The Prime Minister's plan for English-only votes in Parliament

is "fair", that's according to the chair of the Welsh Affairs

The MP for Monmouth, David Davies, says allowing Welsh MPs to vote on

But Labour, which is gathering for its annual conference, disagrees.

Constitutional reform. It is flavour of the month. Visitors at this

chair of the Commons Welsh affairs committee. He says David Cameron's

plan for English only votes in parliament is right. There is no

reason at all why Scottish and Welsh MPs should be voting on condition

education or how the roads are maintained in England when we have

bodies that are doing it in our own areas in Wales and Scotland. It is

wrong and divisive. The UK Government says it is trying to find

the right blend. It wouldn't apply the same restrictions to Welsh MPs

as it would to Scottish MPs. One of the many complexities to sort out

after the Scottish referendum. Some conservatives don't like the way

that more power was promised to the Scottish Parliament whilst some

Labour don't like the idea of only votes in Westminster. So how do we

find a recipe for the UK's Constitution that everyone is happy

with? Labour has its annual conference this weekend. The First

Minister says English only votes in Westminster won't work. He is

calling for more powers to be devolved to Cardiff Bay. We have to

be careful not to give the impression that in order to get

noticed you need war or an independence referendum. We have had

neither in Wales and it is right to point out that it is a very

dangerous message to send that if you cause a problem, then you get

noticed. I think it is right to say that we in Wales because we have had

neither of these things, we deserve to be listened to, and it is

important we have a strong voice around the table. Carwyn Jones says

any special offers for Scotland should also be available for Wales.

But his Westminster listening? His opponents say he hasn't made it

clear what is on his shopping list. They all agree that if Wales is

shutout of the debate on UK's Goodger, it will have to make do
