Welcome to Wales Today.

0:00:040:00:05

Our headlines tonight:

0:00:050:00:06

Four health boards ?146 million in the red.

0:00:060:00:09

Welsh Government says no more bailouts.

0:00:090:00:13

The mother of Khalid Masood -

0:00:130:00:16

who lives in Carmarthenshire says - she is numbed by his actions.

0:00:160:00:18

And flames burning at the back door -

0:00:180:00:20

more than 100 grassfires across the country since the weekend.

0:00:200:00:27

Good evening.

0:00:400:00:41

Health boards in Wales have been told there will be no blank

0:00:410:00:44

cheque to bail them out.

0:00:440:00:45

Four health boards here seeing their overspend

0:00:450:00:48

treble in the past year has prompted the health secretary

0:00:480:00:50

to tell them to do more to live within their means.

0:00:500:00:53

Health accounts for almost half of the Welsh government's ?15 billion

0:00:530:00:55

annual budget.

0:00:550:00:56

Here's our political editor Nick Servini.

0:00:560:01:03

We knew the NHS in Wales was under intense pressure.

0:01:030:01:09

We now know what the impact has been on the budget of some

0:01:090:01:12

of our largest health boards.

0:01:120:01:13

The deficit forecast for Hywel Dda University Health Board,

0:01:130:01:17

which covers West Wales, is ?50 million.

0:01:170:01:23

In ABMU which covers a Bridgend and Swansea, it is 35 million.

0:01:230:01:26

Cardiff and Vale, 31 million.

0:01:260:01:27

And Betsi Cadwaladr, which covers North Wales,

0:01:270:01:29

?30 million, for the financial year just coming to an end.

0:01:290:01:34

Overall that is around three times higher than the previous year.

0:01:340:01:40

Smiles all round as the Health Secretary meets staff

0:01:400:01:42

at the University Hospital of Wales in Cardiff - one of the health

0:01:420:01:52

boards that has failed to balance the books.

0:01:560:01:58

As a result, the message was a serious one -

0:01:580:02:00

there will be no bailout.

0:02:000:02:02

Every health board itself, the independant members should be

0:02:020:02:04

challenging and looking at the financial plans that

0:02:040:02:06

are coming forward because we cannot have a position that the health

0:02:060:02:08

service gets an additional sum of money at great expense

0:02:080:02:11

to the rest of public funding in the rest of Wales and we do not

0:02:110:02:14

deliver a properly acceptable performance and also financial

0:02:140:02:16

performance as well.

0:02:160:02:20

The director of nursing at ABMU catches up after the weekend

0:02:200:02:23

at Morriston Hospital in Swansea.

0:02:230:02:24

This is part of ABMU, where the deterioration has

0:02:240:02:27

been particularly stark, going from a break even position

0:02:270:02:29

to a ?35 million overspend.

0:02:290:02:31

A figure that is enough to run the entire health board

0:02:310:02:34

for nearly a fortnight.

0:02:340:02:39

It has responded to the problems by focusing on recruitment to cut

0:02:390:02:44

down on the cost of taking on agency staff.

0:02:440:02:50

If you are using premium rate agency, undoubtedly that

0:02:500:02:52

will have a drain on the financial resource, however it is really

0:02:520:02:55

important that we utilise and keep the staff we have got

0:02:550:03:00

and keep our ongoing recruitment programmes and actually get more

0:03:000:03:08

staff to work for us in the health board, and we have seen that

0:03:080:03:11

over the last few years.

0:03:110:03:16

Up until this point, the Welsh Government has had

0:03:160:03:21

a we are all in this together partnership approach,

0:03:210:03:23

however the hard-hitting response from ministers,

0:03:230:03:25

calling the finances and acceptable, is a reflection of frustration felt

0:03:250:03:28

at very senior levels of the Welsh Government in the way

0:03:280:03:30

some of the hospitals are being run.

0:03:300:03:32

From the health board's perspective they have the big job now in trying

0:03:320:03:35

to introduce savings in the next year without effecting services.

0:03:350:03:37

The think tank The Health Foundation analysed a potential black

0:03:370:03:41

hole in the Welsh NHS in a report last year.

0:03:410:03:44

We have been going since around 2010 with this need to make

0:03:440:03:47

continual savings every year, so the low hanging fruit,

0:03:470:03:57

as it were, would have been taken and we need a real system look

0:04:000:04:04

at how we can work together as an NHS and as a combined

0:04:040:04:07

health service to really release these savings.

0:04:070:04:13

At a time of rising demand these figures reflect the ever-growing

0:04:130:04:16

problem for health bosses and Government ministers

0:04:160:04:17

of coping with the spiralling costs in the NHS.

0:04:170:04:20

The mother of the Westminster attacker Khaled Masood,

0:04:200:04:21

who lives in Carmarthenshire, says she's shocked, saddened

0:04:210:04:23

and numbed by his actions.

0:04:230:04:25

Janet Ajao released a statement earlier.

0:04:250:04:27

It's five days since her son killed four people

0:04:270:04:29

before being shot dead.

0:04:290:04:30

Sachin Krishnan reports.

0:04:300:04:32

SIRENS

0:04:320:04:34

Within 24 hours of the attack in Westminster,

0:04:340:04:36

officers were at Janet Ajao's home in the small Carmarthenshire

0:04:360:04:42

village of Trelech.

0:04:420:04:43

Hers was a number of properties searched across the UK as part

0:04:430:04:46

of the extensive investigation.

0:04:460:04:47

Tonight Janet Ajao, who it is believed had not been

0:04:470:04:49

in contact with her son for some time, released a statement.

0:04:490:04:52

In it she said she was deeply shocked, saddened and numbed

0:04:520:04:54

by the actions of Khalid Masood and she had shed many tears

0:04:540:04:58

for the people caught up in this horrendous incident.

0:04:580:05:00

She added she wanted to make clear she does not condone his actions,

0:05:000:05:03

nor support the believes he held that led him to committing

0:05:030:05:07

this atrocity.

0:05:070:05:09

Janet Ajao thank her friends, family and the wider

0:05:090:05:17

community for their support.

0:05:170:05:22

The Metropolitan Police, who are leading the investigation,

0:05:220:05:26

have stressed there is no threat to the area.

0:05:260:05:30

The remains of Sandie Bowen,

0:05:300:05:32

who was murdered by her husband 20 years ago,

0:05:320:05:36

were found tied to a porcelain sink at the bottom of Wentwood

0:05:360:05:38

reservoir last month, the inquest has heard.

0:05:380:05:40

The reservoir near Newport hadn't been drained for 100 years.

0:05:400:05:45

Michael Bowen was jailed for her murder in 1998, but never

0:05:450:05:48

revealed where he hid her body.

0:05:480:05:50

The clean-up of the Wylfa and Trawsfynydd nuclear sites

0:05:500:05:53

in North Wales has been halted because of the rising

0:05:530:05:56

cost of the project.

0:05:560:05:58

The ?6 billion contract to decommission 12 redundant nuclear

0:05:580:06:00

power sites in the UK was awarded to the Cavendish Fluor

0:06:000:06:04

Partnership in 2014.

0:06:040:06:07

But the UK government's scrapped the deal and will investigate

0:06:070:06:09

its "flawed" tendering process.

0:06:090:06:14

Grassfires are still burning in every corner

0:06:140:06:16

of the country tonight.

0:06:160:06:20

After a weekend where firefighters were called to more than 100 grass

0:06:200:06:22

fires across Wales - most of them deliberate -

0:06:220:06:24

the emergency services are warning that

0:06:240:06:26

lives are being put in danger.

0:06:260:06:28

Caroline Evans reports.

0:06:280:06:33

Flames creeping ever closer to houses in the

0:06:330:06:36

area of Swansea.

0:06:360:06:39

The latest in a series of grass fires across the country

0:06:390:06:42

since the beginning of the weekend.

0:06:420:06:44

This was Penrhys Mountain in the Rhondda at the height

0:06:440:06:46

of the blaze on Saturday night.

0:06:460:06:47

Dramatic and dangerous.

0:06:470:06:48

The flames leaping, powered by the strong east wind.

0:06:480:06:52

As you can see from the scorch marks, a relatively small fire,

0:06:520:06:56

but with the windy conditions, spread quite quickly

0:06:560:06:57

across the mountainside.

0:06:570:06:59

As you can see behind us there.

0:06:590:07:04

Up to the roadway, a lot of spectators there,

0:07:040:07:09

so we had to go back with the roadway but more

0:07:090:07:11

worryingly, burned down towards the side of the mountain

0:07:110:07:14

towards the houses and going right close to the backs

0:07:140:07:16

of some of the houses.

0:07:160:07:17

Eileen is part of a team who rescues animals,

0:07:170:07:19

but there aren't any to rescue from scene like this.

0:07:190:07:23

The animals don't survive.

0:07:230:07:26

Now is the start breeding season, so we have got baby animals,

0:07:260:07:29

maybe undercover, which aren't going to survive those kinds

0:07:290:07:35

of fires, the adults may be run away from the scene,

0:07:350:07:37

but if they are injured, they are not found,

0:07:370:07:41

they just crawl off and die and that is heartbreaking.

0:07:410:07:43

We can use the Polaris on a lot of this.

0:07:430:07:46

The fire services adopting new approaches and as Craig

0:07:460:07:51

explained to me, this vehicle is not only helping them get water

0:07:510:07:54

to the scene, it also means they can fight fire with fire.

0:07:540:07:56

So we have drip torches.

0:07:560:07:59

This contains a mixture of petrol and diesel and we actually put it

0:07:590:08:06

together and we have along with coming out with a burning torch

0:08:060:08:09

on the and that we can walk along and actually light fires.

0:08:090:08:12

We have a tool box of tools, we have water, a leaf blower,

0:08:120:08:15

with no flames with a leaf blower.

0:08:150:08:20

And exacerbating the problem is the sheer amount of dry bracken

0:08:200:08:22

now covering the hillside.

0:08:220:08:26

Harris is involved in a project looking at what can be done

0:08:260:08:29

from an environmental perspective.

0:08:290:08:30

By reintroducing traditional management like this,

0:08:300:08:31

in the long term, you will get more varied habitat, the seed

0:08:310:08:35

bank will build back up again on the hills,

0:08:350:08:40

because at the moment, it is getting devastated by these fires.

0:08:400:08:42

And the problem isn't going away.

0:08:420:08:44

Near Llangollen, a blaze which has been extinguished reignited.

0:08:440:08:51

And in Swansea, it could be hours before these claims

0:08:510:08:53

are brought under control.

0:08:530:08:54

Delays along North Wales' main road, the A55,

0:08:540:08:56

are being kept to a minimum, the Welsh government

0:08:560:08:58

has insisted tonight.

0:08:580:09:01

Yesterday there were reports of drivers queueing for hours

0:09:010:09:03

to travel just a few miles.

0:09:030:09:04

Some businesses say they've lost thousands of pounds.

0:09:040:09:06

Here's Roger Pinney.

0:09:060:09:10

Well, at least today, the traffic was moving, most of the time.

0:09:100:09:12

There were hold-ups at the rush hours

0:09:120:09:14

and mid-afternoon.

0:09:140:09:15

This is BBC Radio Wales.

0:09:150:09:20

The A55 continues to crawl eastbound from Dwygyfylchi at 16A

0:09:200:09:22

all the way through towards Old Colywn.

0:09:220:09:27

It's a bit slow heading west toward Old Colwyn on the 55 as well.

0:09:270:09:30

That's what listeners to BBC Wales heard yesterday.

0:09:300:09:34

If anything, the situation on the ground was worse.

0:09:340:09:37

There were reports some drivers were stuck in the queue several hours.

0:09:370:09:40

It was Mothering Sunday

0:09:400:09:45

and at the Mulberry Pub and restaurant on Conwy Marina,

0:09:450:09:48

they were booked out.

0:09:480:09:49

Debbie Taylor, the manager there, says the traffic

0:09:490:09:53

disrupted staff, customers and cost the business thousands.

0:09:530:09:55

A lot of our tables didn't turn up

0:09:550:09:58

or were ringing to say they were going to be

0:09:580:10:00

at least an hour, an hour and a half late, which set us back.

0:10:000:10:04

We had a lot of empty tables for a time because most

0:10:040:10:07

of our tables were booked between one and half two.

0:10:070:10:09

Staff, same with staff, coming in to do service,

0:10:090:10:11

they were late, stuck in the traffic,

0:10:110:10:15

so it kind of effected trade.

0:10:150:10:17

Traffic Wales, the roads arm of Welsh Government,

0:10:170:10:19

says work is going on around the clock to clear

0:10:190:10:21

the delays by Easter.

0:10:210:10:25

At Conwy tunnels, its planned improvements, but further east

0:10:250:10:27

of Colwyn Bay, there's what's described a semi-emergency

0:10:270:10:29

work on a bridge.

0:10:290:10:32

Delays are unavoidable, it seems.

0:10:320:10:37

The A55 was just like a parking lot.

0:10:370:10:39

It was just solid, it didn't move.

0:10:390:10:41

We do understand that these important maintenance

0:10:410:10:43

works have to take place.

0:10:430:10:46

It is better that they are done in the winter rather

0:10:460:10:48

than the summer months.

0:10:480:10:50

I think we've probably just got to put up with it and hope that

0:10:500:10:54

it finishes as possible.

0:10:540:10:59

No one would disagree with that.

0:10:590:11:01

For now, though, it's a case of just grin and bear it.

0:11:010:11:04

It's been confirmed a 12 millimetre long millipede,

0:11:040:11:06

described as the Mardy Monster, is a new species.

0:11:060:11:08

Experts say the brown bug - which was found crawling under

0:11:080:11:11

stones at the old colliery site in the Rhondda - is completely

0:11:110:11:14

new to science and is distinct from other millipedes.

0:11:140:11:16

But it's not known how it came to be in South Wales.

0:11:160:11:19

Let's get the weather - Sue Charles has tonight's forecast.

0:11:190:11:23

After a warm weekend and a dry start to the week

0:11:230:11:26

it is turning more unsettled.

0:11:260:11:27

Dry at times, still some brightness but becoming blustery.

0:11:270:11:30

Overnight, it remains dry with clear spells and light winds.

0:11:300:11:32

Turning chilly in rural areas with cloud thickening in the early

0:11:320:11:37

hours and fog forming, so not quite as cold

0:11:370:11:40

as recent nights.

0:11:400:11:44

Tomorrow we see some changes with low cloud and fog

0:11:440:11:49

in mid and North Wales, that will slowly clear to leave

0:11:490:11:53

a mix of sunny spells and showers.

0:11:530:11:54

And across the UK, still dry and bright for much of eastern

0:11:540:11:57

England and Scotland but a weak front edging in from the south

0:11:570:12:01

and west bringing blustery showers across Northern Ireland,

0:12:010:12:04

Wales and south-west England, with top temperatures tomorrow nine

0:12:040:12:08

Celsius in north-east Scotland and 17 in the milder air

0:12:080:12:11

in south-east England.

0:12:110:12:17

Tomorrow afternoon for Wales, showers, heavy in places,

0:12:170:12:22

still some sunny spells and more so later on with the winds

0:12:220:12:25

turning south-westerly, quite gusty along the coast

0:12:250:12:26

with highs of 12 Celsius.

0:12:260:12:31

Tomorrow night, thicker cloud, rain pushing in from the west

0:12:310:12:34

and a noticeably milder night with mist and fog forming overnight.

0:12:340:12:36

This big area of low pressure in the Atlantic

0:12:360:12:40

will influence our weather from the mid-week onwards.

0:12:400:12:42

More rain pushing inward with stronger winds as well.

0:12:420:12:47

Wednesday, some dry spells, often cloudy, with showers

0:12:470:12:49

and longer spells or rain pushing in from the west.

0:12:490:12:51

Heaviest on western-facing hills.

0:12:510:12:53

Gusty winds bringing in mild air from the south.

0:12:530:12:55

Temperatures still above average on Wednesday.

0:12:550:12:57

It will turn more unsettled from midweek onwards.

0:12:570:13:01

Thursday is a mix of sunshine and showers, often quite windy

0:13:010:13:05

and still relatively mild but it will be frost-free by night.

0:13:050:13:15

That's Wales Today.
