Our top stories: Westminster Conservatives in a climbdown tonight | :00:00. | :00:07.
as they try break the deadlock over more powers for Wales. | :00:08. | :00:11.
And claims that we could be in for worse flooding than planned | :00:12. | :00:14.
for because we're looking at the wrong figures. | :00:15. | :00:33.
The plan was intended to bring power over your income tax, | :00:34. | :00:37.
energy projects and how we run elections closer to Wales, | :00:38. | :00:39.
but tonight there's been a major climbdown from the UK government | :00:40. | :00:47.
over how those ambitions will be met. | :00:48. | :00:49.
It follows claims from all sides that the draft law was confusing | :00:50. | :00:53.
and could end up leaving Welsh ministers with fewer powers, | :00:54. | :01:01.
Today's move from the Conservative Welsh Secretary has been welcomed | :01:02. | :01:04.
as our Political Editor Nick Servini reports. | :01:05. | :01:06.
They say a week is a long time in politics. | :01:07. | :01:09.
David Cameron with his then deputy, Nick Clegg, at what was then called | :01:10. | :01:13.
They set out details of the Saint David's Day agreement, | :01:14. | :01:17.
Fast forward, and after months of criticism in a series of reports, | :01:18. | :01:22.
and a process that appeared at times to be heading on a collision course, | :01:23. | :01:26.
and we have an attempt at a breakthrough. | :01:27. | :01:30.
Until now, it's been assumed that power lies with the UK,, | :01:31. | :01:40.
Until now, it's been assumed that power lies with the UK government, | :01:41. | :01:43.
unless it's in devolved areas like health and education. | :01:44. | :01:47.
This has led to confusion at times and legal battles over who's | :01:48. | :01:52.
So, the decision was made with the process, make a list | :01:53. | :01:56.
of powers held at Westminster, such as policing, | :01:57. | :01:58.
defence and benefits - and assume that if anything isn't | :01:59. | :02:00.
on the list, the power lies in Cardiff Bay. | :02:01. | :02:02.
The problem is that the list of around 260 so-called reserved | :02:03. | :02:06.
powers, including areas like road signs and street trading, | :02:07. | :02:09.
Then there's the law-making carried out in the Assembly. | :02:10. | :02:15.
In order to enforce the legislation, there are times that has to change | :02:16. | :02:20.
the criminal law and, in order to do that, | :02:21. | :02:24.
it would have had to pass what was going to be | :02:25. | :02:27.
This morning, in Cardiff Bay, a major climb-down from | :02:28. | :02:35.
the Welsh Secretary, Stephen Crabb, as he set out plans | :02:36. | :02:38.
to reduce the list of powers reserved to Westminster | :02:39. | :02:45.
He also set up a working group to look at what he called distinct | :02:46. | :02:53.
arrangements for Wales' growing body of law. | :02:54. | :02:55.
I have demonstrated today I was listening all along and I have | :02:56. | :02:58.
been taking on board the valid and legitimate criticisms | :02:59. | :03:00.
I think the changes announced today are the right thing to do. | :03:01. | :03:08.
It means the timeframe to introduce the legislation will be delayed | :03:09. | :03:10.
First Minister Carwyn Jones said there is now the opportunity | :03:11. | :03:14.
to repair the damage done by a flawed process and produce | :03:15. | :03:16.
The changes were also welcomed by some political experts who'd been | :03:17. | :03:23.
critical of the original proposed legislation. | :03:24. | :03:28.
In terms of people's everyday life, you don't really want to be having | :03:29. | :03:31.
a debate on the constitution every three or four years. | :03:32. | :03:34.
You want the rules of the game to be workable and stable. | :03:35. | :03:36.
I think there is now more hope that we can move towards that. | :03:37. | :03:44.
Not quite back to the drawing board, but a pause to work | :03:45. | :03:46.
No one is pretending that the process will be easy | :03:47. | :03:51.
but there is more of a chance tonight for the deadlock | :03:52. | :03:54.
The tumble dryer company Whirlpool has been ordered to supply | :03:55. | :04:10.
information to an inquest about any fires related to one of its models. | :04:11. | :04:13.
Bernard Hender, who was 19, and Doug McTavish, who was 39, | :04:14. | :04:16.
died after a fire at their flat in Llanrwst in 20-14. | :04:17. | :04:19.
An investigation found that the fire started in a tumble dryer. | :04:20. | :04:22.
Anglesey Council Tax payers are facing a 3.5% increase | :04:23. | :04:24.
in their bills as the Local Authority attempts to save ?3 | :04:25. | :04:27.
million over the next financial year. | :04:28. | :04:30.
The Council Leader says bills on the island will still be well | :04:31. | :04:37.
A final decision will be made next month. | :04:38. | :04:40.
Flooding in the future could be much worse than we're planning | :04:41. | :04:43.
for because we're looking at the wrong data, putting lives | :04:44. | :04:45.
That's according to one of the world's leading experts. | :04:46. | :04:48.
Professor Mark Macklin of Aberystwyth University says | :04:49. | :04:51.
the risk of flooding could be as much as 40% greater | :04:52. | :04:54.
because Natural Resouces Wales do not use all the data about past | :04:55. | :04:59.
Bernard and Debbie Eccles are just one couple affected | :05:00. | :05:09.
It was all the more upsetting to them because they should have | :05:10. | :05:13.
been protected by a flood barrier, but it wasn't put up in time | :05:14. | :05:16.
We were actually trying to get the plates off the road with six | :05:17. | :05:23.
inches of water or something on top of it. | :05:24. | :05:26.
It was too late then, water was coming into | :05:27. | :05:30.
The only thing we can do now is just use the bottom of the house | :05:31. | :05:35.
It's the fourth time the Eccles have been flooded. | :05:36. | :05:39.
Now an expert is warning that we should all get used | :05:40. | :05:42.
to greater and more frequent floods in the future. | :05:43. | :05:46.
Professor Macklin is head of the river dynamics | :05:47. | :05:49.
and hydrology research group at the University of Aberystwyth. | :05:50. | :05:52.
He and his team have been studying geological markers | :05:53. | :05:54.
Discovering evidence of huge floods in our past which are on a scale | :05:55. | :06:00.
that current planning does not take into account. | :06:01. | :06:03.
We had, in the late 18th century, floods which were 20-30% larger | :06:04. | :06:07.
If we go back further than that, in terms of the last 3500 years, | :06:08. | :06:17.
we are looking at what perhaps 20% larger than that as well. | :06:18. | :06:20.
We're actually looking at flood magnitudes that may be approaching | :06:21. | :06:25.
in some areas, anywhere between 20-40% higher | :06:26. | :06:28.
than what we have seen in the post 1980 period. | :06:29. | :06:32.
Natural Resources Wales have compiled flood maps using detailed | :06:33. | :06:35.
information from river gauges or instrumental records. | :06:36. | :06:39.
However, as these gauges have only been in place for some 50 years, | :06:40. | :06:43.
evidence of previous larger floods is missing. | :06:44. | :06:46.
Professor Macklin's historical geological data is already | :06:47. | :06:49.
being used in other countries to calculate risk and he said | :06:50. | :06:51.
it is time we used the same method here. | :06:52. | :06:55.
We will need to rethink and remap our flood plains to look | :06:56. | :07:00.
If we don't, we will be putting more properties, | :07:01. | :07:05.
more lives, more livlihoods, more infrastructure at risk. | :07:06. | :07:09.
Natural Resources Wales says it does not accepted their their flood maps | :07:10. | :07:11.
are underestimating Wales' flood risk, there are however aware | :07:12. | :07:16.
of Professor Macklin's work and they are considering a pilot | :07:17. | :07:18.
study to see if they can use it to improve their risk | :07:19. | :07:21.
More on this story on Week In Week Out after this programme. | :07:22. | :07:28.
BBC Wales can reveal that more than ?200,000 has been spent | :07:29. | :07:31.
by the Welsh Government, defending itself against claims | :07:32. | :07:36.
of infringing copyright over its use of photographs of Dylan Thomas. | :07:37. | :07:40.
The pictures show the poet as a young man with his wife, | :07:41. | :07:42.
The Welsh-made Raspberry Pi looks set to become the best selling | :07:43. | :07:51.
The title was held by the Amstrad PCW which is believed to have sold | :07:52. | :07:56.
According to the company, which is based in Pencoed, | :07:57. | :08:00.
near Bridgend, the Raspberry Pi will surpass that number | :08:01. | :08:02.
Let's see what the weather has in store Sue Charles | :08:03. | :08:09.
Good evening. The last day of meteorological winter but it will | :08:10. | :08:20.
not feel too springlike this week. Increasingly wet and windy overnight | :08:21. | :08:23.
into tomorrow and the rain moves to the east and the wind is picking up | :08:24. | :08:28.
to gale force on the coast and snow showers are being replaced by heavy | :08:29. | :08:31.
rain in the early hours as it turns milder and not as cold as last | :08:32. | :08:36.
night. A wet and windy start across Wales tomorrow with heavy downpours | :08:37. | :08:41.
and across the UK band of rain moves to the east, easing as it does so | :08:42. | :08:49.
when turning dryer to the West with some trite -- bright spells. Those | :08:50. | :09:00.
brisk westerly winds will ease later across Wales and dry afternoon with | :09:01. | :09:06.
just a few showers and milder, 10 degrees on Anglesey or 12 in | :09:07. | :09:09.
Monmouthshire. A few showers tomorrow night. Clearer for a time | :09:10. | :09:14.
but colder air returns and any showers could be wintry, especially | :09:15. | :09:19.
on higher ground, with strong winds creating a real wind chill. Early on | :09:20. | :09:23.
Wednesday the troth bushes in, bringing showers in the wind will | :09:24. | :09:29.
strengthen well. The showers on Wednesday will be wintry in the | :09:30. | :09:33.
hills and it will be windy and cold morning but brighter spells later | :09:34. | :09:37.
and the wind will ease later on. Highs of just six or 7 degrees. | :09:38. | :09:43.
Showers will clear on Thursday and quieter and drier day but turning | :09:44. | :09:46.
cloudy with rain and possibly kill snow arriving again later in the | :09:47. | :09:50.
day. It may be the first week of spring but a very changeable and | :09:51. | :09:52.
sometimes quite wintry week to come. From all of us on the | :09:53. | :09:58.
programme, goodnight. | :09:59. | :10:04. |
