It costs more than ?200 million a year, and tonight there are

questions over whether the Welsh Government's policy of funding Welsh

That costs ?236 million a year, and an estimated ?90 million of that

goes to universities in England for students who choose to study there.

Tonight, universities here, and opposition parties, say

This is a made in Wales policy demonstrating the benefits of

devolution. Five years ago today ministers announced Welsh students

would be protected from a hike in fees. Now there are questions as to

whether the money is going to those who need it most.

There should be a Jewish and they grant for some students, and a loan

for others -- there should be a tuition fee grant. The loan does not

deter people who come from disadvantaged backgrounds, for

instance. University is the next step for

these students in Swansea. It is good that everybody has

opportunities, from working-class grant, but I don't see how we all

need the subsidy when people are capable of paying for it themselves.

I like that everybody has the same standard but it would help those who

can really afford it that much to go.

Universities hope that any savings from a new system would go directly

to them. They argue that tens of millions of pounds leaves Wales

every year to pay for the tuition of Welsh students in England. But a

recent report suggested that Wales was not losing money. Nearly ?153

million leaves Wales with the 20,000 or so students who go to study in

England. But an hundred and ?82 million comes into Wales with the

30,000 students who make the journey in the other direction and study

here. We accept that the current system is

not sustainable for the whole of the next assembly so it needs

configurations. We would like to guarantee those students who study

in Wales, in Welsh institutions, that they will get a similar deal to

what they are getting now. Rather than simply spreading the

money across all students at huge cost, some ?3.6 billion over the

last few years, we would say, this is going to be means tested.

The Lib Dems would this clap the grant, spending more on living

costs. Universities have previously advocated cutting fees for maths

to students. An investment in young people is how the Welsh Government

describes its subsidy. It has commissioned a report considering

other options that will be published after next year's assembly election.

Central police station in the organised crime team but the court

heard that by 2011 each of them had significant debt and a gambling

habit. In 2014 they took part in the raids in properties in Swansea

belonging to a suspected drug dealer. The court heard how ?61,000

was found in the safes recovered in the raids. But when members of the

family were not charged and their money was returned the check they

were given amounted to just ?51,000. The jury was told the officers had

stolen the rest of the cash during the course of a money count of the

police station, taking large and bulls of notes. The complaint that

money was missing following raids on the house resulted in an

investigation by the standards unit, the officers were subjected to

a so-called integrity test. Today they were found guilty of further

corruption charges. Look at the lengths we went to to

investigate, how hard we worked with the Crown Prosecution Service to get

a successful prosecution. That demonstrates how far we will go in

identifying and rooting out corruption within the constabulary.

Sentencing both to two years the judge said you demonstrated a

contempt for the Lord you were meant to uphold. She said there was

planning and subterfuge and this was a gross abuse of trust. She said

such corrupt behaviour does untold damage to public confidence in the
