Tonight's top stories: Hopes the new Hinkley nuclear plant | :00:00. | :00:08.
in Somerset can boost the Welsh steel industry. | :00:09. | :00:10.
But do we have enough skilled workers? | :00:11. | :00:12.
A jury in the trial of a former senior police officer | :00:13. | :00:14.
hears a police interview with an alleged victim. | :00:15. | :00:21.
And Helen Thompson's car was nearly repossessed because of its | :00:22. | :00:23.
Calls for a change in the law on 'logbook loans.' | :00:24. | :00:45.
It's been billed as a good opportunity for the Welsh economy, | :00:46. | :00:48.
but there are concerns tonight that the new nuclear power plant | :00:49. | :00:51.
in Somerset will take the most specialist workers away from Wales. | :00:52. | :00:54.
The Prime Minister has given the ?18 billion Hinkley C | :00:55. | :00:57.
Overlooking the Bristol channel, it's just 14 and a half miles away | :00:58. | :01:01.
from Wales, with up to 26,000 jobs on offer. | :01:02. | :01:03.
Here's our economics correspondent Sarah Dickins. | :01:04. | :01:15.
Across the water, a different country, a different economy. The | :01:16. | :01:22.
challenge for Wales is to grab the opportunities that lie with this ?18 | :01:23. | :01:26.
million investment. If Wales can win business building the UK's first | :01:27. | :01:30.
nuclear power plant for 20 years, it could help the Welsh economy for the | :01:31. | :01:33.
long-term. After more than one-year-old struggling, this is | :01:34. | :01:36.
already good news for the steel sector in Wales. But this time the | :01:37. | :01:42.
focuses not on Steel but instead here in Cardiff. It makes the steel | :01:43. | :01:50.
used for reinforcing concrete and it makes it from scrap steel brought in | :01:51. | :01:56.
by massive lorries. Already 200,000 tonnes of that reinforced, are | :01:57. | :02:01.
cycled steel have been ordered for the Hinckley project. Steal from you | :02:02. | :02:05.
will go to express reinforcements already involved in the crossrail | :02:06. | :02:09.
project in London and will be supplying Hinkley C. Just one loss | :02:10. | :02:13.
company already talking to those running the nuclear power project. | :02:14. | :02:17.
-- Welsh company. We have been expecting this work for quite a | :02:18. | :02:20.
while so have been gearing up. But I have to say that we do also have a | :02:21. | :02:28.
skills gap of mammoth proportions. We lost 400,000 people in the | :02:29. | :02:30.
construction industry and the last recession and they have not come | :02:31. | :02:35.
back. Also, are training needs to be moved up quite a few gears, so we | :02:36. | :02:39.
need lots of Welsh Government help to do that. On the ground, there is | :02:40. | :02:44.
a real fear that the skills gap will only get better and that the most | :02:45. | :02:48.
specialist workers will be tempted to work on Hinckley, pushing smaller | :02:49. | :02:52.
firms to the bottom of the food chain. I believe we are going to | :02:53. | :02:56.
struggle with subcontractors, particularly electricians, plumbers | :02:57. | :03:01.
and bricklayers. Hinckley will be offering a higher salary than what | :03:02. | :03:05.
will the paying, and we already have a shortage and Hinckley will be | :03:06. | :03:11.
taking those people away from us, making it worse here. | :03:12. | :03:16.
But today, the First Minister pledged ?16.5 million to developing | :03:17. | :03:19.
skills across North Wales as they prepare for a new nuclear reactor. | :03:20. | :03:23.
He is confident we can seize the opportunities from this project. We | :03:24. | :03:27.
know that we have the businesses of wealth that can offer jobs to people | :03:28. | :03:31.
with the right skills. So we are not looking at a brain drain, I do not | :03:32. | :03:35.
believe. We are looking at an opportunity for businesses in Wales | :03:36. | :03:39.
to access suppliers and contractors, potentially, for Hinckley, which is | :03:40. | :03:44.
something we want to explore. What is under liable is that this will | :03:45. | :03:47.
have a clear impact on the economy of South Wales any number of ways. | :03:48. | :03:53.
-- what is undeniable. Experts working on Hinkley Goodwin was firms | :03:54. | :03:57.
win projects and left the whole of the Welsh economy. | :03:58. | :03:59.
A 61-year-old man has been seriously injured and another man arrested | :04:00. | :04:01.
Emergency services were called to Cardiff Road | :04:02. | :04:04.
in the town centre at quarter to six this evening. | :04:05. | :04:06.
The man was airlifted to the University Hospital of Wales | :04:07. | :04:11.
where he remains in a life threatening condition. | :04:12. | :04:13.
A 43-year-old man is being held on suspicion of attempted murder. | :04:14. | :04:17.
Two people have been taken to hospital after a car | :04:18. | :04:20.
crashed into a restaurant in Cardiff Bay this evening. | :04:21. | :04:22.
It's understood one of the casualties was a pedestrian. | :04:23. | :04:24.
The incident happened just before 7, when the vehicle struck | :04:25. | :04:27.
the wall outside Bill's restaurant, in Stuart Street. | :04:28. | :04:39.
The trial of a former senior police officer accused of the historical | :04:40. | :04:42.
sexual abuse of two boys has heard one of them describe | :04:43. | :04:45.
Gordon Anglesea denies three charges of indecent assault and another | :04:46. | :04:51.
The jury at Mold Crown Court heard a police interview | :04:52. | :04:55.
Gordon Anglesey was a former superintendent with North Wales | :04:56. | :05:08.
Police. Now aged 78, he was a police inspector in the 1980s, based in | :05:09. | :05:11.
Wrexham. The prosecution say that during that time he abused two | :05:12. | :05:16.
teenagers. One of them, knowing his 40s, was interviewed by police and | :05:17. | :05:19.
the video was played in court. He was a resident of a children's home. | :05:20. | :05:24.
The head of the organisation was John Allen, jailed in 2014 for | :05:25. | :05:28.
historic sexual abuse. The witness claims he was taken by John Allen to | :05:29. | :05:31.
different locations to be abused by others over a period of months. "I | :05:32. | :05:41.
Got used as a toy." The witness said he was taken to a property here in | :05:42. | :05:43.
Flint, where he was indecently assaulted by a man. He said he did | :05:44. | :05:46.
not know his name but he had a birthmark on his face and glasses, | :05:47. | :05:49.
and was a nasty, horrible piece of work. "I Think he was something to | :05:50. | :05:53.
do with the police." That, the prosecution say, was Gordon | :05:54. | :05:58.
Anglesey. Those squad then the man said he had threatened him, saying | :05:59. | :06:01.
he was send him far away and he would never see his family again. As | :06:02. | :06:04.
so he knew the man was something to do with police, he said he heard it | :06:05. | :06:07.
mentioned, but did not know nearby. The trial will resume on Monday, | :06:08. | :06:11.
with the witness facing cross-examination by the defence. | :06:12. | :06:15.
Gordon Anglesey denies two indecent assault charges and committing a | :06:16. | :06:19.
serious sexual offence against one complainant, and an indecent assault | :06:20. | :06:21.
charge against a second person. A drugs gang which ferried heroin | :06:22. | :06:23.
and crack cocaine from Liverpool into north east Wales | :06:24. | :06:26.
has been jailed. brought class-A drugs | :06:27. | :06:27.
into Flintshire The seven members of the gang | :06:28. | :06:30.
were given jail terms ranging from five | :06:31. | :06:34.
years to 18 months. A reward of up to ?5,000 | :06:35. | :06:37.
is being offered for information about an arson | :06:38. | :06:39.
attack on a school in Torfaen. A fire in January destroyed | :06:40. | :06:42.
the nursery and infant classrooms Seven people from the area have been | :06:43. | :06:45.
arrested on suspicion of arson BBC Wales has announced | :06:46. | :06:51.
a major reorganisation aimed at saving | :06:52. | :06:58.
?9 million by 2022. A shake-up of senior | :06:59. | :07:02.
management will see six senior posts scrapped | :07:03. | :07:04.
and three new ones created, with the commissioning of TV, radio | :07:05. | :07:08.
and online content brought together. The changes come against | :07:09. | :07:11.
the background of the BBC's "cash-flat" licence fee | :07:12. | :07:13.
agreement set in 2015. Obviously we have a flat licence | :07:14. | :07:26.
fee, which means that in real terms we will need to find savings of | :07:27. | :07:32.
about 2% every year for the next five years. For a number of changes | :07:33. | :07:36.
will need to be made there. The new broadcast centre in the city centre | :07:37. | :07:39.
will make a big contribution to those savings. It will be cheaper to | :07:40. | :07:43.
run. The second thing is that there were a number of Management changes, | :07:44. | :07:50.
which will again reduce our costs. Doctors say there has been a | :07:51. | :07:54.
dramatic drop in the number of diabetic patients having legs beat | :07:55. | :07:57.
and be dated. They say better coordination between medical and | :07:58. | :08:03.
nursing staff has helped them to act quickly and save patients from | :08:04. | :08:06.
losing limbs. Having feet, tours and limbs at be dated it is a known risk | :08:07. | :08:14.
for people with diabetes. -- having limbs amputated. | :08:15. | :08:15.
A motorist from the Swansea Valley is backing calls for a change | :08:16. | :08:18.
in the law in relation to so-called "logbook-loans". | :08:19. | :08:19.
Helen Thompson from Ystalyfera bought a second-hand car last year. | :08:20. | :08:22.
But, just weeks later, a finance company tried | :08:23. | :08:24.
The previous owner had taken out a loan secured on the vehicle | :08:25. | :08:28.
It is the biggest purchase most of us make after our home. Our cards | :08:29. | :08:41.
can be worth hundreds, thousands, even tens of thousands of pounds. | :08:42. | :08:46.
And, when hard times hit, it can be a valuable financial asset. Now, | :08:47. | :08:49.
from specialist companies are offering to lend you money with your | :08:50. | :08:56.
car as a collateral. There are whole host of companies offering to give | :08:57. | :08:59.
you cash against the value of your car. But they are only intended as | :09:00. | :09:02.
short term loans, with punitive rates of interest. No, some | :09:03. | :09:06.
unscrupulous motorists have been taking the cash, selling the car on | :09:07. | :09:11.
without settling the debt, having devastating consequences for the new | :09:12. | :09:14.
owner. Ill and needed a cheap car to take her autistic son to college but | :09:15. | :09:19.
the Goal she bought at ?1200 as cost to adhere. The man she bought it | :09:20. | :09:23.
from had borrowed 500 pounds against it but had not made repayments | :09:24. | :09:27.
before sending it on. I bought the car engine and received a letter | :09:28. | :09:31.
saying they were coming to get the car because it had a lawn on it. And | :09:32. | :09:36.
I contacted them then that I did not have a lawn on the car and they went | :09:37. | :09:40.
on for weeks and weeks and weeks. They came to the door then, another | :09:41. | :09:45.
one, wanting the car. So I pulled the wheels off and put it on the | :09:46. | :09:49.
drive. Now it is sitting there and I cannot do anything with it because | :09:50. | :09:52.
they will come and get it and I have had to practice this one now. Look | :09:53. | :09:57.
at it! I can't do nothing with it. -- I have had to buy this limit. | :09:58. | :10:03.
Ross McEwan has had to borrow from family for an alternative car and is | :10:04. | :10:09.
now in debtors. Citizens advice say that a lot of people had been caught | :10:10. | :10:12.
out and new legislation is needed. We will change the law so that | :10:13. | :10:14.
people in her position will be the owners of the vehicle and fully | :10:15. | :10:19.
protected and the lender cannot come and repossess the vehicle any more. | :10:20. | :10:24.
What the lender will have to do is proceed, see the borrower. Helen's | :10:25. | :10:30.
battle with the finance company has lasted more than a year and is | :10:31. | :10:33.
taking its toll on her health. I could not sleep for months and | :10:34. | :10:37.
months. And still now I hear somebody with a lorry and I think | :10:38. | :10:41.
they are going to put it up and take it. They are not having it! So, | :10:42. | :10:48.
hopefully the global change and the man who sold me the car can be | :10:49. | :10:54.
prosecuted for selling it to me. If the government accept the | :10:55. | :10:57.
recommendation, the new law will be on the statutes sometime next year. | :10:58. | :10:59.
Football, and Wales' women secured a convincing 3-0 win | :11:00. | :11:01.
in the Uefa Euro 2017 qualifiers at Rodney Parade this evening. | :11:02. | :11:04.
Record scorer Helen Ward scored her 40th and 41st international goals. | :11:05. | :11:06.
Wales cemented their position in third place in Pool H, | :11:07. | :11:09.
and the men's side have climbed to tenth in the Fifa World Rankings. | :11:10. | :11:21.
They're now above former World Champions Spain. | :11:22. | :11:24.
Just five years ago, Wales were ranked 117th. | :11:25. | :11:29.
Let's take a look at what the weather has in store. | :11:30. | :11:33.
Good evening. Today was the last of the unseasonably mild days. Some | :11:34. | :11:44.
heavy downpours overnight, feeling fresher tomorrow with some sunny | :11:45. | :11:48.
spells. The change overnight as this cold front moves eastwards, meeting | :11:49. | :11:53.
the team at a, triggering some thundery downpours. For a risk of | :11:54. | :11:57.
these downpours, especially in South East Wales. Otherwise, cloud without | :11:58. | :12:04.
breaks of another night. Tomorrow, that rain clears to the east. Cloud | :12:05. | :12:09.
and mist lifting, allowing sunny spells to develop. Across the UK, | :12:10. | :12:14.
that cold front continues to move eastwards, bringing some rain along | :12:15. | :12:18.
the Nazi ghosts. Some very heavy downpours but clearing from the | :12:19. | :12:22.
West. Cloud braking, generally breaking up and feeling fresher. 16 | :12:23. | :12:27.
Celsius in north-west Scotland, 21 in south east England. Down several | :12:28. | :12:32.
degrees in recent days. Across Wales, sunny spells. Just the odd | :12:33. | :12:35.
isolated shower. Brisk north-westerly winds, highs of 16 in | :12:36. | :12:40.
some places. Temperatures back where they should be in September. | :12:41. | :12:46.
Tomorrow night, much quieter. Clearer, dry spell. "Around And | :12:47. | :12:49.
slightly cooler overnight, with north-westerly winds. Then high | :12:50. | :12:54.
pressure builds from the south-west into the weekend. We swap the | :12:55. | :12:58.
community for fresher but settled weather on Saturday, and then there | :12:59. | :13:02.
is low and the Atlantic will try to hidden later Sunday. So, a chilly | :13:03. | :13:09.
start Saturday. Cooler, north-westerly winds. Temperatures | :13:10. | :13:13.
in the mid to high teens. Sunday, sunny spells but turning a bit | :13:14. | :13:17.
cloudier with the threat of rain heading in from the West later. Some | :13:18. | :13:20.
heavy downpours overnight and then we lose the humility tomorrow. A | :13:21. | :13:24.
fresher feel and staying like that into the weekend. | :13:25. | :13:27.
We'll be back in Breakfast with updates from 6.25 tomorrow morning. | :13:28. | :13:31. |
