will happen over the next week? More than 2,200 delegates from | :01:38. | :01:41. | |
across China will gather in Beijing for the Congress. It has been | :01:41. | :01:45. | |
meeting since the 1920s and is held every five years. It provides a | :01:46. | :01:49. | |
platform to assess the country's progress and announce new policies. | :01:49. | :01:53. | |
This year is particularly important, because it marks the once in a | :01:53. | :01:57. | |
decade leadership change. The current President, Hu Jintao is | :01:57. | :02:03. | |
expected to be replaced by Vice- President Xi Jinping. Well, the | :02:03. | :02:08. | |
President has opened the Congress with a call to colleagues to combat | :02:08. | :02:17. | |
corruption, but maintain firm political control. | :02:17. | :02:23. | |
They came from across China - the hand-picked delegates from, a | :02:23. | :02:28. | |
Communist Party, 80 million strong. This is political theatre on a | :02:28. | :02:35. | |
grand scale. It is a display of unity. After a deck daid in power | :02:35. | :02:39. | |
the President is stepping down. Under his leadership, China has | :02:39. | :02:45. | |
become the world's second largest economy. His successor, Xi Jinping, | :02:45. | :02:51. | |
looked on, surrounded by former leaders. The President highlighted | :02:51. | :02:55. | |
the country's achievements, but warned corruption could prove fatal | :02:55. | :03:03. | |
to the party. TRANSLATION: We must crack down on corruption at all | :03:03. | :03:07. | |
times and thoroughly investigate cases of corruption. Anyone who | :03:07. | :03:11. | |
breaks the law, whoever they are, must be brought to justice, without | :03:11. | :03:16. | |

continues. In China the party decides. The public has no say. The | :03:22. | :03:26. | |
future of one billion-plus people will be decided by just a handful | :03:26. | :03:33. | |
of men. This woman says that the President has done a great job and | :03:33. | :03:38. | |
she is confident he will pick the right successor. But this man | :03:38. | :03:43. | |
doesn't want to talk about politics. He says he will get in trouble as | :03:44. | :03:49. | |
soon as we leave. It is a reminder that despite all the remarkable | :03:49. | :03:54. | |
changes this country remains an authoritarian state. China may be | :03:54. | :03:58. | |
richer than it was ten years ago, but it is not necessarily better | :03:58. | :04:02. | |
off. There is growing public resentment here over official | :04:02. | :04:07. | |
corruption and the gap between rich and poor and how the new leaders | :04:07. | :04:11. | |
address these issues will almost certainly define their decade in | :04:11. | :04:18. | |
power. Joining me from Hong Kong is | :04:18. | :04:23. | |
Raymond Li, the head of the BBC's Chinese service. No swing states, | :04:23. | :04:28. | |
no polls showing leaders are neck and neck, but apart from that, | :04:28. | :04:31. | |
there's little difference in how much influence Chinese politics has | :04:31. | :04:40. | |
on the rest of the world? Absolutely, given the status of | :04:40. | :04:45. | |
China now adays in the global world and also the dominance of the | :04:45. | :04:50. | |
economy and, so I think, in many ways, perhaps the leadership | :04:50. | :04:55. | |
changes in China, we are more important than the one in America | :04:55. | :05:00. | |
and given the fact we are predicting the Chinese economy will | :05:00. | :05:05. | |
be the largest in the world in the next ten or 15 years. People may | :05:05. | :05:10. | |
not have a say, they may not be able to vote, but when they talk | :05:10. | :05:13. | |
about combating corruption, bridging the gap between rich and | :05:13. | :05:23. | |
:05:23. | :05:23. | ||
poor, just how genuine is that? Well, certainly, I think in the way | :05:23. | :05:27. | |
Chinese leaders are also very keen to resolve the issues. There's no | :05:27. | :05:35. | |
doubt about it. They realise the seriousness of the issues. It was | :05:35. | :05:40. | |
mentioned at the party Congress earlier today. If they cannot | :05:40. | :05:43. | |
resolve the corruption issues, actually that will be the end for | :05:43. | :05:48. | |
the country and for the party. So, it's fair to say they are also very | :05:48. | :05:52. | |
keen to resolve the issue. However, to many people in China, I think | :05:53. | :05:58. | |
what they are expecting from the party Congress this time is some | :05:58. | :06:05. | |
real measures from the senior party leaders and actions, rather than | :06:05. | :06:10. | |
just empty talk. Unfortunately, so far, they have not seen much in | :06:10. | :06:13. | |
that front. Just how much of a clampdown has there been on | :06:13. | :06:17. | |
dissidents and people wanting to express their views during this | :06:17. | :06:27. | |
:06:27. | :06:28. | ||
week? Well, in a way that we already know that there is very | :06:28. | :06:33. | |
heavy security and implemented in Beijing, around Beijing and even | :06:33. | :06:37. | |
before the party conference started. Actually, start from the beginning | :06:37. | :06:42. | |
of November, a lot of security measures already are implemented. | :06:42. | :06:47. | |
But then, I have to say, this is nothing really new in China. Even | :06:48. | :06:53. | |
before, when ever there was a big event or big day, and similar kind | :06:54. | :06:58. | |
of measures would be implemented by the authorities to ensure nothing | :06:58. | :07:03. | |

Spain keeps getting put back, it is looking likely we'll have to wait | :15:42. | :15:46. | |

the moment, we have got words. The words are comforting and markets | :15:53. | :15:57. | |
