Keith Hughes is jailed for life; he strangled his fiance and left her

:00:11.:00:17.

And an expert on Obsessive Compulsive Disorder says

:00:18.:00:21.

patients here are suffering because of "woefully inadequate" services.

:00:22.:00:32.

A man from Swansea has been jailed for life, after strangling his

:00:33.:00:36.

Keith Hughes attacked Stacey Gwilym as they walked on the

:00:37.:00:42.

He then tried to hide her body in undergrowth.

:00:43.:00:46.

On the surface they were the happy couple, but this was a deeply

:00:47.:00:59.

troubled relationship. Keith Hughes and Stacy Gwylim had been together

:01:00.:01:02.

before, but in 2013 he was jailed for more than three years after

:01:03.:01:06.

attacking her. When he was released, they got engaged, but the

:01:07.:01:09.

relationship broke down again. Hughes begged for her to go for a

:01:10.:01:14.

walk on the Gower to persuade her to get back with him. It was in July

:01:15.:01:20.

earlier this year when Keith and Stacy walked along this coastal

:01:21.:01:26.

path. They started arguing and, when things became heated, Hughes

:01:27.:01:30.

strangled Stacy. When she became unconscious, he tried to hide her

:01:31.:01:34.

body off the path, using leaves and branches to cover it. He then took

:01:35.:01:38.

her car keys and bank card and left her for dead. When she came to, she

:01:39.:01:44.

crawled out of the undergrowth. She was taken to hospital where she was

:01:45.:01:48.

put in a medically induced coma for 14 days. She still walks with a

:01:49.:01:52.

stick and doesn't know if she'll ever recover.

:01:53.:01:55.

In court today, a victim impact statement was read out on her

:01:56.:02:00.

behalf. Her words are read by a BBC journalist. I think a part of me did

:02:01.:02:06.

die out on that coastal path. When I woke, I couldn't speak or eat and

:02:07.:02:10.

was very weak. I have constant flashbacks and panic attacks and

:02:11.:02:13.

have become extremely withdrawn and quiet. I will never fully trust a

:02:14.:02:20.

man again. Stacy wasn't in court but her family left after hearing the

judge describe the person who beat their loved one as a man with a

:02:24.:02:30.

volcanic temper. On sentencing, the judge said he considered this such a

:02:31.:02:34.

serious offence that life imprisonment was appropriate. Keith

Hughes will serve eight-and-a-half years in jail before he's even

:02:38.:02:41.

considered for release. The judge said, that will only happen if he

:02:42.:02:45.

proves himself to no longer be a danger to the public or any future

partners. Cardiff Council is planning to

:02:48.:02:50.

increase the cost of school meals by 10p, cut arts funding,

:02:51.:02:52.

and put up council tax by 4.5% The local authority, the largest

out to consultation. The Vice-Chancellor of

:03:05.:03:09.

Aberystwyth University has announced she'll step down next July

:03:10.:03:12.

after five years at the helm. During her tenure,

:03:13.:03:15.

April McMahon refuted allegations that the university was being run

"like a dictatorship" following She says she's immensely proud

:03:20.:03:23.

of the work she has done there. The relative of a woman who was

:03:24.:03:29.

imprisoned by her own father, Aravindan Balakrishnan, has said

:03:30.:03:33.

she feels hatred towards him. Eleri Morgan was a cousin

:03:34.:03:37.

of the victim's mother, Sian Davies from Tregaron who was a follower

:03:38.:03:40.

of his cult for two decades. Ms Morgan has told BBC Wales that

:03:41.:03:45.

she believes Balakrishnan forbade any contact between Sian,

:03:46.:03:50.

and her family in Ceredigion, Bal-krishnan was convicted today

:03:51.:03:54.

of a string of sexual assaults. Out of the blue in July of 96, she

:03:55.:04:13.

rang me and I was not sure to begin with, I was shocked. She said it was

:04:14.:04:20.

Sian and I happen to know a few and she told me it was her cousin. We

:04:21.:04:25.

spoke for a while and I thought, keep her talking, she wanted to find

:04:26.:04:31.

out about the family. I did ask where are you and she wouldn't say.

:04:32.:04:37.

I said can we meet somewhere neutral for a cup of tea or something and

:04:38.:04:41.

she said she'd ring me back and she never did. I think it was the

:04:42.:04:49.

beginning of her wanting to come back to the family really.

:04:50.:04:52.

It's a condition which affects around 1 in 50 people.

:04:53.:04:54.

But a mental health expert in Obsessive Compulsive Disorder

:04:55.:04:57.

says patients in Wales are suffering unnecessarily,

:04:58.:05:01.

Professor Paul Salkofskis, who leads a specialist unit

:05:02.:05:07.

in Bristol, has described provision here as "woefully inadequate".

:05:08.:05:09.

The Welsh Government says it expects all Welsh health boards to be able

:05:10.:05:12.

to offer appropriate care, as Caroline Evans reports.

:05:13.:05:16.

It's an anxiety related condition sometimes aserviated with compulsive

:05:17.:05:23.

cleaning. A mental health problem regarded as relatively common, but

:05:24.:05:28.

it can be extreme. John Lewis's daughter is 26. She's a prisoner to

:05:29.:05:37.

the illness in terms of her whole day more or less is spent either

:05:38.:05:46.

preparing, cleaning, in readiness for eating or cleaning herself. The

:05:47.:05:53.

BBC recently won an award from the mental health charity MIND for its

:05:54.:05:57.

portrayal of the condition. With around 2% of the population said to

:05:58.:06:02.

be affected by it, one expert from England is warning patients in Wales

:06:03.:06:07.

are being let down. It concerns me we are seeing patients who, with

:06:08.:06:12.

much more rudimentary type of treatment than we are offering,

:06:13.:06:15.

would have resolved the problems before they got to us are being

:06:16.:06:20.

missed. I'm seeing that more with Welsh patients than with patients

:06:21.:06:25.

from Scotland, Ireland and England. The Welsh Government says ?600

:06:26.:06:29.

million a year is being spent on mental health and expects all Welsh

:06:30.:06:32.

health boards and mental Health Service providers to be able to

:06:33.:06:36.

offer appropriate interventions. Four of the seven Welsh health

:06:37.:06:41.

boards who commented to the BBC told us they do employ experts to deal

:06:42.:06:44.

with a number of conditions, including OCD. In the drama, the

:06:45.:06:57.

patient does learn to live with the condition. Manon's father is

:06:58.:07:06.

considering paying for his daughter's treatment privately.

:07:07.:07:08.

Wales' players and the FA of Wales are in talks to resolve

:07:09.:07:11.

a dispute over bonuses for qualifying for Euro 2016.

:07:12.:07:14.

It's understood that before the campaign, the FAW offered the squad

:07:15.:07:16.

a seven-figure bonus but, after qualification, the offer was lower.

:07:17.:07:20.

BBC Wales Sport has learned a group of senior players, including Gareth

:07:21.:07:23.

The FAW insists there's no dispute and such talks are commonplace.

:07:24.:07:28.

Rugby; Cardiff Blues have beaten Pro 12 leaders Connacht 20-16 to claim

:07:29.:07:34.

only their second league win of the season at the Arms Park, with

:07:35.:07:38.

A Flintshire man has taken part in the first wheelchair match. He lost

:07:39.:07:54.

his fight against Paul Robinson by three points.

:07:55.:07:56.

Now, Scottish Power says they're working to restore supplies to

:07:57.:07:59.

around three hundred customers who are without power in North Wales

:08:00.:08:03.

tonight, mainly in the Conwy and Corwen areas, after suspected

:08:04.:08:07.

And this wind and rain doesn't seem to be going anywhere, does it Benny?

:08:08.:08:17.

We have had gusts of up to 84mph in some areas and those winds continue

:08:18.:08:23.

into tomorrow. Through tonight, the rain is heavy

:08:24.:08:32.

at times across North Wales, the potential for flooding is there. We

:08:33.:08:36.

have strong to gale force winds to go with it which could bring down

:08:37.:08:44.

some trees or power lines with it. A mild night, temperatures ranging

:08:45.:08:49.

between nine to 12, associated with a storm bringing much of the wet and

:08:50.:08:53.

windy weather to the northern parts of the British Isles. We have a bit

:08:54.:08:57.

sneaking into North Wales. First thing tomorrow, it's a wet start,

:08:58.:09:03.

the rain will ease, the strong winds continuing, gales or severe gales

:09:04.:09:07.

possible. There is a warning for the wind and rain. Further south and

:09:08.:09:10.

east, drier with limited amounts of brightness. Much of the wet weather

:09:11.:09:15.

across Scotland, Northern Ireland, northern parts of England, further

:09:16.:09:19.

south and east drier but cloudy, temperatures ranging from seven to

:09:20.:09:23.

12. Here in Wales tomorrow afternoon, rain continuing across

:09:24.:09:26.

Anglesey and the north coast. Further south and east drier,

:09:27.:09:29.

temperatures on the mild side for the time of year between 11 to 12.

:09:30.:09:34.

Strong winds continuing into tomorrow night with a band of

:09:35.:09:37.

persistent rain spreading south and east. It's another mild night into

:09:38.:09:42.

the early hours of Sunday. Good news, the winds ease a bit on

:09:43.:09:46.

Sunday, the rain bands clear. Some brightness, then by the evening more

:09:47.:09:49.

rain spreading up from the south. That's the forecast.

:09:50.:09:50.

Our next update will be at 6.30 tomorrow evening.

:09:51.:09:52.

But that's Wales Today, from all of us here good night.
