Hello you're watching BBC World News, | :00:00. | :00:07.
Our top story this hour: Three police officers in Dallas have been | :00:08. | :00:11.
shot dead and seven injured during a protest against recent | :00:12. | :00:13.
police shootings in Minnesota and Louisiana. | :00:14. | :00:20.
Chief David Brown of the Dallas Police Department says | :00:21. | :00:23.
an intensive search for what are believed to be two | :00:24. | :00:25.
Welcome to the programme, our other main stories this hour: | :00:26. | :00:43.

Three police officers have been shot dead and seven others injured | :01:09. | :01:27.
in Dallas at a march to protest against the killing of black men | :01:28. | :01:30.
The centre of the city has been shut down as the authorities hunt | :01:31. | :01:35.
The police chief has spoken of there being two snipers. | :01:36. | :01:38.
The central downtown area of Dallas including shops, | :01:39. | :01:40.
hotels, restaurants and bars has been evacuated. | :01:41. | :01:43.
The site is close to where former US President John F Kennedy | :01:44. | :01:46.
was assassinated in 1963 and the City Hall. | :01:47. | :01:56.
The gunfire broke out around 8:45pm local time on Thursday evening. | :01:57. | :01:59.
The protest followed police shootings of black men in Minnesota | :02:00. | :02:02.
Information coming in thick and fast, what is the latest? There have | :02:03. | :02:21.
been some chaotic scenes in Dallas over the last few hours. As you | :02:22. | :02:26.
said, and this has come from the police chief, it appears that two | :02:27. | :02:30.
snipers were responsible for shooting at ten police officers, and | :02:31. | :02:37.
three of those officers have lost their lives. Others are in a | :02:38. | :02:40.
critical condition, some are currently having surgery. This was | :02:41. | :02:46.
during a peaceful protest, the same as many others in various cities | :02:47. | :02:51.
around the US over the last few hours to protest the police | :02:52. | :02:56.
shootings. Many eyewitness talked about hearing the gunshots ringing | :02:57. | :03:02.
out, and they were diving for cover, but the crowd scattered, and that is | :03:03. | :03:06.
when the chaos started. People didn't quite know what was | :03:07. | :03:13.
happening, some video has big posted to social media. It is difficult to | :03:14. | :03:17.
see what is happening, but you can hear the gunshots and since the | :03:18. | :03:24.
confusion. The two snipers are still being searched for in downtown | :03:25. | :03:29.
Dallas. They have not been apprehended, and the place is | :03:30. | :03:32.
entirely swarmed with very heavily armed police officers. To be clear, | :03:33. | :03:37.
this is in the very centre of Dallas, a popular area for tourists | :03:38. | :03:41.
and local city dwellers to enjoy very thing. It is in the downtown | :03:42. | :03:52.
district, a social area, not far from City Hall. It is an area that | :03:53. | :03:59.
would normally be very busy, but clearly swarms of people had | :04:00. | :04:02.
descended on the area to protest and express their feelings about what | :04:03. | :04:04.
has been happening in other major cities in America over the last | :04:05. | :04:09.
couple of days, and as I say this reflect what is happening in New | :04:10. | :04:14.
York City, for example. There has been a large demonstration. Up until | :04:15. | :04:21.
this point, the demonstrations had been peaceful but sadly that has | :04:22. | :04:24.
changed. White this protest and the others you refer to, they'll refer | :04:25. | :04:30.
to how police officers had shot dead two people. One in Minnesota, one in | :04:31. | :04:39.
Louisiana, both black and vote in the space of 36 hours. Yes, two | :04:40. | :04:48.
quite separate incidents, to a large extent both caught on video, and | :04:49. | :04:54.
widely reported very quickly in social media. In fact, in the second | :04:55. | :04:58.
case, the girlfriend of the man who was shot was live streaming on | :04:59. | :05:03.
Facebook as it happened. Clearly everyone in America is acutely aware | :05:04. | :05:08.
of what has happened, and the feelings are running extremely high. | :05:09. | :05:14.
There is a lot of anger and concern, and a lot of fear. People have been | :05:15. | :05:18.
concerned that there could be some reprise Aust, that these | :05:19. | :05:21.
demonstrations could turn violent, because currently there is a track | :05:22. | :05:25.
record of that happening. There have been other incidents like this. | :05:26. | :05:32.
People worry that because of similar incidents over the past few years | :05:33. | :05:39.
that have really haunted Americans, that has now come back. People were | :05:40. | :05:48.
holding their breaths and tragically things have taken a turn for the | :05:49. | :05:53.
worse. Across the world, people I'm afraid are getting used to shootings | :05:54. | :05:57.
in America. But this particular angle, this particular week, has | :05:58. | :06:05.
been very troubling. What are the analysts, experts and social media | :06:06. | :06:08.
people saying in America about this recent trend? There are several | :06:09. | :06:14.
issues here. There is the issue of the police and how they carry out | :06:15. | :06:20.
their duties. President Obama was touching on this, talking about | :06:21. | :06:26.
police forces rooting out bias in their ranks. That is one aspect of | :06:27. | :06:33.
the story, a serious one. Then there is the issue of gun control, the | :06:34. | :06:40.
availability of funds which is an issue that simply doesn't go away. | :06:41. | :06:45.
Whether it is an incident of a white policeman killing a black man or | :06:46. | :06:52.
issues around crime and gun crime, that is a perennial issue. There is | :06:53. | :06:57.
political pressure in certain quarters to have tougher gun laws, | :06:58. | :06:59.
but they never seem to Interior lies. Key social issues here at many | :07:00. | :07:05.
levels that need to be addressed. President Obama was speaking | :07:06. | :07:11.
after landing in Poland before the details of the Dallas | :07:12. | :07:14.
incident emerged. He said that all Americans should be | :07:15. | :07:16.
concerned about the shootings. When incidents like this occur there | :07:17. | :07:35.
is a big chunk of our fellow citizenry that feels as if because | :07:36. | :07:43.
of the colour of their skin they are not being treated the same. | :07:44. | :07:49.
This is not just a black issue, it's not just a Hispanic issue. | :07:50. | :07:58.
This an American issue, that we should all care about. | :07:59. | :08:02.
All fair-minded people should be concerned. | :08:03. | :08:09.
Now, let me just say, we have extraordinary appreciation | :08:10. | :08:12.
and respect for the vast majority of police officers, | :08:13. | :08:14.
who put their lives on the line to protect us every single day. | :08:15. | :08:19.
They've got a dangerous job, it is a tough job. | :08:20. | :08:33.
Our North America correspondent Nick Bryant has spent the day | :08:34. | :08:35.
in Minnesota, the scene of the latest shooting of a black | :08:36. | :08:38.
man by police - you may find some of the images in his report | :08:39. | :08:42.
He's licensed, he's carrying, he's licensed to carry. | :08:43. | :08:45.
He was trying to get out his ID and his wallet out his pocket... | :08:46. | :08:49.
The immediate aftermath of yet another police shooting, | :08:50. | :08:51.
this time not just caught on camera, but streamed live on Facebook. | :08:52. | :08:57.
And the officer just shot him in his arm. | :08:58. | :09:00.
The female passenger in the car, Diamond Reynolds, has just | :09:01. | :09:03.
seen her boyfriend shot by a policeman. | :09:04. | :09:05.
He is fast losing blood, and fast losing consciousness. | :09:06. | :09:10.
You told him to get his ID, Sir, his driver's licence. | :09:11. | :09:17.
Please don't tell me my boyfriend just went like that. | :09:18. | :09:24.
Philando Castile had been pulled over because his rear light wasn't | :09:25. | :09:27.
working, and apparently told the officer he had | :09:28. | :09:29.
a legally-purchased, concealed weapon with him | :09:30. | :09:30.
Mr Castile had worked as a cafeteria supervisor at a local | :09:31. | :09:42.
Protesters converged on the Governor's mansion, | :09:43. | :09:46.
draping it with police tape taken from the scene of the shooting. | :09:47. | :09:49.
Giving angry voice to now-familiar cries of protest, that have echoed | :09:50. | :09:52.
Then, Diamond Reynolds stepped before the crowd carrying her young | :09:53. | :10:08.
daughter, who had witnessed everything from the back seat | :10:09. | :10:11.
Not one shot, not two shots, not three shots, not four shots, | :10:12. | :10:17.
It is the second shocking incident this week. | :10:18. | :10:27.
This is footage from Baton Rouge, Louisiana, showing a black man, | :10:28. | :10:30.
Alton Sterling, being held down by police and shot several times. | :10:31. | :10:36.
Another police shooting, another black family left to mourn, | :10:37. | :10:39.
We're seeing this with alarming regularity. | :10:40. | :10:51.
Michael Brown, Tamir Rice, Eric Garner, Freddie Gray. | :10:52. | :10:58.
The names associated with some of the more high-profile police | :10:59. | :11:00.
This year alone, 123 African-Americans have been killed | :11:01. | :11:17.
It's stunning to see in two days what we've been seeing for years, | :11:18. | :11:21.
and that is police killing of citizens. | :11:22. | :11:22.
And the question is, when will there be a systematic | :11:23. | :11:25.
response to what has been a systemic problem in the United States? | :11:26. | :11:28.
And I think that we've been saying this over and over again. | :11:29. | :11:31.
And I think the last two days brought this to a real tipping point | :11:32. | :11:34.
for how this country deals with policing. | :11:35. | :11:48.
With so much fury in so many communities, the fear is that this | :11:49. | :11:53.
could be the start of a long, hot summer, words which for decades | :11:54. | :11:57.
have been uttered with a sense of foreboding. | :11:58. | :12:11.
We are getting some updates, with the police chief saying that | :12:12. | :12:17.
authorities have a suspect cornered at a garage after the shooting. They | :12:18. | :12:21.
are now negotiating with that suspect. One suspects cornered, and | :12:22. | :12:27.
they are negotiating with him. The latest figures suggest that two | :12:28. | :12:34.
snipers shot 11 police officers and three of those officers hard dead. | :12:35. | :12:42.
Also, the Texas Governor Greg Abbott has said he has direct with the head | :12:43. | :12:46.
of the Texas department of public safety to offer whatever assistance | :12:47. | :12:54.
the city needs. Condolences have also been expressed, and I quote, at | :12:55. | :13:02.
times like this I must emphasise the importance of uniting as Americans. | :13:03. | :13:06.
We will keep updating you on this story as it breaks. In Iraq, at | :13:07. | :13:13.
least 30 people have been killed and 60 injured in an attack by suicide | :13:14. | :13:18.
Hamas and gunmen on a Shi'ite shrine north of Baghdad. | :13:19. | :13:27.
According to officials, the attack began when a suicide | :13:28. | :13:30.
bomber targeted policemen guarding the entrance to the Sayid Mohammed | :13:31. | :13:32.
bin Ali al-Hadi shrine in Balad, 90 kilometers north | :13:33. | :13:34.
A second bomber entered the shrine with nine gunmen targeting security | :13:35. | :13:41.
forces as well as families gathering to celebrate the Eid festival | :13:42. | :13:43.
marking the end of the holy month of Ramadan. | :13:44. | :13:46.
Officials say a third bomber was killed. | :13:47. | :13:50.
The attack comes as the official death toll from a suicide bombing | :13:51. | :13:53.
in Baghdad on Sunday has risen to 292 people. | :13:54. | :13:55.
That attack, which took place in a busy shopping street | :13:56. | :13:58.
in the mainly Shia Karada district of Baghdad, | :13:59. | :14:00.
was claimed by the so called Islamic State. | :14:01. | :14:02.
It was the deadliest bombing in Iraq since the 2003 US-led invasion. | :14:03. | :14:06.
And Sally is here with all the business news and the outlook | :14:07. | :14:13.
for Tata Steel operations in the UK are in focus. | :14:14. | :14:18.
We start in the Indian business capital Mumbai, | :14:19. | :14:20.
with a story that is being closely watched here in the UK. | :14:21. | :14:24.
Britain's Business Secretary Sajid Javid will be meeting the board | :14:25. | :14:27.
He's there for talks on the UK's future trading relationship | :14:28. | :14:33.
with India, following its vote to leave the EU. | :14:34. | :14:37.
High on the agenda, the fate of Tata Steel's struggling | :14:38. | :14:39.
UK business and the thousands of workers it employs. | :14:40. | :14:46.
Plans to find buyers to rescue the plants have been thrown | :14:47. | :14:49.
According to Bloomberg, 4 out of the 7 potential bidders | :14:50. | :14:56.
have backed out since the referendum. | :14:57. | :15:09.
Tata put its struggling UK business up for sale back in March. | :15:10. | :15:12.
It employs some 11 thousand people at plants across the UK, | :15:13. | :15:15.
including its huge Port Talbot plant in South Wales. | :15:16. | :15:26.
But it's losing a million pounds, 1.3 million dollars, | :15:27. | :15:31.
The price of steel has slumped since its peak in 2011 | :15:32. | :15:38.
although it has been recovering in recent months. | :15:39. | :15:40.
Across Europe 320,000 people work in the steel industry. | :15:41. | :15:50.
The European Steel Association saying thousands of jobs have been | :15:51. | :15:53.
lost due to the low price, which they blame on China flooding | :15:54. | :15:55.
Now the UK's referendum vote has added further uncertainty. | :15:56. | :16:01.
We'll be speaking to our correspondent in Mumbai | :16:02. | :16:07.
Our other top story is also on the impact of Britain's vote | :16:08. | :16:10.
The French capital is eager to capitalise on a possible Brexodus | :16:11. | :16:17.
of bankers if they are forced to leave London. | :16:18. | :16:29.
Real estate agents in particular are hoping for a big boost in high | :16:30. | :16:32.
The Socialist government has had a rocky relationship with big money | :16:33. | :16:36.
So it's promising tax reforms to lure them back, | :16:37. | :16:40.
and hoping a string of violent protests in Paris won't prove | :16:41. | :16:43.
We'll have that report for you in 20 minutes time. | :16:44. | :16:56.
A big focus on the US, they will be releasing their key employment data | :16:57. | :17:01.
today, so markets trading nervously ahead of that. | :17:02. | :17:06.
Nato leaders will meet in Warsaw later today for a heads | :17:07. | :17:09.
Relations between the Alliance and Moscow have been tense | :17:10. | :17:12.
In response, Nato is deploying four multi-national battalions | :17:13. | :17:18.
in the three Baltic States and Poland. | :17:19. | :17:21.
They'll be led by the USA, Britain, Canada and Germany. | :17:22. | :17:23.
Our defence correspondent Jonathan Beale has been to Estonia | :17:24. | :17:25.
where the British led battalion is expected to be stationed. | :17:26. | :17:42.
Nato has been beefing up its military presence on its eastern | :17:43. | :17:50.
flank. Here in Estonia, soldiers from the alliance prepare for a | :17:51. | :17:55.
conventional war against their well armed enemy, like they did in the | :17:56. | :17:59.
Cold War era. Training with artillery, rockets and missiles to | :18:00. | :18:06.
repel an invasion. Old-fashioned heavy metal warfare, although there | :18:07. | :18:12.
is still a real and is to mention Russia. It's about training with our | :18:13. | :18:20.
partners. About Russia? It's about training with our partners and | :18:21. | :18:23.
making sure we know how to work together. To support the eastern | :18:24. | :18:28.
allies and show... The face of Russian aggression? It is just to | :18:29. | :18:34.
support them. In reality, this is about Russia. These aircraft are | :18:35. | :18:42.
here to send a message. Soon, there will be a continuous presence of | :18:43. | :18:46.
troops like this on the ground. At Warsaw, Nato leaders will confirm | :18:47. | :18:55.
they are deploying about 5000 soldiers in Russia. Nato has been | :18:56. | :19:00.
stepping up its pressures on the eastern flank, as well as its | :19:01. | :19:04.
military strength, with around 500 British troops to be stationed here | :19:05. | :19:13.
in Estonia from next year. Nato's reinforcements come at a critical | :19:14. | :19:17.
time for Estonia. It is a reminder that only a quarter of a century | :19:18. | :19:21.
ago, they regained their freedom from the shackles of the old soviet | :19:22. | :19:26.
union. These people are just 30 kilometres from the Russian border, | :19:27. | :19:29.
and Russia's recent intervention in the -- in Ukraine has made them | :19:30. | :19:38.
nervous. It has made them nervous, and showed them that Russia are | :19:39. | :19:41.
willing and able to use the conventional military power in order | :19:42. | :19:46.
to achieve their political objectives. There is the danger of | :19:47. | :19:51.
poking that there. Nato still wants a dialogue with Moscow, they invited | :19:52. | :19:55.
Russian observers to recent exercises. But Russia has also | :19:56. | :20:02.
responded with even larger military manoeuvres on its side of the | :20:03. | :20:06.
border. It has not yet been described as a new Cold War, at | :20:07. | :20:11.
Nato's enhanced presence is likely to raise tensions --. -- but. | :20:12. | :20:24.
This Saturday marks the first anniversary of a massive crackdown | :20:25. | :20:27.
Hundreds of activists were taken away. | :20:28. | :20:30.
Some of them are still in custody, awaiting trial and possibly life | :20:31. | :20:33.
Their families say the detained lawyers have had no access | :20:34. | :20:36.
China correspondent Stephen McDonell met a group of the lawyers' | :20:37. | :20:39.
A year after their husbands were taken away by Chinese police, | :20:40. | :20:43.
Li Wenzu and Huang Qiaoling have still not been able to visit them. | :20:44. | :20:46.
On the ninth of July 2015, officials here launched a massive | :20:47. | :20:49.
offensive against China's human rights lawyers, | :20:50. | :20:51.
turning the lives of their families upside down. | :20:52. | :20:54.
Huang Quanzhang and Li Heping were amongst the hundreds of lawyers | :20:55. | :20:57.
The BBC believes 17 of them are still being held, | :20:58. | :21:04.
At least nine are facing state subversion charges, | :21:05. | :21:12.
which could lead to life imprisonment. | :21:13. | :21:13.
The stress on those close to these lawyers remains considerable. | :21:14. | :21:23.

so he has no way of understanding this. | :22:30. | :22:38.
How can you tell a two-and-a-half-year-old | :22:39. | :22:39.
that the police have taken your father away? | :22:40. | :22:47.
So I had no choice but to lie to him, to tell him that dad is away | :22:48. | :22:51.
on business, that daddy will be back when he finishes, | :22:52. | :22:53.
and that he loves and misses you very much. | :22:54. | :22:56.
Earlier this week, the wives of six detained men protested in front | :22:57. | :22:59.
of Beijing's Supreme People's Procuratorate. | :23:00. | :23:00.
On their dresses they wrote messages of support for their husbands. | :23:01. | :23:03.
But, for the moment, nothing has changed. | :23:04. | :23:05.
In China, realistically, when people are detained for this | :23:06. | :23:07.
long and face this type of charge, they tend to lose in court, | :23:08. | :23:10.
meaning that it could be quite a long time before these lawyers can | :23:11. | :23:14.
Well, if there's one street food snack that nearly everyone | :23:15. | :23:35.
in Kolkata loves and eats regularly, it would have to be jhal muri. | :23:36. | :23:38.
It's also a great leveller, you'll often see businessmen | :23:39. | :23:41.
queueing for it alongside the city's poorest residents. | :23:42. | :23:43.
Our own Justin Rowlatt went to see what all the fuss is about. | :23:44. | :23:53.
I am in the mighty capital of Bengal, Kolkata. | :23:54. | :24:02.
Like the rest of India, it has its own distinctive | :24:03. | :24:04.
and delicious food traditions, and you can taste some of them | :24:05. | :24:07.
in its most celebrated street food, jhal muri. | :24:08. | :24:19.
So this is Sao and this is jhal, chilli sauce. | :24:20. | :24:21.
And this is puffed rice, essentially Rice Krispies. | :24:22. | :24:24.
So he puts a few handfuls of the puffed rice into the pot, | :24:25. | :24:36.
then he adds some chickpeas, and then he adds a few cornflakes, | :24:37. | :24:39.
Some chopped coconut, some cucumber, a bit of potato. | :24:40. | :24:44.
There is tomato, there's onion, there is coriander and there | :24:45. | :24:47.
is chilli in there, too, and then he puts in this chilli | :24:48. | :24:50.
paste of his, give it a bit of spice. | :24:51. | :24:52.
He squeezes on a little bit of lemon. | :24:53. | :25:03.
And now an essential ingredient, very Bengali, this - | :25:04. | :25:06.
a bit of mustard oil goes in, and the trick now is to mix | :25:07. | :25:10.
the whole thing up, get it all coated. | :25:11. | :25:12.
And then into one of his little recyclable bags, made | :25:13. | :25:14.
In it goes, and you've got a very tasty snack. | :25:15. | :25:18.
Now here is where it gets complicated because there | :25:19. | :25:37.
are actually similar dishes all over India. | :25:38. | :25:39.
So it would be dangerous for me to tell you that Sao's jhal muri | :25:40. | :25:44.
Back to our breaking story in Dallas, a fourth police officer is | :25:45. | :26:02.
reported to have died as a result of those shootings. In total, the -- 11 | :26:03. | :26:10.
offices were shot by snipers, and four are known to have died. | :26:11. | :26:15.
There's lots of events going on this weekend, | :26:16. | :26:18. |
