the crisis-hit industry, as its future comes under | :00:00. | :00:11.
Without further urgent action from Wales and the UK, the situation is | :00:12. | :00:23.
quite bleak cawing forward. First Aston Martin, now sports car | :00:24. | :00:27.
maker TVR could base There are couple of things on this | :00:28. | :00:29.
map that I need to show you. It's being tested at this school | :00:30. | :00:37.
already, but one union warns - Parts of this family | :00:38. | :00:41.
home were devastated But with no-one accepting | :00:42. | :00:44.
responsibility, the family It was frightening, it was very | :00:45. | :00:57.
noisy, we did not really know if it was going to stop, if it was going | :00:58. | :01:01.
to continue. It was just a nightmare. | :01:02. | :01:02.
And Swansea celebrate being six points clear of the relegation zone | :01:03. | :01:05.
The crisis facing the Welsh steel industry is once again under | :01:06. | :01:27.
Industry bosses here have accused the UK government of being one | :01:28. | :01:30.
of the ringleaders in blocking attempts to prevent cheap Chinese | :01:31. | :01:33.
They also claimed that the EU had effectively put up a sign | :01:34. | :01:37.
encouraging China to dump its products in Europe. | :01:38. | :01:39.
Our political editor Nick Servini has more. | :01:40. | :01:48.
If we ever needed confirmation that the problems for the steel | :01:49. | :01:51.
industry were far from over, we got it today in spades | :01:52. | :01:53.
from senior figures of Wales' biggest plants. | :01:54. | :01:59.
The steel industry, not just in Wales, and actually not just | :02:00. | :02:01.
in the UK, but throughout Europe, currently suffers from what could be | :02:02. | :02:04.
described as a perfect storm of negative forces. | :02:05. | :02:11.
It has been well publicised over the last couple of years | :02:12. | :02:14.
that we have been suffering from a huge influx of Chinese material. | :02:15. | :02:20.
We have seen prices continue to drop, we have seen imports | :02:21. | :02:23.
from China increase into the UK and without further urgent action | :02:24. | :02:25.
from Wales and the UK, I think the situation is quite | :02:26. | :02:28.
Prices have stabilised slightly in the last month, | :02:29. | :02:36.
but the outlook again for us is not particularly bright. | :02:37. | :02:38.
They were giving evidence to the Assembly Members | :02:39. | :02:40.
on the Assembly's business committee but the criticism was directed far | :02:41. | :02:43.
Welsh steelworkers made their feelings known on a march | :02:44. | :02:46.
Today the bosses said the European Commission should be | :02:47. | :02:54.
doing more to deal with what they say is cheap Chinese steel | :02:55. | :02:56.
Yesterday in the US, a tariff of 266% was introduced | :02:57. | :03:05.
The equivalent tariff in the European Union is now 16%. | :03:06. | :03:10.
The committee was told that the result was that | :03:11. | :03:12.
the European Union had effectively put up a sign for Chinese producers | :03:13. | :03:15.
saying please dump here, you are welcome. | :03:16. | :03:26.
We see the European Commission has not really having the teeth | :03:27. | :03:29.
to actually deal with the flooding of Chinese exports coming in not | :03:30. | :03:32.
just to the UK but Europe as a whole. | :03:33. | :03:40.
At the heart of this is the attitude towards trade tariffs. | :03:41. | :03:43.
The UK Government gave evidence today saying it is putting | :03:44. | :03:45.
Ministers at Westminster believe more can be done within | :03:46. | :03:48.
But the industry wants Britain to push for a much | :03:49. | :03:54.
At the moment, that is being resisted because of fears | :03:55. | :03:58.
there would be too much of a lurch towards protectionism. | :03:59. | :04:03.
The European Commission has launched a number of investigations | :04:04. | :04:05.
into steel imports but there is growing concern that more action | :04:06. | :04:08.
needs to be taken to try and secure the remaining industry in Wales, | :04:09. | :04:11.
after 750 losses were announced in Port Talbot in January. | :04:12. | :04:13.
They have got to wake up and smell the coffee on this. | :04:14. | :04:16.
At the end of the day, we have got to have an industry | :04:17. | :04:26.
Many in the industry admit there is no silver bullet for steel | :04:27. | :04:37.
Nick is at Tata Steel in Port Talbot tonight. | :04:38. | :04:50.
Some serious accusations today from the steel industry. That is right. I | :04:51. | :04:59.
think we all knew the scale of the challenges facing steel plants like | :05:00. | :05:04.
this behind me the drug was interesting today was to see that | :05:05. | :05:06.
ferocity from the industry particularly level that the UK | :05:07. | :05:09.
Government and it was pretty brutal stuff at times, accusing ministers | :05:10. | :05:14.
of being late for the party, wanting to push things into the long grass | :05:15. | :05:20.
and most damaging damaging, being a ringleader in a group that was | :05:21. | :05:26.
resistant to increasing tariffs. I have spoken to the Department of | :05:27. | :05:30.
business in London tonight and they have given me a detailed list of all | :05:31. | :05:34.
the action they have taken to try and get Brussels to change on this | :05:35. | :05:38.
but you know there is a philosophical difference, they do | :05:39. | :05:43.
not believe in excessive tariffs because protectionism they say | :05:44. | :05:48.
damages the economy because it leads to increased prices across-the-board | :05:49. | :05:54.
and it leads to retaliatory action, or as you and I would call it, a | :05:55. | :05:56.
trade war. Ford and Toyota are already well | :05:57. | :06:00.
established in Wales. Now another luxury sports car | :06:01. | :06:02.
manufacturer says it's considering a new | :06:03. | :06:05.
production line here. TVR says a site in South Wales | :06:06. | :06:06.
is one of three around the UK that TVR, an iconic British brand that | :06:07. | :06:10.
could soon have a distinctly It has had a new lease of life | :06:11. | :06:22.
after it was bought by a group of investors in 2014 and last year, | :06:23. | :06:27.
it announced it was building a brand-new two seater sports car | :06:28. | :06:30.
designed and built in Britain, The company says it has stayed | :06:31. | :06:33.
deliberately tight-lipped about the new line so far but today | :06:34. | :06:36.
confirmed South Wales was one of three sites it was | :06:37. | :06:39.
considering to build it. We could easily be talking about 400 | :06:40. | :06:41.
to 600 jobs in the future. And if you put on then | :06:42. | :06:44.
the usual knock-on jobs, that takes it well over 1000, | :06:45. | :06:47.
and I think what this car company would like to do as well is not | :06:48. | :06:50.
to use normal distribution systems, retailers, they would like people | :06:51. | :06:56.
to come down and take delivery of their car and possibly | :06:57. | :06:59.
at a racing site, so it could well be afraid to come down to south | :07:00. | :07:02.
Wales, they would likely facility on the Circuit of Wales, | :07:03. | :07:05.
if that occurs. It comes a week after another | :07:06. | :07:14.
iconic British brand, Aston Martin, announced that it | :07:15. | :07:16.
would build its new car in St Athan in the Vale of Glamorgan, | :07:17. | :07:20.
creating 750 jobs. The Welsh Government gave | :07:21. | :07:22.
an undisclosed amount of money to Aston Martin as part of the deal, | :07:23. | :07:24.
but it is not clear whether TVR TVR says it will make a decision | :07:25. | :07:27.
on where the new site will be in the coming week is and production | :07:28. | :07:32.
could start as soon as next year. Two men aged 58 and 37 | :07:33. | :07:41.
are in police custody, She was discovered in the century | :07:42. | :08:03.
wharf block of flats in Cardiff Bay earlier this afternoon. | :08:04. | :08:07.
Some hospital wards run by Cardiff and the Vale University Healthboard | :08:08. | :08:10.
have closed due to a Norovirus outbreak. | :08:11. | :08:12.
The healthboard is advising family and friends not to visit patients | :08:13. | :08:14.
in hospital if they are feeling unwell to stop the virus | :08:15. | :08:17.
The Secretary of State for Wales, Stephen Crabb, has been criticised | :08:18. | :08:23.
for missing most of a Welsh debate in the House of Commons. | :08:24. | :08:25.
MPs were told Mr Crabb had "parliamentary business elsewhere" | :08:26. | :08:27.
but he was photographed at a Conservative Party lunch | :08:28. | :08:30.
The Wales Office said it was common for junior ministers to reply | :08:31. | :08:35.
There's a "fair chance" schools in Wales will start teaching | :08:36. | :08:43.
a new curriculum by the deadline of 2021, according to the man | :08:44. | :08:46.
It's been a year since Professor Graham Donaldson | :08:47. | :08:49.
published his plans, which include making computer skills | :08:50. | :08:51.
as central to learning as literacy and numeracy. | :08:52. | :08:53.
But one union says the timetable set by the Welsh Government | :08:54. | :08:55.
Here's our education correspondent, Bethan Lewis. | :08:56. | :09:08.
Computer studies 1980s style. It was at this time that the present | :09:09. | :09:17.
curriculum was introduced but a big change to the way school children | :09:18. | :09:22.
are taught and the way they learn is on its way. This school is one of | :09:23. | :09:27.
the schools helping to develop the new curriculum, building on work it | :09:28. | :09:30.
is already doing in weaving different skills and subjects within | :09:31. | :09:34.
lessons. Pupils are not just receiving distinct subjects, 835 | :09:35. | :09:41.
period week when they move from history to geography to IT. They are | :09:42. | :09:46.
now being exposed to a broader range of skills. The students do not even | :09:47. | :09:52.
recognise necessarily that they are being exposed to the skills. The new | :09:53. | :09:56.
curriculum aims to make digital and computer skills central to all | :09:57. | :10:01.
learning within schools, along with literacy and numeracy. It is less | :10:02. | :10:05.
focused on formal testing and it aims for more flexibility for | :10:06. | :10:08.
teachers to tailor their lessons around the central curriculum. At an | :10:09. | :10:13.
event in Cardiff today, the man who recommended the changes a year ago | :10:14. | :10:17.
gave an update on progress so far. He says has been encouraged by the | :10:18. | :10:23.
level of enthusiasm that will help in delivering the changes within the | :10:24. | :10:25.
timetable set by the Education Minister, he says. There is an | :10:26. | :10:31.
impatience to get moving with it and other people are saying it is not | :10:32. | :10:34.
look as if the time is long enough for us to be able to come to terms | :10:35. | :10:39.
with the new curriculum. I think that the process that has been put | :10:40. | :10:43.
in place as a pretty fair chance of getting us to the point at which by | :10:44. | :10:49.
2018 and beyond schools will be able to move forward in relation to | :10:50. | :10:52.
thinking about the curriculum and its indications for young people. | :10:53. | :10:55.
The current curriculum has been in place since the late 1980s. Some of | :10:56. | :10:59.
those you will be leading the change. There will be many meetings | :11:00. | :11:05.
like these of education experts, teachers and officials before the | :11:06. | :11:08.
new curriculum is taught in our classrooms. But they want the | :11:09. | :11:13.
teaching structure ready in two years and four children everywhere | :11:14. | :11:17.
to be taught the new curriculum in five. Some people here think that is | :11:18. | :11:20.
a tough timetable for such a big change. The timetable set by the | :11:21. | :11:25.
Education Minister is frankly too ambitious. We are supposed to get | :11:26. | :11:29.
all this done and dusted by 2018. It will not be done. Why do it in a | :11:30. | :11:33.
rush? Let's do it properly and take our time and build on the enthusiasm | :11:34. | :11:37.
that is there and get it finished a good curriculum for children in the | :11:38. | :11:42.
21st century. Change to the way young people are taught is welcomed | :11:43. | :11:46.
but all here agree that the hard work of putting the ideas into | :11:47. | :11:48.
practice is only just beginning. Welsh Labour needs to show it's | :11:49. | :11:50.
a truly Welsh party to succeed at May's assembly election, | :11:51. | :11:53.
according to its leader, He's seeking another | :11:54. | :11:55.
five years in office, but his opponents say that | :11:56. | :11:58.
after seventeen years in charge, In the latest in a series | :11:59. | :12:00.
of interviews with the party leaders as they prepare for the election | :12:01. | :12:05.
campaign, our political correspondent Daniel Davies has been | :12:06. | :12:07.
speaking to the First Minister. On the election campaign trail, you | :12:08. | :12:22.
have to remind people who you are. And what you stand for. Even if you | :12:23. | :12:26.
have been in government for 17 years. 17 years but the opposition | :12:27. | :12:35.
says Labour still does not have a good story to tell. I think we have | :12:36. | :12:39.
delivered a huge amount for people. We have ground-breaking laws, the | :12:40. | :12:44.
human transplantation act, we have the ability of course to shape our | :12:45. | :12:51.
education system, we would not have a 21st-century schools programme | :12:52. | :12:55.
without evolution and the investment we have seen in hospitals. We would | :12:56. | :12:58.
have a junior doctors strike in Wales. Labour feuding in Westminster | :12:59. | :13:03.
has not helped his cause, he says. What we have said is as Wales were | :13:04. | :13:10.
Welsh Labour, we are united, I am the leader. The policies we will do | :13:11. | :13:15.
that in Wales are formed in Wales. Policies by providing 30 hours of | :13:16. | :13:22.
childcare a week. A think tank has questioned whether that will really | :13:23. | :13:27.
help mothers get to work. Labour has also pledged to create 100,000 | :13:28. | :13:31.
apprenticeships over the next five years, roughly the same amount as | :13:32. | :13:35.
over the last five. And the party would set up a fund to pay for new | :13:36. | :13:40.
treatments on the NHS. A Welsh party and a pro-business government, is | :13:41. | :13:45.
that his code to distance himself from Jeremy Corbyn? This is my way | :13:46. | :13:50.
of differentiating Welsh Labour as a party. We have done this in | :13:51. | :13:55.
elections past. The election is a straight fight with the Tories, says | :13:56. | :14:00.
Carwyn Jones. If so, it could be decided by voters in places like | :14:01. | :14:06.
this, Cardiff North. There will be lots on offer to the voters this | :14:07. | :14:09.
spring but Carwyn Jones wants to narrow down the options and convince | :14:10. | :14:14.
you this is an either or election. Either you keep him as First | :14:15. | :14:18.
Minister or hand over the reins to the Conservatives. He and his wife | :14:19. | :14:24.
have two children at school. Does he ever think about life away from | :14:25. | :14:27.
politics where he could spend more time with them? The honest answer is | :14:28. | :14:33.
yes, it has been difficult for the family. My children have only known | :14:34. | :14:37.
me as a minister and they Jamaica -- you do make sacrifices in this job. | :14:38. | :14:42.
I spend my spare time with the family. You do make sacrifices. What | :14:43. | :14:49.
is it that makes you think it is worth continuing to make those | :14:50. | :14:53.
sacrifices? I love the job. It is for other people to decide whether I | :14:54. | :14:57.
stay in it, obviously. The other people, the voters, will decide | :14:58. | :15:01.
whether or not to show him the door on May five. | :15:02. | :15:04.
Carwyn Jones speaking to Daniel Davies there | :15:05. | :15:06.
and if you want to find out more about how Wales is different | :15:07. | :15:09.
to the other nations in the UK, the "How Wales Works" series has | :15:10. | :15:12.
been running across BBC Wales TV, radio and online | :15:13. | :15:15.
at bbc.co.uk/walesnews, where you can see an | :15:16. | :15:16.
all-you-need-to-know-guide to devolution. | :15:17. | :15:17.
It was meant to be a dream home but after spending hundreds | :15:18. | :15:28.
of thousands of pounds renovating it, part of a property | :15:29. | :15:30.
in Milford Haven is now too unsafe to use. | :15:31. | :15:33.
A cliff next to the house started crumbling and rocks and boulders | :15:34. | :15:35.
came crashing down on to the property in Hakin. | :15:36. | :15:38.
Its owner is now concerned about the potential | :15:39. | :15:40.
Ever since she was a child, it was Ozra Johnson's dream | :15:41. | :15:50.
Ozra and her husband bought it 20 years ago and have | :15:51. | :15:53.
raised their family here and in the process spent hundreds | :15:54. | :15:56.
of thousands of pounds renovating it. | :15:57. | :15:57.
But in recent years the cliff next to it has started to give way | :15:58. | :16:01.
with rocks and boulders crashing down on to the house. | :16:02. | :16:06.
Ozra told me how she's had to abandon several | :16:07. | :16:10.
And as you can see, it has gone back to the basic. | :16:11. | :16:19.
You had just finished it, it was a brand-new bathroom. | :16:20. | :16:23.
We had just finished renovating an ensuite and here we are, | :16:24. | :16:27.
Pembrokeshire County Council who maintain a footpath on the cliff | :16:28. | :16:34.
edge have had to block access to it but say they do not own the land | :16:35. | :16:37.
over which the path is located so are not liable. | :16:38. | :16:40.
While Welsh Water who own a sewer pipe which runs through the land say | :16:41. | :16:43.
they only own the pipe and are not responsible for repairing any damage | :16:44. | :16:46.
To make the cliff safe, Ozra's been told it could cost | :16:47. | :16:51.
It could be along the lines of ?300,000. | :16:52. | :16:57.
And that is money that is not available for the average person. | :16:58. | :17:00.
But there is also the effect of liability of the cliff as well. | :17:01. | :17:03.
It's now feared that there could be further landslips which could leave | :17:04. | :17:09.
Kate Morgan's here now with all the sport. | :17:10. | :17:20.
While Swansea City celebrate a shock 2-1 win over Arsenal, | :17:21. | :17:25.
their manager remains in hospital tonight with a chest infection. | :17:26. | :17:27.
Francesco Guidolin is said to be delighted with the result which sees | :17:28. | :17:30.
the Swans six points clear of the relegation zone. | :17:31. | :17:32.
The Italian will be hoping he's out in time for their match | :17:33. | :17:35.
It is clear what the last nights win means to this lot. And to | :17:36. | :18:11.
appropriate, as the numbers went in favour of Swansea last night. | :18:12. | :18:13.
Swansea went to the Emirates needing a win. | :18:14. | :18:15.
With their manager taken to hospital with a chest infection | :18:16. | :18:19.
just hours before the game, it was left to an old hand to once | :18:20. | :18:22.
But it was Arsenal who dominated the opening exchanges. | :18:23. | :18:25.
The impressive Joel Campbell sliding to open Arsenal's account. | :18:26. | :18:28.
But then the cracks in their plan started to emerge | :18:29. | :18:30.
Weak play by Mesut Ozil led to Jack Cork creating the Swansea | :18:31. | :18:34.
equaliser, rounded off by Wayne Routledge. | :18:35. | :18:37.
Swansea have won their last four league encounters here, | :18:38. | :18:41.
a mix of endeavour and, last night, luck. | :18:42. | :18:44.
The woodwork playing its part in denying Olivier Giroud | :18:45. | :18:47.
and this free kick from Alexis Sanchez. | :18:48. | :18:52.
But it was the man who marshalled the Swansea back four expertly that | :18:53. | :18:55.
Ashley Williams helping a Gylfi Sigurdsson free kick | :18:56. | :18:59.
find the back of the net to make it 2-1. | :19:00. | :19:01.
Whether he intended to or not, they all count. | :19:02. | :19:03.
Not a lot of people thought we would get anything coming | :19:04. | :19:09.
to the Emirates but we've got a good record here and ready to pick up | :19:10. | :19:13.
We will take that and we will move on to a very | :19:14. | :19:17.
difficult and important game against Norwich on Saturday. | :19:18. | :19:22.
It is a great atmosphere and it is a reminder | :19:23. | :19:24.
of what it is like to win games at this level. | :19:25. | :19:32.

because they know what it means to the club and the city. | :19:38. | :19:41.

The Real Madrid star returned to training for his club this week | :19:55. | :19:57.
Ideally, we will know what we are doing before we go | :19:58. | :20:08.
to the tournament, so everybody is settled. | :20:09. | :20:09.
I can't really, if I am honest, stop thinking about this tournament. | :20:10. | :20:12.
I have got to make sure that we get it right, | :20:13. | :20:15.

A quieter, dry day, but it'll turn colder and windy overnight | :21:05. | :21:11.
This weather system pushes through overnight, bringing spells | :21:12. | :21:14.
of rain, some snow and stronger winds, clearing northwards | :21:15. | :21:16.
for a time, then swinging back southwards tomorrow. | :21:17. | :21:18.
So tonight, a band of rain, sleet and a warning of snow | :21:19. | :21:21.
above 200m - 1-4cm possible, especially across North Wales. | :21:22. | :21:23.
As that front moves through, it clears northwards overnight, | :21:24. | :21:25.
Temperatures hovering around freezing with a frost and ice risk. | :21:26. | :21:29.
Then that front moves back southwards across Wales tomorrow, | :21:30. | :21:31.
bringing a second wave of rain and some snow. | :21:32. | :21:33.
More likely to see those blustery, wintry showers in the north. | :21:34. | :21:44.
That front very slowly moving back southwards through the day, | :21:45. | :21:47.
bringing a mix of rain, sleet and some snow, | :21:48. | :21:49.
Highs of just four Celsius in Powys, six on Anglesey. | :21:50. | :21:56.
That band of rain sleet and snow continues to clear | :21:57. | :21:58.
Clear skies developing from the north. | :21:59. | :22:05.
Frost and ice likely again early Saturday. | :22:06. | :22:07.
Then a brief ridge of high pressure starts to build | :22:08. | :22:09.
Winds turn more northerly, introducing colder arctic air. | :22:10. | :22:16.
A widespread frost to start the weekend. | :22:17. | :22:17.
Then a cold but largely dry Saturday. | :22:18. | :22:19.
Variable cloud, maybe the odd wintry shower for Pembrokeshire, | :22:20. | :22:21.
but brisk northerly winds, gale force along the coast. | :22:22. | :22:26.
Highs of six or seven Celsius, but with a real windchill. | :22:27. | :22:28.
But fairly quiet and settled for the weekend. | :22:29. | :22:30.
Possibly a bit brighter, but it'll stay cold throughout, | :22:31. | :22:33.
with sunny spells, variable cloud, maybe the odd wintry shower. | :22:34. | :22:36.
With thicker cloud and outbreaks of rain more likely later | :22:37. | :22:38.
Finally a picture of the snow taken in the hills around Conwy from one | :22:39. | :22:50.
Could see some more there over the next 24 hours. | :22:51. | :22:59.
If you have any photos to help tell the weather story, you can send them | :23:00. | :23:02.
