people affected have gone up to 11.8 million. 673 people have been | :01:25. | :01:32. | |
displaced, and the typhoon has caused widespread damage to | :01:33. | :01:38. | |
agriculture and infrastructure. Aid is beginning to arrive in some of | :01:39. | :01:44. | |
those cities, but with roads still blocked and fuel running short, it | :01:45. | :01:48. | |
is not reaching all the remote areas. The government is facing an | :01:49. | :01:56. | |
uphill task to get aid. Relief efforts had been delayed because of | :01:57. | :02:01. | |
the scale of the devastation. The basic infrastructure of any | :02:02. | :02:05. | |
community that is normally found in any part of the world have been | :02:06. | :02:11. | |
swept away. Everything you see here have been brought in from the | :02:12. | :02:15. | |
outside. Imagine a situation from ground zero, were from day one you | :02:16. | :02:21. | |
have to set up the mechanisms to feed, clothe and shelter 275,000 | :02:22. | :02:28. | |
families. Everything has been swept away. Is that why the relief effort | :02:29. | :02:36. | |
has appeared to be slow? Yes, in a situation like this is nothing is | :02:37. | :02:40. | |
fast enough. But the first responders were literally swept | :02:41. | :02:46. | |
away. They themselves were victims, they died, their loved ones died, | :02:47. | :02:51. | |
they cannot be found. They may be suffering from traumatic stress. It | :02:52. | :02:56. | |
is only now that people are showing up to work in City Hall. From the | :02:57. | :03:06. | |
police in Tacloban, out of a man power of 293, when I went to the | :03:07. | :03:13. | |
police station to organise people only 20 showed up. There was only 50 | :03:14. | :03:23. | |
or so, two days ago. That is why we have to augment everything from the | :03:24. | :03:27. | |
outside. I only have eight trucks from the Armed Forces that are | :03:28. | :03:31. | |
delivering goods and food stuff to the communities. For the whole city? | :03:32. | :03:39. | |
For the whole province. The total trucks under this system is 16 | :03:40. | :03:49. | |
yesterday. Extreme. That shows you there is some thought going into | :03:50. | :03:55. | |
this. Out of those 16 trucks, we dedicated one half to delivering | :03:56. | :04:03. | |
food, and one to clearing the roads. There is not much more we can do. | :04:04. | :04:09. | |
That was the secretary for the interior for the Philippine | :04:10. | :04:14. | |
government. We are in Tacloban, we have been around the city to see how | :04:15. | :04:20. | |
people are coping. It does not look much like it, but this is a high | :04:21. | :04:27. | |
school, one of the few buildings left standing after the storm swept | :04:28. | :04:32. | |
through here a short time ago. As you can see, what it is now is a | :04:33. | :04:37. | |
refugee camp. These people have come in from the region, most of them | :04:38. | :04:43. | |
telling a story of destroyed homes, of neighbours and family members who | :04:44. | :04:48. | |
have been killed. They are simply trying to find somewhere dry and | :04:49. | :04:53. | |
safe to get their lives back into some sort of order. Most of the | :04:54. | :04:58. | |
people we have spoken to here say they are not hungry. They say they | :04:59. | :05:07. | |
have water, but what they are desperate for is shelter. They have | :05:08. | :05:10. | |
no homes to go to, they are crammed into this area and they need help | :05:11. | :05:14. | |
from the international community. The teachers from the school are | :05:15. | :05:18. | |
taking details of the families who are registered here. There are | :05:19. | :05:23. | |
something like 250 families already. They are giving each family | :05:24. | :05:29. | |
a number so that as and when international aid arrives here, they | :05:30. | :05:34. | |
will be allocated aid in an orderly fashion. Everybody is trying to did | :05:35. | :05:39. | |
positive, this is positivity in the face of real human tragedy. A | :05:40. | :05:46. | |
glimpse of one part of Tacloban. We are going to move onto one of our | :05:47. | :05:52. | |
top stories today and leaders of the Commonwealth are attending a summit | :05:53. | :05:58. | |

the controversial Sri Lanka and president, he broke away from the | :06:52. | :06:58. | |
summit to head to Jaffna north, the first western leader to do so. It is | :06:59. | :07:05. | |
important to shine a spotlight on what has happened in this country | :07:06. | :07:09. | |
and speak up against abuses that have taken place, and make sure | :07:10. | :07:14. | |
people in the north of the country have a voice. There has been | :07:15. | :07:20. | |
progress, but they're still has not been enough truth telling about what | :07:21. | :07:24. | |
has happened. It is important to go there and make these points. As he | :07:25. | :07:32. | |
met Tamil leaders, protesters made clear their grievances. Families, | :07:33. | :07:35. | |
including many women, attempted to block the road and call attention to | :07:36. | :07:41. | |
many people they believe are missing. Before that the Prime | :07:42. | :07:45. | |
Minister was very much a part of the lavish opening ceremony. The leaders | :07:46. | :07:50. | |

delivery system? We have seen America coming in with huge | :09:05. | :09:07. | |
resources, potentially. Is that reaching people on the ground? It is | :09:08. | :09:16. | |
beginning to. A week after this super typhoon things appear to | :09:17. | :09:21. | |
finally be changing. We drove around the city today and spoke to lots of | :09:22. | :09:26. | |
people. A lot of the roads are clear, there are teams of the Red | :09:27. | :09:32. | |
Cross out the military. They are trying to get this city back to some | :09:33. | :09:39. | |
semblance of normality. Yet there are hundreds of side streets clogged | :09:40. | :09:43. | |
with concrete lamp posts, debris from the houses which have been | :09:44. | :09:50. | |
blown away by this wind. There are dozens, properly hundreds, even | :09:51. | :09:55. | |
thousands more bodies buried under that rubble. That will take some | :09:56. | :10:01. | |
time to clear. As far as the aid is concerned, people seem to be getting | :10:02. | :10:08. | |
rice and water. The -- the market was opened today. The real problem | :10:09. | :10:14. | |
here is going to be shelter. Thousands of people are without any | :10:15. | :10:19. | |
roof over their heads. They are still in evacuation centres, the | :10:20. | :10:23. | |
conditions there are squalid and miserable. The mayor, who we were | :10:24. | :10:28. | |
speaking to a few moments ago, said according to a few NGOs and hope to | :10:29. | :10:34. | |
set up temporary shelter for these people with something to protect | :10:35. | :10:40. | |
them from the rain. It is raining here constantly over the typhoon | :10:41. | :10:44. | |
season. He hopes once everything is set in place, they will be able to | :10:45. | :10:50. | |
create towns and cities for the survivors of this terrible storm so | :10:51. | :10:54. | |
that they can survive with food and medicine as best they can until | :10:55. | :10:59. | |

Minister to take. Every leader will take their own steps. Why do you | :12:50. | :12:54. | |
think most of the Commonwealth leaders have turned up to this | :12:55. | :12:58. | |
lavish ceremony today? They are the ones who appointed Sri Lanka to host | :12:59. | :13:03. | |
the summit in the first place. Is it the influence of China in the | :13:04. | :13:07. | |
regions? Perhaps you lose influence you walk away. There are 27 leaders | :13:08. | :13:16. | |
out of 53 countries there, that is quite a narrow most. Having said | :13:17. | :13:22. | |
that, we continued to try and move to a process of reconciliation. We | :13:23. | :13:27. | |
have been providing support into Sri Lanka, we have been encouraging aid | :13:28. | :13:32. | |
agencies and human rights agencies there. We will continue to do that. | :13:33. | :13:37. | |
Canadians believe human rights are things we believe in and act on. The | :13:38. | :13:41. | |
Commonwealth in the past has acted on those. The Commonwealth acted on | :13:42. | :13:49. | |
issues like apartheid. We think the Commonwealth has to pick this up, | :13:50. | :13:54. | |
and the way to do it is not to reward a government like Sri | :13:55. | :13:58. | |

China's new leadership has announced two major changes in policy. Labour | :14:07. | :14:10. | |
camps are to be abolished and the one child policy is to be relaxed. | :14:11. | :14:17. | |

an only child. Let's go live to Beijing. This seems an extraordinary | :14:24. | :14:31. | |
move. Certainly, the so-called one child policy relaxation is a | :14:32. | :14:34. | |

only child, will be able to have more than one child. Previously, | :14:43. | :14:48. | |

about reforming this system. Now we have this statement saying they will | :15:33. | :15:37. | |
abolish labour camps. Labour camps were used for petty criminals, | :15:38. | :15:42. | |
people accused of minor crimes could be sent to these camps for up to | :15:43. | :15:48. | |
three years without a trial. It is clear china's leaders seem to be | :15:49. | :15:53. | |
sending a signal they want to see greater legal framework when it | :15:54. | :15:58. | |
comes to these types of cases. The one child policy change is | :15:59. | :16:01. | |
eye-catching, but other reforms were announced. What does this tell us | :16:02. | :16:09. | |
about the thinking in Beijing? In terms of the economy we get the | :16:10. | :16:16. | |
sense they are trying to liberalise. In terms of social | :16:17. | :16:22. | |
policy, we have seen with the so-called one child policy, they are | :16:23. | :16:29. | |
moving on that front. Some people believe that the relaxing on social | :16:30. | :16:35. | |
issues in terms of the economy, they are liberalising, but when it comes | :16:36. | :16:39. | |
to political control, when it comes to tracking down dissent, China's | :16:40. | :16:45. | |
leaders have now been in power for a year and are still taking a tough | :16:46. | :16:56. | |
