Welcome to Wales Today, our headlines tonight:

0:00:010:00:04

Flying the flag - Welsh businesses set out what they need from any

0:00:040:00:07

Brexit deal on the eve of triggering Article 50.

0:00:070:00:12

Police hunt for Jordan Davidson, wanted on suspicion of murder

0:00:120:00:14

after a disabled man's body is found.

0:00:140:00:19

And fly-tipping on the increase -

0:00:190:00:20

we hear about the new drive to catch those responsible.

0:00:200:00:25

Good evening.

0:00:390:00:41

Tomorrow, the Prime Minister will start the process of the UK

0:00:410:00:44

leaving the European Union, by triggering Article 50.

0:00:440:00:48

And there's mounting pressure from Government and businesses here

0:00:480:00:50

for Wales not to be forgotten.

0:00:500:00:52

In a letter to politicians, seen exclusively by BBC Wales,

0:00:520:00:56

the leading business organisation, the CBI, says the priority should be

0:00:560:01:00

making sure all nations of the UK remain

0:01:000:01:02

in the Single Free Trade Area.

0:01:020:01:05

Here's our business correspondent, Brian Meechan.

0:01:050:01:10

The UK Government has already given some idea of what Wales could be

0:01:100:01:13

facing after leaving the EU.

0:01:130:01:16

Theresa May met business leaders, including the CBI,

0:01:160:01:18

in Swansea last week.

0:01:180:01:21

On her first trade mission outside Europe, she visited India to lay

0:01:210:01:23

the groundwork for a future deal.

0:01:230:01:27

Today, she has agreed to begin discussions with Qatar to open up

0:01:270:01:30

the Gulf states to UK products, but relations with is Scotland

0:01:300:01:35

the Gulf states to UK products, but relations with Scotland

0:01:350:01:37

have become strained, as it seeks a special deal on Brexit

0:01:370:01:40

or says it will move to another independence referendum.

0:01:400:01:43

The CBI letter to Welsh politicians spells out what business

0:01:430:01:45

needs from negotiations, including allowing thousands of

0:01:450:01:48

EU workers to stay here, and no trade barriers,

0:01:480:01:51

either through tariffs or new regulations.

0:01:510:01:54

A lot of them don't quite understand what is important for business.

0:01:540:01:58

They are not that close to business.

0:01:580:02:00

Some are, some have very good relationships, but a lot of them,

0:02:000:02:03

I don't believe, know what we are really concerned about.

0:02:030:02:06

And we need a launch pad for the rest of this century,

0:02:060:02:09

we need to get this right.

0:02:090:02:11

The business group also wants to make sure that Brexit doesn't

0:02:110:02:14

lead to Leave-voting Wales and England and Remain-voting

0:02:140:02:16

Scotland and Northern Ireland all going off in separate directions.

0:02:160:02:20

In other words, keeping the current UK Single Market intact.

0:02:200:02:25

Here at Essentials warehouse in Cardiff, toiletries and cosmetics

0:02:250:02:29

are being parcelled up and sent to shoppers online.

0:02:290:02:33

Mostly it is across the UK, but increasingly, other

0:02:330:02:37

countries are important too, taking up 15% of the business

0:02:370:02:42

with the biggest markets being Germany, France and the USA.

0:02:420:02:47

It is a similar picture for the whole of Wales.

0:02:470:02:49

67% of exports from here go to the EU.

0:02:490:02:54

Germany is the biggest market for Welsh products,

0:02:540:02:56

taking 24% of exports.

0:02:560:03:00

France is next at 16%, and the USA takes 13%

0:03:000:03:05

of what Wales sells abroad.

0:03:050:03:08

Raj Aggarwal is the Honorary Consul for India in Wales, and he owns

0:03:080:03:12

Essentials and cosmetics retail outlets in Cardiff.

0:03:120:03:16

The growing economy of India is another foreign market

0:03:160:03:19

Theresa May would like a trade deal with after Brexit, but on her visit

0:03:190:03:23

there, it was made clear that the country would want

0:03:230:03:26

more visas, including for students, in return.

0:03:260:03:30

There has to be that respect for people from all nations,

0:03:300:03:33

and we need to treat people with equity and fairness,

0:03:330:03:38

and unless we do that, I think that difficulties

0:03:380:03:42

will arise, and I am sure the markets are wide open,

0:03:420:03:46

especially the Indian markets, they are looking forward to trading.

0:03:460:03:51

At this Swansea manufacturer, flying the flag for Wales

0:03:510:03:53

is much easier outside the EU.

0:03:530:03:56

The boss here supports Brexit and believes there is

0:03:560:03:58

no reason to be anxious.

0:03:580:04:01

Perhaps channel that angst into something positive

0:04:010:04:03

and look further afield.

0:04:030:04:06

I don't think that losing one customer will be the death of us,

0:04:060:04:10

it just means we have to change.

0:04:100:04:13

The UK has two years to iron out the details of its future outside

0:04:130:04:17

the EU once the Prime Minister triggers Article 50 tomorrow.

0:04:170:04:22

What that looks like will depend on how the negotiations

0:04:220:04:24

develop in that time.

0:04:240:04:27

We'll have all the reaction to the triggering of Article 50

0:04:270:04:30

from Wales in tomorrow's programme at 6.30pm.

0:04:300:04:35

The search continues this evening for 25-year-old

0:04:350:04:38

Jordan James Lee Davidson, who's wanted on suspicion of murder

0:04:380:04:42

after a disabled man was found dead in Wrexham.

0:04:420:04:46

A postmortem examination concluded 67-year-old Nicholas Anthony Churton

0:04:460:04:50

died of significant head injuries sometime on Thursday or Friday.

0:04:500:04:55

Roger Pinney reports.

0:04:550:04:58

A cul-de-sac just a few hundred yards away from Wrexham town centre.

0:04:580:05:02

The body of Nicholas Anthony Churton was found here yesterday morning.

0:05:020:05:06

There has been a police presence since then.

0:05:060:05:09

Investigators believe Mr Churton died some time on Thursday

0:05:090:05:12

or Friday of last week.

0:05:120:05:14

He was 67.

0:05:140:05:16

Detectives say Nicholas Churton was well known

0:05:160:05:18

around the Wrexham area.

0:05:180:05:20

At one stage, he ran a wine bar in Rossett, a few miles away.

0:05:200:05:24

The police say he was vulnerable, he had disabilities.

0:05:240:05:28

A postmortem examination suggests he died of a severe head injury.

0:05:280:05:33

This is the man the police say they are looking for,

0:05:330:05:35

25-year-old Jordan James Lee Davidson.

0:05:350:05:39

Members of the public are being urged not to

0:05:390:05:41

approach him if they spot him, but to contact the police.

0:05:410:05:45

We believe that someone in the Wrexham area knows

0:05:450:05:48

where Jordan is, and additionally, we would like to appeal to them,

0:05:480:05:51

if they are aware of where he is, to come forward

0:05:510:05:54

and speak to the police.

0:05:540:05:55

We would like to reassure the public that every possible line of enquiry

0:05:550:05:58

is being pursued to trace Jordan.

0:05:580:06:00

We would also like to reiterate the fact that he is not to be

0:06:000:06:03

approached, and if he is seen, contact the police immediately.

0:06:030:06:06

There has been police activity elsewhere in this case.

0:06:060:06:09

Homes have been searched in another part of Wrexham

0:06:090:06:12

and in Old Colwyn near Colwyn Bay.

0:06:120:06:14

Two men and a woman have been arrested on suspicion

0:06:140:06:17

of assisting an offender.

0:06:170:06:21

A student on a work placement at a nursery in Port Talbot has

0:06:210:06:24

described seeing young children being frequently force-fed

0:06:240:06:26

and "flung" by the wrists by a member of staff.

0:06:260:06:29

Swansea Crown Court heard the Bright Sparks nursery

0:06:290:06:32

in Taibach closed in 2015 after concerns were raised.

0:06:320:06:35

The former owner and two members of staff deny causing cruelty.

0:06:350:06:40

The jail term of Andrew Saunders, who stabbed a couple to death

0:06:400:06:43

in Cardiff city centre, will not be reviewed

0:06:430:06:45

by the Court of Appeal.

0:06:450:06:47

Saunders, who murdered Zoe Morgan and Lee Simmons,

0:06:470:06:50

was sentenced to life with a minimum term of 23 years and four months.

0:06:500:06:54

The couple were killed last September near

0:06:540:06:56

the Queen Street Matalan store.

0:06:560:06:59

Natural Resources Wales is warning that fly-tipping is on the increase.

0:06:590:07:03

They say there were more than 42,000 incidents in the last year.

0:07:030:07:07

They're working with North Wales Police's rural crime

0:07:070:07:10

team to catch those responsible.

0:07:100:07:12

Today a builder was fined and ordered to do 100 hours

0:07:120:07:15

of unpaid work for dumping rubbish on a country road on Anglesey.

0:07:150:07:19

Matthew Richards reports.

0:07:190:07:22

Oswyn Williams arrived at Mold Crown Court

0:07:220:07:24

this morning to hear his fate.

0:07:240:07:26

He runs a construction company called Glyndwr Services.

0:07:260:07:29

In 2015, a large amount of rubbish was found dumped

0:07:290:07:31

at Gwalchmai on Anglesey.

0:07:310:07:34

Two piles of green waste and rubble were in a lay-by,

0:07:340:07:36

and another pile containing clothing, a tarpaulin and furniture

0:07:360:07:39

was left in the road.

0:07:390:07:41

A receipt from a builders' merchants was among the waste, which contained

0:07:410:07:44

Mr Williams' company details and his name.

0:07:440:07:47

Another piece of evidence also proved key to his conviction.

0:07:470:07:50

Oswyn Williams had offered to dispose of a number of

0:07:500:07:52

pieces of furniture and other items from an office

0:07:520:07:54

he was renting in Old Colwyn.

0:07:540:07:57

He was eventually traced when a bank paying-in book belonging

0:07:570:08:01

to the owner of the property was found amid the rubbish.

0:08:010:08:03

Fly-tipping is a growing problem in Wales, costing the taxpayer more

0:08:030:08:06

than ?2 million a year to clean up.

0:08:060:08:09

Councils across the country now use everything

0:08:090:08:11

from hidden cameras to a shared database of cases to catch people.

0:08:110:08:15

We estimate that about 42,000 tonnes of waste are tipped illegally

0:08:150:08:18

in Wales every year.

0:08:180:08:21

This is a combination of traders doing it,

0:08:210:08:24

to legitimate businesses, and it affects beauty spots,

0:08:240:08:26

it affects the environment, and it seems to be a problem

0:08:260:08:30

on the increase.

0:08:300:08:32

North Wales Police's rural crime team work

0:08:320:08:34

with Natural Resources Wales to investigate the problem and say

0:08:340:08:37

people need to be wary of some of those offering

0:08:370:08:40

waste disposal services.

0:08:400:08:42

We have a number of incidents now, ongoing cases, really,

0:08:420:08:46

with Facebook being used to advertise man-in-a-van type

0:08:460:08:50

business, and a lot of these members of the public contact these people

0:08:500:08:55

and, subsequently, their waste just gets dumped in lay-bys.

0:08:550:08:59

Oswyn Williams escaped a jail sentence, but was fined a total

0:08:590:09:02

of ?750 and ordered to do 100 hours of unpaid work.

0:09:020:09:08

Crumbling away - that's the verdict of our roads from the latest survey

0:09:080:09:11

by the Asphalt Industry Alliance.

0:09:110:09:13

It claims more than ?590 million would have to be spent

0:09:130:09:16

to bring our local roads up to a reasonable standard,

0:09:160:09:19

and one in six are in "poor structural condition".

0:09:190:09:23

Here's Matt Murray.

0:09:230:09:26

The thud of hitting a pothole, enough to make

0:09:260:09:28

a motorist wince and worry.

0:09:280:09:31

An ageing road network, increased traffic and wetter winters

0:09:310:09:34

are all blamed for the state of our roads, according

0:09:340:09:38

to the latest survey from the Asphalt Industry Alliance.

0:09:380:09:41

Local authority roads are probably local authorities' principal assets,

0:09:410:09:44

if you think about it.

0:09:440:09:46

People need to get to work, children need to get to school,

0:09:460:09:49

social services rely on it, so it is important that our

0:09:490:09:54

crumbling roads are maintained.

0:09:540:09:58

This most recent survey says it would cost just over

0:09:580:10:01

?590 million to get Wales' roads into a decent state.

0:10:010:10:06

That is an average of just under ?27 million per council.

0:10:060:10:11

It also reveals that last year alone, 141,000 potholes

0:10:110:10:16

were filled in Wales.

0:10:160:10:18

The Welsh Local Government Association say they spent an extra

0:10:180:10:21

?172 million on our roads between 2012 and 2015.

0:10:210:10:27

That means there are now fewer highways in a poor condition,

0:10:270:10:30

as the money was spent on full resurfacing work, like you can see

0:10:300:10:34

here in Aberystwyth, rather than pack and mend repairs.

0:10:340:10:38

In many parts of Europe, roads are often in a better

0:10:380:10:41

condition than our motorways, but that is because of tolls.

0:10:410:10:45

It generates income from maintenance, but it is also

0:10:450:10:47

claimed it puts people off using them in the first place.

0:10:470:10:51

While motorists at this service station believe roads in Wales

0:10:510:10:54

are of poorer quality.

0:10:540:10:57

They have been getting worse, I think it is maybe to do

0:10:570:11:00

with the weather, or I think the budget is spent elsewhere.

0:11:000:11:03

I have to go to a lot of villages that are sort of quite far out,

0:11:030:11:07

go on a lot of back roads, and some of those are

0:11:070:11:10

in a really bad state.

0:11:100:11:11

But it is not just hundreds of millions of pounds

0:11:110:11:13

needed, it is also time.

0:11:130:11:15

And this report says it would take nearly a decade to make our roads

0:11:150:11:18

a reasonable standard.

0:11:180:11:22

Let's see what the weather has in store -

0:11:220:11:24

Derek's got tonight's forecast.

0:11:240:11:26

Hello.

0:11:260:11:27

We have seen the last of the really nice weather for a while,

0:11:270:11:31

we are all going to see some rain at some point over

0:11:310:11:33

the next few days.

0:11:330:11:34

But we have seen the last of the frost for a while.

0:11:340:11:37

The nights are going to be much milder.

0:11:370:11:42

And that goes for tonight, cloud will keep temperatures well up.

0:11:420:11:45

Further outbreaks of rain and drizzle at times.

0:11:450:11:47

Some mist and hill fog.

0:11:470:11:48

Lowest temperatures only eight to 10 Celsius.

0:11:480:11:50

A bit of a damp start tomorrow morning.

0:11:500:11:53

Some drier spells developing, it may brighten up in Wrexham for a while,

0:11:530:11:56

and most of the rain in the North West,

0:11:560:11:58

on the Snowdonia Mountains.

0:11:580:12:06

Across the rest of the UK, rain and drizzle will spread

0:12:060:12:09

northeastwards during the day.

0:12:090:12:10

Some heavy rain on the hills in the West.

0:12:100:12:12

Further south-east, dry in London, some bright spells, temperatures up

0:12:120:12:14

to 15 or 16 Celsius.

0:12:140:12:16

And the far North East of Scotland should stay dry.

0:12:160:12:18

In Wales tomorrow afternoon, cloudy with the of rain.

0:12:180:12:25

--

0:12:250:12:26

-- with

0:12:260:12:26

-- with outbreaks

0:12:260:12:26

-- with outbreaks of

0:12:260:12:26

-- with outbreaks of rain.

0:12:260:12:27

Some heavy and persistent rain in Carmarthenshire and Snowdonia.

0:12:270:12:30

Not wet everywhere, though.

0:12:300:12:31

The far South and South East will be drier.

0:12:310:12:33

Temperatures above average.

0:12:330:12:34

Tomorrow night, further showers or longer spells

0:12:340:12:35

of rain, heavy in places.

0:12:350:12:37

And a very mild night, temperatures in double figures.

0:12:370:12:40

On Thursday, some dry spells, but as you can see,

0:12:400:12:43

further outbreaks of rain.

0:12:430:12:45

Turning wet in parts of Mid, West and North Wales in the afternoon.

0:12:450:12:49

Meanwhile, the South East could dry and brighten up with temperatures

0:12:490:12:52

popping up to 16 or 17 Celsius.

0:12:520:12:56

On Friday, more rain to come, heavy in places.

0:12:560:12:59

But it should improve later in the day, turning

0:12:590:13:02

drier and brighter.

0:13:020:13:04

A few showers.

0:13:040:13:06

As for the weekend, sunshine and April showers on Saturday.

0:13:060:13:10

But Sunday should be more settled and drier,

0:13:100:13:12

thanks to a ridge of high pressure.

0:13:120:13:15

See you soon.

0:13:150:13:19

That's Wales Today.

0:13:190:13:21

From all of us on the programme, goodnight.
