The polls open in the United States as Americans choose their President | :00:11. | :00:16.
for the next four years. These are live shots from Virginia. | :00:16. | :00:20.
The Republican challenger, Mitt Romney, extends campaigning into | :00:20. | :00:25.
election day itself. The door to a brighter future is | :00:25. | :00:31.
there. It's open. It's waiting for us. I need your work, I need your | :00:31. | :00:35.
help, I need your vote. President Obama arrives back in | :00:35. | :00:40.
Chicago after telling his supporters his work is not yet done. | :00:40. | :00:45.
Our fight goes on because America's always done best when everybody's | :00:45. | :00:48.
got a fair shot and everybody's doing their share. Greeks take to | :00:49. | :00:54.
the streets as a 48-hour general strike begins in protest at a new | :00:54. | :00:59.
wave of spending cuts. Welcome to BBC World News. Also in this | :00:59. | :01:05.
programme: President Putin sacks Russia's defence chief over alleged | :01:05. | :01:15.
:01:15. | :01:17. | ||
fraudulent sale of military assets. More than just a pretty boy, how | :01:17. | :01:27.
this cockatoo has surprised scientists. | :01:27. | :01:29.
Polling stations are now opening in several states and millions of | :01:30. | :01:33.
Americans are heading to the polls in one of the most tightly fought - | :01:33. | :01:37.
and expensive - elections in recent US history. The race between Barack | :01:37. | :01:40.
Obama and his Republican challenger, Mitt Romney, is still close and the | :01:40. | :01:45.
outcome will be decided in a handful of key states. Mr Romney | :01:45. | :01:48.
has announced two extra events in Ohio and Pennsylvania on polling | :01:48. | :01:58.
:01:58. | :02:03. | ||
day. Our Washington correspondent Adam Brookes reports. | :02:03. | :02:08.
Opening for the President of the United States, this was Jay-Z | :02:08. | :02:15.
reving up the crowd during frantic last-minute campaigning in Ohio. Mr | :02:15. | :02:19.
Obama needs all the star power he can get. This election is very, | :02:19. | :02:23.
very close. Americans are deeply divided on Mr Obama's record, | :02:23. | :02:27.
they're not sure if they believe his argument, that America's | :02:27. | :02:32.
economy is mending. Today, our businesses have created nearly 5.5 | :02:32. | :02:35.
million new jobs, we have made real progress, Ohio, but the reason why | :02:35. | :02:40.
we are here is because we've got more work to do. The Republican | :02:40. | :02:45.
challenger was in Ohio, too. Mitt Romney's supporters are energised, | :02:45. | :02:49.
but do voters trust his pitch of tax cuts and deregulation and the | :02:49. | :02:53.
power of markets to heal the American economy? Does it sound a | :02:54. | :02:58.
bit like the economics that caused the crash? Talk is cheap. But a | :02:58. | :03:03.
record is real and it's earned. Change can't be measured in | :03:03. | :03:10.
speeches, it's measured in results. The political future of Barack | :03:10. | :03:14.
Obama now hangs in the balance. Has he done enough to persuade voters | :03:14. | :03:18.
he deserves another four years in the big house behind me? Or will he | :03:18. | :03:24.
find his name added to that sorry list of one-term Presidents? Mr | :03:24. | :03:29.
Obama has argued furiously for his second term. He seems now to hold a | :03:29. | :03:34.
very narrow lead in the polls. But the challenger, Mitt Romney, says | :03:34. | :03:40.
he is confident he can snatch the presidency from Mr Obama and return | :03:40. | :03:50.
America to the conservative road. The small New Hampshire village of | :03:50. | :03:53.
Dixville Notch - population 10 - has maintained its record for being | :03:53. | :03:56.
the town that always declares first at a Presidential election. This is | :03:56. | :04:01.
what happened a short time ago. Seven votes for President, this has | :04:01. | :04:08.
never happened before. We have a tie. Five votes each... I wonder if | :04:08. | :04:17.
that's a prediction? Barack Obama has arrived in Chicago, with his | :04:17. | :04:22.
wife, Michelle, probably doing TV and radio interviews to keep his | :04:22. | :04:26.
voice out there. Mitt Romney, of course, also announced two new | :04:26. | :04:29.
campaigning events, very unusual that, to campaign on polling day | :04:29. | :04:33.
itself. But it's a reflection perhaps of how tight this race is | :04:33. | :04:38.
and these are live pictures from the swing state of Virginia, | :04:38. | :04:41.
Arlington is where we are looking. You can see early votes being cast. | :04:42. | :04:47.
It's very early, of course, there. Arlington County, people in the | :04:47. | :04:49.
cold keen to get their votes out. Predictions of a lot of queuing | :04:50. | :04:54.
ahead. Virginia, of course, like many of the southern states started | :04:54. | :04:57.
off being Democrat, switched to being Republican and now the | :04:57. | :05:01.
Democrats have come back. Both parties have targeted it again, | :05:01. | :05:05.
trying to get turnout up now today, that's the thing that both parties | :05:05. | :05:09.
have been very much focused on in the last few days and you can see | :05:09. | :05:15.
those keen to get started are queuing up to cast their ballots. | :05:15. | :05:19.
The final result will be determined by the unique workings of the US | :05:19. | :05:22.
electoral system, with everything hanging on the votes in the | :05:22. | :05:26.
electoral college. Jeremy Vine explains. | :05:26. | :05:29.
Welcome to our election situation room, here is the map as the last | :05:29. | :05:33.
American election left it. American elections are decided by electoral | :05:33. | :05:37.
college votes. Each state has a certain number of them, according | :05:37. | :05:41.
to its population size and the winner of the most electoral | :05:41. | :05:45.
college votes takes the election. Barack Obama did last time. It | :05:45. | :05:49.
means this result comes down to a handful of states really. States | :05:49. | :05:55.
like Colorado, and Ohio in the east, Virginia and Florida. Mr Romney for | :05:55. | :06:00.
the Republicans really needs to get those states back, some, if not all | :06:00. | :06:04.
of them, from the Democrats. What are the polls saying? Back to the | :06:04. | :06:09.
start of the campaign, you will see it started not that tightly. Obama | :06:09. | :06:12.
quite some way ahead. It looked as if Romney was struggling. Then the | :06:12. | :06:17.
crucial date to focus on is right here, October 3rd, the first debate. | :06:17. | :06:21.
Watch what happens. Romney is suddenly back in contention and it | :06:21. | :06:24.
stays very tight until the end. That doesn't mean it's necessarily | :06:24. | :06:27.
going to be a close result, because it depends on those states I showed | :06:28. | :06:34.
you. But my goodness, what an exciting election. The BBC will be | :06:34. | :06:41.
bringing you full coverage of the results as they come in with a | :06:41. | :06:45.
special election programme here on BBC News. Let's catch up with the | :06:45. | :06:49.
business news. Greece is our other big story today | :06:49. | :06:53.
because we have got lots of people out on the streets, austerity | :06:53. | :06:56.
measures - more measures pushed through and Greece still left with | :06:56. | :06:59.
a massive debt. Absolutely, it's an enormous day | :06:59. | :07:03.
over there. Two days worth of strikes coming up. A huge deal | :07:03. | :07:07.
happening there. By this time tomorrow we should have a good idea | :07:07. | :07:12.
of exactly what's going on in Greece. First a look at the US | :07:12. | :07:15.
presidential elections. We are going to have a good idea of who is | :07:15. | :07:23.
going to be President over the next four years. | :07:23. | :07:25.
While that's generated interest in the election, for business and | :07:25. | :07:28.
investors it's a source of concern. The US has pressing financial and | :07:28. | :07:31.
economic problems and the business world wants clarity over who will | :07:31. | :07:41.
tackle those problems, and how. From New York, here's Ben Thompson. | :07:41. | :07:45.
On Wall Street today today there is just one question - who will run | :07:45. | :07:49.
America and its ailing economy for the next four years? The answer | :07:49. | :07:54.
could be just hours away. Yet whilst Americans go to the polls, | :07:55. | :07:59.
business is already looking beyond the election. For months firms have | :07:59. | :08:05.
put off investing and delayed hiring new staff. They're waiting | :08:05. | :08:09.
for clarity on what their next leader will bring. Top of that to | :08:09. | :08:13.
do list is tackling the fiscal cliff, the tax rises and spending | :08:13. | :08:18.
cuts that many fear could push America back into recession. | :08:18. | :08:21.
There's also the big issue of creating jobs, with the | :08:21. | :08:27.
unemployment rate at 7.9%. Republicans accuse President Obama | :08:27. | :08:32.
of stifling growth through tough regulations, introduced after the | :08:32. | :08:36.
financial crisis and they've also questioned the role of America's | :08:36. | :08:41.
Central Bank and its chairman, Ben Bernanke. With so much on the to do | :08:41. | :08:45.
list, where should the new President start? Traders say the | :08:45. | :08:50.
priority is restoring confidence in the economy. Once we have clarity, | :08:50. | :08:54.
businesses are going to invest if they see that in demand and what we | :08:54. | :08:58.
have seen over the last couple of months with the US data is | :08:58. | :09:04.
strengthening in a housing market, stronger user demand overall from | :09:04. | :09:08.
consumers, higher consummer optimism than we have seen since | :09:08. | :09:11.
the financial crisis. businesses like this green energy | :09:11. | :09:15.
firm they're less worried about who takes the top job, but the | :09:15. | :09:20.
President's ability to push through tough decisions. I assume the | :09:20. | :09:23.
Senate will be deadlocked for the next four years, so independent of | :09:23. | :09:28.
who is elected President, neither will really get much done to help | :09:28. | :09:33.
us. I am not expecting a lot of help. Here on Wall Street it | :09:33. | :09:38.
appears the markets have already factored in a victory for President | :09:38. | :09:42.
Obama. But nonetheless, a real impact will come from Congress. | :09:42. | :09:46.
Unless there is a significant change in the make-up of the House | :09:46. | :09:50.
or Senate, the new President's powers will be limited and so as | :09:50. | :09:55.
Americans vote for their next President, business is hoping they | :09:55. | :10:02.
deliver one with the power to get things done. | :10:02. | :10:12.
:10:12. | :10:12. | ||
Let's go back to that story in Greece. It's going to be a day of | :10:12. | :10:15.
disruption and protest in Athens. The main unions representing public | :10:15. | :10:18.
and private sector workers have started a 48-hour strike. It means | :10:18. | :10:20.
public transport will be shutdown, including taxies and ferries. There | :10:20. | :10:23.
could be delays to healthcare and shops are expected to close too. | :10:23. | :10:26.
Unions say that the latest austerity measures, due to be voted | :10:26. | :10:28.
on tomorrow, are destructive to society and impoverishing their | :10:28. | :10:37.
members. Thomas Costerg is a European economist at Standard | :10:37. | :10:41.
Chartered Bank. Let's start off by asking just how serious is the | :10:41. | :10:43.
situation in Greece and could it all be over today if the Government | :10:43. | :10:49.
does pass this budget? Well, I don't think so. You have this | :10:50. | :10:55.
problem of tranche fundings, Greece is waiting for the next or it will | :10:55. | :10:59.
run out of cash. There is this issue of debt, Greek debt is | :10:59. | :11:03.
unsustainable, the I phfpblt F -- IMF is worried about that and a | :11:03. | :11:08.
risk the IMF will suspend its share of the next tranche if it does not | :11:08. | :11:13.
see Greek debt back on track. this situation has has been going | :11:13. | :11:17.
on and on, the Greek people if they're out on the streets for 48 | :11:17. | :11:22.
hours, both private sector and public sector workers on strike, | :11:22. | :11:26.
what exactly do we need to do to draw this to a conclusion? I think | :11:26. | :11:31.
you have two things, there is huge pressure on the Greek parliament to | :11:31. | :11:35.
pass those austerity and reforms in parliament but you have also this | :11:35. | :11:40.
question of debt. I think governments should find a way to | :11:40. | :11:45.
cut Greek debt. It will be politically painful, but that's | :11:45. | :11:53.
necessarily solution at this stage. Is that going to be palatable to | :11:53. | :11:56.
Germany? Germany is one of the main people financing this? You are | :11:57. | :12:02.
right and exposure of - the Greek debt is mostly owned by the German | :12:02. | :12:05.
Government and French Government and that's in stark contrast with | :12:05. | :12:09.
what was the case in the past, with the first Greek default in March of | :12:09. | :12:15.
this year the debt was owned by the private investors, by banks and | :12:15. | :12:18.
shinance companies. -- insurance companies. Now it's owned by | :12:18. | :12:28.
taxpayers money from Europe. It's more sensitive, yes. Thank you. | :12:28. | :12:32.
Nissan has slashed its profit forecast for the year by 20%. It | :12:32. | :12:35.
now expects to make almost $4 billion this year. It blamed weak | :12:35. | :12:38.
sales in Europe and China. Other Japanese companies have also been | :12:38. | :12:41.
suffering in China, following a dispute between the two countries | :12:41. | :12:49.
over islands in the East China Sea. In contrast, BMW is enjoying a | :12:49. | :12:55.
strong year. Profits in the third quarter rose by 16%. Sales were up | :12:55. | :12:59.
nearly 14% on last year. Sales were strong in China which is now the | :12:59. | :13:02.
firm's biggest market and one of the world's largest markets for | :13:02. | :13:08.
cars. Suzuki is shutting down its US | :13:08. | :13:12.
business which is losing money and has big debts. In fact, the firm's | :13:12. | :13:17.
subsidiary, American Suzuki Motor Corporation will file for chapter | :13:17. | :13:21.
11 bankruptcy protection. The The firm blamed the strong yen and | :13:21. | :13:25.
strict US safety regulations for the demise of its American business. | :13:25. | :13:32.
It's a big day for the video games industry, the latest in a series of | :13:32. | :13:39.
Halo shoot-em Games, Halo4 is out today. The creaters are confident | :13:39. | :13:47.
it will be the biggest selling game of 2012. | :13:47. | :13:52.
That's it for all the business news. We will be back later. Thank you | :13:52. | :13:56.
very much. Something more gentle coming up. | :13:56. | :14:06.

A much larger but more subdued crowd had gathered earlier in the | :14:48. | :14:52.
day. They claim last week's parliamentary elections were | :14:52. | :14:57.
fraudulent and say the delayed vote count is being rigged in favour of | :14:57. | :15:00.
pro-Government candidates. TRANSLATION: | :15:01. | :15:07.

This is BBC World News. The headlines: US polling stations | :16:53. | :16:56.
have opened on the US East Coast, as Americans choose their President | :16:57. | :17:02.
for the next four years. President Obama is back in Chicago | :17:02. | :17:05.
after making his final appeal to voters, though Republican Mitt | :17:05. | :17:11.
Romney is campaigning on. Of course we don't yet know the | :17:11. | :17:15.
results of those elections. One thing we do know is that it is all | :17:15. | :17:19.
change at the top of another super- power, China, this week. | :17:19. | :17:23.
Preparations are well under way in Beijing for 18th Party Congress | :17:23. | :17:27.
which starts on Thursday which will rubber stamp a once in auto decade | :17:27. | :17:32.

There are huge floral arrangements up but also a security crackdown. | :17:41. | :17:46.

this party Congress will get under way. It will get under way on | :17:56. | :17:59.
Thursday. More than 2,000 delegates are arriving in town. Security is | :18:00. | :18:04.
very tight. The reason that it is very tight is the authorities don't | :18:04. | :18:07.
want anything or anybody to spoil what is the most important | :18:07. | :18:11.
political event in China, over the last decade. | :18:11. | :18:15.
How much is already known about the new political leaders that are | :18:15. | :18:23.
going to be named now? Well we know that jing jing jing will be | :18:23. | :18:27.

also know that the Premier will be Li Keqiang. But as to who will come | :18:33. | :18:37.
after them isn't clear. What effectively you have is the | :18:37. | :18:41.
standing committee of the poll it bru. That's currently a anyone- | :18:41. | :18:45.
member body that rules the country. -- Politburo. We know that Xi | :18:45. | :18:49.
Jinping is in it, he will be the next leader. We know the Premier, | :18:49. | :18:52.
who will be number three. The question is whether or not that | :18:52. | :18:58.
body will be cut from seven to nine? We don't know that. We don't | :18:58. | :19:01.
know how long the party Congress will actually last for. This in | :19:01. | :19:05.
some ways is pretty extraordinary. What was seen in China over the | :19:05. | :19:09.
last decade is remarkable change. We have seen remarkable economic | :19:09. | :19:14.
growth and growing personal freedoms for people around the | :19:14. | :19:19.
country, but when it comes to the political system it remains | :19:19. | :19:23.
unreformed and as secretive as ever. A suicide bombing in Iraq has left | :19:23. | :19:27.
27 people dead. The bomb exploded at the entrance to the Taji | :19:27. | :19:31.
military camp, an army base which is 20 kilometres north of Baghdad. | :19:31. | :19:36.
Police say 19 soldiers are amongst those killed. Insurgents in Iraq | :19:36. | :19:39.
frequently target members of the country's security forces to try to | :19:39. | :19:43.
undermine confidence in the Shia- led government. The attack was the | :19:43. | :19:47.
deadliest in Iraq in several days and the second targeting soldiers | :19:47. | :19:52.
near Taji in less than 24 hours. It's rare for the Russian President, | :19:52. | :19:54.
Vladimir Putin, to sack his top ministers but that's what has | :19:54. | :19:59.
happened to the man in charge of defence. Anatoly Serdyukov has been | :19:59. | :20:02.
dismissed amid a fraud investigation into a company that | :20:02. | :20:06.
he once chaired. Russian investigate ost suspect that a | :20:06. | :20:09.
state-controlled military contractor sold military assets to | :20:09. | :20:13.
commercial firms at a loss of nearly $100 million. Mr Serdyukov | :20:13. | :20:20.
has been replaced by the former Emergencies Minister and loyal ally | :20:20. | :20:24.
to Mr Putin, Sergei Shoigu. It seems that Anatoly Serdyukov's | :20:24. | :20:31.
career is now over. He was found ten days ago in the flat of the | :20:31. | :20:35.
director of this company at the centre of these allegations of | :20:35. | :20:39.
fraud. She's a 32-year-old woman and the flat was raided at 6.00am. | :20:39. | :20:43.
He was in the flat at that time which of course raised a lot of | :20:43. | :20:46.
eyebrows about the possibility of there being some kind of affair | :20:46. | :20:50.
between the people but much more seriously for him, it looked as if | :20:50. | :20:54.
he was going to have to be questioned at least as a witness in | :20:54. | :20:58.
this case of multi-million dollar fraud and possibly he will become a | :20:58. | :21:02.
suspect in it. It obviously got to the point where his career was no | :21:02. | :21:07.
longer sustainal and he becomes really the first many in many, many | :21:07. | :21:14.
years, to simply lose his job. -- sustainable. A trial is being held | :21:14. | :21:18.
in Turkey today which will accuse four Israeli military commanders of | :21:18. | :21:22.
causing the death of nine activists as they tried to reach the Gaza | :21:22. | :21:25.
Strip by boat in 2010. The defendants will not be present at | :21:25. | :21:29.
the hearing. The boat was stormed after it attempted to get to Gaza | :21:29. | :21:32.
by breaking Israel's blockade of the territory. James Reynolds has | :21:32. | :21:39.
been following the story. The rift opened up in May 2010 when | :21:39. | :21:44.
Israeli commandos stormed the boat, the Mavi Marmara, that rift has not | :21:44. | :21:47.
been mended. Turkey still insist that Israel must apologise and pay | :21:48. | :21:53.
compensation to the families of the nine victims but Israel says its | :21:53. | :21:56.
Commandos acted in self-defence, Israel had a right to storm the | :21:56. | :22:00.
boat in international waters and this this particular trial, which | :22:00. | :22:05.
is now going ahead in Istanbul, is politically motivated a unilateral | :22:05. | :22:08.
act Israel says and has no judicial credibility. The argument between | :22:08. | :22:12.
the two sides continues and may even be made worse by the opening | :22:12. | :22:17.
of this trial. Now, as we bring you more on the US elections, you will | :22:17. | :22:24.
probably have heard the phrase many times "swing state", a state where | :22:24. | :22:27.
no one candidate has overwhelming support. One such is Arlington in | :22:28. | :22:31.
Virginia. A number of seats up for grabs here and voting has begun. | :22:31. | :22:35.
You can see a steady stream of people have turned up very early in | :22:35. | :22:40.
the day there to cast their ballot, having been bombarded now for | :22:40. | :22:45.
several weeks and months by leaflets and phonecalls from both | :22:45. | :22:52.
candidates and now it is, of course polling day, finally. We will hope | :22:52. | :22:56.
to get a result tomorrow although lawyers on both teams poised in | :22:56. | :23:00.
these key battleground states, like Virginia, in case it is very tight | :23:00. | :23:03.
and they need to challenge any results. Another such state is | :23:03. | :23:07.
Pennsylvania. It voted Democrat in river election since 1992 but it | :23:07. | :23:14.
was a close call in the last two. David Botti explains why. | :23:14. | :23:18.
It's the eve of the election and the national spotlight comes to a | :23:18. | :23:26.
key county and a key swing state. The people of America understand | :23:26. | :23:32.
we're taking back the White House because we're going to win | :23:32. | :23:38.
Pennsylvania. There is is a saying, out goes Bucks County, as goes | :23:38. | :23:43.
pence vainia. You could say, as goes Pennsylvania, so goes the | :23:43. | :23:47.
United States. A month ago Pennsylvania was seen out of | :23:47. | :23:50.
Romney's reach. That he is here in the final hours of the campaign, is | :23:50. | :23:54.
a sign of how close the race is. When they are done training they | :23:54. | :23:59.
will go and get a walk packet. at Obama HQ in the county seat, the | :23:59. | :24:04.
hours are long and volunteers are from all stripes. | :24:04. | :24:09.
REPORTER: Why do you think President Obama should be elected? | :24:09. | :24:14.
Because Mitt Romney is dangerous. Dangerous? Yeah. Elsewhere in the | :24:14. | :24:17.
county, some Democrats worried privately that the race is becoming | :24:18. | :24:23.
too close for comfort. Here, expressed to the media at least, | :24:23. | :24:26.
the confidence is strong. Everybody is fired up. Everybody is ready to | :24:26. | :24:30.
go and it's just a matter of making sure they get there to vote and we | :24:30. | :24:36.
feel good. The BBC has visited Bucks County | :24:36. | :24:42.
for the last year. At the southern end is Levittown, one of the first | :24:42. | :24:49.
iconic American subbeshes, a symbol of the post-war middle class. -- | :24:49. | :24:52.
suburbs. It has mostly voted Democratic for | :24:52. | :24:56.
President. But that doesn't mean it is a sure thing. It is a very | :24:57. | :24:59.
conservative Democratic voter, so it will be very interesting to see | :24:59. | :25:02.
how they respond obviously on Tuesday to the messages from both | :25:02. | :25:12.
:25:12. | :25:15. | ||
parties. Even as crowds get fired up | :25:15. | :25:18.
andville tiers hunker down, there is still a sense of disappointment | :25:18. | :25:25.
in the tone of the past year. -- volunteers hunker down. | :25:25. | :25:29.
bickering going become and forward is more than America needs. There | :25:29. | :25:34.
is nothing accomplished in that way. It is more from an anti, | :25:34. | :25:38.
perspective than it is from a promotion of kanddas sis. This may | :25:39. | :25:43.
have been the worst I have ever seen. In Levittown both sides agree | :25:43. | :25:46.
vote remembers liable to choose be a candidate's character over his | :25:46. | :25:52.
party. -- voters are. This Congressman was born and raised | :25:52. | :26:02.
there. They don't just vote based n upon party distinctions or partisan | :26:02. | :26:06.
characteristics. It is character. So goes Bucks County, so goes | :26:06. | :26:12.
America. Whether that's true, whale find out on Tuesday. | :26:12. | :26:17.
Now before we go, I want to show you these from South Africa. They | :26:17. | :26:20.
are brand new banknotes which have gone into circulation, bearing the | :26:20. | :26:24.
image, for the very first time of Nelson Mandela, the iconic anti- | :26:25. | :26:29.
apartheid former President. And this is the governor of the South | :26:29. | :26:36.
African Reserve Bank, Gill Marcus, one of the first to use the notes. | :26:36. | :26:39.
Lovely colours and the smiling face. The notes keep their original size | :26:39. | :26:45.
but it is the first time that Mr Mandela has allowed him to use his | :26:45. | :26:49. |
