We start in the Philippines, where the misery goes on for the victims | :01:02. | :01:09. | |
of Typhoon Haiyan. We are hearing there are still pockets of survivors | :01:10. | :01:14. | |
who have not been reached, even though a massive operation to | :01:15. | :01:18. | |
distribute food and water is beginning to pick up pace. The total | :01:19. | :01:23. | |
number of people killed is now close to 4000, and another 1500 are | :01:24. | :01:28. | |
officially missing. Meanwhile, there is something of a blame game | :01:29. | :01:31. | |
walloping. The Philippine president, Benigno Aquino, has faced criticism | :01:32. | :01:37. | |
for the time taken to get supplies to people who need it most, but he | :01:38. | :01:46. | |
has blamed local government. I would like to ask these critics what else | :01:47. | :01:49. | |
we could have done, given the resources we have, and given the | :01:50. | :01:54. | |
magnitude of the problem. I have spoken to people in Tacloban who | :01:55. | :01:57. | |
have told me that they were without fresh water for a week, and without | :01:58. | :02:02. | |
food for a week, and they were getting no supplies. Is that an | :02:03. | :02:07. | |
appropriate response? Perhaps you should ask the local government in | :02:08. | :02:15. | |
Tacloban and the first responders. The response of this country is | :02:16. | :02:19. | |
geared towards the end powered local government, who is supposed to | :02:20. | :02:23. | |
provide the backbone for the national government. The national | :02:24. | :02:27. | |
government comes into augment that which local government does. We have | :02:28. | :02:32. | |
to admit, there was a breakdown in terms of government. There was a | :02:33. | :02:39. | |
cascading effect. When you say you want to understand the shortcomings | :02:40. | :02:42. | |
of the municipal government and the local authorities, it sounds that | :02:43. | :02:46. | |
you are saying the ultimate responsibility for this does not lie | :02:47. | :02:51. | |
with you. Eventually it does. I have general supervision over all. But | :02:52. | :02:55. | |
the system has to rely on the local government systems already in place | :02:56. | :03:02. | |
to provide help, so the responses are generated by the local | :03:03. | :03:06. | |
government. When the backbone doesn't exist, what do you actually | :03:07. | :03:11. | |
augment? The national government feed in so many ways. For example, | :03:12. | :03:16. | |
we had to bring in policeman all over the country to augment what was | :03:17. | :03:22. | |
there. We had to clear the airport to transport all of these people. | :03:23. | :03:30. | |
Ultimately, responsibility for this disaster lies with you. Well, I am | :03:31. | :03:36. | |
the Chief Executive. Therefore, everything that happens I am | :03:37. | :03:41. | |
ultimately responsible for. But if you look at the figures, the | :03:42. | :03:45. | |
overwhelming bulk of them has been in this region, and you have to ask | :03:46. | :03:54. | |
why. Why in this particular region? We are talking thousands already. | :03:55. | :03:58. | |
What is the difference? Everybody was basically given the same bits of | :03:59. | :04:04. | |
knowledge and information. Let's now take a moment to look at some images | :04:05. | :04:08. | |
which give a fresh sense of the sheer force of the storm. This is | :04:09. | :04:14. | |
the moment that a storm surge ploughed into homes in a town to the | :04:15. | :04:20. | |
west of Tacloban. It was filmed from the second floor of the nearby | :04:21. | :04:24. | |
building. These pictures were filmed by a staff member from charity Land | :04:25. | :04:30. | |
International. One of his colleagues joins me from Manila by Skype. Good | :04:31. | :04:37. | |
to talk to you. Could you tell me the story behind these images? In | :04:38. | :04:44. | |
terms of finding these images, we have a staff member who is based on | :04:45. | :04:57. | |
the ground. We have got 270 to 300 staff based in areas that would have | :04:58. | :05:02. | |
been directly affected. So our staff would have been affected | :05:03. | :05:06. | |
themselves. This footage was filmed by one of our team in a small town | :05:07. | :05:12. | |
with about 9000 people. He was on the second floor of a boarding house | :05:13. | :05:17. | |
which was the strongest structure they could find. He started filming | :05:18. | :05:21. | |
at about 4am, and carried through until about 8am. This happened at | :05:22. | :05:29. | |
about 6am, with the devastating storm surge. You can see that it | :05:30. | :05:36. | |
literally wiped out a house. It really did wreak devastation across | :05:37. | :05:39. | |
that area. These pictures giving us a very graphic sense of the | :05:40. | :05:45. | |
destruction caused. Tell me how the town is faring now. Have rescue | :05:46. | :05:49. | |
efforts managed to reach that bit of the Philippines? It is not like | :05:50. | :06:02. | |
other provinces where we are working around the clock to get aid to these | :06:03. | :06:07. | |
communities. We have worked with communities for a long time, but the | :06:08. | :06:18. | |
scale of this emergency means that life-saving goods and services are | :06:19. | :06:28. | |
being delivered to this community. There are areas across the affected | :06:29. | :06:32. | |
region which have just been devastated. We are focusing on | :06:33. | :06:40. | |
children and their families. These are children who have lost | :06:41. | :06:44. | |
everything - their homes, their possessions, and for their parents, | :06:45. | :06:49. | |
their livelihoods. There is a huge amount for us to do. A huge amount | :06:50. | :06:55. | |

Let's talk about China now. The country announced last week it is to | :07:02. | :07:06. | |
relax its policy of restricting most couples to having only one child. In | :07:07. | :07:11. | |
future, families will be allowed two children if one parent is an only | :07:12. | :07:16. | |
child. The Communist Party leadership has for -- has promised | :07:17. | :07:23. | |
even more reform to tackle the economic issues China is facing in | :07:24. | :07:27. | |
the next decade. Let's get the broader impact of these reforms. | :07:28. | :07:33. | |
Let's talk to our chief business correspondent in Singapore. It seems | :07:34. | :07:36. | |
as if markets have been react thing pretty positively to the reforms | :07:37. | :07:42. | |
announced in Beijing so far. They certainly have. There is a real | :07:43. | :07:46. | |
sense that the decisions of the third plan, which were released more | :07:47. | :07:55. | |
quickly than many had thought - I hear that social media leaked it | :07:56. | :07:59. | |
online! It came out late on Friday, and there were 60 different reforms | :08:00. | :08:05. | |
in 15 different categories and announced. It is the sheer scale of | :08:06. | :08:10. | |
it that has caused some to be optimistic that the president can | :08:11. | :08:15. | |
deliver. You have mentioned the one child policy. Other eye-catching | :08:16. | :08:20. | |
reforms on the social side include relaxing the household registration | :08:21. | :08:24. | |
system, and allowing more migrants to settle in small and medium-sized | :08:25. | :08:27. | |
cities and towns. That is intended to help boost the numbers of | :08:28. | :08:34. | |
consumers in China. One of the most significant things about the reform | :08:35. | :08:41. | |
was the ability to tackle state owned enterprises. They are dominant | :08:42. | :08:49. | |
in China, but they will have to hand over 30% of their dividends, and | :08:50. | :08:53. | |
that will help fund social welfare programmes. That is one indication | :08:54. | :08:59. | |
that Xi Jinping may have a little bit of power to wield yet. For these | :09:00. | :09:06. | |
changes to happen, we are going to see -- need to see staggering reform | :09:07. | :09:10. | |
of local government within China. Who is going to insure that those | :09:11. | :09:15. | |
changes are actually implemented? Absolutely. That is probably where | :09:16. | :09:20. | |
the decisions from the third plan were slightly short. Now, in terms | :09:21. | :09:26. | |
of detail, but even in terms of intent. The ability for local | :09:27. | :09:33. | |
government to implement the wheel of the centre depends on how much they | :09:34. | :09:38. | |
get in terms of transfer of revenue. This is a system that Americans will | :09:39. | :09:42. | |
recognise, because it is similar to the Federal comment in the United | :09:43. | :09:46. | |
States. It has been said that they will look at the revenue split | :09:47. | :09:50. | |
between local and central governments, but until they make | :09:51. | :09:52. | |
that split, so that local governments have an incentive to | :09:53. | :09:58. | |
implement central government dictates, it is hard to see how | :09:59. | :10:08. | |
these will be implemented. This system has been loosened for some | :10:09. | :10:11. | |
time, but their children were not given the benefits. It was said that | :10:12. | :10:16. | |
central government did not give the money to do it, so it would not be | :10:17. | :10:21. | |
implement it fully. But one thing that was highlighted is that they | :10:22. | :10:26. | |
are going to set up a committee to oversee implementation. That is | :10:27. | :10:33. | |
certainly worth watching. Thank you. A powerful tornado and thunderstorm | :10:34. | :10:39. | |

the first time. We think this will have a key role in deterring new | :21:37. | :21:41. | |
offenders getting online and looking for images. It also sends a message | :21:42. | :21:46. | |
to those more committed paedophiles who are looking at images -- images | :21:47. | :21:54. | |
through hidden networks, the extent to which nobody in society wants | :21:55. | :21:59. | |
these images to play any part in our society and on an internet which is | :22:00. | :22:06. | |
suitable for everyone to see. You say will act as a deterrent, help | :22:07. | :22:12. | |
deter those curious offenders. But what about those persistent | :22:13. | :22:17. | |
offenders who, primarily, as I understand, search for child abuse | :22:18. | :22:22. | |
images on hidden networks which will not be picked up by these changes? | :22:23. | :22:29. | |
We've seen today the result of some impressive work Wye Google, | :22:30. | :22:33. | |
Microsoft and others where Nev they've put the best technological | :22:34. | :22:37. | |
brains in the business on one particular issue. We are not saying | :22:38. | :22:42. | |
this is a silver bullet which will solve the problem of child abuse | :22:43. | :22:46. | |
images online. We need them to put that same focus on a range of other | :22:47. | :22:51. | |
issues which will help to stop child abuse images spread online. Some of | :22:52. | :22:57. | |
which may be the hidden internet. Up to 12,000 Afghan Taliban fighters | :22:58. | :23:02. | |
have been killed, wounded or captured this year according to | :23:03. | :23:08. | |

at a highest level. It was expected that lots of Afghans from both | :23:59. | :24:03. | |
sides, from Afghan security and the Taliban, are killed. Fighting is | :24:04. | :24:09. | |
going on in Afghanistan and it is tense, these days. In this report, | :24:10. | :24:17. | |
it is stressed that 8 because 80% of the casualties for Afghan force | :24:18. | :24:23. | |

sense of what they think will be decided? Will US forces remain on | :25:47. | :25:51. | |

mainly Afghans in the Parliament, in Afghan Government, there are some | :25:58. | :26:02. | |
signs this security agreement should be signed because it is very crucial | :26:03. | :26:06. | |
and important for Afghanistan's future and for Afghan people. But | :26:07. | :26:13. | |
there are still some complaints and groups who are saying, no, there's | :26:14. | :26:21. | |
no need for this security agreement. It will intensify fighting in | :26:22. | :26:26. | |
Afghanistan. Most Afghans think this security agreement should be signed. | :26:27. | :26:32. | |
This grand assembly that will decide these key decisions will begin on | :26:33. | :26:38. | |
