Good evening, I'm Luxmy Gopal. for the news where you are.

:00:10.:00:11.

A new report shows alcohol misuse is the leading cause of referrals

:00:12.:00:14.

Drinking contributed to nearly half of all community service sentences

:00:15.:00:18.

Alcohol is the single biggest contributory factor to offending.

:00:19.:00:26.

One that Jersey Probation Service has been tackling for decades.

:00:27.:00:31.

But where alcohol related offences are being committed is changing.

:00:32.:00:36.

The Chief Probation Officer says they are seeing

:00:37.:00:38.

a shift away from incidents connected to socialising.

:00:39.:00:41.

We see less of that work than we used to.

:00:42.:00:46.

We're still seeing drink-driving and we only see people when they're

:00:47.:00:52.

repeat offenders or when the level is at a high reading

:00:53.:00:58.

and where custody is a possibility so that's a big worry.

:00:59.:01:03.

It's quite often a factor in domestic violence

:01:04.:01:06.

I wouldn't say that alcohol was the cause of the offending

:01:07.:01:11.

by any means but it's certainly often present in those offences too.

:01:12.:01:14.

In their latest report, alcohol contributed to 42%

:01:15.:01:18.

of referrals to the Probation Service.

:01:19.:01:21.

Overshadowing the other factors related to offending

:01:22.:01:24.

including aggression, emotional instability and drugs.

:01:25.:01:29.

Probation staff work with people to help them develop the skills

:01:30.:01:33.

and confidence they need to control their addictions.

:01:34.:01:37.

They are also working with other support agencies

:01:38.:01:39.

It's no secret we have a big drink or drug problem in the island

:01:40.:01:45.

and I believe that this report highlights that we are actually

:01:46.:01:48.

doing the best we can to deal with the problem

:01:49.:01:51.

and with that is a lot more collaborative working which is,

:01:52.:01:55.

I believe, is a contributing factor to the success of this report

:01:56.:01:59.

and if we carry on doing that then I think we're making a big dent

:02:00.:02:02.

While problems connected to alcohol abuse won't go away,

:02:03.:02:07.

agencies hope that by working together they can control it.

:02:08.:02:10.

Guernsey Police say the public's help is crucial in fighting child

:02:11.:02:19.

This is part of a video which the force will be posting

:02:20.:02:33.

online over the weekend as part of a national campaign.

:02:34.:02:35.

They're asking people to be on the lookout

:02:36.:02:37.

for inappropriate relationships between adults and children.

:02:38.:02:40.

The child is brought into a relationship where they can

:02:41.:02:44.

confuse the relationship with love and attention, the perpetrator

:02:45.:02:49.

Items, expensive items such as phones and tablets,

:02:50.:02:56.

they can give them cigarettes and alcohol, that sort of thing.

:02:57.:03:01.

Jersey's Infrastructure Department says it's confident the island's

:03:02.:03:04.

planned new hospital will come in on budget.

:03:05.:03:07.

A scrutiny panel is looking at proposals to borrow nearly

:03:08.:03:11.

?450 million to fund the project before they're debated

:03:12.:03:13.

The Minister says they need a decision as soon as possible.

:03:14.:03:19.

As you may have seen in the national news today, it's been 50 years

:03:20.:03:22.

since the Torrey Canyon disaster devastated wildlife

:03:23.:03:25.

in the Channel Island and its impact is still being felt today.

:03:26.:03:28.

It was an oil tanker that struck a reef off

:03:29.:03:31.

the Isles of Scilly in 1967, causing the world's

:03:32.:03:33.

His report contains some upsetting images.

:03:34.:03:46.

The tanker has moved aground at the Torrey Canyon.

:03:47.:03:48.

More than 40,000 tonnes of crude oil.

:03:49.:03:50.

And that menace was heading towards the Channel Islands.

:03:51.:03:55.

In a last-ditch attempt to send the supertanker to the bottom

:03:56.:03:57.

of the sea and burn off the oil, the RAF and Royal Navy dropped

:03:58.:04:01.

Thousands of birds and marine life were killed

:04:02.:04:10.

Further damage was caused by the heavy use of detergents

:04:11.:04:15.

Decades later and Guernsey's wildlife was still suffering.

:04:16.:04:22.

A lot of the oil was scooped up and dumped in this quarry.

:04:23.:04:26.

Guernsey Police even sent a diver below the oil to investigate.

:04:27.:04:29.

Just over seven years ago I filmed this quiet corner of shame

:04:30.:04:36.

For these birds who landed in the quarry where oil

:04:37.:04:45.

Since then this toxic quarry of oil has been transformed by a process

:04:46.:04:53.

known as 'bio remediation', where organisms feed

:04:54.:04:56.

off the oil turning it into carbon dioxide and water.

:04:57.:04:59.

But even then it came too late, with dead birds still floating face

:05:00.:05:03.

Work is still a problem. It is extremely distressing to see oil

:05:04.:05:31.

It's extremely sad to see oil affecting birds in this modern age.

:05:32.:05:45.

There is so much regulation and so many rules to prevent oil

:05:46.:05:48.

being dumped over the side of boats or tanks being cleaned, these things

:05:49.:05:51.

It is heartbreaking for us here at the animal shelter.

:05:52.:05:55.

Around all the coastal areas of the British Isles,

:05:56.:05:57.

the animals being affected by things gone on decades gone by.

:05:58.:05:59.

The Torrey Canyon disaster lead to an environmental catastrophe

:06:00.:06:02.

and many hope nothing like it will ever happen again.

:06:03.:06:04.

That's all from me for now. Have a great weekend.

:06:05.:06:06.

I'll leave you with David and the weather forecast.

:06:07.:06:11.

Good evening. I think we'll see a lot of cloud this weekend, capable

:06:12.:06:20.

of reducing a fuse box of Lane. We're on the edge of an area of high

:06:21.:06:26.

pressure but it is not close enough, several weather fronts are close

:06:27.:06:30.

enough to us to produce a lot of cloud and spots of rain. That

:06:31.:06:34.

continues through Saturday and Sunday. Perhaps more wives read more

:06:35.:06:42.

persistent rain on Monday. -- more widespread. Overnight tonight,

:06:43.:06:50.

drizzle and light rain will continue through the morning. Temperature is

:06:51.:06:56.

no lower than eight or 9 degrees. Not a particularly right day. Very

:06:57.:07:03.

cloudy, spots of rain off and on, brisk and westerly wind and a top

:07:04.:07:08.

temperature of ten or 11 degrees. The outlook for Sunday is similar.

:07:09.:07:13.

Very little change, slightly less windy. Rain on Monday, cooler and

:07:14.:07:19.

art on Tuesday when finally the weather front clears. Over the next

:07:20.:07:26.

three days, a lot of cloud, spots of rain.

:07:27.:07:33.

it is rather breezy. Now for the national outlook.

:07:34.:07:40.

It was quite a wet day across many northern and western parts of the

:07:41.:07:48.

UK. This was the view in Lancashire not so long ago. For the weekend we

:07:49.:07:52.

are looking to see further rain, all coming from the west, so the further

:07:53.:07:58.

east you are, it should be drier. It will be quite a windy weekend for

:07:59.:07:59.

all parts.
