Paul Broadbent's told this programme that organised criminals are moving | :01:14. | :01:19. | |
from drugs and guns, to trafficking people | :01:20. | :01:22. | |
because they're less likely to get caught. | :01:23. | :01:27. | |
He's also worried that car washes are being used to launder money, | :01:28. | :01:30. | |
and that some trafficked women working in nail bars | :01:31. | :01:33. | |
He's been speaking to our Social Affairs Correspondent, Jeremy Ball. | :01:34. | :01:38. | |
If you work in construction, hospitality or a care home, | :01:39. | :01:48. | |
you will soon be protected by the new gangmasters | :01:49. | :01:50. | |
It will investigate exploitation and a crime | :01:51. | :01:52. | |
As a young cop, if I stopped someone with guns or drugs, | :01:53. | :02:10. | |
and you for certain they were going to prison because they were guilty | :02:11. | :02:13. | |
Now, if someone is stopped driving a van with some | :02:14. | :02:20. | |
trafficked people in the back, the chances of being arrested | :02:21. | :02:23. | |
are really quite small because the people hold the key | :02:24. | :02:25. | |
Paul Broadbent already has a team in Nottingham that licenses labour | :02:26. | :02:29. | |
agencies and the food and farming industries. | :02:30. | :02:31. | |
But the organisation will soon have tough new policing powers | :02:32. | :02:33. | |
and it will cover millions of other workers, too. | :02:34. | :02:35. | |
One of its priorities will be high street near bars. | :02:36. | :02:39. | |
Lots of the girls who work in their from the far east, | :02:40. | :02:44. | |
these girls are frightened because they are being controlled. | :02:45. | :02:46. | |
Some of the girls painting nails during the day are forced | :02:47. | :02:49. | |
We are going to firstly rescue those victims. | :02:50. | :02:53. | |
Secondly, relentlessly pursue the people and the thieves | :02:54. | :02:57. | |
and the vagabonds that six behind that and are making money out | :02:58. | :03:00. | |
On his doorstep, another industry that is going to be | :03:01. | :03:06. | |
This is one of several Nottingham hand car washes that were checked | :03:07. | :03:11. | |
We know there is around 20,000 hand car washes in the UK. | :03:12. | :03:18. | |
It takes six workers, 70 cars a day to get | :03:19. | :03:21. | |
What some of these car washes are is a front for organised crime, | :03:22. | :03:33. | |
for organised crime, they launder money because | :03:34. | :03:35. | |
and we are determined to put a stop to all of that. | :03:36. | :03:39. | |
The agency is also going to police employment in warehouses | :03:40. | :03:41. | |
Places like Sports Direct in Shirebrook, which became | :03:42. | :03:44. | |
We are all aware of the negative headlines of Sports Direct. | :03:45. | :03:51. | |
If those allegations came forward when we get our new powers | :03:52. | :03:53. | |
about failing to pay the minimum wage, about employment | :03:54. | :03:56. | |
agency act offences, we would be able to go in, | :03:57. | :03:59. | |
investigate and find out exactly what is happening. | :04:00. | :04:04. | |
The new agency hopes that cracking down on the rogues will also protect | :04:05. | :04:08. | |
legitimate employers from unfair competition. | :04:09. | :04:11. | |
It will ask us all to report concerns about | :04:12. | :04:13. | |
And it is already recruiting investigators. | :04:14. | :04:18. | |

year when the victim, a 55-year-old woman was walking | :05:38. | :05:40. | |

unexpectedly punched her. That man was Mihal Podlashtik, who | :05:45. | :05:53. | |
was 32 at the time, and a stranger. He punched her, then | :05:54. | :05:56. | |
dragged her to a secluded place. Despite her pleas, | :05:57. | :06:02. | |
he carried out a series of violent sexual assaults - | :06:03. | :06:05. | |
including three counts of rape. He then went on to demand | :06:06. | :06:08. | |
the victim's bank card pin, Within five minutes, | :06:09. | :06:12. | |
he tried to take money In total, the attack | :06:13. | :06:25. | |
lasted 30 minutes. In a statement, the victim says | :06:26. | :06:27. | |
she has been serioudly affected. And is nervous when she | :06:28. | :06:30. | |
hears a man speak. The court heard that Podlashtik | :06:31. | :06:34. | |
had recently served a sentence for manslaughter in his | :06:35. | :06:39. | |
home country of Poland? Yes, Podlashtik was convicted | :06:40. | :06:45. | |
for the Polish equivalent of manslaughter in 2003 | :06:46. | :06:47. | |
after a violent assault He served 12 years and was | :06:48. | :06:50. | |
released in July 2015. Within 15 months, he committed | :06:51. | :07:00. | |
the attack at Bede Park. Now, the court heard Podlashtik | :07:01. | :07:04. | |

to address the staff shortages. We have invested an extra 15 million | :17:10. | :17:13. | |
over the last two years to pay And had a recruitment campaign | :17:14. | :17:16. | |
with providers to attract more But we also need sustainable funding | :17:17. | :17:20. | |
settlement for adult social care The Government says recruitment | :17:21. | :17:30. | |
is rising by around 3% per year But it wants to see staff | :17:31. | :17:34. | |
turnover rates reduced. It believes the extra ?2 billion | :17:35. | :17:38. | |
it is investing over the next three years will help | :17:39. | :17:41. | |
attract talented staff. Although they have put 2 billion in, | :17:42. | :17:46. | |
that is not enough. More has to be found. | :17:47. | :17:48. | |
Sadly, that could mean tax rises. But I think the public could be | :17:49. | :17:52. | |
prepared, as painful as it is, to pay more for social care to get | :17:53. | :17:55. | |
it funded right. Unless we do something, | :17:56. | :17:58. | |
then the older people who deserve care and will not get the care | :17:59. | :18:03. | |
and quality they need in the future. A green paper will be published | :18:04. | :18:06. | |
later this year setting out the options for the future funding | :18:07. | :18:09. | |
