allegations of fraud at this private college in Cardiff - following a | :00:25. | :00:27.
And it's emerged tonight, that Assembly members had been | :00:28. | :00:30.
warned about potential gaps in the regulation of private colleges. | :00:31. | :00:44.

as plans to remove doctor-led maternity services from Glan Clwyd | :00:58. | :00:59.
It's being called "sextortion" - tonight police warn of the growing | :01:00. | :01:06.
number of people here being blackmailed over the internet. | :01:07. | :01:08.

It's been confirmed tonight that police are looking | :01:35. | :01:41.
into an alleged scam exposed by BBC Wales at a college in Cardiff. | :01:42. | :01:44.
In last night's Week In Week Out programme, a student, posing as an | :01:45. | :02:09.
-- undercover reporter posing as a student, was offered a loan based on | :02:10. | :02:12.
to study at the Cardiff campus of West London Vocational and Training | :02:13. | :02:16.
It's also emerged that Assembly members were warned about potential | :02:17. | :02:19.
gaps in the regulation of private colleges around a year ago. | :02:20. | :02:21.
Our political editor Nick Servini has the latest. | :02:22. | :02:27.
Last night BBC Wales revealed how this man was advising a member of | :02:28. | :02:36.
the undercover team to fake a qualification and in the process tap | :02:37. | :02:39.
into Welsh student loans and grants. | :02:40. | :02:56.
to have a Ph.D. From Cambridge. He has now been removed from his | :02:57. | :03:03.
position by the college. The education minister confirmed the | :03:04. | :03:07.
police are now involved. South Wales Police economic crime unit and the | :03:08. | :03:14.
Government counter fraud blanch are now working together in | :03:15. | :03:17.
investigating the allegations of fraud made in the BBC programme. | :03:18. | :03:23.
There are only a handful of private colleges then Wales but the Welsh | :03:24. | :03:28.
Government funds hundreds of students who attend colleges in | :03:29. | :03:33.
England where there has been a huge rise in recent years and a big rise | :03:34. | :03:38.
in the problems associated with them. And concerns in Wales is not | :03:39. | :03:44.
new either. Over a year ago a committee at the Assembly warned | :03:45. | :03:49.
about gaps in their oversight. The response from the Welsh | :03:50. | :03:52.
Government is to force private colleges from next year to have to | :03:53. | :03:57.
register as a charity. Is it enough? One member of the Assembly | :03:58. | :04:03.
committee sees more should be done. The reality of the situation as we | :04:04. | :04:06.
have instances where there have been issues with regard to proper | :04:07. | :04:11.
governance of charities here in the same way that we have issues with | :04:12. | :04:19.
this particular college. There are greater safeguards in place at | :04:20. | :04:24.
universities and further education colleges in Wales, but that is | :04:25. | :04:27.
always concerned that confidence levels could be charged | :04:28. | :04:30.
across-the-board and students miss out. It is bad because we have | :04:31. | :04:38.
wasted resources and we have looted resources to spend on education. -- | :04:39. | :04:52.
we have limited resources. The college owner denies knowing of any | :04:53. | :04:55.
wrongdoing in the recruitment of students to his college. | :04:56. | :05:02.
What has been the response to the developments today? | :05:03. | :05:07.
The Leader of the Opposition kicked things off when he said he was | :05:08. | :05:11.
aghast at the content of the programme. During the course of the | :05:12. | :05:17.
day we became aware of their concerns and more broadly in the | :05:18. | :05:24.
higher education sector in Wales. The education committee were worried | :05:25. | :05:30.
about some of these institutions being squeezed out of a crowded | :05:31. | :05:36.
marketplace. Lots of and answered questions. The officials in Wales | :05:37. | :05:45.
did not want to duplicate the checks and balances that were carried out | :05:46. | :05:48.
because they had been done in England where it had been | :05:49. | :05:52.
registered. Should more have been done? How concerned as the Welsh | :05:53. | :05:56.
Government about the funding of places in England? Very little | :05:57. | :05:59.
information from the Welsh Government other than the statement | :06:00. | :06:06.
that the police are involved. The education minister, two days on the | :06:07. | :06:10.
trot, focusing on this claim that they will have to become charities | :06:11. | :06:14.
in the New Year. There is an acknowledgement from most people but | :06:15. | :06:18.
that will put off organisations potentially taking advantage of the | :06:19. | :06:22.
system, but at the same time concerns about whether it will | :06:23. | :06:25.
really get to the heart of this issue, the falsification of | :06:26. | :06:26.
documents. The debate over UK military action | :06:27. | :06:32.
in Syria is continuing this evening. This is the scene live in the House | :06:33. | :06:35.
of Commons at the moment. More than half of Wales's 25 | :06:36. | :06:38.
Labour MPs will vote against extending air strikes against | :06:39. | :06:42.
Islamic State militants to Syria. The 11 Welsh Conservative MPs are | :06:43. | :06:46.
expected to support the Government, with the three Plaid Cymru MPs | :06:47. | :06:50.
voting against air strikes. Here's our parliamentary | :06:51. | :06:52.
correspondent, David Cornock. It is an issue that divides | :06:53. | :07:08.
politicians and Syrians in Wales. This man cheers the Syrian Welsh | :07:09. | :07:12.
society and worries that it strikes will kill innocent people. -- is | :07:13. | :07:17.
chairman of the Syrian Welsh society. | :07:18. | :07:28.
Isis infiltrated in that region. When the bomb that region civilians | :07:29. | :07:33.
will be killed. But this person does not agree. Now | :07:34. | :07:39.
studying journalism in Cardiff she was forced to flee the Kurdish area | :07:40. | :07:44.
of Syria with her family in 2004. She believes military action is the | :07:45. | :07:49.
only way to tackle Islamic extremists and acknowledges it is a | :07:50. | :07:55.
difficult decision. It is not easy if I say, yes I | :07:56. | :08:01.
agree. But if we look to the fact, what is going on on the ground, I | :08:02. | :08:10.
think with this terrorist group the only efficient way to destroy them | :08:11. | :08:20.
as by air strikes. Among those taking the decision, even MPs mind | :08:21. | :08:23.
is to support the Government had questions for the Prime Minister. | :08:24. | :08:28.
What practical steps will be taken to reduce civilian casualties and | :08:29. | :08:35.
what sort of targets will reduce terrorist operations but a Mac in | :08:36. | :08:40.
terms of the sort of targets we can go after clearly it is the leaders | :08:41. | :08:46.
of this death cult itself. Training camps. Communications hubs. Those | :08:47. | :08:53.
that are plotting against us. One former Cabinet minister said air | :08:54. | :08:55.
strikes would be legal and would make a difference. But in should not | :08:56. | :09:01.
be standing by while our strongest allies benighted States, and France, | :09:02. | :09:07.
which has suffered grievously and recently, bear the greatest lords to | :09:08. | :09:10.
rid the world of this evil organisation. But Plaid Cymru says | :09:11. | :09:14.
diplomacy is a better way of tackling the problem. We are against | :09:15. | :09:20.
the rotary action because the Prime Minister has failed to make the case | :09:21. | :09:24.
not least last night when he said anybody not supporting him was a | :09:25. | :09:30.
terrorist 's advisor. Deep down he is beginning to lose the argument. | :09:31. | :09:34.
But Mr Cameron can expect to lose the vote despite the opposition of | :09:35. | :09:41.
some senior Welsh Labour MPs. I am not a pacifist. There is a place for | :09:42. | :09:44.
a force but I believe you need to have a strategy as to what comes | :09:45. | :09:48.
after any force that is used. You need to know immediately what you | :09:49. | :09:52.
are going to be doing. It is no good saying you will try to bomb some | :09:53. | :09:56.
people out of where they are if you have not got a clue who is then | :09:57. | :10:00.
going to take over. Whatever the results tonight Syrians in Wales | :10:01. | :10:05.
will be watching closely to see what it means for them and their families | :10:06. | :10:07.
back home. David - the debate is now | :10:08. | :10:08.
in it's eighth hour. What will be happening | :10:09. | :10:11.
for the rest of the evening? Stealthily and a half hours to go | :10:12. | :10:18.
before MPs vote on whether Britain should join air strikes on Islamic | :10:19. | :10:25.
State or Daesh targets in Syria. A lot of passionate arguments on both | :10:26. | :10:31.
sides from Welsh MPs as well. On most issues most politicians are now | :10:32. | :10:35.
their own minds. This is different. Matters of war and peace, especially | :10:36. | :10:40.
for Labour MPs, who have been given a free vote, they can both according | :10:41. | :10:45.
to their conscience tonight. I spoke to one who has been up until half | :10:46. | :10:49.
past two in the morning agonising over how to vote and still has not | :10:50. | :10:54.
made up his mind. When the votes are counted tonight I think we will see | :10:55. | :10:59.
Welsh MPs as a whole evenly split probably. More Welsh Labour MPs | :11:00. | :11:03.
voting against totally action than with the Government. We should get | :11:04. | :11:08.
the result at 10:30pm. And we will hear more in the evening bulletin. | :11:09. | :11:14.
Campaigners have welcomed the news that plans to remove doctor-led | :11:15. | :11:16.
maternity services from Glan Clwyd Hospital could be scrapped. | :11:17. | :11:19.
A report has recommended that consultants stay at the three | :11:20. | :11:20.
It had been claimed expectant mothers could be at risk, if they | :11:21. | :11:25.
It was back in February that the Health Board announced a temporary | :11:26. | :11:35.
removal of consultant led care at Glan Clwyd's maternity unit, meaning | :11:36. | :11:38.
that complex deliveries could only be done in Bangor or Wrexham. | :11:39. | :11:42.
That drew an angry response from people who received specialist | :11:43. | :11:44.
care from doctors at Glan Clwyd, more than 1,500 people | :11:45. | :11:46.
She relied on consultants at Glan Clwyd to help deliver three | :11:47. | :11:53.
There is no way they can continue to let things slide like they have. | :11:54. | :12:19.
Their health board needs to have a word with themselves and realise | :12:20. | :12:22.
they cannot continue the way they are. | :12:23. | :12:23.
The shortage of trained gynaecologists here | :12:24. | :12:25.
The board has increased the amount it spends | :12:26. | :12:28.
Dr John Atumonyogo was brought in to fill the gap at Glan Clwyd. | :12:29. | :12:33.
He says he overcame initial reluctance to work here | :12:34. | :12:35.
and thinks that could be a factor hampering recruitment. | :12:36. | :12:37.
If I had left at that time, my impression would have been it is too | :12:38. | :12:45.
far, the train services take too long. But I know the train | :12:46. | :12:53.
schedules. I can go straight to London Euston in three and a half | :12:54. | :12:56.
is not as frightening as it was, spending nine hours coming with all | :12:57. | :13:00.
The Health Board has been placed in special measures by the | :13:01. | :13:03.
Welsh Government after a series of critical reports. | :13:04. | :13:08.
The deputy Health Minister says it is a sign of greater openness and | :13:09. | :13:14.
accountability. A patient watchdog says staffing issues are not being | :13:15. | :13:19.
addressed. To allow them to act in the way they once they have had to | :13:20. | :13:23.
resolve some problems. They have had different ways of managing services | :13:24. | :13:28.
and have recruited some new consultants to fill in the gaps. I | :13:29. | :13:34.
think it is a good thing. The health board says it is aware of the | :13:35. | :13:37.
strength of feeling but that the safety of mothers and babies was | :13:38. | :13:41.
always in supplying concerned. The board will meet next week to | :13:42. | :13:46.
make a final decision on the way forward. It does seem that after one | :13:47. | :13:50.
year in which protesters have shouted objections loudly someone is | :13:51. | :13:51.
listening. The nuclear power station closes | :13:52. | :13:55.
in a month - with around a third And there's another warning | :13:56. | :14:00.
for heavy rain - turning quite wet and windy | :14:01. | :14:06.
at times over the next 24 hours. An inquest has heard that | :14:07. | :14:13.
an unofficial punishment system, that broke army rules, was in place | :14:14. | :14:18.
when a Welsh soldier died in 2006. Gavin Williams, | :14:19. | :14:22.
from Hengoed near Caerphilly, was ordered to do intensive | :14:23. | :14:24.
exercise, but later collapsed Ecstasy was found in his blood | :14:25. | :14:27.
when he died. A sergeant at the time claims | :14:28. | :14:31.
the use of physical punishments was He and two colleagues were cleared | :14:32. | :14:58.
of manslaughter of the death of Gavin Williams in 2008. He had been | :14:59. | :15:03.
ordered to carry out intensive exercise, and an official | :15:04. | :15:08.
punishment. It had been one of the hottest days of the year. An expert | :15:09. | :15:12.
says there was no appreciation of the risk that heat pause. One | :15:13. | :15:16.
corporal said he felt that Gavin Williams had had enough after the | :15:17. | :15:22.
first session of exercise and the sergeants to come for a second | :15:23. | :15:28.
round. Giving evidence from a video link the coroner was told that | :15:29. | :15:33.
physical exercise was used as punishment in the battalion. It was | :15:34. | :15:38.
also a kind of embarrassment for the person to discourage other soldiers | :15:39. | :15:42.
from misbehaving. The problem was the rules of the army said that kind | :15:43. | :15:49.
of action should not happen. It was written down in a document. | :15:50. | :15:56.
The coroner said this was not disciplined, it was a third system. | :15:57. | :16:20.
experience. His persona was designed to intimidate. Giving evidence today | :16:21. | :16:25.
he looked anxious and upset. He broke down several times when | :16:26. | :16:28.
describing what's way Gavin Williams that day. He said lip service was | :16:29. | :16:33.
paid to a new disciplinary system within the army but they all system | :16:34. | :16:35.
of physical punishment still continued. We kept doing what we | :16:36. | :16:41.
were doing because no one told us to stop. He told the mother of Gavin | :16:42. | :16:45.
Williams he was truly deeply sorry for the death of her son. She | :16:46. | :16:51.
responded by simply shaking her head. The inquest continues. | :16:52. | :16:56.
Police are warning that the number of people | :16:57. | :16:59.
in Wales being blackmailed over the internet is growing rapidly. | :17:00. | :17:01.
In the past month alone nine people in North Wales have been threatened | :17:02. | :17:05.
that intimate pictures or videos of them will be posted online unless | :17:06. | :17:08.
One man has spoken anonymously to BBC Wales | :17:09. | :17:15.
after he replied to a friend request from a woman he didn't know | :17:16. | :17:19.
on social media, and ended up being blackmailed for ?6,000. | :17:20. | :17:21.
Criminals across the world using social media to ensnare people | :17:22. | :17:26.
Now one man is sharing his story to warn others. | :17:27. | :17:35.
She looked like a woman from Wales, a white woman with dark hair, | :17:36. | :17:38.
she was extremely attractive, to be honest with you. | :17:39. | :17:41.
He was approached by the woman online. | :17:42. | :17:43.
Soon the conversation became sexual, and he was encouraged to | :17:44. | :17:49.
The next morning, he was contacted again. | :17:50. | :17:52.
"I've got something to show you," she said. | :17:53. | :17:55.
Then I saw myself, and she said, "I'm going to put this on Facebook | :17:56. | :18:02.
"and say you've been stripping off in front of an eight-year-old girl. | :18:03. | :18:06.
"If I don't get ?6,000 from you, I'm going to go ahead | :18:07. | :18:09.
North Wales Police say this type of crime is growing fast. | :18:10. | :18:15.
Since we've been in post, since December, | :18:16. | :18:20.
we've seen a growth of 25 instances recorded since April alone, | :18:21. | :18:23.
and only in the last month, we've seen a growth now of nine instances | :18:24. | :18:26.
The age range is between 14 and 65, so the age range is concerning. | :18:27. | :18:41.
This man runs a group that helps with victims of online scams. Often | :18:42. | :18:50.
the woman at the other end is not even real that computer-generated. | :18:51. | :18:58.
There is something you can use that as a virtual film basically, that | :18:59. | :19:05.
has buttons you can press. If you were talking to me and you said, | :19:06. | :19:11.
prove you are a real, hauled up three fingers, that would be | :19:12. | :19:12.
possible. The man who spoke to us didn't pay, | :19:13. | :19:18.
and his video was posted online. It was a horrible feeling to know | :19:19. | :19:21.
that somebody had done such a thing. I was quite disappointed | :19:22. | :19:24.
with myself as well, that it had got out, | :19:25. | :19:27.
and that people had seen it. Police believe | :19:28. | :19:29.
the people who targeted him were from the Ivory Coast, and say | :19:30. | :19:31.
what they can do in such cases is limited because the criminals can | :19:32. | :19:34.
be anywhere in the world. The Chief Executive | :19:35. | :19:39.
of S4C has told BBC Wales that the Welsh language channel remains | :19:40. | :19:42.
fully committed to plans for a new headquarters in Carmarthen, despite | :19:43. | :19:45.
a ?1.7 million cut in its budget. These are the first images | :19:46. | :19:47.
of what it could look like. It's hoped around 55 posts will move | :19:48. | :19:50.
from Cardiff to Carmarthen - and Ian Jones says it'll be cheaper | :19:51. | :19:53.
to run the channel from West Wales. It's been confirmed Wylfa nuclear | :19:54. | :20:02.
power station on Anglesey will stop producing electricity on the 30th | :20:03. | :20:05.
of December. More than 500 people work there, | :20:06. | :20:07.
and around a third will lose their The plant's closure will, for now, | :20:08. | :20:12.
bring to Our reporter Roger Pinney has had | :20:13. | :20:16.
exclusive access to the site. Everyone knew this was coming. It | :20:17. | :20:32.
was simply a matter of when. Wylfa's life had already been | :20:33. | :20:35.
extended past its original closure date. The branch manager says it has | :20:36. | :20:37.
more than done its job. Over the years, it's generated 232 | :20:38. | :20:41.
terawatt hours of electricity. It is like saying if you could | :20:42. | :20:45.
produce it all at one time, you could supply the whole of | :20:46. | :20:49.
the UK for two thirds of the year. It is that amount of electricity. | :20:50. | :20:53.
So, fantastic. In two years' time work on the Wylfa | :20:54. | :21:07.
power station... The official opening was in 1971. | :21:08. | :21:16.
Access here is highly restricted. What you can see down there is the | :21:17. | :21:22.
top of the reactor core. The radioactive fuel elements are 30 or | :21:23. | :21:28.
below that again. That is what will be switched off at the end of the | :21:29. | :21:32.
month. As Wylfa as Wylfa is concerned it is not the end of the | :21:33. | :21:35.
story. It will take three years to remove the fuel, ten years before | :21:36. | :21:41.
the site can be put in what is called a care and maintenance state. | :21:42. | :21:46.
This person was there on the opening day. When I left school nuclear | :21:47. | :21:53.
power was in its infancy. Having been here at this long I have seen | :21:54. | :22:00.
it develop. Hopefully there will be a new reactor designed and built. | :22:01. | :22:05.
But not everyone shares that faith in nuclear power. Throughout its | :22:06. | :22:10.
life Wylfa has attracted protests. These days critics oppose plans for | :22:11. | :22:17.
a replacement. Inside they insist safety is | :22:18. | :22:21.
paramount. Everyone and everything leaving the area closest to the | :22:22. | :22:25.
reactor is scanned for radiation. The decade-long decommissioning | :22:26. | :22:30.
programme means some jobs will remain. But this is an uncertain | :22:31. | :22:37.
time for workers. It will be a sad day when the turbines are shut down | :22:38. | :22:44.
for the final time. It is a worrying time. Hopefully we can continue what | :22:45. | :22:50.
we are doing and close down the station in a safe manner. I am sure | :22:51. | :22:54.
there are plenty of opportunities out there that I can take on board | :22:55. | :22:57.
with the skill set I have developed over the years. In end of an user | :22:58. | :23:04.
but it will take up to 80 years before radiation levels are low | :23:05. | :23:08.
enough to clear the site. These familiar structures will continue to | :23:09. | :23:11.
dominate the skyline here for some time yet. | :23:12. | :23:15.
The BBC Cymru Wales Sports Personality | :23:16. | :23:16.
of the Year will be announced next Monday at the Wales Sport Awards. | :23:17. | :23:19.
All this week, we're looking at the nominees. | :23:20. | :23:21.
Today it's the turn of Aled Sion Davies and Jade Jones. | :23:22. | :23:32.
Aled Sion Davies has enjoyed another world-class year. But it was not | :23:33. | :23:40.
plain sailing in 2015. 11 weeks after a hernia operation he was | :23:41. | :23:48.
adding more world records. Proving that when there is medals to be one | :23:49. | :23:56.
he is never far away. There is a hint of the Olympics in | :23:57. | :24:01.
the here and Jade Jones, known as the headhunters throughout | :24:02. | :24:05.
Taekwondo, is back in business. She has spent the year getting back to | :24:06. | :24:12.
fitness. Autumn grand pre-success and a | :24:13. | :24:15.
victory in front of all fans in Manchester. Jade Jones is back in | :24:16. | :24:22.
time. To vote for your favourite sports personality contacts... | :24:23. | :25:13.
Let's see what's in store for us on the weather front. | :25:14. | :25:15.
It is turning wet and windy at times over the next 24 hours. The Met | :25:16. | :25:26.
office has an ongoing warning in place. This band of rain will spread | :25:27. | :25:36.
north and eastwards across Wales. Winds will delight. Tomorrow this | :25:37. | :25:46.
waving weather front makes timing of the been tricky it clears away on | :25:47. | :25:52.
Thursday. Tomorrow might start try in the south and east. That band of | :25:53. | :25:57.
rain slowly moving. It will gradually move back south eastwards. | :25:58. | :26:04.
Brisk winds from the south bringing relatively warm beer. Tomorrow night | :26:05. | :26:17.
that rain will clear away. Despite the mild day because it is a cold | :26:18. | :26:29.
front the ear turns calls behind it. We keep that fresher feel on Friday. | :26:30. | :26:35.
Sunny spells. Turning cloudier and windier later in the day. Friday's | :26:36. | :26:45.
sunshine will not last. The next weather system in from the Atlantic | :26:46. | :26:52.
overnight into Saturday. Saturday might start dry in east. Further | :26:53. | :26:56.
rain and deals will spread south eastwards. And settles. The detail | :26:57. | :27:10.
is sketchy. It could be dry for a time on Sunday that with more rain | :27:11. | :27:14.
later in the day. Next weather over the next few days. Rain over the | :27:15. | :27:19.
next 24 hours. Brighter on Friday. Unsettled at the weekend. | :27:20. | :27:27.
The main news again tonight. MPs have been debating air strikes | :27:28. | :27:32.
against Islamic State militants in Syria. The result of the vote is | :27:33. | :27:38.
expected after 10:30pm tonight. We will be back at eight o'clock and | :27:39. | :27:46.
again after half past ten. Goodbye. | :27:47. | :27:48. |
