its introduction, until Guernsey is more certain of its place | :01:30. | :01:31. | |
And, one of the island's top politicians has said | :01:32. | :01:37. | |
I'm not saying it is absolutely my view, | :01:38. | :01:43. | |
I would like to discuss it with my colleagues. | :01:44. | :01:48. | |
We have then got to decide if we are going to, either some | :01:49. | :01:51. | |
of us or as a committee, say to the States on March 29th | :01:52. | :01:54. | |
can we delay it, or can you amend it, or whatever. | :01:55. | :01:57. | |
But the politician responsible for driving through the new law says | :01:58. | :02:00. | |
So many people have planned for April 3rd, thousands have | :02:01. | :02:11. | |
planned for that date, and a small minority who are quite | :02:12. | :02:16. | |
vocal at the moment, are quite detrimental against | :02:17. | :02:21. | |
But as I said before, there will always be people that | :02:22. | :02:28. | |
you can't please all of the time, that is the way it goes, really. | :02:29. | :02:31. | |
So I hope it will go through, but we will have to wait and see | :02:32. | :02:34. | |
The States is due to meet at the end of the month to sign off the law. | :02:35. | :02:40. | |
But, with so much concern from the business community, | :02:41. | :02:42. | |
it'll be a nervous wait for those behind the new regime. | :02:43. | :02:46. | |
They will face prosecution - the words of a Jersey politician | :02:47. | :02:49. | |
who has promised to ensure the new dog law will be enforced. | :02:50. | :02:54. | |
It comes after hundreds of people shared an image of a recent dog | :02:55. | :02:57. | |
Jersey's dog law was updated last year, so it's now an illegal offence | :02:58. | :03:03. | |
if a dog causes serious injury, but does it go far enough? | :03:04. | :03:06. | |
It's an image that caused shock and outrage among dog owners | :03:07. | :03:14. | |
in Jersey when it was posted on social media. | :03:15. | :03:18. | |
It's claimed these injuries were sustained during an unprovoked | :03:19. | :03:21. | |
attack by another dog on an island beach. | :03:22. | :03:25. | |
And it's not the only dog attack posted online recently. | :03:26. | :03:28. | |
This boxer needed seven visits to the vet, costing up | :03:29. | :03:31. | |
to ?1,000, when it was set upon outside its house. | :03:32. | :03:34. | |
The owners say they are still in a legal battle to claim the costs | :03:35. | :03:38. | |
Until recently, an offence was only committed under Jersey's Dog Law | :03:39. | :03:44. | |
if a dog worries livestock on agricultural land. | :03:45. | :03:47. | |
Now owners can face an unlimited fine and/or imprisonment of up | :03:48. | :03:52. | |
to ten years if their dog has caused death or serious injury. | :03:53. | :03:57. | |
The Minister says he will ensure the new law | :03:58. | :04:00. | |
It's not fair on the animals, and it's not fair on the owner | :04:01. | :04:07. | |
of the animals, and it's not fair on society. | :04:08. | :04:09. | |
I want it understood by people that aren't so responsible that | :04:10. | :04:12. | |
if they are not acting in a manner to protect their own dogs and other | :04:13. | :04:15. | |
dogs, if they have a dog that can be dangerous, | :04:16. | :04:20. | |
But experts say dog aggression can be caused by various | :04:21. | :04:27. | |
emotions, and this law won't address underlying issues. | :04:28. | :04:30. | |
We need to learn how to reduce future incidents and we can't do | :04:31. | :04:34. | |
that just by slapping fines and putting dogs on muzzles | :04:35. | :04:38. | |
and short leads - it doesn't tell you anything, | :04:39. | :04:41. | |
you're not learning anything from it. | :04:42. | :04:44. | |
So we need to learn more about these incidents so we can educate owners | :04:45. | :04:47. | |
and teach them what to look out for, and what we can do in | :04:48. | :04:51. | |
But, while moves have been made to try to protect dogs from other | :04:52. | :04:57. | |
dogs when they are out and about, it's the responsibility | :04:58. | :05:00. | |
of the owner to understand why their dog may attack, | :05:01. | :05:02. | |
and to spot the signs before it happens. | :05:03. | :05:08. | |
