The Labour leader, Ed Miliband, has defended the system used to decide

how much money the Welsh Government is given by Westminster, despite

Mr Miliband said he had no plans to change the Barnett formula,

but his own shadow Welsh Secretary told us it could be adjusted to

David Cornock reports from the Labour conference in Manchester.

It is one of the biggest issues facing any government, how much

taxpayers' cash it has two spent. Most of the Welsh Government 's

budget is currently set by the so-called parliament -- Barnett

formula. But if he becomes Prime Minister, Ed Miliband says he will

keep it. All the party leaders have said we think it has served us well

and it should be continue because it is orientated towards neat. In fact,

it is organised towards operation not need. Carwyn Jones says the

former costs 2% of his budget every year. You need a solution for Wales.

You need a way in which we address the shortfall for Wales, that

shortfall that comes about to do with population growth in Wales and

public spending in England and we have said very clearly we will fill

that gap. We have not said how we will do that but people can be rest

assured that we will fill that gap. The former it self could become less

relevant if Wales gets the power to raise some of the money it spends

but Labour are in no hurry to trigger the referendum required. The

vote in Scotland was about people sticking together. We do not want

tax powers to split Britain apart. Scotland's referendum has inevitably

cast a shadow over this conference, a conference Labour hoped to use to

focus on issues they say will matter more to voters in next May 's

general election. Such as low pay. It means trying to get a fairer deal

for people in this country. It means raising the minimum wage to ?8 over

the course of the next government. Because quite frankly in this

government, it has actually not kept pace with inflation and it is really

important that we make sure that workplace. Plaid Cymru has said that

an ?8 per hour minimum wage would still leave workers worse off than

under their preferred living wage. The family of a schoolboy
