. | :20:43.
of which was due to be against his old club Essex tomorrow. | :20:44. | :20:51.
Kevin Peterson will play for Surrey tomorrow night against Middlesex. | :20:52. | :20:58.
If you've travelled to the Isle of Wight by car or ferry | :20:59. | :21:01.
during the last few years, you may well have noticed a charity | :21:02. | :21:04.
Southampton's Gus McKechnie set himself a target | :21:05. | :21:08.
of cycling 50,000 miles while the ferry sailed back and forth. | :21:09. | :21:11.
Today, for the last 100, Gus, who has cerebral palsy, | :21:12. | :21:14.
was on dry land at the ferry terminal to complete his challenge | :21:15. | :21:17.
raising money for several charities in the past three and a half years. | :21:18. | :21:20.
Effectively, there is a distance of twice around the equator. | :21:21. | :21:25.
Having a disability, I don't think I would ever have got that far. | :21:26. | :21:40.
Well done, Gus! A fantastic effort. He has raised thousands for | :21:41. | :22:09.
charity. Get well soon, look sure. High pressure starts to build | :22:10. | :22:13.
tomorrow, but there is the risk of one or two thundery downpours. | :22:14. | :22:19.
Possible thunderstorms overnight, the Met office have a yellow warning | :22:20. | :22:24.
in force. Heavy rain is expected until 10:00pm, which could cause | :22:25. | :22:31.
localised flooding. Shoppers will ease through the night and we will | :22:32. | :22:35.
see one or two clear spells, but there is a lot of cloud | :22:36. | :22:42.
across`the`board. Mild temperatures overnight, with lows between 11 and | :22:43. | :22:47.
13 Celsius. The winds fairly light and variable. High pressure will | :22:48. | :22:56.
build towards the North tomorrow. We start with patchy rain or drizzle in | :22:57. | :23:01.
the morning. That will break in the afternoon to allow for sunshine, and | :23:02. | :23:09.
heights of up to 18 Celsius. The winds will be fairly light. The slim | :23:10. | :23:13.
chance of a shower but most places will escape and we will see a late | :23:14. | :23:17.

will make its way in. We will see high pressure through Sunday, | :23:44. | :23:48.
bringing in a weather front later on Sunday. It starts off cloudy with | :23:49. | :23:55.
