News at 6.00pm. For this evening, it's goodbye are from me, on

:00:00.:00:00.

Tonight - how do YOU rate our schools, the health service,

:00:00.:00:00.

The National Survey reveals most people are happy with those.

:00:07.:00:12.

But for councils it's a contrasting picture.

:00:13.:00:16.

Two towns, two neighbouring authorities - two very different

:00:17.:00:18.

The streets are very clean. I know one or two of the people that clean

:00:19.:00:26.

There's never, ever any parking. The customers can't park outside.

:00:27.:00:45.

Puffing in public places - the Welsh government says e-cigarettes

:00:46.:00:49.

Sales jobs boosted by commission - claims a European ruling could put

:00:50.:00:57.

200 runners preparing for a special race to celebrate the Queen's Baton.

:00:58.:01:06.

It started the day at the top of misty Snowdon.

:01:07.:01:19.

How do you rate the services you use every day?

:01:20.:01:24.

A survey of over 14 thousand people across Wales, carried out

:01:25.:01:27.

for the Welsh Government, has asked people to mark them out of ten.

:01:28.:01:33.

And it's discovered that most of us are satisfied with the NHS

:01:34.:01:36.

There was a slight drop in the overall satisfaction with

:01:37.:01:42.

health services, from 6.4, in last years survey, to 6.2.

:01:43.:01:50.

When it comes to the care provided by GPs 92% said they were

:01:51.:01:53.

satisfied with it, but 38% found it difficult to make an appointment.

:01:54.:02:00.

85%, for example, were satisfied with their child's secondary school.

:02:01.:02:24.

How the Welsh government is doing its job got a

:02:25.:02:26.

57% of people said they provided high quality services.

:02:27.:02:33.

But levels vary - sometimes in areas only miles apart.

:02:34.:02:36.

In the Caerphilly council area, the figure is 66%.

:02:37.:02:39.

In neighbouring Blaenau Gwent it was much lower at 51%.

:02:40.:02:42.

Our reporter Matthew Murray has been talking to people

:02:43.:02:45.

Two towns just eight miles apart but their satisfaction ratings

:02:46.:02:52.

So I've taken to the road to find out why.

:02:53.:02:58.

In the Caerphilly council area, it's satisfaction levels with

:02:59.:03:03.

quality of council services was one of the highest in Wales.

:03:04.:03:06.

Today the council were planting fresh flowers and

:03:07.:03:08.

the efforts seemed to be appreciated by the people living here.

:03:09.:03:16.

The streets are kept very clean. I know a couple of the people who

:03:17.:03:22.

clean them and they work hard. I think the council really make an

:03:23.:03:27.

effort in this particular area. Whatever I have requested, they have

:03:28.:03:29.

come up trumps. Although some local businesses feel

:03:30.:03:33.

the council aren't providing They have never done anything for my

:03:34.:03:43.

business. Any help I asked for, they haven't supported me. Their feedback

:03:44.:03:47.

isn't very good because I have run the nearest times -- I have called

:03:48.:03:52.

them up numerous times. Eight miles down the road In

:03:53.:03:57.

Tredegar only around half of people are happy with the quality of

:03:58.:04:00.

service from Blaenau Gwent council. Is scored an average of 51% so I

:04:01.:04:09.

have come here to find out why people are unhappy with the quality

:04:10.:04:11.

of service they are receiving from the local authority. Do they want to

:04:12.:04:16.

see improvements to the road, bins, what is it they think the council

:04:17.:04:19.

should be doing better? Stacy Shaw runs Morgan's coffee

:04:20.:04:21.

shop in the town centre. She isn't happy with the quality

:04:22.:04:24.

of her council services and feels There is never any parking.

:04:25.:04:32.

Customers can't park outside and they have to use the back entrance.

:04:33.:04:41.

It's not fair. Regulars feel the same. Our town Council is falling

:04:42.:04:50.

apart. We've got nothing here, no toilets. The old people can't come

:04:51.:04:54.

to town to have a Wii or anything. You have to think of the older

:04:55.:04:56.

element. All our councils face an ongoing

:04:57.:04:57.

financial squeeze - providing high quality with less will be

:04:58.:05:00.

a challenge they have to face. Our political reporter Bethan Lewis

:05:01.:05:06.

has been poring over the figures. Now they've collected all the data,

:05:07.:05:09.

what happens now? It is over to the policymakers, the

:05:10.:05:18.

politicians in the Welsh government and our councils. The reason to

:05:19.:05:25.

collect these statistics is to help the people who make decisions over

:05:26.:05:29.

our services see where they need to make improvements. Part of that is

:05:30.:05:33.

seeing where they should be focusing taxpayers money. The survey itself

:05:34.:05:38.

cost ?1.2 million but the people who run it say that is money well

:05:39.:05:45.

spent. 40p per person in Wales to get valuable information about how

:05:46.:05:50.

to improve our services. Overall it seems we are quite happy with

:05:51.:05:56.

services. Is that surprising? Less happy when it comes to trust in the

:05:57.:06:00.

political system, perhaps. But isn't very surprising. The survey doesn't

:06:01.:06:05.

give the whole picture. What we've got is a figure that represents a

:06:06.:06:10.

range of views and experiences. You get a more detailed perspective when

:06:11.:06:14.

you look at the more detailed questions when it comes to health,

:06:15.:06:20.

for example. We are happier with the care we get when we see the

:06:21.:06:23.

consultant or GP but less happy with the process of getting an

:06:24.:06:27.

appointment. There is a question about overall satisfaction with life

:06:28.:06:32.

in the survey and the result for the people who responded was 7.7 out of

:06:33.:06:38.

ten. In very general terms, it seems we are very satisfied. A positive

:06:39.:06:43.

note to finish on. Thank you. As 50 researchers urge the World

:06:44.:06:47.

Health Organisation not to restrict the use of electronic-cigarettes,

:06:48.:06:50.

there's uncertainty here over whether the Welsh Government should

:06:51.:06:52.

ban them in enclosed public places. It's currently consulting

:06:53.:06:55.

the public but in light of today's recommendations could

:06:56.:06:57.

they be jumping the gun? A "significant health innovation"

:06:58.:06:59.

or a way That's the big question

:07:00.:07:02.

the welsh government - the first in the UK to ban smoking in public

:07:03.:07:06.

places - is now considering whether to restrict the use of e-cigarettes

:07:07.:07:10.

but is it the right way to go? As pharmacists, the way we look at

:07:11.:07:20.

it is that the products on the market at the moment, none of them

:07:21.:07:24.

are licensed and they have not been researched extensively to prove

:07:25.:07:27.

their efficacy. E-cigarettes allow smokers to

:07:28.:07:30.

inhale vaporised liquid nicotine without breathing in the toxic

:07:31.:07:32.

substances found in tobacco. And 50 leading scientists

:07:33.:07:35.

from around the world don't think They argue they're part

:07:36.:07:37.

of the solution. What we are finding is that the

:07:38.:07:49.

proportion of smokers who are quitting her,. The motivation to

:07:50.:07:56.

quit is very high. -- quitting has gone up. There is no sense at all of

:07:57.:08:03.

this renormalisation occurring. Around a fifth of people here smoke

:08:04.:08:07.

cigarettes and while there aren't any statistics yet on the number

:08:08.:08:10.

of electronic smokers in Wales, recent research from the University

:08:11.:08:13.

College London shows in England 16% Some sporting venues here have

:08:14.:08:16.

already banned the use At the Swalec stadium spectators

:08:17.:08:20.

at tomorrow night's T20 Blast cricket match won't be able to smoke

:08:21.:08:25.

them while watching the game. In Caerphilly e-cigarettes are being

:08:26.:08:28.

banned for staff working in council buildings, and there's

:08:29.:08:30.

other places affected too. Although it's not against the law to

:08:31.:08:36.

smoke these e-cigarettes in public places many companies have already

:08:37.:08:40.

put a ban in place like here where Arriva Trains Wales has banned their

:08:41.:08:43.

use on trains and at the railway stations, The Welsh Government

:08:44.:08:47.

insist everybody here can have I do use it when I'm not allowed to

:08:48.:08:57.

smoke in normal places so it helps me. They still produce smoke and

:08:58.:09:04.

there are kids in the area. I think in areas like this and where I work

:09:05.:09:08.

in a hotel, I think they should be banned anyway. Welsh government

:09:09.:09:14.

insists everybody can have their view and they are holding

:09:15.:09:17.

consultations across the country before deciding whether or not to

:09:18.:09:18.

change the law. Three more nurses have been

:09:19.:09:21.

suspended from hospitals in South Wales as part of an inquiry

:09:22.:09:24.

into the falsification of patient All but one work at the Princess

:09:25.:09:27.

of Wales hospital in Bridgend. Three of the nurses were arrested

:09:28.:09:32.

as part of the investigation last year - they've been released

:09:33.:09:36.

on bail as the inquiry continues. Jobs and businesses

:09:37.:09:41.

in Wales could be put at risk after a European court ruling on pay,

:09:42.:09:44.

according to an employers' body. The Welsh Contact Centre Forum was

:09:45.:09:47.

reacting to the decision by that judges that commission has

:09:48.:09:50.

to be paid to sales workers Here our business correspondent,

:09:51.:09:53.

Brian Meechan. Sales is big business in Wales. It

:09:54.:10:05.

employs thousands and makes up a major part of the economy. Many

:10:06.:10:09.

companies and their workers will be thinking about what this means for

:10:10.:10:14.

them. The ruling will have an impact beyond call centres to other sales

:10:15.:10:19.

businesses, including car showrooms, estate agents and also things like

:10:20.:10:24.

door-to-door sellers. Some workers then commission for sales on top of

:10:25.:10:27.

their basic salary but somehow found they've only been getting paid that

:10:28.:10:31.

basic salary when they go on holiday. Judges have ruled that will

:10:32.:10:36.

have to change and the commission will have to be accounted for in

:10:37.:10:41.

holiday pay. To deprive somebody of their normal pay for the period of

:10:42.:10:47.

annual leave that they take, the European Court said it was

:10:48.:10:50.

discouraging people from taking any relief and it was important people

:10:51.:10:54.

shouldn't be discouraged so tribunal said to do everything to make sure

:10:55.:11:00.

people could enforce their rights. Call centres are thriving here,

:11:01.:11:05.

employing 30,000 workers in 2013. Call centre employers are

:11:06.:11:09.

particularly worried that claims for this new holiday pay could be

:11:10.:11:14.

backdated over many years, as has happened in other cases. The

:11:15.:11:19.

precedent being set on backdating, that could be said for backdating on

:11:20.:11:24.

six years. On the back of a recession, that is the dangerous

:11:25.:11:28.

position for business in the UK. The worst case scenario is you have to

:11:29.:11:34.

backdate six years for all their sales floors and that could

:11:35.:11:37.

potentially see not only redundancies but closure of

:11:38.:11:45.

businesses. This could be taken in context. A

:11:46.:11:50.

lot of people who work in call centres are relatively modest, low

:11:51.:11:57.

paid incomes. The commission element makes their salary liveable and they

:11:58.:11:59.

shouldn't be denied the opportunity to take their statutory leave and

:12:00.:12:04.

suffer financially for doing that. This could turn out to have major

:12:05.:12:09.

consequences across a variety of sectors in the Welsh economy.

:12:10.:12:10.

The fight to preserve this Workmens Hall in Caerphilly after

:12:11.:12:15.

the closure of so many - once at the heart of communities across Wales.

:12:16.:12:27.

It's Day Six of the Queen's Baton Relay through Wales

:12:28.:12:30.

as Scotland prepared to host the Commonwealth Games.

:12:31.:12:32.

Tomos Dafydd is there and it's been about mountains and water, Tomos?

:12:33.:12:37.

Hello. The baton has clocked up 600 miles on its journey across Wales.

:12:38.:12:47.

This evening the art here, halfway between Carmarthen and fell in

:12:48.:12:52.

Henley. This evening there are more than 200 runners celebrating the

:12:53.:13:02.

Queen's Commonwealth Baton. Members of the running club took the baton

:13:03.:13:10.

up to the summit of Snowdon. Emerging through the gloom as they

:13:11.:13:14.

climbed to the roof of Wales, it was perhaps a bit much to expect a

:13:15.:13:18.

repeat of the bright sunshine that greeted the Olympic torch on

:13:19.:13:22.

Snowdon. Members of the running club are used to bringing up the mountain

:13:23.:13:26.

is, whatever the weather. Today there is was the honour of carrying

:13:27.:13:32.

the baton on the first leg of its journey through north-west Wales. It

:13:33.:13:37.

was really good. Quite cold towards the top. It was quite long for each

:13:38.:13:45.

leg so it was a strain. These were the images the organisers were

:13:46.:13:49.

hoping for. Almost exactly two years since the London 2012 torch made its

:13:50.:13:54.

way up Snowdon. The damp morning must have contributed to the size of

:13:55.:13:59.

the sendoff crowd. Fewer in number than those who gathered to see the

:14:00.:14:02.

baton yesterday but enthusiastic nonetheless. Among the various was a

:14:03.:14:09.

77-year-old weightlifting veteran of five, North games. I'm proud and

:14:10.:14:15.

privileged to be part of the game is much more -- games once more. I

:14:16.:14:23.

retired in the 1980s but it is nice to be asked to be part, even though

:14:24.:14:30.

it is just a small part. On the mountains to the water, this may be

:14:31.:14:33.

what's Day six of the Queen's Commonwealth Baton relay is most

:14:34.:14:39.

remembered for. This is the first of two waterborne legs the comeback is

:14:40.:14:45.

doing today. A journey down the beautiful Menai Strait. Today the

:14:46.:14:55.

baton Berra is a Welsh language act. It was another familiar face that

:14:56.:14:57.

brought it on to the watersports centre. Alex Jones of the BBC's one

:14:58.:15:05.

show, shadowed by an RAF search and rescue helicopter. She told me she

:15:06.:15:08.

was delighted to be home in Wales and part of all of this. It was so

:15:09.:15:13.

emotional to be going across the Menai Strait and such fun. To be

:15:14.:15:18.

part of the Queen's Commonwealth Baton relay this morning with so

:15:19.:15:25.

important to me. From boats to bikes and in Caernarvon, a sporting icon.

:15:26.:15:30.

So David Brailsford, one-time head of British cycling. Definitely

:15:31.:15:39.

inspired by the games is Mary Davies, still trailing for a slot in

:15:40.:15:45.

Wales Commonwealth Games swimming team. So buy back the date ended

:15:46.:15:54.

where it began all those hours earlier. Another leg in the 4000

:15:55.:16:01.

mile journey done. -- 12,000 mile journey done. I am delighted to say

:16:02.:16:09.

that Sir David Brailsford has joined me now. He is credited with bringing

:16:10.:16:12.

much success to British cycling. You were brought up a stone 's throw

:16:13.:16:17.

from here and you were holding the baton today. What was it like? It

:16:18.:16:25.

has been a brilliant day. One is this area. I absolutely love this

:16:26.:16:29.

area. The second thing I love is cycling so put them together with

:16:30.:16:33.

the baton as well is brilliant. Not long before the games begin. You

:16:34.:16:39.

should we look out for in terms of the Welsh cyclists in Glasgow? Becky

:16:40.:16:44.

James is the name that everyone will think about immediately when you

:16:45.:16:47.

think about looking for success, and Geraint Thomas in the men's side.

:16:48.:16:53.

There are youngsters coming through and the Commonwealth Games gives

:16:54.:16:57.

them an opportunity to step up and perform on a big stage. Put the

:16:58.:17:02.

games in context for us. How important are the Commonwealth Games

:17:03.:17:06.

in developing top-class cyclists? Very important. It is one of the

:17:07.:17:11.

only major championships, Village -based, multisport event outside of

:17:12.:17:18.

the Olympic Games. It is an event with this point in time, with the

:17:19.:17:21.

Olympics two years ago, it is very important. People who have won the

:17:22.:17:27.

medals in the past have been great sporting achievements. Thank you.

:17:28.:17:34.

Let's beat to Kris Jenkins from the Commonwealth Games Federation. What

:17:35.:17:38.

is the response been to the baton? It has been fantastic through the

:17:39.:17:48.

week. It was a tranquil relay at Saint Davids as we came away from

:17:49.:17:51.

the cathedral. The crowds have been building. At Cardigan it was five or

:17:52.:17:56.

six people deep throughout the relay. The momentum is building.

:17:57.:18:02.

Thank you both and all the best for the last day tomorrow. I'm told the

:18:03.:18:07.

race is about to start here and the man with the klaxon Doctor Roberts,

:18:08.:18:14.

an athlete of the 1958 games. He is about to start the race. He is ready

:18:15.:18:21.

with the klaxon and off they go on five K race. They will race into

:18:22.:18:28.

Caernarvon. Leith elite athletes at the front. A word about Doctor

:18:29.:18:36.

Roberts. He was an athlete at the 1958 games and he took part in the

:18:37.:18:41.

100 yards, not the 100 metre race. Let me tell you about the course

:18:42.:18:45.

tomorrow. The last day here in Wales, it will start in Rhyl. Then

:18:46.:19:00.

there is the handing over ceremony for the bat on. Back to you for the

:19:01.:19:09.

rest of the news. Stephen Fry and Mary Berry are

:19:10.:19:13.

among the famous faces visiting They're all appearing

:19:14.:19:16.

at the town's annual festival But as more of us choose to buy

:19:17.:19:19.

and read our books online, the town's famous second-hand bookshops

:19:20.:19:25.

have struggled to stay open. Our arts and media correspondent

:19:26.:19:27.

Huw Thomas reports. Bearing in mind that extraordinary,

:19:28.:19:35.

is taking place of poetry, which... Stephen Fry attracting a big crowd

:19:36.:19:40.

at the Hay Festival. His talk on Shakespeare was a sell-out, one of

:19:41.:19:44.

hundreds of events discussing books in the marquees at the edge of Hay

:19:45.:19:48.

on Wye. The festival is big business for the time when for ten days every

:19:49.:19:53.

year, the Bush book shops feel the benefit. He on Wye is a festival

:19:54.:20:01.

town but is it still a book town? More of us are buying our books on

:20:02.:20:07.

the Internet and a number of the second-hand book shops here have

:20:08.:20:11.

closed down for good. This book shop is one of the most famous names and

:20:12.:20:17.

was started by a man who wanted Hay on Wye to be famous for words. But

:20:18.:20:23.

under new owners, it has had to diversify, screening films and

:20:24.:20:25.

selling food alongside the books while some of it neighbours have

:20:26.:20:30.

disappeared. I'm not trying to compete with the Internet because

:20:31.:20:33.

you can't. The book-sellers who are no longer here did so selling them

:20:34.:20:39.

cheap doesn't work. Richard's vision was that we would become experts in

:20:40.:20:45.

our own specific field. Those who remain have adopted the vision and

:20:46.:20:50.

it is online sales that keep the doors open all year. He on Wye has

:20:51.:20:54.

turned into a platform for debates and ideals while the shops have

:20:55.:21:01.

traditionally been the big attraction. Supporters say it now

:21:02.:21:03.

has a broader appeal. I think if you'd took away all the

:21:04.:21:09.

book shops tomorrow, it would still do very well because it is in the

:21:10.:21:14.

national park. It has got a reputation as an interesting place

:21:15.:21:19.

to go and nice restaurants and pubs. It has a lot of things going for it.

:21:20.:21:24.

On the programme we are totally honest.

:21:25.:21:28.

As one of the world 's most successful literary events, the Hay

:21:29.:21:32.

Festival will continue to attract the big names but locals hope that

:21:33.:21:36.

some of the appeal remain with the shops that made Hay on Wye a town

:21:37.:21:39.

famous for books. They were funded by workers and

:21:40.:21:41.

at one time could be found Today workmen's halls

:21:42.:21:44.

and miners' institutes play a very Of those still standing,

:21:45.:21:48.

some are flourishing, but as Jenny Rees reports - others

:21:49.:21:51.

are fighting for their future. 90 years old -

:21:52.:21:55.

and showing signs of its age. But Caerphilly Workmen's Hall has

:21:56.:22:00.

an inner beauty. One its committee is

:22:01.:22:04.

determined to preserve. But a leaky roof means

:22:05.:22:06.

a facelift is needed. As soon as we plug that, we started

:22:07.:22:08.

getting more leaks on the balcony. This was the centre
