Hospitals across the country are facing unprecedented demand -

:00:07.:00:10.

health boards urge people not to attend A unless they really

:00:11.:00:13.

And it's the biggest expansion of Cardiff in a century.

:00:14.:00:16.

The controversial plan to build 20,000 new homes is approved.

:00:17.:00:36.

Hospitals across the country are under severe or extreme pressure

:00:37.:00:40.

Demand from patients has surged after christmas,

:00:41.:00:45.

especially for ambulances, GP out of hours clinics,

:00:46.:00:47.

Some health boards are asking patients not to attend Accident

:00:48.:00:54.

and Emergency unless they really need to.

:00:55.:00:56.

This lady has been rushed to A after

:00:57.:01:06.

Not all patients arrive at A by ambulance but for those

:01:07.:01:16.

do, they take a very short journey into this room where paramedics

:01:17.:01:19.

and hospital staff discuss the condition of each incoming

:01:20.:01:21.

patients before the handover is complete.

:01:22.:01:23.

This is an everyday scenario at this hospital

:01:24.:01:26.

for staff here and at other departments around Wales,

:01:27.:01:38.

the workload can be much greater.

:01:39.:01:39.

It is an extremely challenging time for the hospital and this week has

:01:40.:01:42.

We've had a higher number of medical emergency

:01:43.:01:46.

That has put pressure on the whole of the hospital,

:01:47.:01:50.

stopped patients being able to move through hospital properly

:01:51.:01:52.

and that is translated into pieces being unable to get through the A

:01:53.:01:56.

Some of the six health boards are reporting severe

:01:57.:01:59.

Prince Charles Hospital is under extreme pressure.

:02:00.:02:02.

It's a similar situation at the Royal Gwent in south-east

:02:03.:02:06.

Wales and at Wrexham Maelor and Glan Clwyd Hospital

:02:07.:02:08.

Ysbyty Gwynedd says it is facing severe pressure.

:02:09.:02:14.

The rest of the hospitals in Wales have now been given a model

:02:15.:02:19.

Last month, the man in charge of the NHS in Wales said in order

:02:20.:02:24.

to deal with increased winter pressure the plan is in place

:02:25.:02:26.

to reduce admissions and to improve support for patients to go home

:02:27.:02:29.

According to the Welsh government, between 2014 and 2015,

:02:30.:02:39.

70%-80% of patients were not admitted for ongoing treatment.

:02:40.:02:41.

Any could be seen by a GP run at the health settings are stuck

:02:42.:02:45.

at NHS Direct Wales, the happy but the the phone was sort

:02:46.:02:48.

It is a way of avoiding sending people to A

:02:49.:02:58.

Patients often don't need to go to A

:02:59.:03:01.

But by having a nurse advice they can be directed to the right

:03:02.:03:04.

People are being encouraged to help ease the strain on doctors

:03:05.:03:10.

If they've got flu like symptoms, particularly colds, sickness

:03:11.:03:21.

and diarrhoea, upset tummies are quite common at this time

:03:22.:03:23.

of year particularly so we can help with all those symptoms.

:03:24.:03:29.

Staff here at Morriston deal with a high number of patients,

:03:30.:03:34.

it is hoped pressure will ease in the coming days.

:03:35.:03:36.

The Labour MP for Cardiff South and Penarth has resigned as a shadow

:03:37.:03:39.

During a live BBC TV interview this lunchtime,

:03:40.:03:42.

Stephen Doughty said he quit in protest at the way leader,

:03:43.:03:45.

Jeremy Corbyn, sacked one of his colleagues in a reshuffle.

:03:46.:03:55.

to was the honourable thing to do because I would have said some more

:03:56.:04:02.

things to Pat McFadden said about terrorism, not least because of the

:04:03.:04:06.

experience in my constituency. These are serious matters and not things

:04:07.:04:10.

to be taken lightly and the honourable thing was to stand aside.

:04:11.:04:12.

A man has been arrested on suspicion of murder following the discovery

:04:13.:04:15.

Police were called to Thomas Street, in Briton Ferry, just

:04:16.:04:19.

The body, which was found in a lane behind the street,

:04:20.:04:22.

A 17-year-old boy has been arrested following a crash which killed two

:04:23.:04:26.

17-year-old Connor Williams and 18-year-old Conor Tiley,

:04:27.:04:29.

both from the Aberbargoed area, died on Sunday, after a crash

:04:30.:04:32.

It's the biggest expansion of Cardiff in a century.

:04:33.:04:40.

Tonight, a controversial plan that will pave the way for around 20,000

:04:41.:04:43.

new homes in the city, over the next decade

:04:44.:04:45.

The council says there's a shortage of housing.

:04:46.:04:53.

Opponents argue the city's roads won't be able to cope.

:04:54.:04:55.

Here's our Political Editor, Nick Servini.

:04:56.:05:01.

The last time Cardiff expanded on this scale,

:05:02.:05:04.

it was boomtime for the coal industry.

:05:05.:05:06.

Today it is the largest coal exporter in the world.

:05:07.:05:09.

It may be a different era now but the levels

:05:10.:05:11.

In the 20 years up to 2026, Cardiff's operation is forecast

:05:12.:05:22.

to rise by 22%. -- population.

:05:23.:05:24.

The city's population is young, helping to fuel growth.

:05:25.:05:30.

In the 1980s it was less than 50 people a year,

:05:31.:05:37.

but that jumped to 400 a year in the 1990s,

:05:38.:05:39.

Can the city's infrastructure cope with so many extra people?

:05:40.:05:45.

When the development starts to come forward we will make sure

:05:46.:05:48.

the schools, the infrastructure which is the transport

:05:49.:05:50.

The community centres will be in place and many of the other

:05:51.:05:56.

Completing the local government plan has been a long

:05:57.:06:02.

After years in which development was largely based around flats

:06:03.:06:06.

in the city, the ruling Labour group has opened up swathes of greenfield

:06:07.:06:10.

sites for thousands of homes in the north-western

:06:11.:06:13.

What happens to land close to me will clearly have a big implication

:06:14.:06:27.

for those already living in the city but that is an age-old

:06:28.:06:30.

and wider question for those who don't.

:06:31.:06:35.

Does a larger Cardiff simply suck in the resources and talents

:06:36.:06:38.

Or does the rest of the country benefit from having

:06:39.:06:42.

Roger is a retired planner and an opponents to the expansion.

:06:43.:06:45.

He believes the main impact in the wider area will be

:06:46.:06:48.

on the 80,000 people who commute into Cardiff every day.

:06:49.:06:51.

Unfortunately, most of the development is planned

:06:52.:06:57.

in areas where people travel around in cars.

:06:58.:07:00.

Public transport here isn't very good.

:07:01.:07:13.

As opposed to the development in the last 15 years which was mainly in

:07:14.:07:18.

the centre of Cardiff where transport links are good.

:07:19.:07:20.

One group that be happy will be builders.

:07:21.:07:22.

We are told they are queueing up for the chance to develop valuable

:07:23.:07:25.

sites that for years have been closed off to them.

:07:26.:07:27.

Some sports news for you now and Dolgellau's Martin Phillips has

:07:28.:07:31.

failed to book a place in the quarter finals of the BDO

:07:32.:07:34.

He lost 4-1 to Dennis Harbour at the Lakeside this evening.

:07:35.:07:38.

Earlier, Jim Williams from Presteigne narrowly lost out

:07:39.:07:40.

He was beaten 4 sets to 3 by Wesley Harms

:07:41.:07:44.

Time for a look at the weather forecast.

:07:45.:07:50.

Derek's here and this brief respite from the rain isn't

:07:51.:07:52.

The next batch of rain has moved on from the Atlantic during this

:07:53.:08:03.

evening and we have a Met Office yellow warning and force which means

:08:04.:08:08.

be a way of heavy rainfall for Southern counties, another 15-25

:08:09.:08:14.

millimetres expected. The rain continues to spread north-east words

:08:15.:08:18.

what some heavy bursts accompanied by strong and gusty south-easterly

:08:19.:08:24.

winds, up to 50 mph. Later in the night it should the south-west. Then

:08:25.:08:29.

tomorrow it is an an improving story with rain clearing in the morning

:08:30.:08:33.

and then it will brighten up and we will see some sunshine but also a

:08:34.:08:37.

few showers, even some flakes of snow. The brisk westerly wind will

:08:38.:08:44.

make it feel chilly. Across the rest of the UK, most of the early on in

:08:45.:08:47.

the north, some heavy rain in north-east Scotland, an amber

:08:48.:08:53.

warning in force, and snow on the hills and mountains. Brightening up.

:08:54.:09:00.

Only five Celsius in Belfast, 11 in London. Bright and breezy in Wales

:09:01.:09:04.

tomorrow afternoon but in a lot of places dry with spells of sunshine

:09:05.:09:09.

and the chilly winds from the West, only seven Celsius in Aberystwyth.

:09:10.:09:14.

Much of the country dry and clear and cold wet ground frost and more

:09:15.:09:19.

rain and showers later in the night, heavy in places with snow on the

:09:20.:09:23.

hills and mountains. That will clear the way on Friday and then back to

:09:24.:09:27.

square one. Scattered showers heavily in places and feeling

:09:28.:09:31.

chilly. The weekend very mixed with more rain and showers, hail and

:09:32.:09:37.

thunder possible. Some dry and bright spells possible and all

:09:38.:09:42.

change next week, turning much colder, Arctic winds heading our way

:09:43.:09:46.

but dire than recently with a few wintry showers.

:09:47.:09:48.

We're back with updates in breakfast from 6am tomorrow morning.

:09:49.:09:50.

From me, Derek, and everyone on the late team, enjoy the rest

:09:51.:09:55.
