The future of the Welsh steel industry under scrutiny | :00:00. | :00:08.
claims not enough is being done about cheap Chinese imports. | :00:09. | :00:13.
First Aston Martin now sports car maker TVR could base | :00:14. | :00:15.
And the warning not to rush in the new Welsh school curriculum. | :00:16. | :00:38.
The crisis facing the Welsh steel industry is once again under | :00:39. | :00:42.
Industry bosses here have accused the UK government of being one | :00:43. | :00:47.
of the ringleaders in blocking attempts to prevent cheap Chinese | :00:48. | :00:50.
They also claimed that the EU had effectively put up a sign | :00:51. | :00:57.
encouraging China to dump its products in Europe. | :00:58. | :01:00.
Our political editor Nick Servini has more. | :01:01. | :01:04.
If we ever needed confirmation that the problems for the steel | :01:05. | :01:07.
industry were far from over, we got it today in spades | :01:08. | :01:10.
from senior figures of Wales' biggest plants. | :01:11. | :01:14.
The steel industry, not just in Wales, and actually not just | :01:15. | :01:17.
in the UK, but throughout Europe, currently suffers from what could be | :01:18. | :01:20.
described as a perfect storm of negative forces. | :01:21. | :01:28.
It has been well publicised over the last couple of years | :01:29. | :01:31.
that we have been suffering from a huge influx of Chinese material. | :01:32. | :01:37.
We have seen prices continue to drop, we have seen imports | :01:38. | :01:39.
from China increase into the UK and without further urgent action | :01:40. | :01:42.
from Wales and the UK, I think the situation is quite | :01:43. | :01:45.
Prices have stabilised slightly in the last month, | :01:46. | :01:52.
but the outlook again for us is not particularly bright. | :01:53. | :01:56.
They were giving evidence to the Assembly Members | :01:57. | :01:59.
on the Assembly's business committee but the criticism was directed far | :02:00. | :02:02.
Welsh steelworkers made their feelings known on a march | :02:03. | :02:08.
Today the bosses said the European Commission should be | :02:09. | :02:13.
doing more to deal with what they say is cheap Chinese steel | :02:14. | :02:15.
Yesterday in the US, a tariff of 266% was introduced | :02:16. | :02:26.
The equivalent tariff in the European Union is now 16%. | :02:27. | :02:35.
The committee was told that the result was that | :02:36. | :02:38.
the European Union had effectively put up a sign for Chinese producers | :02:39. | :02:41.
saying please dump here, you are welcome. | :02:42. | :02:46.
We see the European Commission has not really having the teeth | :02:47. | :02:50.
to actually deal with the flooding of Chinese exports coming in not | :02:51. | :02:53.
just to the UK but Europe as a whole. | :02:54. | :02:57.
At the heart of this is the attitude towards trade tariffs. | :02:58. | :03:00.
The UK Government gave evidence today saying it is putting | :03:01. | :03:03.
Ministers at Westminster believe more can be done | :03:04. | :03:09.
But the industry wants Britain to push for a much | :03:10. | :03:13.
At the moment, that is being resisted because of fears | :03:14. | :03:20.
there would be too much of a lurch towards protectionism. | :03:21. | :03:25.
The European Commission has launched a number of investigations | :03:26. | :03:28.
into steel imports but there is growing concern that more action | :03:29. | :03:31.
needs to be taken to try and secure the remaining industry in Wales, | :03:32. | :03:35.
after 750 losses were announced in Port Talbot in January. | :03:36. | :03:43.
They have got to wake up and smell the coffee on this. | :03:44. | :03:46.
At the end of the day, we have got to have an industry | :03:47. | :03:49.
Many in the industry admit there is no silver bullet for steel | :03:50. | :03:55.
Ford and Toyota are already well established in Wales. | :03:56. | :04:01.
Aston Martin is joining them now another luxury sports car | :04:02. | :04:04.
manufacturer says it's considering a new production line here. | :04:05. | :04:09.
TVR says a site in South Wales is one of three around the UK that | :04:10. | :04:13.
TVR, an iconic British brand that could soon have a distinctly | :04:14. | :04:22.
It has had a new lease of life after it was bought by a group | :04:23. | :04:29.
of investors in 2014 and last year, it announced it was building | :04:30. | :04:32.
a brandnew two seater sports car designed and built in Britain, | :04:33. | :04:34.
The company says it has stayed deliberately tightlipped | :04:35. | :04:40.
about the new line so far but today confirmed South Wales was one | :04:41. | :04:43.
of three sites it was considering to build it. | :04:44. | :04:46.
We could easily be talking about 400 to 600 jobs in the future. | :04:47. | :04:52.
And if you put on then the usual knockon jobs, | :04:53. | :04:55.
that takes it well over 1000, and I think what this car company | :04:56. | :04:58.
would like to do as well is not to use normal distribution systems, | :04:59. | :05:02.
retailers, they would like people to come down and take delivery | :05:03. | :05:07.
of their car and possibly at a racing site, so it could well | :05:08. | :05:10.
be afraid to come down to south Wales, they would likely facility | :05:11. | :05:19.
on the Circuit of Wales, if that occurs. | :05:20. | :05:21.
It comes a week after another iconic British brand, | :05:22. | :05:23.
Aston Martin, announced that it would build its new car in St Athan | :05:24. | :05:26.
in the Vale of Glamorgan, creating 750 jobs. | :05:27. | :05:29.
The Welsh Government gave an undisclosed amount of money | :05:30. | :05:31.
to Aston Martin as part of the deal, but it is not clear whether TVR | :05:32. | :05:35.
TVR says it will make a decision on where the new site will be | :05:36. | :05:42.
in the coming week is and production could start as soon as next year. | :05:43. | :05:47.
A 66 year old man has been arrested on suspicion of murder | :05:48. | :05:50.
after a 65 year old woman was found dead in a flat in Cardiff. | :05:51. | :05:54.
She was discovered in the Century Wharf block of flats | :05:55. | :05:56.
in Cardiff Bay earlier this afternoon. | :05:57. | :06:00.
Some hospital wards run by Cardiff and the Vale University Healthboard | :06:01. | :06:04.
have closed due to a Norovirus outbreak. | :06:05. | :06:07.
The healthboard is advising family and friends not to visit patients | :06:08. | :06:09.
in hospital if they are feeling unwell | :06:10. | :06:11.
The Secretary of State for Wales, Stephen Crabb, has been criticised | :06:12. | :06:18.
for missing most of a Welsh debate in the House of Commons. | :06:19. | :06:21.
MPs were told Mr Crabb had "parliamentary business elsewhere" | :06:22. | :06:25.
but he was photographed at a Conservative Party lunch | :06:26. | :06:27.
The Wales Office said it was common for junior ministers to reply | :06:28. | :06:34.
There's a "fair chance" schools in Wales will start teaching | :06:35. | :06:40.
a new curriculum by the deadline of 2021. | :06:41. | :06:44.
That's according to the man who drafted the changes. | :06:45. | :06:46.
It's been a year since Professor Graham Donaldson | :06:47. | :06:49.
published his plans, which include making computer skills | :06:50. | :06:52.
as central to learning as literacy and numeracy. | :06:53. | :06:55.
But one union says the timetable set by the Welsh government | :06:56. | :06:58.
Here's our education correspondent Bethan Lewis. | :06:59. | :07:04.
It was at this time that the present curriculum was introduced but a big | :07:05. | :07:11.
change to the way school children are taught and the way they learn | :07:12. | :07:14.
This school is one of the schools helping to develop | :07:15. | :07:20.
the new curriculum, building on work it is already doing in weaving | :07:21. | :07:25.
different skills and subjects within lessons. | :07:26. | :07:28.
Pupils are not just receiving distinct subjects, 835 period week | :07:29. | :07:34.
when they move from history to geography to IT. | :07:35. | :07:36.
They are now being exposed to a broader range of skills. | :07:37. | :07:43.
The students do not even recognise necessarily | :07:44. | :07:46.
that they are being exposed to the skills. | :07:47. | :07:48.
The new curriculum aims to make digital and computer skills central | :07:49. | :07:50.
to all learning within schools, along with literacy and numeracy. | :07:51. | :07:55.
It is less focused on formal testing and it aims for more flexibility | :07:56. | :07:59.
for teachers to tailor their lessons around the central curriculum. | :08:00. | :08:05.
At an event in Cardiff today, the man who recommended the changes | :08:06. | :08:08.
a year ago gave an update on progress so far. | :08:09. | :08:12.
He says has been encouraged by the level of enthusiasm that | :08:13. | :08:14.
will help in delivering the changes within the timetable set | :08:15. | :08:17.
There is an impatience to get moving with it and other people are saying | :08:18. | :08:32.
it does not look as if the time is long enough for us to be able | :08:33. | :08:35.
to come to terms with the new curriculum. | :08:36. | :08:37.
I think that the process that has been put in place as a pretty fair | :08:38. | :08:41.
chance of getting us to the point at which by 2018 and beyond schools | :08:42. | :08:44.
will be able to move forward in relation to thinking | :08:45. | :08:47.
about the curriculum and its indications | :08:48. | :08:48.
The current curriculum has been in place since the late 1980s. | :08:49. | :08:58.
Some of those here will be leading the change. | :08:59. | :09:00.
There will be many meetings like these of education experts, | :09:01. | :09:02.
teachers and officials before the new curriculum is taught | :09:03. | :09:04.
But they want the teaching structure ready in two years and four children | :09:05. | :09:09.
everywhere to be taught the new curriculum in five. | :09:10. | :09:11.
Some people here think that is a tough timetable for such | :09:12. | :09:14.
The timetable set by the Education Minister | :09:15. | :09:18.
We are supposed to get all this done and dusted by 2018. | :09:19. | :09:23.
Let's do it properly and take our time and build | :09:24. | :09:30.
on the enthusiasm that is there and get it finished a good | :09:31. | :09:33.
curriculum for children in the 21st century. | :09:34. | :09:36.
Change to the way young people are taught is welcomed | :09:37. | :09:39.
but all here agree that the hard work of putting the ideas | :09:40. | :09:42.
into practice is only just beginning. | :09:43. | :09:45.
Cycling, and at the World Track Championships in London, | :09:46. | :09:48.
Owain Doull has won a silver medal as part | :09:49. | :09:50.
The four, led by Sir Bradley Wiggins, lost to Australia | :09:51. | :09:54.
And after two years of injury troubles, Becky James has come back | :09:55. | :10:02.
She says she is now hopeful for a place on the team | :10:03. | :10:06.
It has been a tough road and the World Cup was tough. I was knocked | :10:07. | :10:22.
out in the first round which was so frustrating. To be back and doing | :10:23. | :10:27.
Kear in, the event I love, and just... I have been working so hard | :10:28. | :10:32.
and knuckling down since Hong Kong. I have seen improvements, gear in, | :10:33. | :10:35.
year out. Happy days. Football and Wales manager | :10:36. | :10:37.
Chris Coleman has revealed he's set for talks about extending | :10:38. | :10:39.
his contract next week. Coleman is currently in Paris | :10:40. | :10:41.
with just 100 days to go until Wales' opening | :10:42. | :10:44.
match of Euro 2016. He also admitted Gareth Bale might | :10:45. | :10:47.
miss both of Wales' warm up games later this month after six weeks | :10:48. | :10:50.
out for Real Madrid. Coleman's contract | :10:51. | :10:53.
ends after the Euros and he's hoping | :10:54. | :10:54.
negotiations go smoothly: Ideally, we will know | :10:55. | :11:01.
what we are doing before we go to the tournament, | :11:02. | :11:04.
so everybody is settled. I can't really, if I am honest, | :11:05. | :11:06.
stop thinking about this tournament. I have got to make sure | :11:07. | :11:11.
that we get it right, Well, let's see what the weather | :11:12. | :11:14.
has in store as we head After a brief respite, turning | :11:15. | :11:33.
colder with wintry showers and windy. A front is pushing through | :11:34. | :11:37.
eventually clearing but bringing rain and snow so if we look at the | :11:38. | :11:41.
map the band of rain, sleet and a warning of snow, two or five | :11:42. | :11:47.
centimetres possible as the front moves through. | :11:48. | :11:49.
It clears northwards turning colder and drier. | :11:50. | :11:51.
Behind it temperatures hovering around freezing with a frost | :11:52. | :11:53.
Then that front moves back southwards across the UK tomorrow | :11:54. | :11:56.
bringing a second wave of rain and some snow. | :11:57. | :11:59.
Early frost and ice - a colder day brighter in the south | :12:00. | :12:02.
more likely to see blustery, wintry showers in the north and that | :12:03. | :12:07.
front extends across northern England bringing a mix of rain, | :12:08. | :12:10.
sleet and some snow on higher ground. | :12:11. | :12:14.
Showers to the north of it , brighter to the south . | :12:15. | :12:17.
Moving very slowly southwards feeling raw in those brisk | :12:18. | :12:19.
Just 5 Celsius in the north of Scotland, nine in the south of | :12:20. | :12:26.
Deteriorating through the afternoon across Wales that wintry mix of rain | :12:27. | :12:30.
and some snow for higher communities - a real windchill with gale force | :12:31. | :12:34.
northerly winds along the coast later. | :12:35. | :12:37.
That band of rain sleet and snow continues to clear southwards | :12:38. | :12:39.
tomorrow night clear skies developing frost and ice likely | :12:40. | :12:41.
A brief ridge of high pressure builds between these weather systems | :12:42. | :12:48.
winds turn more northerly introducing Arctic air. | :12:49. | :12:52.
A frosty start to the weekend a cold but largely dry, often bright | :12:53. | :12:55.
Saturday, variable cloud - maybe the odd wintry | :12:56. | :12:57.
Brisk northerly winds gale force again along the coast. | :12:58. | :13:03.
highs of 6-8 Celsius with a real windchill. | :13:04. | :13:06.
But fairly quiet and settled for the weekend lighter winds | :13:07. | :13:08.
on Sunday, possibly a bit brighter but it'll stay cold throughout. | :13:09. | :13:17.
It could cloud over late on Sunday and into Monday. I feel cold all | :13:18. | :13:24.
Our next update will be at around 6.25 tomorrow morning in BBC | :13:25. | :13:29. |
