Specialist help for young victims of abuse - | :00:09. | :00:11.
Jersey invests in a creative way to help youngsters overcome | :00:12. | :00:14.
People have said that they feel that they can sleep better having gone | :00:15. | :00:27.
through the service, but they are less anxious. | :00:28. | :00:28.
Good evening and welcome to the late news | :00:29. | :00:30.
with a big increase in high-earning civil servants, | :00:31. | :00:36.
should Guernsey States get rid of automatic pay increases? | :00:37. | :00:45.
Children who are sexually abused in Jersey | :00:46. | :00:47.
will get access to specialist therapy, | :00:48. | :00:49.
under a new scheme by Health and Social Services and the NSPCC. | :00:50. | :00:53.
It's the first time this service will be delivered in the island, | :00:54. | :00:57.
where nearly 200 cases of child sex abuse have been reported | :00:58. | :00:59.
The States are providing ?50,000 a year | :01:00. | :01:05.
to fund a social worker specially trained to help victims. | :01:06. | :01:10.
but these activities of painting, story-telling and creative play | :01:11. | :01:17.
helping young victims of sexual abuse. | :01:18. | :01:22.
They're run in the UK by the charity the NSPCC, | :01:23. | :01:25.
and now they're being introduced in Jersey. | :01:26. | :01:28.
The one-to-one creative sessions are to help victims come to terms | :01:29. | :01:31.
They may feel anxious, they may display negative behaviours, | :01:32. | :01:36.
they may also hold a lot of anger, but children and young people | :01:37. | :01:42.
who go through the Letting The Future In courses | :01:43. | :01:44.
learn to manage those behaviours better. | :01:45. | :01:47.
they've told us they've been able to sleep better, | :01:48. | :01:52.
And it's a service that's needed in the island. | :01:53. | :01:57.
There were 54 cases of sexual abuse of under-18s | :01:58. | :02:00.
In the years since, the number's grown to around 70. | :02:01. | :02:06.
That's a similar rate to the UK when compared with population size. | :02:07. | :02:10.
The service is being funded by the Health | :02:11. | :02:12.
?50,000 a year for the next three years. | :02:13. | :02:17.
With the findings of the inquiry into Jersey's care services due out | :02:18. | :02:20.
this month, was that what prompted this new investment? | :02:21. | :02:24.
I guess it was the catalyst to some extent. | :02:25. | :02:26.
All of this has been partly about what we learnt | :02:27. | :02:29.
reading the transcripts, listening to the inquiry. | :02:30. | :02:34.
Rather than wait until the inquiry gives us their recommendations, | :02:35. | :02:38.
we wanted to provide a better environment | :02:39. | :02:41.
But before that, the department faces the issue | :02:42. | :02:49.
of hiring a specialist social worker - | :02:50. | :02:50.
a sector that Jersey's previously struggled to recruit in. | :02:51. | :02:58.
A Former Director of Guernsey's Health and Social Care Services | :02:59. | :03:00.
has been struck off by the Nursing and Midwifery Council, | :03:01. | :03:03.
following the death of a baby at the island's maternity ward | :03:04. | :03:06.
Jacqueline Gallienne worked at the Princess Elizabeth Hospital | :03:07. | :03:11.
including failing to ensure adequate standard of care, | :03:12. | :03:19.
and safe delivery of maternity services. | :03:20. | :03:21.
The panel found these failings put patients at risk. | :03:22. | :03:23.
Guernsey's Health and Social Care Committee has responded, | :03:24. | :03:25.
saying substantial changes have been made in midwifery practices | :03:26. | :03:27.
A forensic medical examiner has told an attempted murder trial | :03:28. | :03:30.
that if the victim's neck wound had been any deeper, he would have died. | :03:31. | :03:35.
Gerard Eamon Maguire denies the attempted murder of his friend, | :03:36. | :03:39.
Shaun Patrick Howard, in the early hours of October the 30th | :03:40. | :03:41.
Dr Virginia French told the Royal Court | :03:42. | :03:45.
had Mr Howard's neck wound been deeper, | :03:46. | :03:47.
he would not have survived the incident. | :03:48. | :03:49.
of the former Deputy Bailiff of Guernsey, Chris Day. | :03:50. | :03:57.
Mr Day was Deputy Bailiff from 1999 to 2002 | :03:58. | :04:05.
and, before that, he was a Law Officer for 17 years. | :04:06. | :04:07.
has paid tribute to his former colleague, | :04:08. | :04:12.
saying he was one of the most outstanding lawyers | :04:13. | :04:14.
"There's no such thing as an automatic pay rise". | :04:15. | :04:21.
of a union representing Guernsey's civil servants. | :04:22. | :04:25.
It follows claims by the island's top politician that the States | :04:26. | :04:28.
could save money by removing an automatic pay rise for employees. | :04:29. | :04:32.
There are around 5,000 people working for the States of Guernsey. | :04:33. | :04:38.
The island's most senior politician claims the States could save money | :04:39. | :04:44.
by removing an automatic pay rise for civil servants. | :04:45. | :04:49.
But the local civil servants association of Guernsey says | :04:50. | :04:52.
"there's no such thing as an automatic pay rise". | :04:53. | :05:03.
Morale is dipping, it is hard that you are constantly the ones targeted | :05:04. | :05:07.
over and over again. A job will be evaluated | :05:08. | :05:09.
and it will be determined that the rate of that job it is, | :05:10. | :05:12.
say, ?27,000 a year and what they do within the states is scaled back | :05:13. | :05:16.
three or four implements backwards and so a new starter coming | :05:17. | :05:18.
into that post will be started on ?25,000 per year | :05:19. | :05:21.
and what will happen is over the years, as they gain knowledge | :05:22. | :05:25.
and experience and qualifications, they will work their way | :05:26. | :05:32.
up through steps back The chief executive of the states | :05:33. | :05:34.
has spent more than ?240 million He says pay rises have | :05:35. | :05:42.
already been reigned in. Pay rises have been substantially | :05:43. | :05:52.
controlled across the public sector and we have seen more | :05:53. | :05:55.
two-year pay deals, which in real terms they have not | :05:56. | :05:57.
been the increases as such. it's an issue that'll always | :05:58. | :06:00.
be close to taxpayers' hearts E-petitions could be | :06:01. | :06:06.
introduced in Jersey. You may recall they've | :06:07. | :06:09.
been popular in the UK, with a recent petition | :06:10. | :06:11.
protesting at a State Visit by the American President receiving | :06:12. | :06:13.
more than a million signatures. Jersey's plans | :06:14. | :06:16.
aren't on the same scale, but the Assistant Government | :06:17. | :06:18.
Minster responsible, Deputy Scott Wickenden, | :06:19. | :06:20.
thinks people will interact and saves time when | :06:21. | :06:23.
bringing up important issues. This could just be one way of doing | :06:24. | :06:37.
that, to actually increase that time they have got. They may not have | :06:38. | :06:40.
time to phone a politician, to speak to them and ask them to comrade for | :06:41. | :06:45.
a coffee and a chat. Some will, someone. You talk about saving time, | :06:46. | :06:49.
but what about in the state 's chambers? This could bring more | :06:50. | :06:53.
debates, and we have seen some debates going for hours and hours. | :06:54. | :06:58.
That is a good point. We are as guilty of anyone of wasting our time | :06:59. | :07:05.
people of Jersey on. This will people of Jersey on. This will | :07:06. | :07:09.
increase to start with. Over time, it will get will point where people | :07:10. | :07:14.
are only signing petitions when they believe in it, if they feel we are | :07:15. | :07:17.
wasting too much time on things which are not important. I was going | :07:18. | :07:21.
to ask you about that, because I get a lot of petitions sent to me on | :07:22. | :07:25.
Facebook by friends why Sheringham. It is easy to just signed them and | :07:26. | :07:30.
put your name again something when you are not passionate about it. | :07:31. | :07:35.
You're right, it is easy. If people have just signed it and it ends up | :07:36. | :07:39.
in the chamber and it gets a lot of time, and it was not important, or | :07:40. | :07:42.
they did not understand the issue, they will stop signing them unless | :07:43. | :07:46.
they understand what it is about. Over time, it will work itself out | :07:47. | :07:54.
to the right level. If this does go through, will it change the types of | :07:55. | :08:01.
debate we here? Will it give the public a feeling that their voice | :08:02. | :08:04.
being hurt more? Definitely, it will make the public feel like we are in | :08:05. | :08:07.
discussing what they want us to discuss. They might not like what we | :08:08. | :08:13.
have to say, but that is down to the election. If you don't like what the | :08:14. | :08:18.
person is saying on your behalf, you can deal with that at the next | :08:19. | :08:19.
election. It's been World Book Day and | :08:20. | :08:20.
children across the Channel Islands have been dressing up | :08:21. | :08:23.
as their favourite character. And while the Gruffalos, | :08:24. | :08:25.
Charlie Buckets and Matildas Here's a look at some | :08:26. | :08:27.
of your photos. Here's Beatrice dressed | :08:28. | :08:30.
as Betty O'Barley Winter spent today as Crazy Dave | :08:31. | :08:31.
from Plants vs Zombies - Lacey went with an animal | :08:32. | :08:35.
theme for 101 Dalmations, while Poppy went with an aqua theme | :08:36. | :08:41.
for the Singing Mermaid. And here's the whole | :08:42. | :08:45.
of Les Landes Primary School and even some of the staff | :08:46. | :08:47.
joined in the fun as Snow White | :08:48. | :08:51.
and Mrs Trunchbull from Matilda. Let's take a look at | :08:52. | :08:54.
the forecast with David Braine. Thank you. Good evening. The | :08:55. | :09:06.
sunshine has brought out our Spring Flowers today, looking very good in | :09:07. | :09:09.
the sunshine. Sadly, it may just be for one day that you get that | :09:10. | :09:12.
sunshine because tomorrow is rather more cloudy. There will be some | :09:13. | :09:16.
showers around, but it will be milder. That is not to say they will | :09:17. | :09:22.
not be some brief sojourn tomorrow, but it will be cloudy. This lump of | :09:23. | :09:28.
cloud is merging with an area of low pressure, and those combined to | :09:29. | :09:31.
create a layer of cloud, producing rain overnight tonight, as it comes | :09:32. | :09:37.
up from the south. It also produce rain on and off throughout the day | :09:38. | :09:41.
tomorrow. With low nearby, there is not a great deal of change over the | :09:42. | :09:46.
weekend. There will be showers and for persistent rain on Sunday. Some | :09:47. | :09:51.
clear sky for the first half of the night, but already cloud gathering | :09:52. | :09:53.
across the more western parts of France. That will move north | :09:54. | :09:58.
overnight, starting to be used like rain at first and then becomes | :09:59. | :10:03.
heavier and more persistent. It will move away to the north by morning. 6 | :10:04. | :10:07.
degrees the minimum temperature, but also quite windy. Off and on | :10:08. | :10:14.
tomorrow, there will be showers, perhaps some size bells, but the | :10:15. | :10:18.
cloud is quite stubborn. Although we have got a brisk wind, temperatures | :10:19. | :10:23.
should get to 11 or 12 degrees as a maximum. Wet weather across parts of | :10:24. | :10:27.
Portugal, western Spain, lovely weather across central France, quite | :10:28. | :10:33.
pleasant in the sunshine here, but eastern parts of Europe still cloudy | :10:34. | :10:37.
and great, with just two or three degrees the maximum temperature. | :10:38. | :10:42.
Warmer than that over the weekend. Likely to see some sunshine but also | :10:43. | :10:48.
some showers. Brisk winds on Sunday making it turned cold on Monday and | :10:49. | :10:49.
into next week. Have a good night. weekend, we have more rain in the | :10:50. | :11:03.
forecast. Rain at times this weekend, not all the | :11:04. | :11:04. |
