Flooding - and why we could be in for worse | :00:51. | :00:54.
than planned for, because we're looking at the wrong | :00:55. | :00:56.

And how this four-year-old boy came to the rescue | :01:00. | :01:02.
The plan was intended to bring power over your income tax, | :01:03. | :01:14.
energy projects and how we run elections closer to Wales - | :01:15. | :01:16.
but tonight there's been a major U-turn from the UK Government over | :01:17. | :01:20.
It follows claims from all sides that the draft law was confusing - | :01:21. | :01:26.
and could end up leaving Welsh ministers with fewer powers, | :01:27. | :01:30.
Today's climbdown from the Conservative Welsh Secretary has | :01:31. | :01:34.
been welcomed as our Political Editor Nick | :01:35. | :01:36.
They say a week is a long time in politics. So what about a year? | :01:37. | :01:50.
David Cameron with his then deputy Nick Clegg at what was then called | :01:51. | :01:55.
the millennium Stadium. They set out details of the Saint David's pay | :01:56. | :01:58.
agreement, to devolve to the Palace to Wales. Fast forward and after | :01:59. | :02:03.
months of criticism and a series of reports, and a process that appears | :02:04. | :02:07.
to be heading on a collision course, and we have an attempt at a | :02:08. | :02:11.
breakthrough. So, what's it all about? Until now, it has been | :02:12. | :02:15.
assumed that power lies with the UK,, unless it's in devolved areas | :02:16. | :02:20.
like health and education. This has led to confusion at times and legal | :02:21. | :02:26.
battles over who is responsible for what. So, the decision was made with | :02:27. | :02:31.
the process, make a list of powers held in Westminster, such as | :02:32. | :02:36.
policing, defence and benefits -and assume that if anything isn't on | :02:37. | :02:42.
your list, the power lies in Cardiff Bay. The problem is that the list of | :02:43. | :02:46.
around 260 so-called reserve powers, including areas like road signs and | :02:47. | :02:51.
street trading, was considered too long. Then as the war-making carried | :02:52. | :02:59.
out in the assembly. In order to enforce the legislation, there are | :03:00. | :03:02.
times that has to change the criminal law and, in order to do | :03:03. | :03:05.
that, it would have had to pass what was going to be called a necessity | :03:06. | :03:10.
test. Critics said it was unworkable. This morning, in Cardiff | :03:11. | :03:17.
Bay, a major climb-down from Stephen Crabb as he set out plans to reduce | :03:18. | :03:23.
the list of powers set out to Westminster and abandon the | :03:24. | :03:25.
necessity test. They also set up a working group to look at what he | :03:26. | :03:30.
called distinct arrangements for Wales' growing body of law. I was | :03:31. | :03:37.
listening all along and I have been taking on board the valid and | :03:38. | :03:40.
legitimate criticisms people have made. I think the changes announced | :03:41. | :03:45.
today the right thing to do. It's been 20 time frame to introduce | :03:46. | :03:51.
yield time legislation will be a few months. Cameron Jones said there is | :03:52. | :03:55.
now the opportunity to repair the damage done by a flawed process and | :03:56. | :04:01.
produce a full, meaningful piece of legislation. The changes were also | :04:02. | :04:04.
welcomed by some political experts who had been critical of the | :04:05. | :04:09.
original proposed legislation. In terms of people's everyday life, you | :04:10. | :04:13.
don't really want to be having a debate on the constitution every | :04:14. | :04:16.
three or four years. You want the rules of the game to be workable and | :04:17. | :04:21.
stable. We haven't had that. I think there is now more hope that region | :04:22. | :04:26.
towards that. Not quite back to the drawing board, but still a long way | :04:27. | :04:32.
off. No one said he process will be easy but there is more of a cancer | :04:33. | :04:38.
night for the decor to be broken. -- chance tonight for the deadlock to | :04:39. | :04:40.
be broken. Very. But hey, welcome to the world | :04:41. | :04:53.
of politics. This will provide a backdrop to the next Welsh | :04:54. | :04:57.
Government progresses after the elections in May. Those who are sick | :04:58. | :05:02.
to death of the constitutional debate, those even accept that there | :05:03. | :05:07.
is a chance to put the issue to bed for a substantial period of time. | :05:08. | :05:09.
The key question is whether the political agreement can be agreed. | :05:10. | :05:15.
There was a big moment arrived at yesterday behind the scenes when a | :05:16. | :05:18.
pig committee of MPs was added to the critics. Former presiding | :05:19. | :05:28.
officer was, Lord Elsdon 's the... Said it was the worst attempt he had | :05:29. | :05:34.
ever seen. Carwyn Jones said he introduced the prospect of an | :05:35. | :05:39.
English veto on Welsh laws. There was no shortage of criticism and | :05:40. | :05:42.
things got really strange. Just a couple of months ago, Stephen Crabb | :05:43. | :05:49.
was refusing to budge and introduced a pause to proceedings. He has now | :05:50. | :05:53.
made significant concessions. He has made movement on this after | :05:54. | :05:57.
listening and he will be looking for a similar element of goodwill from | :05:58. | :06:01.
opposition parties and in need from river forms the next Government in | :06:02. | :06:08.
May. Thank you. Now, the rest of the day's news. | :06:09. | :06:10.
The number of vacancies for doctors in the Welsh NHS has risen over | :06:11. | :06:13.
the last year - that's according to new figures obtained by the BBC. | :06:14. | :06:16.
for hospital doctors in Welsh Health Boards | :06:17. | :06:21.
at the beginning of December - a vacancy rate of 7.8% - | :06:22. | :06:24.
which is slightly higher than the average accross England, | :06:25. | :06:27.
And the BMA in Wales warns that too much is being spent on employing | :06:28. | :06:32.
If we used a fraction of the money that we are using on agency locums, | :06:33. | :06:40.
in order to make working in Wales more attractive for normal posts, | :06:41. | :06:44.
I'm sure we would make much more significant progress. | :06:45. | :06:47.
Let's have a word with our health correspondent Owain Clarke. | :06:48. | :06:50.
So, how big a problem is medical recruitment in Wales? | :06:51. | :06:58.
Well, there are shortages everywhere. I know in Scotland they | :06:59. | :07:06.
have them too. I think it is fair to say that the impact can be more | :07:07. | :07:10.
severe in Wales. If you think about sustaining services across rural | :07:11. | :07:16.
communities and generally serving a population that is older and poorer | :07:17. | :07:21.
than the rest of the UK. Why is it a problem any Thursday? Part of the | :07:22. | :07:24.
reason is, if you're competing for a UK supply of new doctors, let's face | :07:25. | :07:30.
it, Wales isn't normally be first choice of many doctors. They tend to | :07:31. | :07:35.
gravitate towards the cities, bigger hospitals. There are also concerned | :07:36. | :07:37.
that health boards have been planning well enough for the future | :07:38. | :07:44.
and the recent bad publicity of the NHS is unlikely to help. We're not | :07:45. | :07:47.
talking only as these figures show about the shortage of hospital | :07:48. | :07:51.
doctors, we are also talking about a shortage of GPs in many communities. | :07:52. | :07:57.
There was proximity of a surgery being taken over by a health board. | :07:58. | :08:02.
How do we solve this? We know we have been recruiting from abroad. | :08:03. | :08:06.
There is a PR campaign to installing the virtues of Wales as a place to | :08:07. | :08:10.
live. The political parties each have their own ideas in the run-up | :08:11. | :08:15.
to the election. What is clear is that it will be solved overnight. It | :08:16. | :08:19.
takes six years to train a doctor. One positive is that the shortage of | :08:20. | :08:25.
nurses is less severe here, although many would argue we need more of | :08:26. | :08:27.
them too. Thank you. The tumble dryer company Whirlpool | :08:28. | :08:29.
has been ordered to supply information to an inquest about any | :08:30. | :08:31.
fires related to one of its models. and Doug McTavish, who was 39, | :08:32. | :08:34.
died after a fire at their flat An investigation found that the fire | :08:35. | :08:39.
started in a tumble dryer. Anglesey council tax | :08:40. | :08:48.
payers are facing a 3.5% increase in their bills - | :08:49. | :08:50.
as the local authority attempts to save ?3 million over | :08:51. | :08:53.
the next financial year. The council leader says bills | :08:54. | :08:55.
on the island will still be A final decision will be | :08:56. | :08:58.
made next month. BBC Wales can reveal that more | :08:59. | :09:11.
than ?200,000 has been spent by the Welsh Government | :09:12. | :09:15.
defending itself against claims of infringing copyright over its use | :09:16. | :09:17.
of photographs of Dylan Thomas. The pictures show the poet | :09:18. | :09:20.
as a young man with his wife, Let's talk to our arts and media | :09:21. | :09:23.
correspondent Huw Thomas The costs cover two | :09:24. | :09:32.
years of court cases? Yes. Cases in America, Ireland and | :09:33. | :09:47.
also in the Netherlands. They are also far unresolved. All brought by | :09:48. | :09:51.
an Irish company called palpable star media. This company is the | :09:52. | :09:57.
suing -- pursuing the Welsh Government for these photos. The | :09:58. | :10:03.
photos themselves show him and his wife not long after they were | :10:04. | :10:08.
married. Now, between July 2014 and the 1st of February this year, the | :10:09. | :10:12.
governments spent more than ?200,000 defending these claims of copyright | :10:13. | :10:18.
infringement. Pablo Star media has also brought a number of claims | :10:19. | :10:22.
against individuals and organisations and its managing | :10:23. | :10:25.
director told a court in Dublin last night that it had already been | :10:26. | :10:29.
awarded some 35,000 euros in damages, around ?27,000, are from | :10:30. | :10:35.
those other claims. In Dublin last month, one of the claims against the | :10:36. | :10:38.
Welsh Government was thrown out on the grounds that that court was in | :10:39. | :10:43.
the right place to hear case. The company will appeal the decision. | :10:44. | :10:45.
You've been getting reaction from both sides in this dispute? | :10:46. | :10:50.
Yes, the Welsh Government said it will rebuff us to defend all the | :10:51. | :10:54.
claims against it and it won't hesitate to seek to re-coop the | :10:55. | :10:59.
costs if it is successful. Haydn Price from published media told me | :11:00. | :11:05.
that it was a scandal that the Government had spent this much money | :11:06. | :11:09.
defending what he called a valid claim. He wouldn't say what level of | :11:10. | :11:13.
damages he was seeking from the Welsh Government. He did say the | :11:14. | :11:17.
Welsh Government could settle for far less than at marked and | :11:18. | :11:21.
invitingly claims. Thank you very much. | :11:22. | :11:22.
Flooding in the future could be much worse than we're planning for - | :11:23. | :11:25.
because we're looking at the wrong data, | :11:26. | :11:26.
That's according to one of the world's leading expert. | :11:27. | :11:30.
In an exclusive interview, Professor Mark Macklin | :11:31. | :11:32.
of Aberystwyth University has told BBC Wales' Week in Week Out | :11:33. | :11:35.
that the risk of flooding could be as much as 40% greater | :11:36. | :11:38.
because Natural Resouces Wales do not use all the data about past | :11:39. | :11:41.
Bernard and Debbie Eccles are just one couple affected | :11:42. | :11:52.
It was all the more upsetting to them because they should have | :11:53. | :11:57.
been protected by a flood barrier, but it wasn't put up in time | :11:58. | :12:00.
We were actually trying to get the plates off the road with six | :12:01. | :12:09.
It was too late then, water was coming | :12:10. | :12:16.
The only thing we can do now is just use the bottom of the house | :12:17. | :12:21.
It's the fourth time the Eccles have been flooded. | :12:22. | :12:25.
Now an expert is warning that we should all | :12:26. | :12:27.
get used to greater and more frequent floods in the future. | :12:28. | :12:30.
Professor Macklin is head of the river dynamics and hydrology | :12:31. | :12:32.
research group at the University of Aberystwyth. | :12:33. | :12:34.
He and his team have been studying geological markers | :12:35. | :12:36.
Discovering evidence of huge floods in our past which are on a scale | :12:37. | :12:44.
that current planning does not take into account. | :12:45. | :12:50.
We had, in the late 18th-century, floods which were 20-30% larger | :12:51. | :12:53.
If we go back further than that, in terms of the last 3500 years, | :12:54. | :13:01.
we are looking at what perhaps 20% larger than that as well. | :13:02. | :13:05.
We're actually looking at flood magnitudes that may be approaching | :13:06. | :13:07.
in some areas, anywhere between 20-40% higher than what we have seen | :13:08. | :13:11.
Natural Resources Wales have compiled flood maps using detailed | :13:12. | :13:25.
information from river gauges or instrumental records. | :13:26. | :13:27.
However, as these gauges have only been in place | :13:28. | :13:29.
for some 50 years, evidence of previous larger | :13:30. | :13:31.
Professor Macklin's historical geological data is already | :13:32. | :13:34.
being used in other countries to calculate | :13:35. | :13:36.
risk and he said it is time we used the same method here. | :13:37. | :13:38.
We will need to rethink and remap our flood | :13:39. | :13:41.
plains to look at changing flood risk. | :13:42. | :13:46.
If we don't, we will be putting more properties, | :13:47. | :13:49.
more lives, more livlihoods, more infrastructure at risk. | :13:50. | :13:51.
Natural Resources Wales says it does not accepted their their flood maps | :13:52. | :13:54.
are underestimating Wales' flood risk, there are however aware | :13:55. | :13:57.
of Professor Macklin's work and they are considering a pilot | :13:58. | :14:00.
study to see if they can use it to improve their | :14:01. | :14:02.
And you can see more of that exclusive interview in Week In, | :14:03. | :14:12.
Week Out tonight here on BBC One Wales at 10.40pm tonight. | :14:13. | :14:16.
After defeat against Tottenham, Swansea City say the next three | :14:17. | :14:20.
And the hidden cameras which filmed the secret world | :14:21. | :14:23.
It's the biggest research project ever undertaken in Wales. | :14:24. | :14:37.
More than a quarter of a million people are being asked | :14:38. | :14:40.
to confidentially volunteer details of their health - | :14:41. | :14:42.
to try and help the NHS plan for the future. | :14:43. | :14:44.
This is your grandma, and you never met your | :14:45. | :14:54.
After losing her mum to cancer, the health of own family has been | :14:55. | :15:01.
She's one of nearly 600 people who have | :15:02. | :15:06.
already signed up to HealthWise Wales. | :15:07. | :15:12.
My mother was 49 when she died and she | :15:13. | :15:14.
died of a condition called endometrial cancer, | :15:15. | :15:16.
It is a disease that is related to lifestyle | :15:17. | :15:19.
Therefore, it has been really poignant for me to try and do | :15:20. | :15:25.
something about my health and the health of my girls. | :15:26. | :15:27.
The data will be analysed by teams of | :15:28. | :15:46.
statisticians here at Cardiff University, and also | :15:47. | :15:47.
in Swansea, over the course of decades. | :15:48. | :15:50.
The aim is to build up the clearest picture | :15:51. | :15:52.
yet of the state of the nation's health. | :15:53. | :15:55.
We are living longer, which is a great thing, | :15:56. | :15:57.
but that's means that many more people are having to live | :15:58. | :15:59.
with long-term conditions and the only way that we are going | :16:00. | :16:02.
to be able to develop better treatments | :16:03. | :16:05.
for those conditions and to ensure that we maintain good health | :16:06. | :16:09.
and well-being throughout people's life | :16:10. | :16:11.
span is to understand it the complicated factors that drive | :16:12. | :16:15.
The study is backed by the Welsh Government and will be | :16:16. | :16:22.
used by the health service here to plan for the future. | :16:23. | :16:26.
Officials insist people's personal information will only ever | :16:27. | :16:28.
Anonymising the information would be very much part of that, | :16:29. | :16:35.
but also making sure that there are public | :16:36. | :16:39.
representatives helping us to do that well. | :16:40. | :16:41.
If the scheme is a success, Wales will become the first | :16:42. | :16:43.
European nation to collate so much detailed information | :16:44. | :16:45.
about its population to help plan the health | :16:46. | :16:47.
The big challenge facing the project, | :16:48. | :16:50.
though, is recruiting more volunteers like Amanda. | :16:51. | :16:51.
Through a roadshow and social media campaigns, they hope to have 260,000 | :16:52. | :16:54.
people taking part in five years' time. | :16:55. | :17:04.
The Welsh-made Raspberry Pi has become | :17:05. | :17:06.
the most popular British computer yet made. | :17:07. | :17:10.
The title was formerly held by the Amstrad PCW which is believed | :17:11. | :17:13.
to have sold a total of eight million units. | :17:14. | :17:15.
According to the company, which is based in Pencoed, | :17:16. | :17:18.
near Bridgend, the Raspberry Pi will surpass that number this month. | :17:19. | :17:23.
Now, if you saw someone choking, would you know what to do? | :17:24. | :17:26.
Well, one four-year-old pupil from Pantside primary school | :17:27. | :17:31.
in Newbridge surprised staff by leaping into action | :17:32. | :17:33.
Life saving is something they teach in the school, | :17:34. | :17:37.
but as the reception children haven't long started school, | :17:38. | :17:39.
little Harvey's class haven't had that lesson yet. | :17:40. | :17:41.
Caroline Evans went to meet him and his classmates. | :17:42. | :17:43.
I went to the shops. Your turn. | :17:44. | :17:45.
It was lessons as normal in reception custody. | :17:46. | :17:52.
It was lessons as normal in reception class today. | :17:53. | :17:55.
In the midst of it, little Harvey, just four. | :17:56. | :17:57.
The other day when his classmate Anya started to choke, | :17:58. | :17:59.
His teacher, Miss Watkins, gave me the full story. | :18:00. | :18:12.
Anya was eating her lunch and she put some food in her mouth | :18:13. | :18:18.
and then, with that, she had a drink and then, | :18:19. | :18:20.
as she had a drink, she started spluttering and choking. | :18:21. | :18:24.
Thanks to his swift action, Anya is fine and no one could be | :18:25. | :18:32.
more proud of him than the dinner ladies who were on duty. | :18:33. | :18:36.
Well, I couldn't believe it, to be honest. | :18:37. | :18:38.
I was really shocked that such a little | :18:39. | :18:40.
child would think of something like that. | :18:41. | :18:43.
It is bad enough for an adult but for a child, | :18:44. | :18:48.
Playing doctors has really taken off in the school since the incident. | :18:49. | :18:54.
The queue of prospective patients is keeping | :18:55. | :19:01.
Swansea City remain just 3 points above the Premier League | :19:02. | :19:45.
relegation zone after a defeat at Spurs yesterday. | :19:46. | :19:47.
The Swans visit Arsenal on Wednesday before a run of games | :19:48. | :19:50.
against relegation rivals, which coach Alan Curtis has | :19:51. | :19:52.
Cardiff City, on the other hand, are just three points outside | :19:53. | :19:55.
Goals have been hard to come by for Swansea city this season. Seeing | :19:56. | :20:00.
their new Italian striker grabbed his first on his debut was a and | :20:01. | :20:03.
exciting site. It wasn't enough to sustain pressure for from Tottenham. | :20:04. | :20:10.
Nasser Chadli deflected Kyle Walker's shot before Danny Rose | :20:11. | :20:17.
drove in the weather as Swansea failed to clear a corner. The result | :20:18. | :20:21.
left them just three points above the relegation zone after going | :20:22. | :20:23.
through the whole of February without a win. They now prepare to | :20:24. | :20:27.
face title chasers Arsenal on Wednesday. It doesn't get any | :20:28. | :20:33.
easier, certainly. We are growing. We go with baking philosophy that we | :20:34. | :20:36.
go there to try and get something out of the game. We know it will be | :20:37. | :20:42.
difficult but if we perform, hopefully we can come away with | :20:43. | :20:47.
something. Hello Alan Curtis insists the game against birds and Arsenal | :20:48. | :20:53.
are not the crucial ones. The next three Saturdays will define their | :20:54. | :20:56.
season as they play Norwich, Bournemouth and then Aston Villa. | :20:57. | :21:00.
Three teams were all fighting for survival at the bottom of the | :21:01. | :21:04.
Premier League. Cardiff city on the other hand have another fight on | :21:05. | :21:08.
their hands, they still hold promotion ambitions. To Anthony | :21:09. | :21:13.
Pilkington penalties ensured a win over Preston north end up at the | :21:14. | :21:18.
weekend. They may not have with the championship so far this season but | :21:19. | :21:21.
they have only lost once at home in the league and are now just three | :21:22. | :21:23.
points outside the play-off positions. | :21:24. | :21:25.
Rugby and an impressive 10-8 win over France in the Six Nations | :21:26. | :21:28.
yesterday means Wales women have qualified for next year's World Cup. | :21:29. | :21:31.
It's the first victory for the team over | :21:32. | :21:33.
A brave defensive effort, and tries from Dyddgu Hywel | :21:34. | :21:37.
and Megan York, led to a memorable victory at the Gnoll in Neath. | :21:38. | :21:42.
It was a tough game for us this time last year out and we saw | :21:43. | :21:48.
We knew exactly what we had to do when we came in. | :21:49. | :21:52.
We had to get in amongst it in the first five minutes | :21:53. | :21:55.
to have a real opportunity and we were lucky to do so. | :21:56. | :21:57.
I think the belief and the determination that we had, | :21:58. | :22:00.
it was key today and the fact that he | :22:01. | :22:02.
managed to beat them will give us a lot of confidence. | :22:03. | :22:05.
The men were also winners over France and will face England a week | :22:06. | :22:08.
on Saturday in what looks like a Six nations Championship | :22:09. | :22:10.
It has been confirmed England full-back | :22:11. | :22:13.
to the head of Ireland scrum-half Conor Murray | :22:14. | :22:24.
It was initially built as a temporary ice rink | :22:25. | :22:35.
at the Big Blue Tent before a move to a new home in Cardiff Bay. | :22:36. | :22:43.
The leaving party was spoilt by Coventry Blaze who held | :22:44. | :22:46.
But the Devils are still joint top of the Elite League. | :22:47. | :22:50.
What happens in the natural world when most of us are asleep? | :22:51. | :22:54.
A year long project to record wildlife in parks and woodland | :22:55. | :22:57.
across North East Wales has revealed a secret world | :22:58. | :22:59.
Infra-red cameras triggered by movement were set up and data | :23:00. | :23:02.
from the iWild project will be used to build up a picture of animal | :23:03. | :23:06.
Go for a jog or a stroll through your local woodland | :23:07. | :23:10.
and you might only see a smattering of wildlife - | :23:11. | :23:12.
but once the humans are out of the way, it's | :23:13. | :23:14.
Over 12 months, cameras captured more than 3200 | :23:15. | :23:23.
animals from 37 different species, ranging from badgers to otters | :23:24. | :23:26.
including rare sightings of the elusive polecat. | :23:27. | :23:29.
Those involved in the project collected each piece of footage not | :23:30. | :23:34.
The main point of the scheme is to create more engagement | :23:35. | :23:47.
There have been site and we thought it would be quite quiet and be | :23:48. | :23:51.
within see anything but you'll get the footage, it is a different | :23:52. | :23:56.
story. We see foxes skulking in the shadows all rabbits running across. | :23:57. | :23:59.
There have been so many surprises in so many different things. You would | :24:00. | :24:03.
never be able to predict what we would actually be able to capture on | :24:04. | :24:05.
each side, which is what you want really. | :24:06. | :24:06.
The main point of the scheme is to create more engagement | :24:07. | :24:09.
between us and the creatures that share the same spaces, | :24:10. | :24:11.
but each sighting has also been recorded on a massive database | :24:12. | :24:14.
which tracks the health of wildlife populations in North Wales. | :24:15. | :24:16.
The cast of thousands have been given their individual moments | :24:17. | :24:22.
Getting really valuable to show that red quarrels are only in certain | :24:23. | :24:28.
areas. There have been a lot of grey squirrel sightings but not many red | :24:29. | :24:32.
scroll sighting. That is an excellent writer to show that we | :24:33. | :24:35.
only get red squirrels in certain areas. | :24:36. | :24:35.
The cast of thousands have been given their individual moments | :24:36. | :24:37.
in the spotlight - either in a wide shot | :24:38. | :24:39.
And volunteers were particularly surprised to discover a non native | :24:40. | :24:45.
This rule CCTV has given us access to many things we did not know | :24:46. | :25:00.
happened. It is helping build up a more accurate picture of an able is | :25:01. | :25:01.
in nature. -- neighbours in nature. Let's see what in store | :25:02. | :25:05.
for the natural world, Thank you. It is the last way of | :25:06. | :25:24.
meteorological winter. It is not looking too much different to winter | :25:25. | :25:26.
levels as it is wet and windy overnight and into tomorrow. We see | :25:27. | :25:31.
some rain this evening but a second wave arrives in the early hours. | :25:32. | :25:36.
Rain hedges eastward, a warning of snow on higher ground further north. | :25:37. | :25:40.
The wind is picking up two and it could reach gale-force along the | :25:41. | :25:42.
coast. That band of rain turning heavier through the early hours, not | :25:43. | :25:47.
quite as cold as last night. A wet and windy start across Wales | :25:48. | :25:51.
tomorrow with some heavy downpours. That band of rain clears eastward, | :25:52. | :25:59.
returning via this on wet spells. Feeling mad at 10 Celsius on | :26:00. | :26:05.
Anglesey, ten in Newport. If you show us tonight and clearer for a | :26:06. | :26:10.
time, called a returns and it can turn wintry overnight. We will | :26:11. | :26:16.
season strong winds creating a real windshield. This trough bridges and | :26:17. | :26:22.
from Wednesday, bringing a few showers and trembling wings for a | :26:23. | :26:26.
time to. There could be heavy showers early Wednesday, wintry with | :26:27. | :26:30.
a snow fall in the hills. We will season north-westerly winds. Some | :26:31. | :26:36.
writers build later to, winds easing as well. Highs of just 6-7dC. | :26:37. | :26:42.
Showers will clear on Thursday, quite a dry day, but turning | :26:43. | :26:48.
Crowther with rain and snow arriving later in the day. It could be | :26:49. | :26:53.
firstly just ring, but a very changeable and sometimes quite | :26:54. | :26:57.
wintry week to come. Finally, today's picture. This cattle with | :26:58. | :27:07.

Stephen Crabb has called for a rethink in terms of devolution. It | :27:28. | :27:31.
is said that it could leave Welsh ministers with fewer powers, rather | :27:32. | :27:32.
than more. I'll have an update for you here | :27:33. | :27:33.
at 8pm and again after the BBC That's Wales Today. | :27:34. | :27:36.
Thank you for watching. From all of us on the | :27:37. | :27:39.
programme, good evening. | :27:40. | :27:45. |
