Good evening. The independent investigation into

:00:21.:00:26.

the complaints made by the Labour MP Ann Clwyd over the hospital care her

:00:27.:00:29.

husband received before his death has tonight been released. Several

:00:30.:00:33.

of the allegations raised by Ann Clwyd have been upheld, but 17 were

:00:34.:00:38.

not. The complaints sparked a major political row over the NHS in Wales

:00:39.:00:47.

and Westminster. Our political reporter, Tomos Livingstone, has

:00:48.:00:50.

been reading the report. What does it say? Well Owen Roberts, Ann

:00:51.:00:57.

Clwyd's husband, died at the University Hospital of Wales in

:00:58.:01:01.

Cardiff in October 2012. The MP went public with complaints about his

:01:02.:01:04.

care. There was a lot of very emotive language used, and some very

:01:05.:01:08.

serious allegations. Not least that Mr Roberts had died, in her words,

:01:09.:01:12.

like a battery hen. There was an investigation by the health board,

:01:13.:01:15.

but that hadn't been made public until now. It has now been released

:01:16.:01:18.

under the Freedom of Information Act. And it's an attempt by an

:01:19.:01:22.

inquiry team to address these very emotive questions. Many of these

:01:23.:01:27.

complaints have not been upheld, including that suggestion that Mr

:01:28.:01:32.

Roberts died like a battery hen. But some complaints have been upheld.

:01:33.:01:35.

It's clear that there were problems with Mr Roberts' care. Now it's

:01:36.:01:41.

important to stress that this report has been released thanks to the

:01:42.:01:44.

Freedom of Information Act, not because either party was keen to put

:01:45.:01:48.

it in the public domain. Earlier this year our Welsh Affairs

:01:49.:01:50.

Correspondent Vaughan Roderick interviewed Ann Clwyd and asked her

:01:51.:01:54.

why she didn't want the report made public. The reason I said no and

:01:55.:01:59.

continue to say no, is the process is not complete. But didn't you put

:02:00.:02:05.

the circumstances of his death into the public domain yourself? On some

:02:06.:02:14.

of them I did. It is important when you are discussing waiting times on

:02:15.:02:19.

trolleys, it is important to say my husband waited 27 hours on a

:02:20.:02:26.

trolley. Is this the end of the matter? No, I don't think it is. We

:02:27.:02:35.

had a Labour MP being criticised by a first Minister for not providing

:02:36.:02:40.

enough evidence to back up her claims. And the Conservative party

:02:41.:02:46.

conference giving a standing ovation to Ann Clwyd. We will be hearing

:02:47.:02:52.

more about these issues with the general election on the way. The

:02:53.:02:56.

health board said they are still working closely with temp back

:02:57.:03:02.

row's legal team and a second enquiry is planned. Ann Clwyd has

:03:03.:03:07.

welcomed a second enquiry because she believes it will vindicate what

:03:08.:03:12.

she has been saying all along. So we will hear more about the individual

:03:13.:03:16.

case and the political row it has created.

:03:17.:03:27.

18 men are claiming sex discrimination at Trinity Saint

:03:28.:03:31.

David. Their men have taken their case to an industrial tribunal

:03:32.:03:36.

trying to recoup more than ?700,000 in lost wages. It's usually a battle

:03:37.:03:45.

fought by working women fighting for equal pay with men but at this

:03:46.:03:48.

industrial tribunal in Cardiff these three men claim they were paid less

:03:49.:03:52.

than female colleagues on the sae grade. Nick Thomas, Mike Betson and

:03:53.:03:55.

Rob Cooze represent 18 tradesmen at Swansea's University of Wales,

:03:56.:04:02.

Trinity St David. We feel we have been treated unequally. The

:04:03.:04:09.

ancillary staff worked as caretakers, maintenance men and

:04:10.:04:12.

carpenters at various buildings in what was formerly Swansea

:04:13.:04:15.

Metropolitan University. They were employed on a grade three salary.

:04:16.:04:20.

But they claim they were paid less than female grade three staff who

:04:21.:04:24.

worked as secretaries and librarians. Over the past seven

:04:25.:04:31.

years they say it has left each of them nearly ?30,000 out of pocket.

:04:32.:04:37.

The general consensus among them was because it was men. But the

:04:38.:04:43.

university dispute this. They said they had eight hours of guaranteed

:04:44.:04:46.

overtime each week which the other female grade three staff did not

:04:47.:04:50.

have. April 2007 saw the introduction of a statutory Gender

:04:51.:04:54.

Equality Duty for public bodies. Its purpose - to ensure the elimination

:04:55.:04:56.

of sex discrimination in pay and conditions. Female workers have been

:04:57.:04:59.

the main beneficiaries of the legislation and seven years ago

:05:00.:05:02.

cleaners, caterers and carers in Neath Port Talbot were among the

:05:03.:05:06.

first to receive large pay-outs - some up to ?7,500 to make up for

:05:07.:05:12.

years of unequal pay. The pay-outs in Birmingham could reach as much as

:05:13.:05:15.

a billion pounds and the authority there is considering the sale of the

:05:16.:05:21.

NEC to settle the equal pay claims. Back in the Cardiff tribunal and

:05:22.:05:25.

this time it's the men who claim they've been discriminated against.

:05:26.:05:28.

The University deny this but if these men are successful the pay-out

:05:29.:05:38.

could be in excess of ?700,000. Three senior executives from

:05:39.:05:40.

Caerphilly council have appeared in court following a police

:05:41.:05:43.

investigation into pay rises given to senior staff. Chief Executive

:05:44.:05:45.

Office Anthony O'Sullivan, his deputy Nigel Barnett and the head of

:05:46.:05:49.

legal services at the council Daniel Perkins appeared at Bristol

:05:50.:05:54.

Magistrates Court. All three are accused of misconduct in public

:05:55.:05:58.

office. They are due to appear at Bristol Crown Court in May. A woman

:05:59.:06:07.

from Haverfordwest has been given a suspended jail sentence for cruelty

:06:08.:06:10.

to horses. Police were called after concern from the RSPCA. You may find

:06:11.:06:14.

their footage distressing. This stallion was removed from Lyndsey

:06:15.:06:15.

Morgan's property after being examined by vets, but was put down

:06:16.:06:18.

after he didn't respond to treatment. Another mare is now being

:06:19.:06:31.

re-homed. More money is being given to two

:06:32.:06:34.

local authorities to trial new ways to co-ordinate bus and community

:06:35.:06:37.

transport services, particularly in rural areas. The year-long pilots in

:06:38.:06:40.

the Vale of Glamorgan and Ceredigion will also look at using council

:06:41.:06:43.

vehicles to help people access health and social care. It comes as

:06:44.:06:46.

some private bus companies around Wales have warned of cuts to some

:06:47.:06:55.

services. We will be working with the health

:06:56.:07:00.

board and voluntary organisations to design services but directly link

:07:01.:07:06.

into local hospitals and local clinics and appointment times. We

:07:07.:07:10.

think it is very important. Secondly, we will be using the money

:07:11.:07:15.

to fund cheaper travel for young people between the ages of 16 and

:07:16.:07:24.

21. BBC Sport understands Ryan Giggs is

:07:25.:07:28.

not in the running to take over at Manchester United full time. He's

:07:29.:07:31.

taken over at Old Trafford on a temporary basis after David Moyes

:07:32.:07:34.

was sacked but the former Wales international, Robbie Savage, says

:07:35.:07:38.

Giggs would be the ideal man to take on one of football's most high

:07:39.:07:41.

profile jobs. I think Ryan Giggs will be on to it straightaway. He

:07:42.:07:46.

will get respect from that group of players, he has been there and done

:07:47.:07:51.

it, Manchester United runs in his blood. He has won trophies. When he

:07:52.:07:58.

speaks, you will listen because you know he has done everything in

:07:59.:08:02.

football. Now the weather.

:08:03.:08:07.

More persistent rain in the forecast tomorrow but I am hope we can get

:08:08.:08:13.

something drier and brighter by Thursday and Friday. Showers tonight

:08:14.:08:18.

will fizzle out becoming dry for a time. It is a mild night. By dawn,

:08:19.:08:25.

we will see the arrival of this weather system across parts of

:08:26.:08:29.

Pembrokeshire. Tomorrow morning the rain band will gradually make its

:08:30.:08:34.

way north and eastwards. Heavy at times. I think if you are in East

:08:35.:08:39.

Anglia or parts of the South East it will be a dry day with sunshine. The

:08:40.:08:44.

further north and west you are, gradually the rain will reach you as

:08:45.:08:49.

the day goes on with highs of 18 Celsius in London. Rain continuing

:08:50.:08:55.

here for a time. It is breezy as well. The rain will ease. For parts

:08:56.:09:03.

of Pembrokeshire, we can look forward to drier and brighter

:09:04.:09:05.

conditions with highs of this teen Celsius. Tomorrow night, the rain

:09:06.:09:11.

band will clear and behind it, drier weather to look forward to. Mist and

:09:12.:09:19.

fog patches forming. Thursday, a better day and we can look forward

:09:20.:09:23.

to drier conditions. Heavy showers dotted around but at least there is

:09:24.:09:28.

some sunshine in between to compensate. Temperatures will range

:09:29.:09:34.

between 14 to 18 Celsius. High pressure in charge on Friday. Make

:09:35.:09:40.

the most of it because low-pressure comes in from the south-west as we

:09:41.:09:44.

go into the weekend. As we get to Friday, dry and sunny but wet and

:09:45.:09:50.

windy conditions heading our way. We are back tomorrow morning at six 20

:09:51.:10:00.

5am. Have a very good evening. -- 6:25am.
