A survey of over 14 thousand people across Wales, carried out | :01:25. | :01:27. | |
for the Welsh Government, has asked people to mark them out of ten. | :01:28. | :01:33. | |
And it's discovered that most of us are satisfied with the NHS | :01:34. | :01:36. | |
There was a slight drop in the overall satisfaction with | :01:37. | :01:42. | |
health services, from 6.4, in last years survey, to 6.2. | :01:43. | :01:50. | |
When it comes to the care provided by GPs 92% said they were | :01:51. | :01:53. | |
satisfied with it, but 38% found it difficult to make an appointment. | :01:54. | :02:00. | |
85%, for example, were satisfied with their child's secondary school. | :02:01. | :02:24. | |
How the Welsh government is doing its job got a | :02:25. | :02:26. | |
57% of people said they provided high quality services. | :02:27. | :02:33. | |
But levels vary - sometimes in areas only miles apart. | :02:34. | :02:36. | |
In the Caerphilly council area, the figure is 66%. | :02:37. | :02:39. | |
In neighbouring Blaenau Gwent it was much lower at 51%. | :02:40. | :02:42. | |

Two towns just eight miles apart but their satisfaction ratings | :02:46. | :02:52. | |
So I've taken to the road to find out why. | :02:53. | :02:58. | |
In the Caerphilly council area, it's satisfaction levels with | :02:59. | :03:03. | |
quality of council services was one of the highest in Wales. | :03:04. | :03:06. | |
Today the council were planting fresh flowers and | :03:07. | :03:08. | |
the efforts seemed to be appreciated by the people living here. | :03:09. | :03:16. | |
The streets are kept very clean. I know a couple of the people who | :03:17. | :03:22. | |
clean them and they work hard. I think the council really make an | :03:23. | :03:27. | |
effort in this particular area. Whatever I have requested, they have | :03:28. | :03:29. | |
come up trumps. Although some local businesses feel | :03:30. | :03:33. | |
the council aren't providing They have never done anything for my | :03:34. | :03:43. | |
business. Any help I asked for, they haven't supported me. Their feedback | :03:44. | :03:47. | |
isn't very good because I have run the nearest times -- I have called | :03:48. | :03:52. | |
them up numerous times. Eight miles down the road In | :03:53. | :03:57. | |
Tredegar only around half of people are happy with the quality of | :03:58. | :04:00. | |
service from Blaenau Gwent council. Is scored an average of 51% so I | :04:01. | :04:09. | |
have come here to find out why people are unhappy with the quality | :04:10. | :04:11. | |
of service they are receiving from the local authority. Do they want to | :04:12. | :04:16. | |
see improvements to the road, bins, what is it they think the council | :04:17. | :04:19. | |
should be doing better? Stacy Shaw runs Morgan's coffee | :04:20. | :04:21. | |
shop in the town centre. She isn't happy with the quality | :04:22. | :04:24. | |
of her council services and feels There is never any parking. | :04:25. | :04:32. | |
Customers can't park outside and they have to use the back entrance. | :04:33. | :04:41. | |
It's not fair. Regulars feel the same. Our town Council is falling | :04:42. | :04:50. | |
apart. We've got nothing here, no toilets. The old people can't come | :04:51. | :04:54. | |
to town to have a Wii or anything. You have to think of the older | :04:55. | :04:56. | |
element. All our councils face an ongoing | :04:57. | :04:57. | |
financial squeeze - providing high quality with less will be | :04:58. | :05:00. | |
a challenge they have to face. Our political reporter Bethan Lewis | :05:01. | :05:06. | |
has been poring over the figures. Now they've collected all the data, | :05:07. | :05:09. | |
what happens now? It is over to the policymakers, the | :05:10. | :05:18. | |
politicians in the Welsh government and our councils. The reason to | :05:19. | :05:25. | |
collect these statistics is to help the people who make decisions over | :05:26. | :05:29. | |
our services see where they need to make improvements. Part of that is | :05:30. | :05:33. | |
seeing where they should be focusing taxpayers money. The survey itself | :05:34. | :05:38. | |
cost ?1.2 million but the people who run it say that is money well | :05:39. | :05:45. | |
spent. 40p per person in Wales to get valuable information about how | :05:46. | :05:50. | |
to improve our services. Overall it seems we are quite happy with | :05:51. | :05:56. | |
services. Is that surprising? Less happy when it comes to trust in the | :05:57. | :06:00. | |
political system, perhaps. But isn't very surprising. The survey doesn't | :06:01. | :06:05. | |
give the whole picture. What we've got is a figure that represents a | :06:06. | :06:10. | |
range of views and experiences. You get a more detailed perspective when | :06:11. | :06:14. | |
you look at the more detailed questions when it comes to health, | :06:15. | :06:20. | |
for example. We are happier with the care we get when we see the | :06:21. | :06:23. | |
consultant or GP but less happy with the process of getting an | :06:24. | :06:27. | |
appointment. There is a question about overall satisfaction with life | :06:28. | :06:32. | |
in the survey and the result for the people who responded was 7.7 out of | :06:33. | :06:38. | |
ten. In very general terms, it seems we are very satisfied. A positive | :06:39. | :06:43. | |

substances found in tobacco. And 50 leading scientists | :07:33. | :07:35. | |
from around the world don't think They argue they're part | :07:36. | :07:37. | |
of the solution. What we are finding is that the | :07:38. | :07:49. | |
proportion of smokers who are quitting her,. The motivation to | :07:50. | :07:56. | |
quit is very high. -- quitting has gone up. There is no sense at all of | :07:57. | :08:03. | |
this renormalisation occurring. Around a fifth of people here smoke | :08:04. | :08:07. | |

suspended from hospitals in South Wales as part of an inquiry | :09:22. | :09:24. | |

their basic salary but somehow found they've only been getting paid that | :10:28. | :10:31. | |
basic salary when they go on holiday. Judges have ruled that will | :10:32. | :10:36. | |
have to change and the commission will have to be accounted for in | :10:37. | :10:41. | |
holiday pay. To deprive somebody of their normal pay for the period of | :10:42. | :10:47. | |
annual leave that they take, the European Court said it was | :10:48. | :10:50. | |
discouraging people from taking any relief and it was important people | :10:51. | :10:54. | |
shouldn't be discouraged so tribunal said to do everything to make sure | :10:55. | :11:00. | |
people could enforce their rights. Call centres are thriving here, | :11:01. | :11:05. | |
employing 30,000 workers in 2013. Call centre employers are | :11:06. | :11:09. | |
particularly worried that claims for this new holiday pay could be | :11:10. | :11:14. | |
backdated over many years, as has happened in other cases. The | :11:15. | :11:19. | |
precedent being set on backdating, that could be said for backdating on | :11:20. | :11:24. | |
six years. On the back of a recession, that is the dangerous | :11:25. | :11:28. | |
position for business in the UK. The worst case scenario is you have to | :11:29. | :11:34. | |
backdate six years for all their sales floors and that could | :11:35. | :11:37. | |
potentially see not only redundancies but closure of | :11:38. | :11:45. | |
businesses. This could be taken in context. A | :11:46. | :11:50. | |
lot of people who work in call centres are relatively modest, low | :11:51. | :11:57. | |
paid incomes. The commission element makes their salary liveable and they | :11:58. | :11:59. | |
shouldn't be denied the opportunity to take their statutory leave and | :12:00. | :12:04. | |
suffer financially for doing that. This could turn out to have major | :12:05. | :12:09. | |
consequences across a variety of sectors in the Welsh economy. | :12:10. | :12:10. | |

This evening the art here, halfway between Carmarthen and fell in | :12:48. | :12:52. | |
Henley. This evening there are more than 200 runners celebrating the | :12:53. | :13:02. | |
Queen's Commonwealth Baton. Members of the running club took the baton | :13:03. | :13:10. | |
up to the summit of Snowdon. Emerging through the gloom as they | :13:11. | :13:14. | |
climbed to the roof of Wales, it was perhaps a bit much to expect a | :13:15. | :13:18. | |
repeat of the bright sunshine that greeted the Olympic torch on | :13:19. | :13:22. | |
Snowdon. Members of the running club are used to bringing up the mountain | :13:23. | :13:26. | |
is, whatever the weather. Today there is was the honour of carrying | :13:27. | :13:32. | |
the baton on the first leg of its journey through north-west Wales. It | :13:33. | :13:37. | |
was really good. Quite cold towards the top. It was quite long for each | :13:38. | :13:45. | |
leg so it was a strain. These were the images the organisers were | :13:46. | :13:49. | |
hoping for. Almost exactly two years since the London 2012 torch made its | :13:50. | :13:54. | |
way up Snowdon. The damp morning must have contributed to the size of | :13:55. | :13:59. | |
the sendoff crowd. Fewer in number than those who gathered to see the | :14:00. | :14:02. | |
baton yesterday but enthusiastic nonetheless. Among the various was a | :14:03. | :14:09. | |
77-year-old weightlifting veteran of five, North games. I'm proud and | :14:10. | :14:15. | |

closed down for good. This book shop is one of the most famous names and | :20:12. | :20:17. | |
was started by a man who wanted Hay on Wye to be famous for words. But | :20:18. | :20:23. | |
under new owners, it has had to diversify, screening films and | :20:24. | :20:25. | |
selling food alongside the books while some of it neighbours have | :20:26. | :20:30. | |
disappeared. I'm not trying to compete with the Internet because | :20:31. | :20:33. | |
you can't. The book-sellers who are no longer here did so selling them | :20:34. | :20:39. | |
cheap doesn't work. Richard's vision was that we would become experts in | :20:40. | :20:45. | |
our own specific field. Those who remain have adopted the vision and | :20:46. | :20:50. | |
it is online sales that keep the doors open all year. He on Wye has | :20:51. | :20:54. | |
turned into a platform for debates and ideals while the shops have | :20:55. | :21:01. | |
traditionally been the big attraction. Supporters say it now | :21:02. | :21:03. | |
has a broader appeal. I think if you'd took away all the | :21:04. | :21:09. | |
book shops tomorrow, it would still do very well because it is in the | :21:10. | :21:14. | |
national park. It has got a reputation as an interesting place | :21:15. | :21:19. | |
to go and nice restaurants and pubs. It has a lot of things going for it. | :21:20. | :21:24. | |
On the programme we are totally honest. | :21:25. | :21:28. | |
As one of the world 's most successful literary events, the Hay | :21:29. | :21:32. | |
Festival will continue to attract the big names but locals hope that | :21:33. | :21:36. | |
some of the appeal remain with the shops that made Hay on Wye a town | :21:37. | :21:39. | |
famous for books. They were funded by workers and | :21:40. | :21:41. | |

a facelift is needed. As soon as we plug that, we started | :22:07. | :22:08. | |
getting more leaks on the balcony. This was the centre | :22:09. | :22:21. | |
of the social and welfare This was a lively and we had to save | :22:22. | :22:32. | |
the books from a ceiling collapsed. Fundraising has started | :22:33. | :22:39. | |
in earnest to raise ?60,000 for a new roof, though more will be | :22:40. | :22:41. | |
needed if plans to turn the hall into a true community | :22:42. | :22:44. | |
resource can be pulled off. And avoid the fate of so many others | :22:45. | :22:48. | |
in Wales - boarded up, But you don't have to travel far to | :22:49. | :22:51. | |
see others that have evolved - Blackwood Miners Institute was | :22:52. | :22:56. | |
bought by the local authority in 1991 and the investment has | :22:57. | :23:01. | |
continued, with ?1.6 million from The reason for this building being | :23:02. | :23:14. | |
here in the first place is because the local miners wanted somewhere | :23:15. | :23:19. | |
for entertainment. So the history of the building gives a nod to that so | :23:20. | :23:24. | |
we are here to provide entertainment to the local community and we feel | :23:25. | :23:29. | |
it is accessible now. It is very rare to have ballet outside of | :23:30. | :23:33. | |
Cardiff that we can do it because of the way we are funded. | :23:34. | :23:36. | |
Miners' institutes, workmen's halls, their role | :23:37. | :23:37. | |
in Welsh history is cemented here at St Fagans National History Museum. | :23:38. | :23:41. | |
Oakdale Workingmen's Hall was built in 1917 | :23:42. | :23:42. | |
in what was then Monmouthshire but today stands tall in Cardiff. | :23:43. | :23:50. | |
We've got all sorts of books relating to the coal industry, as | :23:51. | :23:58. | |
you would expect, books relating to socialism and political theory and | :23:59. | :24:00. | |
just about everything else you can imagine. This is where the miners | :24:01. | :24:07. | |
unions started off, the Labour Party and its roots to the sorts of things | :24:08. | :24:10. | |
that were happening in places like this. A lot of leaders of the Labour | :24:11. | :24:15. | |
Party have their grounding in the workman institutes. | :24:16. | :24:17. | |
Times have changed - the demise of the coal industry, the introduction | :24:18. | :24:21. | |
of television, all meant numbers institutes around Wales fell. | :24:22. | :24:23. | |
For those still standing, the challenge is satisfying | :24:24. | :24:25. | |
the modern demands and needs of their communities. | :24:26. | :24:30. | |
