Sacrificing the old for new? where you are.

:00:12.:00:13.

Is Jersey's historic past being lost to regeneration?

:00:14.:00:17.

Good evening and welcome to the late news from BBC Channel Islands.

:00:18.:00:20.

Switching on - a drive on electric cars in Guernsey as the island calls

:00:21.:00:27.

for tougher controls on air pollution.

:00:28.:00:38.

There's concern some of Jersey's history

:00:39.:00:40.

A new report on the island's heritage criticises some

:00:41.:00:44.

building projects in St Helier for failing to preserve historic sites.

:00:45.:00:49.

Luxmy Gopal reports from the centre of town.

:00:50.:01:00.

The shop is an example of combining development with history on the

:01:01.:01:06.

island. It is a listed late Victorian building which was a

:01:07.:01:10.

jeweller 's for 200 years. More than a hundred of that was as CT Main,

:01:11.:01:14.

one of the oldest family businesses on the island until it closed in

:01:15.:01:18.

2009. When it became a Jack will store five years ago, it was able to

:01:19.:01:21.

retain a lot of the original features such as the interviewer

:01:22.:01:25.

windows, the panelling and the old saves but Heritage groups say some

:01:26.:01:31.

developments in St Helier aren't doing enough to preserve their

:01:32.:01:32.

sites' history. The changing face of St Helier -

:01:33.:01:32.

the theme of a new report by heritage groups who fear

:01:33.:01:36.

the town's historic character The report highlights the importance

:01:37.:01:38.

of protecting the past, saying two thirds of tourists

:01:39.:01:41.

surveyed felt heritage and history were key factors in deciding

:01:42.:01:43.

to visit Jersey. Latest figures show over 130,000

:01:44.:01:46.

visits were made to heritage sites Most Jersey residents surveyed said

:01:47.:01:49.

historic buildings are an asset So how do you balance promoting

:01:50.:01:58.

development with preserving history? According to the report,

:01:59.:02:02.

some projects have done it well, such as this Methodist Chapel

:02:03.:02:07.

turned community centre, which has kept its

:02:08.:02:10.

historic character. While others, such as the

:02:11.:02:12.

Southampton Hotel site development, have just kept the original

:02:13.:02:14.

building's facade, which heritage The heritage shouldn't be seen

:02:15.:02:18.

as a barrier It is about working

:02:19.:02:24.

with the heritage buildings and historic stock we have got to ensure

:02:25.:02:29.

the island retains its historic character and an attractive place

:02:30.:02:33.

to live and do business. And the challenge is progressing

:02:34.:02:37.

with regeneration while preserving the future St Helier is a priority

:02:38.:02:55.

for the ministers and it is not always possible for developers to

:02:56.:02:58.

keep as many story features as the store behind me has. It simply isn't

:02:59.:03:02.

practical with a lot of modern designs of buildings and as ever, we

:03:03.:03:06.

are limited by Spezia in St Helier and the island as a whole saw the

:03:07.:03:11.

damage had been -- balance between maintaining heritage and making new

:03:12.:03:16.

developments is difficult to meet. It's been announced the final report

:03:17.:03:17.

from the Jersey Care Inquiry Originally the independent inquiry

:03:18.:03:20.

into historical child abuse was due to publish its report

:03:21.:03:23.

by the end of last year, which was then put

:03:24.:03:26.

back to the end of this month. In a statement this evening

:03:27.:03:29.

the panel said it had received information related

:03:30.:03:31.

to its reccommendations A horse has been stabbed

:03:32.:03:32.

in the face in Jersey. It was attacked at a

:03:33.:03:38.

private premises in St Peter This video shows the dressage horse

:03:39.:03:40.

after the vet had treated it for what were described as serious

:03:41.:03:44.

but not life threatening injuries, which are likely to leave it

:03:45.:03:47.

permanently disfigured. Jersey Police say they are taking

:03:48.:03:49.

the attack "very seriously." It is a particular type of horse

:03:50.:04:02.

which is engaged in dressage. Obviously, this permanent

:04:03.:04:04.

disfigurement has a particular impact. Particularly gruesome. We

:04:05.:04:11.

believe a weapon was used and the horse had severe injuries to the

:04:12.:04:12.

nostril into the top of the face. Guernsey Electricity says it's

:04:13.:04:13.

having to plan ahead for what it's describing as an expected surge

:04:14.:04:16.

in popularity in electric cars by developing its own electric

:04:17.:04:19.

transport strategy. And it comes as the States aim for

:04:20.:04:20.

tougher controls on air pollution. This is one of Guernsey

:04:21.:04:23.

Electricity's new electric vehicles. It says we'll see many more of these

:04:24.:04:29.

in the coming years. I would see in Guernsey,

:04:30.:04:31.

particularly with the short journey times and fairly low mileage

:04:32.:04:34.

compared to the UK and European countries, that even the current

:04:35.:04:40.

range of electric vehicles If they're right, one of the major

:04:41.:04:43.

benefits for Guernsey would be a significant reduction

:04:44.:04:49.

in emissions, something measured here in this little green box on one

:04:50.:04:51.

of the island's busiest roads. This piece of kit is used

:04:52.:04:56.

to measure particulates. Specifically, P M tends which are

:04:57.:05:09.

particular it is up to ten Micro beats in diameter.

:05:10.:05:10.

But in simple terms, this monitoring station sucks in air

:05:11.:05:14.

This tells you the particularly busy times such as the school

:05:15.:05:18.

If there is going to be this continual bowl reliance, if we can

:05:19.:05:33.

do it in a way that is less reliance on fossil fuels, burning and

:05:34.:05:36.

combustion, then we will reduce these particular its, nitrogen

:05:37.:05:40.

dioxide, software dioxide levels and that will be really beneficial

:05:41.:05:43.

locally. He says small steps can

:05:44.:05:45.

result in big results - something demonstrated

:05:46.:05:47.

here at St Martin's Primary School where changes to traffic

:05:48.:05:49.

arrangements have halved I was surprised when I heard it had

:05:50.:05:51.

reduced pollution in the area. We are busy school

:05:52.:05:55.

and there is a lot So it has made

:05:56.:05:57.

a pleasing difference. Air pollution levels in the island

:05:58.:06:01.

aren't actually that bad. But if things are to improve it's

:06:02.:06:04.

going to be right here on Guernsey's roads

:06:05.:06:07.

that it all starts. Hundreds of students attended

:06:08.:06:12.

Jersey's higher education fair today finding out more

:06:13.:06:15.

about the opportunities Well, there is nearly 80 educators

:06:16.:06:28.

here today from universities across the UK. They're all here to offer

:06:29.:06:32.

advice to students about what courses they have on offer and what

:06:33.:06:35.

it's like to study at their university. Well, this is the 25th

:06:36.:06:39.

year of this event and what was new this year is that many of these

:06:40.:06:44.

exhibitors gave talks at the college last night. Today, they are

:06:45.:06:47.

expecting around 1000 students to attend and I have been talking to

:06:48.:06:50.

some of them about what they think of today's event. It's nice to talk

:06:51.:06:55.

to people that actually they're studying sea get their opinion

:06:56.:06:59.

rather than just the website. Being in Jersey, you can't go over to the

:07:00.:07:03.

UK and visit universities like the students can. I'm not sure what I

:07:04.:07:07.

want to do but just to see what unique could be like and what I

:07:08.:07:13.

could study is really informative. Joining me now is the education

:07:14.:07:17.

minister who opened the event here this afternoon. Deputy, why are

:07:18.:07:21.

events like this all-important? The art deeply important. This is an

:07:22.:07:25.

opportunity for students to get face-to-face with people who live

:07:26.:07:28.

and breathe in the universities across the UK and Europe so they get

:07:29.:07:32.

direct input from everybody. There is an ongoing review of student

:07:33.:07:36.

finance at the moment. I have been speaking to students who say we just

:07:37.:07:40.

can't afford to go to university overseas. What is the point of

:07:41.:07:42.

holding events like this if some families can't afford it? You know,

:07:43.:07:47.

student finance is one of those problems we are trying to tackle. We

:07:48.:07:51.

still produce a large amount of money to make sure that students

:07:52.:07:55.

have access to UK university but this is an opportunity for students

:07:56.:07:57.

to fully understand and connect with to fully understand and connect with

:07:58.:08:00.

those universities not just across the UK but here in Jersey to. Thank

:08:01.:08:06.

you very much. Well, this afternoon, may give students a better afternoon

:08:07.:08:09.

about their options, but there is still a question mark over how many

:08:10.:08:12.

families will be able to afford their students to study overseas.

:08:13.:08:17.

The scrutiny panel looking into student financial to publish their

:08:18.:08:18.

report by the end of this month. Today's weather has been dominated

:08:19.:08:20.

by fog with almost all flights in and out of Jersey and Guernsey

:08:21.:08:22.

being cancelled, Good evening. File continues to be a

:08:23.:08:33.

bit of a problem tonight and tomorrow but I think there is a

:08:34.:08:36.

chance of some slightly less moist air coming out of France that may

:08:37.:08:39.

well help improve the visibility but it may be short lived so further

:08:40.:08:44.

mist and fog around tomorrow. Still feeling quite mild. Brighter for a

:08:45.:08:47.

time especially through the afternoon. Perhaps later in the day

:08:48.:08:50.

into the evening, we will see more mist and fog returning. This weather

:08:51.:08:54.

from travels away from us through the night and through the day

:08:55.:08:59.

tomorrow. Drifting northwards but it leaves behind a legacy of layers of

:09:00.:09:03.

low cloud. The mist and fog. And all the breeze freshens up to shift

:09:04.:09:06.

that, it could be around for the next 24 hours or so. By the time we

:09:07.:09:10.

get is added, it is still there but this weather front will change

:09:11.:09:13.

things as women from Saturday and into Sunday. It brings some rain but

:09:14.:09:18.

also fresher, cleaner air by the time we get to Sunday afternoon and

:09:19.:09:22.

Sunday evening. That strike of mist and fog and low cloud, it will still

:09:23.:09:27.

away through the day tomorrow but away through the day tomorrow but

:09:28.:09:30.

for the rest of the night and at first tomorrow morning, more fog to

:09:31.:09:34.

content with and of course, you can get travel updates on the BBC local

:09:35.:09:38.

radio. Misty, foggy, spits of drizzle in the wind possible through

:09:39.:09:43.

the night to come. Light winds and temperatures and although then nine

:09:44.:09:46.

or 10 degrees. Tomorrow, this is the start of the day. It may well lift

:09:47.:09:51.

and break and by the time we get to the end of the morning and into the

:09:52.:09:54.

afternoon, the visibility does improve and there should be some

:09:55.:09:57.

breaks in that cloud maybe even letting sunshine in now and again

:09:58.:10:01.

but also clearing the visibility for a time. 13 degrees our top

:10:02.:10:04.

temperature with the wind from the south. On Saturday, a lot of cloud

:10:05.:10:08.

around again. Possibly even for the first thing in the morning. Things

:10:09.:10:12.

improve as we had through the second half of the weekend. Have a good

:10:13.:10:13.

night. Finally a look ahead to a special

:10:14.:10:13.

anniversary tomorrow. In its 80 year history, many a love.

:10:14.:10:23.

Honeyman will have arrived here and I bet there has been a fair few

:10:24.:10:28.

reunions and tearful goodbyes to. Jersey airport may have changed but

:10:29.:10:32.

those kind of memories stay the same. I am Aisling Tracy and I'm

:10:33.:10:37.

getting ready for a morning of the stature and stories with passengers,

:10:38.:10:41.

pilots and sweethearts as we celebrate the airport 's 80th

:10:42.:10:45.

birthday. Join me on BBC radio Jersey tomorrow morning from six.

:10:46.:10:50.

And you can listen to Ashley from six tomorrow morning. You're

:10:51.:10:53.

up-to-date with news of the Channel islands. We will be back at 6:30am

:10:54.:10:54.

tomorrow. Until then, good night. day. On Sunday, cloudier, maybe

:10:55.:11:03.

spots of rain. Good evening, in the spring sunshine

:11:04.:11:16.

we saw temperatures as high as 17.5 Celsius. Not as warm or Sonning on

:11:17.:11:19.

Friday. Still a lot of dry, settled weather in the forecast for the next

:11:20.:11:23.

few days. This was the sunset captured by one of our Weather

:11:24.:11:27.

Watchers. Clear skies there. We have had increasing amounts of cloud

:11:28.:11:31.

moving in from the West. Through the remainder of tonight we will

:11:32.:11:34.

continue to see that cloud across the south-west of England, the

:11:35.:11:37.

Channel Isles, weaving in across Wales, Northern Ireland and western

:11:38.:11:42.

Scotland. Bringing with it some outbreaks of drizzly rain,

:11:43.:11:44.

particularly around the coast and the hills. Further east, clear skies

:11:45.:11:48.

and the coldest temperatures. We are likely to see frost across eastern

:11:49.:11:52.

parts of Scotland by Friday morning. The west of Scotland will see the

:11:53.:11:55.

cloud moving in, bringing spots of light, drizzly rain. A similar

:11:56.:11:59.

picture for Northern Ireland. Fairly cloudy and grey. A bit of hill fog

:12:00.:12:02.

here

:12:03.:12:03.
