There's been a dramatic risd in the number | :00:49. | :00:51.
of young people being admitted to hospital in Oxfordshire aftdr | :00:52. | :00:53.
deliberately taking an overdose or physically hurting themselvds. | :00:54. | :00:57.
In the past four years the number has risen by more than 50%. | :00:58. | :01:04.
In a moment we'll hear some of the reasons why that might be. | :01:05. | :01:07.
But first, Sinead Carroll has been to leet one | :01:08. | :01:09.
Niina Tamura has just moved into her new house in Banbury | :01:10. | :01:14.
and she's studying for a PhD at Oxford University. | :01:15. | :01:16.
But for a decade her life was dominated by self harm. | :01:17. | :01:23.
I was feeling a lot of pain and I didn't know what to do with it. If | :01:24. | :01:34.
you've self harm, you can focus that pain on a physical pain so xou are | :01:35. | :01:39.
distracted from the emotion`l pain. All you can focus on a diffdrent | :01:40. | :01:41.
kind of pain for once. Using Freedom of Information laws, | :01:42. | :01:43.
BBC South found that in 2009, 111 children under the age | :01:44. | :01:46.
of 18 were admitted for overdoses. That increased to 132 in 2001 | :01:47. | :01:49.
and peaked at 173 last year. Some of those patients were | :01:50. | :01:59.
children as young as 8 years old. Young people today, there are | :02:00. | :02:08.
increasing levels of depression and young people are experiencing a lot | :02:09. | :02:14.
of stress. Social media and so on, along with pressures for drtgs and | :02:15. | :02:18.
underage sexual activity, it is not all straightforward. | :02:19. | :02:21.
Oxfordshire offers taylored support for young people who frequently self | :02:22. | :02:24.
harm, including home visits and telephone support. | :02:25. | :02:25.
Plus the John Radcliffe hospital have | :02:26. | :02:27.
just employed a child psychhatrist, so mental health assessments can | :02:28. | :02:29.
It is incredible to me that I thought this was never going to be | :02:30. | :02:39.
something I could recover from. You can recover from these things. | :02:40. | :02:43.
I asked her why she believes there's been a rise in reported casdd | :02:44. | :02:47.
There could be many different reasons for the figures that we ve | :02:48. | :02:58.
got. One could simply be th`t we are making it easier for young people to | :02:59. | :03:01.
come forward and ask for help. Then a previously have suffered `t home | :03:02. | :03:06.
or tried to self treat their injuries. We may be making ht easier | :03:07. | :03:10.
for people to seek help. I think what is also important to stress is | :03:11. | :03:14.
whatever the figures we havd from young people going to these | :03:15. | :03:18.
departments, actually, the real figure of how many young people are | :03:19. | :03:25.
self harming is going to be greater. Self harm isn't just young people | :03:26. | :03:27.
cutting themselves, is it? Dxplain whatever ways people hurt themselves | :03:28. | :03:33.
in. Self harm is a physical response to an emotional pain. Some people | :03:34. | :03:39.
might self poisoning, they light engage in hair pulling or scratching | :03:40. | :03:44.
or cutting. The method of how somebody self harms isn't the thing | :03:45. | :03:47.
that needs to be focused on, it s more about how that business | :03:48. | :03:51.
feeling. Do you think the awareness there is a round self harming makes | :03:52. | :03:55.
it easier for people to know how to do it. It's difficult to sax. The | :03:56. | :03:59.
awareness around it now helps people to self harm was safely. Self harm | :04:00. | :04:03.
is never completely safe but there are ways of trying to look `fter | :04:04. | :04:06.
yourself. That is something that is important for young people to know | :04:07. | :04:11.
about, while they try and fhnd a place of recovery. I don't think the | :04:12. | :04:14.
risk of somebody working out how to self harm is a big enough rdason for | :04:15. | :04:19.
us not to talk about it. Thd need is there and young people do nded to | :04:20. | :04:24.
understand the risks. What can friends, family and schools do if | :04:25. | :04:27.
they suspect they know someone is doing it? Listen, not judge and not | :04:28. | :04:34.
panic. That's the golden rule. Try and be led by the young person. Ask | :04:35. | :04:38.
them how they are feeling. @sk them what they want from you. Wh`t can | :04:39. | :04:42.
you actually do to help. Very often, the answer would be H don't | :04:43. | :04:47.
know. That's fine. It's not about having all the answers. It's about | :04:48. | :04:50.
committing to them and being supporting, working through it and | :04:51. | :04:53.
finding answers together. An investigation's under wax | :04:54. | :04:58.
by the police watchdog following the death of a 58`year`old | :04:59. | :05:00.
man in Buckinghamshire. Officers were called to reports | :05:01. | :05:02.
of a fight at a house in Allen Close in Bletchley on Friday, | :05:03. | :05:05.
but found nothing was going on. The next day a man was taken | :05:06. | :05:08.
to hospital and died. A 50`year`old man arrested | :05:09. | :05:11.
on suspicion of murder has been Disabled children | :05:12. | :05:13.
from all over the country are taking part in the National Junior Games | :05:14. | :05:17.
this week near Aylesbury. The competition, at the Stoke | :05:18. | :05:19.
Mandeville Stadium, is seen as a big Adina Campbell has been | :05:20. | :05:22.
finding out more. It's fast, fierce | :05:23. | :05:28.
but more than anything good fun Zone hockey is just | :05:29. | :05:32.
of many sports on offer herd Over the next four days, | :05:33. | :05:35.
250 children will be compethng for medals as part | :05:36. | :05:42.
of the national junior games. My favourite sport is table tennis. | :05:43. | :05:55.
I'm not very good but I enjoyed You can get lost in four hours. | :05:56. | :05:57.
This competition has been rtnning for more than 25 years and `ttracts | :05:58. | :06:00.
But this year, there are no competitors from | :06:01. | :06:03.
It is disappointing that thdre are not any children from Oxfordshire or | :06:04. | :06:13.
Bucks going there but there is an offer there now. That is solething | :06:14. | :06:15.
to build on. But these kinds of sports are | :06:16. | :06:16.
becoming more accessible. More than ?300,00 | :06:17. | :06:21.
of government funding was ptt towards helping young disabled | :06:22. | :06:23.
people get involved in sport, There are a lot of opportunhties out | :06:24. | :06:33.
there, especially with the local community. There are a lot of | :06:34. | :06:34.
training opportunities. After huge events like | :06:35. | :06:39.
the 2012 Paralympics in London and more recently, the Invictus Games, | :06:40. | :06:42.
it's hard not to feel inspired. But the challenge now is to keep | :06:43. | :06:46.
encouraging more young people with disabilities, | :06:47. | :06:49.
into sport at a local level. The long`serving leader of | :06:50. | :06:58.
South Oxfordshire District Council, Ann Ducker, | :06:59. | :07:00.
has died following a short hllness. Ann was first elected as cotncillor | :07:01. | :07:03.
for Goring back in 1983. She went on to serve as leader | :07:04. | :07:07.
of the Conservative group, and also council chairman, | :07:08. | :07:10.
during an unbroken 32`year run. She was awarded an MBE | :07:11. | :07:14.
in recognition of her public The Bishop of Oxford is to retire | :07:15. | :07:16.
at the end of next month. To mark the end of his seven | :07:17. | :07:24.
years in office, special evdnts This week, the Right Reverend John | :07:25. | :07:27.
Pritchard is leading a spechal He took on the ten`day walk as a way | :07:28. | :07:34.
of saying goodbye to his diocese. For the Bishop | :07:35. | :07:40.
of Oxford this pilgrimage draws his seven years at the helm | :07:41. | :07:51.
of the Oxford Diocese towards an Three miles per hour is the speed of | :07:52. | :08:02.
the love of God, I think. It is not rushing. There is time to think and | :08:03. | :08:06.
engage with the reality of the world around you. And also the sttff that | :08:07. | :08:09.
is going on inside you. The route along the Thames Path | :08:10. | :08:11.
through Oxfordshire, Buckingamshire The Right Reverend John Pritchard, | :08:12. | :08:13.
a seasoned walker, has journeyed The Himalayas, the Sinai desert and | :08:14. | :08:29.
all sorts of places. I am vdry much at home, getting down and working. A | :08:30. | :08:34.
long afternoon but we will stop somewhere. It's nice to stop here | :08:35. | :08:36.
and make use of a little hostelry. A core of 12 pilgrims are whth | :08:37. | :08:47.

reasons to come, each wanting to This is a time of fellowship and | :08:51. | :09:05.
quiet reflection. He has bedn a great pastor to the whole dhocese | :09:06. | :09:10.
and a leader in prayer and living the way that we ought to live. | :09:11. | :09:12.
The Bishop had heart surgery just days ago, so | :09:13. | :09:14.

Life doesn't stop when you retire. You are always needed so I shall be | :09:24. | :09:31.
doing lots of things, teachhng and writing and travelling, and the | :09:32. | :09:37.
honorary assistant bishop of the North of England. This has been a | :09:38. | :09:46.
great journey for seven years. We always like to hear from yot. E`mail | :09:47. | :09:53.
The highlights of the weekend's football m`tches | :09:54. | :09:56.
involving Oxford, Swindon and the MK Dons is coming up. | :09:57. | :09:58.
Now more of today's stories with Jo Kent. | :09:59. | :10:20.
a glorious morning in the ndw Forest. We will find out wh`t the | :10:21. | :10:25.
weather has installed later in the programme. | :10:26. | :10:31.
It is just eight months to the next general election, so the politicians | :10:32. | :10:36.
will want to use this to usd that your's party conferences as a launch | :10:37. | :10:40.
pad for new ideas to the voters With the Labour conference now | :10:41. | :10:45.
underway at Manchester, polhcymakers are finding it difficult to emerge | :10:46. | :10:49.
from the fallout of the Scottish referendum and whether more powers | :10:50. | :10:51.
should be given to more councils in England. | :10:52. | :10:58.
Labour played such a strong part in the Scottish referendum and you can | :10:59. | :11:01.
spot the delegates from the south who campaigns north of the border. | :11:02. | :11:12.
They have a strong interest step. There was interest in polithcs and | :11:13. | :11:16.
in voting. Will that carry through to the general election? | :11:17. | :11:42.
It will be welcomed across our country. This can't be a decision | :11:43. | :11:48.
for Westminster to decide what they are happy to get away. This asked to | :11:49. | :11:52.
be something where they hear the demands of people on the ground as | :11:53. | :11:55.
to how they want politics to be done. Labour knows that in the south | :11:56. | :12:00.
of England, it needs to makd a new connection, beyond its core voters. | :12:01. | :12:18.
I've been knocking on thous`nds of doors and that is because wd need to | :12:19. | :12:25.
engage with people. The Scottish vote had so much at stake. We had | :12:26. | :12:30.
hoped to talk to the Labour leader about the choices for the south of | :12:31. | :12:35.
the general election. Unfortunately, that interview was cancelled. We did | :12:36. | :12:40.
talk to the Shadow Chancellor. People have got a clear chohce next | :12:41. | :12:50.
year. Do you want a change? David Cameron and George Osborne cut taxes | :12:51. | :12:53.
only for the richest people, whilst most people are still worse off | :12:54. | :12:57.
People wanted change. The changes Labour. We have a plan to m`ke | :12:58. | :13:01.
things better, not just for if you, but favourably. Is the change that | :13:02. | :13:09.
people want? Isn't what people really want, something that will | :13:10. | :13:14.
make lives better? I agree. That is why we say reform the banks, | :13:15. | :13:17.
increase the bank levy and give working parents 25 hours of free | :13:18. | :13:23.
childcare. We certainly repdat the tax on bank bonuses and getting | :13:24. | :13:27.
people back to work. Long`tdrm unemployment is really bad. We say | :13:28. | :13:31.
don't cut corporation tax for big companies. That's give more help to | :13:32. | :13:36.
small businesses. These are tangible policies which add up. Politics is | :13:37. | :13:41.
about a choice. The choice hs Labour or Conservative. I am saying that | :13:42. | :13:45.
the Labour choice is a bettdr choice. So, Labour delegates hope | :13:46. | :13:53.
that the economy will be ond area where they will be able to win seven | :13:54. | :13:58.
votes. Now, while on a trail of li`rs, | :13:59. | :14:03.
cheats on motorists who bre`k the law in Portsmouth. They are the | :14:04. | :14:07.
people who steal the blue b`dges used by disabled drivers to use | :14:08. | :14:11.
special parking bays. They `re badges which are sometimes sold on | :14:12. | :14:14.
the black market. Some people even use badges belonging to people who | :14:15. | :14:18.
died. Over the last three months, transport correspondent has been | :14:19. | :14:21.
following a crackdown by thd city's parking enforcers. | :14:22. | :14:27.
They are following a crackdown by Portsmouth Council's parking | :14:28. | :14:32.
enforcers. A the man is lying about her blue badge. `` a woman. For half | :14:33. | :14:40.
an hour, she claims her dis`bled husband is stuck in a toilet nearby. | :14:41. | :14:45.
I have had a phone call frol the badge holder. It turns out ht is her | :14:46. | :14:50.
son. He has say he is stuck in The Times, cannot get out. In f`ct, he | :14:51. | :14:54.
is sitting at home. The blud badge is confiscated. With us is Helen, a | :14:55. | :15:02.
disabled motoring campaigner. What is it going to mean for your | :15:03. | :15:06.
husband, having known badge? He was struck me to shreds when I get home. | :15:07. | :15:13.
Across the road, a wheelchahr user has to pay for a parking sp`ce. She | :15:14. | :15:18.
has made of so many lies. She was insistent her husband was in the | :15:19. | :15:24.
toilet. Clearly, he wasn't. Nationally, blue badge fraud is | :15:25. | :15:29.
thought to cost councils ?44 million a year in lost revenue. In | :15:30. | :15:35.
Portsmouth, it is ?500,000 ` year. Down the road, officers havd spent | :15:36. | :15:39.
all day watching a Renault close to the camera off shopping centre. It | :15:40. | :15:44.
belongs to a local man but the blue badge is registered to someone who | :15:45. | :15:49.
lives hundreds of miles awax. Here is the real giveaway, the blue bar | :15:50. | :15:56.
Jonah has been dead for two years. It is a serious dishonesty charge. | :15:57. | :16:02.
That could be charged under section two of the fraud act for fotr | :16:03. | :16:06.
through presentation. He few hours later, the only shows up. Hd tells | :16:07. | :16:10.
Helen that the badge belongs to his mother. Were you taking her to the | :16:11. | :16:17.
shops? I didn't realise I still have the badge on display. She is in the | :16:18. | :16:23.
north`east of the moment. According to the records, the owner of that | :16:24. | :16:26.
blue badge has been dead for the last two years. Well... My lother | :16:27. | :16:35.
has not been dead for the l`st two years. No. Eventually, he changes | :16:36. | :16:41.
his story. The badge belongs to his father and he died years ago. People | :16:42. | :16:46.
have got to learn that they cannot carry on doing this. It is cheating | :16:47. | :16:50.
everyone. It is cheating society. It is cheating the council and disabled | :16:51. | :16:57.
people. You can see much more of thd | :16:58. | :17:01.
investigation about the people who lie and cheat Internet's programme | :17:02. | :17:08.
at 7:30pm. We have done a lot of storids about | :17:09. | :17:12.
community is opposing the alount of new development, particularly on | :17:13. | :17:16.
green spaces. In Northamptonshire, residents of Hawk are worridd that | :17:17. | :17:21.
what was once a village has mushroomed into a small town and | :17:22. | :17:24.
there are hundreds more new homes in the pipeline. This afternoon, they | :17:25. | :17:27.
got their chance to put thehr questions directly to the planning | :17:28. | :17:30.
minister. Let's join our correspondent whose... | :17:31. | :17:41.
It was a lively affair. It has been a long promised meeting with the | :17:42. | :17:46.
housing minister. He's had to cancel on eight previous occasion. People | :17:47. | :17:49.
were actually very concerned about the housing problems and thd numbers | :17:50. | :17:54.
of houses that have been buhlt, particularly around Hawk itself The | :17:55. | :17:58.
BBC cameras were not allowed in the meeting because people were being | :17:59. | :18:01.
told that might make them ptt off their comments. I was reallx | :18:02. | :18:09.
disappointed that he had nothing to offer us. We are going to h`ve two | :18:10. | :18:14.
think about that in May next year. It is a complete copout to say it is | :18:15. | :18:20.
localism. If you are a monster run a company, you take responsibhlity and | :18:21. | :18:23.
television. Where is the vision There isn't one. They are offering | :18:24. | :18:27.
potential improvements for the future but not what we need right | :18:28. | :18:32.
now, sadly. The situation is that they were told today that the only | :18:33. | :18:35.
real protection that is guaranteed is from the green belt. The | :18:36. | :18:42.
difficulty is that what thex should have is a local plan. They don't and | :18:43. | :18:45.
that makes it very difficult. As a result, people are saying it is more | :18:46. | :18:50.
a case of uncontrolled development, rather than controls development. | :18:51. | :18:53.
They don't and that makes it very difficult. As a result, people are | :18:54. | :18:55.
saying it is more a case of uncontrolled development, r`ther | :18:56. | :18:57.
than controls development. The it is a minority of councils have got | :18:58. | :19:03.
their act together completely. We are not alone in this by anx means. | :19:04. | :19:10.
The situation was that Brandon Lewis heard lots of protest today but he | :19:11. | :19:13.
did have one offer to make to them to try to sort things out. H am | :19:14. | :19:20.
going to get one of our report tired planning... About why their plan is | :19:21. | :19:24.
not up to speed, so we get to the process as quickly as possible. Then | :19:25. | :19:30.
you have a plan led system, the development which is consensual for | :19:31. | :19:35.
the local area. The timing `nd four o'clock in the afternoon, mdant many | :19:36. | :19:37.
people couldn't make it to the meeting. Those who did cert`inly | :19:38. | :19:40.
made up for it in their comlents to the Minister. | :19:41. | :19:46.
Let's move swiftly on to sport. Let's kick off with a footb`ll. | :19:47. | :19:53.
It is about it is worth looking at. Let's take a look at the table. | :19:54. | :19:58.
Southampton are doing so well. Second on the table. Remembdr how | :19:59. | :20:01.
