Welcome to BBC World News. Barack Obama and Mitt Romney target voters | :00:10. | :00:13.
in crucial swing states, as the US presidential election enters the | :00:13. | :00:16.
final day of campaigning. And, as America recovers from | :00:16. | :00:19.
Superstorm Sandy,we find out how the residents of Staten Island feel | :00:19. | :00:23.
about casting their vote. Greece is under the spotlight yet | :00:23. | :00:26.
again, as officials try to implement more tough austerity | :00:26. | :00:30.
measures. Welcome to BBC World News. | :00:30. | :00:39.

There's just one campaigning day left in the US presidential | :01:02. | :01:05.
election, and both candidates are doing everything they can to win | :01:05. | :01:13.
over undecided voters in what have become crucial swing states. | :01:13. | :01:16.
The 2012 presidential campaign has been the most expensive in US | :01:16. | :01:25.
history. Estimates suggest it will end up costing $2.5 billion. That | :01:26. | :01:29.
works out to about $20 dollars per vote. So where does the money come | :01:29. | :01:32.
from? The Republican and Democratic party committees raise money for | :01:32. | :01:35.
their respective candidates. But more than $700 million is raised | :01:35. | :01:38.
from donations of under 2,500 given by individual Americans. | :01:38. | :01:41.
Money is also collected by political action committees or | :01:41. | :01:45.
groups, known as Super PACs. Super PACs spend millions of dollars on | :01:45. | :01:48.
TV advertising hoping to influence the electorate. Around $600 million | :01:48. | :01:50.
has been raised by them in this election campaign. | :01:50. | :01:54.
The latest polls suggest that the race is still too close to call, | :01:54. | :01:57.
with President Obama and Mitt Romney on pretty much level-pegging. | :01:57. | :02:03.

faithful in Ohio to give the President another four years in | :02:17. | :02:27.
:02:27. | :02:29. | ||
Ohio could hold the key to this election. One reason why Barack | :02:29. | :02:33.
Obama will be returning here on Monday, the final lap of a frenetic | :02:33. | :02:36.
campaign trail before the country goes to the polls on Tuesday. | :02:36. | :02:39.
is not just a choice between two candidates or parties, but between | :02:39. | :02:43.
two different visions of America. It is a choice between a return to | :02:43. | :02:50.
the top down policies that crushed our economy. Or, the strong, | :02:50. | :02:59.
growing middle class based policies that are getting us out of a crisis. | :02:59. | :03:03.
Governor Romney will also be back in Ohio, but on Sunday he was also | :03:03. | :03:12.
focusing on Pennsylvania. Where he and his wife arrive by bus. Like | :03:12. | :03:16.
much of the country, opinion polls show this to be a deeply divided | :03:16. | :03:18.
state the former Massachusetts governor will desperately need if | :03:18. | :03:28.
he loses Ohio. Let's make sure every single person | :03:28. | :03:37.
we know gets out and votes on Tuesday! What makes this rally, and | :03:37. | :03:41.
your work inspiring, is because you care about America. It is a | :03:41. | :03:44.
campaign about our country, the future we leave to our children. We | :03:44. | :03:48.
thank you. We ask you to stay at it all the way until victory on | :03:48. | :03:53.
Tuesday night. The polls show the President with a slight lead, but | :03:53. | :04:00.
the percentage is small, and voters are disgruntled. If there are any | :04:00. | :04:04.
undecided Americans out there, the next few hours will be critical to | :04:04. | :04:12.
winning them over. Two foreign workers have been killed and a | :04:12. | :04:16.
third injured following a series of bomb attacks in Bahrain. | :04:16. | :04:19.
Authorities say the blasts in the Bahraini capital Manama, were | :04:19. | :04:22.
caused by at least five home-made devices. The state news agency | :04:22. | :04:26.
described the explosions as acts of terrorism. The police have already | :04:26. | :04:29.
been the target of several bomb attacks in Bahrain, but such an | :04:29. | :04:32.
attack in the middle of Manama is rare. | :04:32. | :04:38.
Tour we know who or what is behind these attacks? We do not, but the | :04:38. | :04:43.
conflict in Bahrain has been getting increasingly bitter. The | :04:43. | :04:46.
government has banned all demonstrations, many of the | :04:46. | :04:50.
demonstrators have been committed to peaceful opposition to the | :04:50. | :04:54.
government, but some must be feeling the only way forward is | :04:55. | :05:00.
violence. It is unusual to see bomb attacks like this in the centre. | :05:00. | :05:07.
There have been attacks on police in outlying villages. But in the | :05:07. | :05:15.
centre, this is a new development. Some Asian expert workers were | :05:15. | :05:22.
among those killed? Reportedly, they were street cleaners, one, | :05:22. | :05:30.
apparently, kicked one of the bombs which set it off, and it killed him. | :05:30. | :05:36.
A third person was also injured. How much pressure is on the | :05:36. | :05:41.
government now have to sort out this ongoing crisis? There is | :05:41. | :05:45.
pressure, the United States has condemned this new ban on | :05:45. | :05:52.
demonstrations. Bahrain does have strong allies, including Saudi | :05:52. | :06:02.
:06:02. | :06:02. | ||
Arabia. Juliette joins me now with the | :06:02. | :06:10.
business. It's a crucial week for Greece, as | :06:10. | :06:12.
the government attempts to drive through budget savings and reforms | :06:12. | :06:15.
that will keep its international lenders happy. Today, a new | :06:15. | :06:23.
austerity package will be presented to Parliament. It amounts to $17 | :06:23. | :06:27.
billion worth of cost cuts and tax increases. It also includes reforms | :06:27. | :06:31.
to the labour market that will make it easier to hire and fire staff. | :06:31. | :06:33.
Parliament is expected to vote on both measures on Wednesday. | :06:34. | :06:36.
Meanwhile, Greece's main public and private sector unions are planning | :06:36. | :06:39.
a two-day strike, starting on Tuesday, to protest against the | :06:39. | :06:41.
legislation. Sony Kapoor is the managing | :06:41. | :06:44.
director of the think-tank Re- Define. He said that the poor | :06:44. | :06:52.
relationship between Greece and its creditors is creating big problems. | :06:52. | :06:56.
And we are basically stuck in a trap, where the creditors and the | :06:56. | :07:00.
European partners do not trust the Greek government or the Greek | :07:00. | :07:05.
people to deliver on the reforms, hence, want to continue to push | :07:05. | :07:10.
them closer to the edge. Things are desperate, there is an incentive to | :07:10. | :07:14.
reform. The problem is this strategy also means there is a | :07:14. | :07:18.
large amount of economic uncertainty, it drives Investment | :07:19. | :07:23.
away, it stops people spending. It sharply reduces any revenue that | :07:23. | :07:27.
might arise from privatisation because the economic prospects look | :07:27. | :07:32.
so gloomy. We are stuck in this trap were the loss of trust has | :07:32. | :07:38.
pushed us into a position which is undermining the Greek economy in a | :07:38. | :07:43.
very substantial way, and is eating away at the social and political | :07:43. | :07:47.
fabric. France has asked one of its most | :07:47. | :07:50.
respected businessmen to find out how to make the country more | :07:50. | :07:52.
competitive. Today, Louise Gallois, the former head of Airbus owner, | :07:52. | :07:58.
EADS, delivers his report to the government. -- Louis. His | :07:58. | :08:00.
recommendations are expected to include rethinking the country's | :08:00. | :08:03.
controversial 35-hour working week. But it seems the government is | :08:03. | :08:06.
already trying to distance itself from his ideas. Maddy Savage | :08:06. | :08:14.
reports from Paris. Four workers here at one of the | :08:14. | :08:17.
factories for Peugeot, the word, competition, is one they have heard | :08:17. | :08:23.
a lot. Two weeks ago, their bosses accepted the first step out for of | :08:23. | :08:26.
France's car industry since the start of the financial crisis, | :08:26. | :08:30.
admitting they had failed to adapt to an increasingly tough | :08:30. | :08:35.
environment. There is a meltdown in the steel industry, this plant in | :08:35. | :08:37.
eastern France used to be a key supplier for companies across | :08:37. | :08:47.
Europe. But it is about to close. Demands -- demand for still is | :08:47. | :08:51.
reducing. The government recognises this is part of a national problem | :08:51. | :08:57.
with competitiveness. TRANSLATION: We need to sort out our finances | :08:57. | :09:01.
and economy. The aim is to have a stronger economy that is more | :09:01. | :09:05.
innovative but stronger exports, which can hold its own on world | :09:05. | :09:10.
markets, particularly in the European market. For earlier this | :09:10. | :09:15.
year, businessman Louise Gallois, who used to run the aerospace group | :09:15. | :09:21.
EADS, was asked for possible solutions. His report is suspected | :09:21. | :09:28.
-- expected to suggest longer hours for employees. Last week, the | :09:28. | :09:32.
country's Prime Minister hinted the government would consider extending | :09:32. | :09:35.
the working week, but backtracked during a heated debate in | :09:35. | :09:42.
Parliament. TRANSLATION: I am going to disappoint you, my position has | :09:42. | :09:45.
always been, that is why I always opposed your policies, the legal | :09:46. | :09:51.
limit should be 35 hours. This will not change as long as the left is | :09:51. | :09:56.
in power. When ministers discussed the full -- discuss the full report | :09:56. | :10:03.
on Tuesday, the speed of reforms is likely to be a key issue. Russian | :10:03. | :10:08.
changes to -- rushing changes is something the Prime Minister is | :10:08. | :10:12.
keen to avoid, but critics say the country needs to act quickly to | :10:12. | :10:15.
stop further investments being driven abroad. | :10:15. | :10:19.
Japan's biggest car maker has seen a tripling of its quarterly profits. | :10:19. | :10:22.
Toyota also said it's confident about the year ahead, despite its | :10:22. | :10:28.
difficulties in China. But the picture wasn't rosy across | :10:28. | :10:31.
the board, as our correspondent in Tokyo Rupert Wingfield Hayes told | :10:31. | :10:39.
me earlier. Big there is an ongoing political spat between China and | :10:39. | :10:44.
Japan, which got very nasty in September, when many Japanese | :10:44. | :10:49.
countries were closed down, there were attacks on Japanese factories | :10:49. | :10:55.
and businesses in China. Toilet her reported a fall of 50% in sales in | :10:55. | :11:00.
China and says it has lost 200,000 sales in China because of that. The | :11:00. | :11:05.
other thing about these figures is that they look great, but Toyota | :11:05. | :11:10.
was starting from a low base and if it hadn't been for the fact that | :11:10. | :11:13.
2011 was such a terrible year for them, perhaps these results would | :11:13. | :11:21.
not look quite as good as they do. In other business news: Banking | :11:21. | :11:25.
giant HSBC says it will set aside an extra $800 million to cover | :11:25. | :11:28.
fines from US authorities. The fines relating to the breaking of | :11:28. | :11:31.
laws preventing money laundering. The bank also said that first half | :11:31. | :11:36.
profits have halved to just under $2.5 billion. | :11:36. | :11:39.
Ryanair says profit rose 10% in the first half of the year, to $765 | :11:40. | :11:43.
million. Europe's biggest low-cost carrier was helped by higher fares, | :11:43. | :11:47.
and a lower fuel bill. Passenger numbers were also boosted by the | :11:47. | :11:57.

London Olympics. A look at the financial markets, | :11:57. | :12:02.

A remarkable relationship between a fighter pilot and the man who shot | :12:47. | :12:54.
him down is being celebrated. The two men hope their story will | :12:54. | :13:00.
promote peace. In Belgrade, the memories are still | :13:00. | :13:07.
fresh. Just 13 years ago, NATO air strikes rocked the city. Operation | :13:07. | :13:15.
Allied Force lasted three months. Belgrade still bears the scars. The | :13:15. | :13:18.
forces of the former Yugoslavia also made their mark, they shot | :13:18. | :13:25.
down the biggest prize of all, a US Air Force F 117, the supposedly | :13:25. | :13:31.
invincible Stealth fighter. Mayday, Mayday! Now, the main protagonists | :13:31. | :13:35.
in that instant are reliving it at the premiere of The Second Meeting, | :13:35. | :13:44.
a film which brought them together. Dale Zelko, was the stuff fighter | :13:44. | :13:49.
pilot. The wreckage is in a museum here. He is far from bitter about | :13:49. | :13:53.
the extent. The hostilities are history, and | :13:53. | :13:58.
Dale Zelko has come to express his friendship to the man who shot him | :13:58. | :14:04.
down, Sultan Danny. He is explaining to his own children and | :14:04. | :14:09.
others what exactly happened on that night in 1999. Zoltan Dani | :14:09. | :14:14.

their friendship as a message of peace and demonstrate that getting | :14:59. | :15:09.
:15:09. | :15:24. | ||
to know the enemy may be a lot Our main headline - - Barack Obama | :15:24. | :15:28.
and Mitt Romney are approaching the final day of the election campaign, | :15:28. | :15:32.
with intense campaigning taking place. The election takes place as | :15:32. | :15:39.
the eastern seaboard continues to recover from Hurricane Sandy. Some | :15:39. | :15:46.
residents of Staten Island told us what they felt about voting at a | :15:46. | :15:50.
time like this. We are going to Staten Island to do search-and- | :15:50. | :15:56.
rescue, give out food and first aid to people. We were here the night | :15:56. | :16:03.
of the storm. The water just came so fast. It was so nerve-racking. | :16:03. | :16:09.
We had the dog in the house. I took the dog on my shoulder, and just | :16:09. | :16:19.
:16:19. | :16:22. | ||
took off. My neighbour passed away. This is a piece of material from | :16:22. | :16:27.
the construction site up the block. A lot of foundations were taken out. | :16:27. | :16:31.
If we had left two minutes later, it probably would have killed us, | :16:31. | :16:36.
too. I don't think people in this area are as concerned about voting | :16:36. | :16:40.
as they are about taking care of their personal lives. The other | :16:40. | :16:44.
thing is that the normal voting areas are the local schools, but | :16:44. | :16:48.
some of them are still shut down. At this time of disaster, I do not | :16:48. | :16:52.
know how the turnout will be. Staten Island is known as the | :16:52. | :16:59.
forgotten Burrow. This area looked more like a war-zone. We had a lot | :16:59. | :17:04.
of deaths. Some are unreported. One neighbour unfortunately lost her | :17:04. | :17:10.
mother, a 90-year-old woman. They did not leave on time, they could | :17:10. | :17:15.
not leave, because the storm was getting worse and worse, and they | :17:15. | :17:19.
tried to hold on to furniture, thinking that this might help them | :17:19. | :17:24.
from getting taken over by the sea. Unfortunately, as the water rose, | :17:24. | :17:32.
she panicked and had a heart attack. And they both had hypothermia. Does | :17:32. | :17:37.
bring a tear to the eye, when I see my belongings destroyed, but the | :17:37. | :17:43.
first thing I think of his, people lost more. We will have to move | :17:43. | :17:48.
forward. It is important to vote. I know where to go. If they do not | :17:48. | :17:57.
open, I'm sure they will direct people to different locations. | :17:57. | :18:01.
far as the political aspect of it is concerned, at this point, it is | :18:01. | :18:05.
not on my mind, because there is too much to worry about. I kind of | :18:05. | :18:10.
feel like it should be on hold. Give people time to think about | :18:10. | :18:17.
what they want to do. This is going to take your mind off it, you | :18:17. | :18:20.
cannot think clearly and vote for who you want, if you're thinking | :18:20. | :18:27.
about what food you're going to meet tomorrow. Staying in the US, | :18:27. | :18:30.
one community which is becoming increasingly influential in the | :18:31. | :18:34.
political system is the Latino population. They are starting to | :18:34. | :18:38.
make their voices heard, but who will they be shouting for this time | :18:38. | :18:48.
:18:48. | :19:00. | ||
around? We have been to two cities We are here in west Los Angeles. My | :19:00. | :19:10.
:19:10. | :19:11. | ||
parents are from Mexico. My name is Nicholas, I am 26 years old, I come | :19:11. | :19:15.
from an Argentinian family, and there was born and raised in this | :19:15. | :19:25.
:19:25. | :19:26. | ||
beautiful city in Florida. It is a community of 97% Latino, where we | :19:26. | :19:30.
cherish our culture, where we celebrate the same cultural | :19:30. | :19:40.
:19:40. | :19:41. | ||
traditions that our parents did, when they were living in Mexico. | :19:41. | :19:45.
You can walk through here at any given time, and you're overwhelmed | :19:45. | :19:51.
by the culture. We are more than 80% Cuban down here now, but we are | :19:51. | :19:55.
rebuilding ourselves as a great American city, while still | :19:55. | :20:04.
maintaining our Hispanic culture. Knowing that it is election season, | :20:04. | :20:10.
I think the most important thing for our community is to participate. | :20:10. | :20:13.
We can have representatives that will really stand up for the | :20:13. | :20:18.
working class, who fight for education and healthy communities. | :20:18. | :20:28.
If our community does not participate, we will find laws | :20:28. | :20:36.
which criminalise our communities. I think the main issues are | :20:36. | :20:42.
certainly economic growth. This is not a very rich city. We are very | :20:42. | :20:46.
much middle to lower-class. The financial crisis has meant there | :20:46. | :20:52.
has been a lot of loss of work. There are fewer chances of | :20:53. | :20:57.
progressing. It is hard, because when you have a family, if you have | :20:57. | :21:05.
three little kids, you are trying to feed them every day, it is tough. | :21:05. | :21:09.
I think Latinos do want to participate. They want to be part | :21:09. | :21:14.
of the process. But historically, they have been disenfranchised. It | :21:14. | :21:19.
is up to us, it is in our hands, that we can participate, and things | :21:19. | :21:23.
have changed. There is no longer are sleeping giant. We are awake | :21:23. | :21:29.
and we are going to make a difference. A computer expert at | :21:29. | :21:33.
the Vatican is on trial accused of aiding and abetting Pope Benedict's | :21:33. | :21:39.
former butler to steal sensitive documents. He is accused of helping | :21:39. | :21:43.
him to leak the papers, including letters to the Pope, alleging | :21:43. | :21:53.
:21:53. | :21:54. | ||
corruption in the Vatican's dealings. About 1,000 opposition | :21:54. | :21:57.
activists are protesting in Kiev over what they say was fraud in the | :21:57. | :22:02.
recent parliamentary elections. A week after voting closed, the | :22:02. | :22:05.
authorities still have not published the final results. The | :22:05. | :22:10.
opposition says the ruling party has rigged the ballot. An official | :22:10. | :22:13.
investigation into the Pike River disaster in New Zealand has | :22:13. | :22:18.
concluded that the mine's owners have warned that levels of methane | :22:18. | :22:23.
gas had reached dangerous levels. The explosion two years ago killed | :22:23. | :22:29.
29 workers. Duncan Kennedy reports. For nine days, a series of | :22:29. | :22:33.
explosions destroyed the mine on New Zealand's South Island, with | :22:33. | :22:38.
nobody knowing if the 29 men had survived. Now, a Royal Commission | :22:38. | :22:42.
has concluded they probably died after the first explosion, which | :22:42. | :22:49.
was the result of a build-up of methane gas. Their families were | :22:49. | :22:53.
devastated and demanded answers. A Royal Commission was set up, which | :22:53. | :22:57.
has now concluded that it was a preventable accident - the result | :22:57. | :23:02.
of the company putting production targets before safety and a | :23:02. | :23:06.
government which failed to enforce health and safety standards. It is | :23:06. | :23:11.
possible but that it -- that if they had done their job better, it | :23:11. | :23:15.
is possible that those men might not have died. The report found | :23:15. | :23:19.
that 21 warnings about methane levels were ignored in the days | :23:19. | :23:21.
before the first explosion. It blamed the Government for not | :23:21. | :23:26.
stopping production before safety standards were in place. They | :23:26. | :23:31.
became a bureaucratic organisation, which lost its way. Health and | :23:31. | :23:36.
safety became relegated to just another part of the business. | :23:36. | :23:39.
Rachel's partner was among those killed. Speaking before the report | :23:39. | :23:44.
was published, she remembers him as a loving man, enjoying the delights | :23:44. | :23:53.
of his first child. Very flamboyant, outgoing, caring, and just a really | :23:53. | :24:01.
nice guy, really. She looks so like him. The New Zealand minister for | :24:01. | :24:05.
labour has now resigned, following the report. The former chief | :24:05. | :24:09.
executive of the mine, once seen as a hero for his response to the | :24:09. | :24:14.
disaster, now faces a series of charges relating to health and | :24:14. | :24:19.
safety. They families say they want criminal prosecutions. The police | :24:19. | :24:26.
inquiry is still under way. Now, it has one of the biggest fishing | :24:26. | :24:31.
industries in the world, but some urban Taiwanese are cutting their | :24:31. | :24:39.
ties with the sea, and instead, fishing for shrimp from indoor | :24:39. | :24:44.
pools in restaurants. This report from Cindy Sui. Fishing has moved | :24:44. | :24:49.
indoors. As you can see, there are several large pools, and the owners | :24:49. | :24:59.
have put shrimps into them. People pay by the sight -- by the hour to | :24:59. | :25:04.
catch them and eat them. It costs about $10 per hour, and it is the | :25:04. | :25:09.
same price no matter how many shrimps you catch. The bait | :25:09. | :25:15.
consists of tiny dried shrimp and chicken liver. I'm going to ask | :25:15. | :25:24.
some regular customers to show me how it is done. This man says the | :25:24. | :25:29.
trick is to put just a small piece of bait on the hook, so it will fit | :25:29. | :25:33.
inside the mouth of the shrimp. Some prefer to bring their own | :25:33. | :25:43.
:25:43. | :25:44. | ||
fishing rod and bait. My first shrimp, and it took only 10 minutes. | :25:44. | :25:48.
But credit goes to Mr rear. TRANSLATION: We come here because | :25:48. | :25:58.
:25:58. | :26:01. | ||
the kids like it. -- Mr Lee. TRANSLATION: It is cheaper to do it | :26:01. | :26:06.
this way. If you were to rent a boat to go fishing, it is expensive | :26:06. | :26:11.
and risky. For many people, there is nothing like the joy of catching | :26:11. | :26:21.
:26:21. | :26:21. | ||
your own meal. Then, people get to savour the rewards of their hard | :26:21. | :26:27.
work. This activity is so popular that places like this one are open | :26:27. | :26:32.
24 hours a day. They can get as many as 100 customers at a time. | :26:32. | :26:38.
For people like me and my cameraman, who have been here for four hours | :26:38. | :26:42.
and caught only one shrimp, there is no need to be discouraged. | :26:42. | :26:47. |
