Welcome to Wales Today. Our top story:

:00:00.:00:00.

A minute's silence across the country in honour

:00:00.:00:07.

Tonight, we're in France to hear from the Welsh who

:00:08.:00:14.

People are twitchy at the moment. It is a completely different thing,

:00:15.:00:32.

because the people themselves feel targeted.

:00:33.:00:34.

The Millenium Stadium considers banning bags.

:00:35.:00:37.

What are the security implications for our towns and cities?

:00:38.:00:41.

We are just asking people to be vigilant,

:00:42.:00:46.

And of course, we stand shoulder to shoulder with the people of France.

:00:47.:00:51.

This was an attack not just on Paris, not just on France,

:00:52.:00:54.

but on decent people everywhere, of all religions.

:00:55.:01:18.

This former butcher, who dismembered a woman, tells

:01:19.:01:20.

a court he cut up and hid her body because he feared being arrested.

:01:21.:01:23.

A former Army corporal says former colleagues lied

:01:24.:01:27.

about using unofficial physical punishments on soldiers.

:01:28.:01:32.

Frenchman Sebastien Ogier won, but there were no celebrations.

:01:33.:01:44.

People across Wales observed a minute's silence

:01:45.:01:46.

this morning in honour of the victims of the Paris attacks.

:01:47.:01:50.

Politicians at the Senedd were among those taking part.

:01:51.:01:54.

Over the weekend, several vigils were held and public

:01:55.:01:56.

buildings and monuments were illuminated with the colours of the

:01:57.:02:00.

French flag as a mark of respect. Nicola Smith reports.

:02:01.:02:17.

In every corner of Wales, they stopped to remember.

:02:18.:02:22.

From the steps of the Senedd, to schools, shopping centres

:02:23.:02:27.

People from all walks of life fell silent.

:02:28.:02:44.

A sign of solidarity, welcomed by many French people living here.

:02:45.:02:48.

These students, who have friends in Paris, joined the silence

:02:49.:02:51.

We want to show to our people, to France, that we are thinking

:02:52.:02:59.

of them and of all the people who died over the weekend.

:03:00.:03:06.

And did you speak to people back home over the weekend at all?

:03:07.:03:10.

During the night, we called everybody, our friends.

:03:11.:03:14.

We wanted to know if they were all right.

:03:15.:03:17.

They were sticking to their flat because they were afraid.

:03:18.:03:19.

So we are worried for them, because we are far from them.

:03:20.:03:23.

She says she has been overwhelmed by the concern

:03:24.:03:29.

and the support her customers have shown her in the past few days.

:03:30.:03:34.

They come to talk to me, to ask if my family is safe, how I feel...

:03:35.:03:39.

Really, a lot of attention. So it was nice.

:03:40.:03:48.

People were crying, they were really worried, sad.

:03:49.:03:56.

Claudie told me that scenes like this, the colours of the French

:03:57.:03:59.

flag illuminating famous buildings and monuments, have made her feel

:04:00.:04:03.

emotional and proud. In Caernarfon, Caerphilly and Cardiff too,

:04:04.:04:09.

On the steps of the Senedd last night, more than

:04:10.:04:17.

They came from France and from Wales for one reason:

:04:18.:04:23.

To express our solidarity with Paris.

:04:24.:04:28.

It could happen to us. It could happen to any of us,

:04:29.:04:37.

really. It is really important to actually come down and show our

:04:38.:04:40.

support and our love for other countries as well.

:04:41.:04:45.

Tonight, the thoughts of people in Wales and the world over

:04:46.:04:48.

Outpouring of support from across Wales over the last few days. Yes,

:04:49.:05:07.

as you can see the colours of the Tricolour are shining brightly from

:05:08.:05:10.

the Wales millennium Centre this evening. It is the third night in a

:05:11.:05:16.

row they have eliminated Cardiff Bay as a sign of solidarity for the

:05:17.:05:21.

people of France. As you saw in my report, it is something people

:05:22.:05:25.

across Wales have felt moved to organise to do this weekend. Those

:05:26.:05:29.

images have been seen on television, in newspapers and shared

:05:30.:05:34.

on social media. I have spoken to the honorary Consul of France in

:05:35.:05:43.

Cardiff and she told me she has taken great comfort from the

:05:44.:05:46.

outpourings of support here. She had over 100 messages in just a few

:05:47.:05:48.

hours this weekend. She would like to organise some kind of event in

:05:49.:05:52.

the coming days, in the coming weeks perhaps, when people can come

:05:53.:05:56.

together and reflect here once more. Thank you.

:05:57.:05:58.

The Home Secretary Theresa May has said security will be intensified

:05:59.:06:01.

at events in big cities right across the UK in the wake of

:06:02.:06:04.

Security is also likely to be stepped up at the Millennium Stadium

:06:05.:06:08.

and at major concert venues in the Welsh capital.

:06:09.:06:11.

Welsh MPs will also have to decide whether to vote in favour

:06:12.:06:14.

of bombing raids on Isis in Syria, as our parliamentary correspondent

:06:15.:06:18.

Whitehall, London, and the Welsh flag flies at half mast in

:06:19.:06:34.

solidarity with the French people. But the man at the helm here, whose

:06:35.:06:39.

wife is French, believes more words of solidarity are important, but not

:06:40.:06:44.

enough. It is time now to look again at whether the UK Government should

:06:45.:06:49.

be supporting military action in Syria, right in the nerve centre

:06:50.:06:54.

where Isis controls so much violence and barbarity. But Britain are

:06:55.:07:02.

considering a tax but will only join them if MPs agreed to do so. Many

:07:03.:07:07.

remain to be convinced. At present, I cannot see us voting in favour,

:07:08.:07:11.

but clearly the Prime Minister has a strong case. I do not think we will

:07:12.:07:20.

be supporting bombing Syria. Labour's leader Jeremy Corbyn said

:07:21.:07:24.

he would not support military action at the moment. The Labour position

:07:25.:07:30.

remains unchanged. We will look closely at the legal basis and the

:07:31.:07:34.

practicalities of the action. Who we would be working with, I think that

:07:35.:07:40.

is a very important test. Close to home, police chiefs are worried

:07:41.:07:44.

about the impact of spending cuts on their ability to keep us safe here.

:07:45.:07:49.

The nature of policing and the higher threat would be quite

:07:50.:07:54.

different to the nature of policing in normal circumstances. You have to

:07:55.:08:01.

have more intense and more visible policing in order to cope with the

:08:02.:08:05.

most critical of threats, as we have seen in Paris. The Government

:08:06.:08:12.

response is here, the headquarters of MI6. Ministers have announced

:08:13.:08:18.

plans to recruit almost 2000 more security and intelligence officials.

:08:19.:08:22.

It is the biggest increase in the security services' resources since

:08:23.:08:27.

the London bombings ten years ago. Experts say all of us, including

:08:28.:08:32.

sports fans, can expect higher security and public places. What

:08:33.:08:36.

will come from the actions in Paris will be another level of security.

:08:37.:08:43.

We may well see some changes. Perhaps a ban on banks in sporting

:08:44.:08:51.

arenas. A higher level of searching. Cardiff will be increasing security,

:08:52.:08:55.

and events hundreds of miles from Wales, perhaps thousands of land

:08:56.:08:59.

miles away, could change the routine of our daily lives.

:09:00.:09:01.

The Metropolitan Police today revealed there were currently 600

:09:02.:09:03.

counter-terror investigations under way across the UK,

:09:04.:09:05.

and Number 10 says Security Services have foiled seven attacks this year,

:09:06.:09:08.

So how safe do people feel in the Capital here following those

:09:09.:09:15.

I have still come into Cardiff today. No, because then they would

:09:16.:09:32.

have won. It is unnerving, because you do not know what will happen.

:09:33.:09:42.

Cardiff is safe. I work in Cardiff, but I did feel a bit nervous. I did

:09:43.:09:49.

feel a bit nervous. I feel safe enough there. It is not as if it is

:09:50.:09:54.

going to be any more dangerous than what it was previously.

:09:55.:09:56.

The First Minister has been at the heart of discussions on security.

:09:57.:09:59.

Carwyn Jones joined Cobra meetings over the weekend with David Cameron

:10:00.:10:01.

and senior Government ministers from across the UK.

:10:02.:10:03.

He's been speaking to our political editor, Nick Servini.

:10:04.:10:07.

First Minister, you have been given briefings

:10:08.:10:09.

What can you tell us from a Welsh perspective?

:10:10.:10:14.

Well, the level of security and level of threat remains severe.

:10:15.:10:18.

That's what it was before these attacks.

:10:19.:10:21.

People can go about their normal lives, of course,

:10:22.:10:23.

people just have to be vigilant, as they have been until now.

:10:24.:10:27.

And of course, we stand shoulder to shoulder with the people of France.

:10:28.:10:31.

This was an attack not just on Paris, not just on France,

:10:32.:10:33.

but on decent people everywhere, of all religions or of no religion.

:10:34.:10:37.

Are you satisfied with the general security response we are

:10:38.:10:41.

seeing at the moment? Yes, I am.

:10:42.:10:44.

The briefings I have had indicate that all that can

:10:45.:10:47.

Of course, that assessment is a continuous assessment,

:10:48.:10:53.

according to whether circumstances change or not.

:10:54.:10:57.

You have talked about the lack of complacency. The obvious fear

:10:58.:11:00.

will be British Muslims being radicalised in places like Syria.

:11:01.:11:05.

In this city, in Cardiff, there have been a number

:11:06.:11:07.

What are the dangers in a city like Cardiff?

:11:08.:11:13.

And is enough being done to deal with that threat?

:11:14.:11:15.

First of all, we must emphasise this is a very tiny, tiny minority.

:11:16.:11:19.

These people do not speak in the name of any religion and we are

:11:20.:11:22.

The vast majority of Welsh Muslims are as appalled as anybody with the

:11:23.:11:30.

We work of course with the community.

:11:31.:11:35.

We have community cohesion officers, we have the Faith Communities

:11:36.:11:38.

It looks to identify any particular issues.

:11:39.:11:43.

But it is worth emphasising once again that the vast majority

:11:44.:11:46.

of people in the UK, regardless of their religion,

:11:47.:11:48.

or if they have no religion, are peace-loving, decent people who

:11:49.:11:51.

The UK leader of the Labour Party Jeremy Corbyn was deeply reluctant

:11:52.:11:57.

In principle, can you see any circumstances

:11:58.:12:06.

First of all, the situation is not going to

:12:07.:12:10.

But above all else, what Iraq has taught us is that

:12:11.:12:14.

And I am not sure that such a plan exists.

:12:15.:12:19.

We need a plan to deal with these terrorists and of course to bring

:12:20.:12:26.

peace to countries such as Syria and such as Iraq.

:12:27.:12:29.

What we found 10-12 years ago is there was an invasion of Iraq

:12:30.:12:32.

and then chaos reigned. We do not want to see that again.

:12:33.:12:35.

Paris is of course still reeling from the attacks on Friday.

:12:36.:12:39.

Eyewitnesses are speaking of their experiences, including the Welsh who

:12:40.:12:41.

Across France and far beyond its borders, a minute's silence.

:12:42.:12:55.

A minute to reflect and remember those who lost their lives during

:12:56.:12:59.

At the Place de la Republique, where thousands of Parisians have

:13:00.:13:06.

been gathering over the last three days of mourning, a quiet rendition

:13:07.:13:09.

From Wales, he has been living in Paris for six years and was shaken

:13:10.:13:23.

I walked past my local bar and then wandered on.

:13:24.:13:31.

As I wandered on, two Dutch people ran in...

:13:32.:13:34.

or hurried in. And I said, "What's going on?"

:13:35.:13:38.

They said there was all sorts of shooting and people and guns.

:13:39.:13:42.

I said, "No, don't be silly." Complete and utter disbelief.

:13:43.:13:47.

And your son lives and works in Paris, in a bar.

:13:48.:13:52.

Well, he works in a bar not too far away from

:13:53.:13:58.

Le Belle Epoque, and also, he lives 50 yards from Le Belle Epoque.

:13:59.:14:05.

When there was the stampede here the other night,

:14:06.:14:15.

immediately they were on social media and they immediately

:14:16.:14:19.

The stampede you are referring to was here at Place de la Republique

:14:20.:14:25.

last night. It was a firework, a false alarm.

:14:26.:14:27.

And it underlines that Paris is on edge.

:14:28.:14:31.

Yeah, people are twitchy at the moment.

:14:32.:14:34.

It's a completely different thing, because the people themselves

:14:35.:14:40.

Do the events raise a question in your mind that it is time to

:14:41.:14:49.

leave Paris, to move back to Wales? No, certainly not.

:14:50.:14:53.

No, no, I'm here and I wouldn't move for those reasons.

:14:54.:14:57.

In Place de la Republique on the first day of work following

:14:58.:15:02.

the attacks, the number of flowers and tributes continues to grow.

:15:03.:15:06.

It will take some time for Paris to get back

:15:07.:15:09.

on its feet and for the scars of Friday night's events to heal.

:15:10.:15:13.

Iwan Griffiths, BBC Wales Today, Paris.

:15:14.:15:17.

Wales Rally GB was overshadowed by events in Paris.

:15:18.:15:25.

Frenchman Sebastien Ogier won, but there were no celebrations.

:15:26.:15:29.

And last week it was Abigail, then ex-hurricane Kate.

:15:30.:15:32.

Next on the list, Storm Barney, heading our way tomorrow.

:15:33.:15:42.

A former butcher who killed and dismembered a woman has told

:15:43.:15:44.

a court he cut up and hid her body because he feared being arrested.

:15:45.:15:49.

Christopher May denies murdering Tracey Woodford

:15:50.:15:51.

Caroline Evans was at Cardiff Crown Court.

:15:52.:16:01.

Giving evidence in his defence, Christopher May said he was

:16:02.:16:08.

disgusted by what he had done. He said he could not remember

:16:09.:16:11.

strangling Tracey Woodford, but accepts he must have done so. The

:16:12.:16:19.

two met at the Skinny Dog Pub in Pontypridd. They left together, the

:16:20.:16:24.

last time Tracey was seen alive. He told the court they went back to his

:16:25.:16:28.

flat, had sex and he had fallen asleep. When he woke up, he said she

:16:29.:16:34.

was going through his wallet. He accused her of stealing and he says

:16:35.:16:38.

she made an offence of remark. At that point, he says he lost his cool

:16:39.:16:43.

and the next thing he remembers, she was dead. He told the court he was

:16:44.:16:52.

afraid of being caught, so decided to get rid of the body. He described

:16:53.:16:56.

how he hid some remains in a storm drain at the rugby club, leaving

:16:57.:16:58.

rain would wash them out to sea. He said he was not thinking straight

:16:59.:17:03.

and when the police came, it was a relief. The prosecution head today

:17:04.:17:07.

that he was manipulating the facts, that he was a sexual predator that

:17:08.:17:12.

preyed on a young, fragile women. He would denigrate that women in any

:17:13.:17:19.

way he could, just to save your own skin, he said. He denies murder, and

:17:20.:17:21.

the case continues. A former Army corporal has claimed

:17:22.:17:23.

that senior officers lied when they claimed physical

:17:24.:17:26.

punishments were no longer being used after a Welsh soldier died

:17:27.:17:28.

after a so-called beasting. John Edwards said he marched

:17:29.:17:30.

22-year-old Gavin Williams from Hengoed near Caerphilly

:17:31.:17:32.

until he was panting like a dog. He says a sergeant then continued

:17:33.:17:36.

the punishment before Gavin Williams' mother and sister

:17:37.:17:55.

alive. They believe his death could have been prevented. He was ordered

:17:56.:18:01.

to carry out intense physical exercise as a punishment for drunken

:18:02.:18:06.

behaviour and going a while from his barracks in Belcher. He had ecstasy

:18:07.:18:11.

in his blood when he died. Three men were cleared of their involvement.

:18:12.:18:18.

John Edwards spoke for the first time since that trial. Mr Edwards

:18:19.:18:24.

told the coroner he had taken Gavin on a 20 minute march around the camp

:18:25.:18:29.

that morning on the request of his superior officers, who wanted Gavin

:18:30.:18:33.

brought to them panting like a dog, as a form of informal punishment.

:18:34.:18:37.

That punishment ended sooner because it was a hot day and it would not

:18:38.:18:43.

have been fair to continue. Gavin he said had had enough. But the

:18:44.:18:49.

exercise was continued in a second round in the gym, after which, Gavin

:18:50.:18:55.

collapsed. CCTV footage shows Gavin leaving the medical centre, having

:18:56.:18:59.

throwing punches and been restrained by his colleagues, eventually with

:19:00.:19:05.

handcuffs. His aggression was a symptom of heat exhaustion. John

:19:06.:19:09.

Edwards says it was not use of excessive force. Personally, I

:19:10.:19:14.

wouldn't have put them on him, because of his nature. As soon as he

:19:15.:19:18.

sat on the bed, he did not seem to be a threat. Gavin's condition later

:19:19.:19:23.

deteriorated and he died in hospital of heat exhaustion. The army had

:19:24.:19:28.

changed its disciplinary rules more than one year before Gavin died. But

:19:29.:19:34.

the Corporal giving evidence to date suggested it was still going on. He

:19:35.:19:39.

had direct orders from his Sergeant Major, who told the Corporal to

:19:40.:19:43.

carry out that kind of punishment. It was pitch to him that senior Army

:19:44.:19:49.

figures denied it was going on. He replied that certain people within

:19:50.:19:52.

that area were lying. The inquest continues.

:19:53.:19:57.

A former Anglesey councillor has gone on trial at Mold Crown Court

:19:58.:20:00.

accused of dangerously distracting RAF pilots as they flew fast jets

:20:01.:20:02.

John Arthur Jones was said to have been hostile to the airforce

:20:03.:20:06.

and obsessed with flights from the RAF Valley and RAF Mona airbases.

:20:07.:20:09.

He denies 13 charges of endangering aircraft and pilots

:20:10.:20:12.

by shining bright lights at them during night flying exercises.

:20:13.:20:18.

The building of a new BBC Wales headquarters

:20:19.:20:20.

The announcement followed final sign-offs between the BBC

:20:21.:20:24.

Almost 1200 staff working at the current site in Llandaff

:20:25.:20:29.

will relocate to Central Square in the city centre by 2019.

:20:30.:20:34.

The new building will be half the size of the existing site.

:20:35.:20:39.

It's a very big day, because it gives us the vital investment that

:20:40.:20:42.

supports so much of the broadcasting in the BBC Wales Office.

:20:43.:20:46.

That's Radio Wales, Radio Cymru, Wales Today, and we've not been

:20:47.:20:49.

able to invest sufficient money into those vital technology services

:20:50.:20:52.

Tonight's top sport stories now. Here's Tomos.

:20:53.:21:02.

European rugby's governing body says it expects games in France

:21:03.:21:04.

involving Welsh regions next weekend to go ahead as planned.

:21:05.:21:08.

The Ospreys face Clermont Auvergne on Sunday and the Dragons are

:21:09.:21:11.

Security's been stepped up in the country

:21:12.:21:15.

European rugby bosses say it's a highly sensitive and fluid situation

:21:16.:21:21.

and they'll wait for direction from the French authorities

:21:22.:21:24.

Several sporting fixtures in France were postponed at the weekend,

:21:25.:21:30.

including all European Rugby Champions Cup

:21:31.:21:33.

Well, following explosions near Stade de France on Friday, which

:21:34.:21:44.

could be heard inside the stadium, the Football Association of Wales

:21:45.:21:48.

have told us tonight that they're waiting to see what security advice

:21:49.:21:51.

comes from Uefa, the French Football Federation and

:21:52.:21:54.

Thousands of Wales fans are expected to travel to France next summer

:21:55.:22:00.

The FAW said security at Stadia and the security of

:22:01.:22:05.

Events in Paris overshadowed the climax of the Wales Rally GB too.

:22:06.:22:13.

Frenchman Sebastien Ogier won it, but there were no celebrations.

:22:14.:22:18.

There wasn't the usual champagne on the podium.

:22:19.:22:19.

Instead, the drivers held the French flag.

:22:20.:22:23.

Wales' Elfyn Evans finished sixth in the race and ended up seventh

:22:24.:22:26.

Ogier said his thoughts were with those affected

:22:27.:22:31.

It's no point to celebrate anything today, for sure.

:22:32.:22:42.

To have this in mind... Yeah, it's been a difficult weekend.

:22:43.:22:48.

But we have to carry on and, like I say, it's

:22:49.:22:53.

The Welsh Rugby Union has issued a strong warning to players

Security officials are thought to have identified those responsible

for the attacks in Paris. Weapons including handguns and a rocket

launcher have been seized and dozens of people placed under house arrest.

eliminated in the colours of the French flag. Let's get the final

words tonight on those attacks from our correspondence at Westminster.

:27:04.:27:07.

What sort of response can we expect from the UK Government in coming

:27:08.:27:12.

days? Today, we have heard from the UK Government and indeed the Welsh

:27:13.:27:16.

Government, talking about standing shoulder to shoulder with the French

:27:17.:27:20.

people, showing solidarity with the French people after the attacks in

:27:21.:27:26.

Paris. We have also had a debate about the security response. There

:27:27.:27:30.

has been criticism of the UK Government for cutting police

:27:31.:27:34.

budgets. Its response has been to say we will create up to 1900 in

:27:35.:27:40.

security and intelligence officers for MI5 and MI6. What we have also

:27:41.:27:48.

had to night from the secretary of state 4-wheel is talking a hard line

:27:49.:27:54.

way about the need to revisit the military options for taking on

:27:55.:27:58.

so-called Islamic State. He says it is time for MPs to debate and vote

:27:59.:28:06.

on military attacks against Islamic State targets in Syria. He says that

:28:07.:28:16.

will gauge the capability to mount attacks as we saw in Paris, but also

:28:17.:28:22.

to counterterrorism at home. He promotes that, but it all depends on

:28:23.:28:28.

MPs voting. Thank you. We leave you tonight with the Wales millennium
