And now the news for the East Midlands, I'm Dominic Heale.

:00:11.:00:13.

First tonight - a Serious Case Review into the death of a

:00:14.:00:18.

seven-year-old girl from Nottingham has found professionals lost sight

:00:19.:00:20.

of her needs and didn't exercise enough curiosity.

:00:21.:00:24.

Shanay Walker died in 2014 and was found to have suffered more

:00:25.:00:29.

Her aunt and grandmother were both jailed for cruelty.

:00:30.:00:32.

In assessment videos, Shanay Walker appeared

:00:33.:00:39.

to have a good relationship with her aunt, Kay-Ann Morris,

:00:40.:00:41.

Her guardian was in fact harsh, cruel and abusive to her

:00:42.:00:47.

Morris was cleared of murder, but was jailed for cruelty,

:00:48.:00:51.

along with Shanay's grandmother Juanila Smikle.

:00:52.:00:55.

The review found that concerns were raised

:00:56.:00:56.

A number of things went wrong that have been identified in our review,

:00:57.:01:03.

but in essence, information sharing and the lack of professional

:01:04.:01:05.

curiosity created all those difficulties.

:01:06.:01:11.

Why aren't things improving, in terms of information

:01:12.:01:13.

Where you have cases in safeguarding where there are at

:01:14.:01:22.

least a dozen agencies, involved in managing the case,

:01:23.:01:24.

I think it's inevitable as the consequence that

:01:25.:01:26.

some information could not be shared.

:01:27.:01:31.

There's a need to improve on that quite clearly.

:01:32.:01:33.

The board has an important role to play in it.

:01:34.:01:35.

A number of teachers raised concerns about

:01:36.:01:37.

abuse and injuries but they were not acted upon.

:01:38.:01:40.

One safeguarding form went missing and after Shanay

:01:41.:01:42.

Walker's death, it was rewritten by a head teacher and

:01:43.:01:44.

They both remain absent while an investigation

:01:45.:01:50.

Safeguarding arrangements where chaotic and that's what we've

:01:51.:01:53.

We are working with the benefit of hindsight.

:01:54.:01:58.

I am now satisfied that safeguarding arrangements as we

:01:59.:02:00.

As they are with many schools in Nottingham.

:02:01.:02:03.

Nottingham City Council says many things have changed over the last

:02:04.:02:06.

two years and it's in a stronger position to children from harm.

:02:07.:02:09.

The council, health services and schools

:02:10.:02:10.

are working much more closely on safeguarding issues.

:02:11.:02:12.

And staff are being trained have the confidence to

:02:13.:02:14.

Quentin Rayner, BBC East Midlands Today, Nottingham.

:02:15.:02:27.

The Queen, accompanied by the Duke of Edinburgh,

:02:28.:02:29.

has attended this year's traditional Maundy service at

:02:30.:02:31.

Her Majesty distributed Maundy Money to 91 men and 91 women -

:02:32.:02:35.

Outside the cathedral, it's estimated around 16,000

:02:36.:02:38.

Early morning and a sea of faces in Leicester.

:02:39.:02:43.

Thousands lined the streets, eager to catch a glimpse

:02:44.:02:45.

of the Queen as she arrived for the annual Maundy

:02:46.:02:47.

We were here at 20 past eight this morning.

:02:48.:02:50.

She looked fantastic and she was waving to everyone and smiling.

:02:51.:02:54.

It was lovely to see her and nice to see her in Leicester.

:02:55.:03:12.

At Leicester Cathedral, the Yeoman of the Guard patrol the grounds,

:03:13.:03:14.

ready for Her Majesty to carry out this most ancient of royal duties.

:03:15.:03:18.

The Maundy ceremony dates back centuries and is an important annual

:03:19.:03:22.

It has been hosted at every cathedral across the country,

:03:23.:03:28.

The Queen and Duke of Edinburgh were welcomed at the cathedral

:03:29.:03:36.

by the Dean of Leicester and the Bishop, delighted to be

:03:37.:03:39.

In her 91st year, the Queen presented 91 men and 91 women

:03:40.:03:44.

with specially minted money in two leather purses.

:03:45.:03:46.

One of the lucky recipients is Marilyn.

:03:47.:03:47.

With the ceremony over, the Royals posed for photographs,

:03:48.:03:59.

capturing what is both an historic day for the

:04:00.:04:01.

I've been talking to the Dean of Leicester about today's Royal

:04:02.:04:13.

visit which, it seems, made a great impression.

:04:14.:04:20.

The sun shone, the Queen looked radiant and

:04:21.:04:23.

the recipients were just over the moon.

:04:24.:04:25.

It's been one of the most memorable days of my life.

:04:26.:04:28.

As we have been saying, Leicester now is

:04:29.:04:30.

the last cathedral that Her Majesty has visited in terms of these Maundy

:04:31.:04:33.

That really is quite a feather in your cap, isn't it?

:04:34.:04:36.

We knew it would probably come at some stage.

:04:37.:04:46.

And I've been in touch with the Royal team over

:04:47.:04:49.

Her Majesty was really radiant and pleased and said

:04:50.:04:53.

that she was so glad that she completed all of the cathedrals.

:04:54.:04:56.

Everyone seemed full of smiles today.

:04:57.:04:58.

I think some of the recipients were a

:04:59.:05:03.

bit scared, because, you know, not everyday you meet the Queen.

:05:04.:05:06.

She has a very natural and easy way with

:05:07.:05:09.

There was one chap who was rather shaky

:05:10.:05:18.

and she just reached out towards him and you could see his chest puffed

:05:19.:05:21.

Dean, thank you very much indeed for talking to us.

:05:22.:05:28.

Detectives investigating the murder of a toddler in Australia nearly 50

:05:29.:05:33.

years ago are trying to track down an East Midlands family who could

:05:34.:05:37.

The little girl went missing from a beach just

:05:38.:05:40.

Police now say they want to speak again to the Goodyear family

:05:41.:05:44.

who were there at the time and are now believed to be

:05:45.:05:47.

The family of Cheryl Grimmer are still searching for the truth,

:05:48.:05:58.

The youngest of four, her family emigrated from Bristol

:05:59.:06:02.

Two years later, on a day at the beach with her mum

:06:03.:06:05.

the little girl disappeared from a shower block in Wollongong,

:06:06.:06:09.

Last month, nearly 50 years on, a breakthrough in the case

:06:10.:06:13.

when a 63-year-old man was charged with her abduction and murder.

:06:14.:06:15.

Now Australian detectives are trying to track down a family

:06:16.:06:26.

from Nottinghamshire that provided crucial statements to the police

:06:27.:06:28.

Detectives are trying to find the Goodyear family.

:06:29.:06:31.

They believe they were last living here at Oxton, in Nottinghamshire.

:06:32.:06:33.

In 1970, Peter Goodyear was 37 and living in

:06:34.:06:45.

Australia with his wife, Mavis, and their daughters.

:06:46.:06:47.

Karen, six and Jeanette, who was five.

:06:48.:06:49.

They gave police racial statements on the day that

:06:50.:06:51.

It has been a long time, it's 47 years.

:06:52.:06:56.

We have not spoken to the Goodyear family since

:06:57.:06:59.

that time and we would like to get in contact with them to go over some

:07:00.:07:03.

aspects of that day, as best as their memory can remember.

:07:04.:07:05.

It is a bit of an unusual request, but we

:07:06.:07:08.

have not had any contact with them and that is why we are seeking to

:07:09.:07:12.

Attempts to trace the Goodyear family have so far

:07:13.:07:15.

Detectives are now urging the family or anyone who

:07:16.:07:18.

might know them to get in contact with the police.

:07:19.:07:30.

With Brexit less than two years away, much attention's being focused

:07:31.:07:33.

on all of the EU nationals and other foreign nationals living in Britain.

:07:34.:07:36.

And, in both cases, what will be the effect on the British economy?

:07:37.:07:41.

Well, new official figures for the East Midlands have shed

:07:42.:07:44.

Our reporter Helen Astle has more details.

:07:45.:07:47.

We hear a great deal about people from other EU countries

:07:48.:07:59.

and beyond, living and working in the UK.

:08:00.:08:01.

But how many are there actually here?

:08:02.:08:03.

New figures from the Office for National Statistics answer

:08:04.:08:06.

There are 116,000 EU citizens of working age in our region

:08:07.:08:17.

and there are another 54,000 foreign nationals

:08:18.:08:19.

So what proportion of the workforce is that?

:08:20.:08:22.

Well, the percentage of foreign workers in jobs is around 8.4%.

:08:23.:08:34.

Nearly one in three foreign workers, some

:08:35.:08:36.

49,000 people, I engaged in

:08:37.:08:37.

what the ONS calls elementary occupations.

:08:38.:08:39.

Many of them in manufacturing, retail and

:08:40.:08:41.

Only about one in ten UK citizens does these kinds of

:08:42.:08:47.

The big question, then, will any restrictions on foreign workers

:08:48.:08:50.

post Brexit be good or bad for the region's economy?

:08:51.:09:02.

Hospitality is not seen as perhaps one of the most...

:09:03.:09:04.

An industry that people really want to go into.

:09:05.:09:07.

The jobs could have been filled by British

:09:08.:09:09.

workers in the past, but

:09:10.:09:11.

there is a tendency to not want to work within that sector.

:09:12.:09:14.

The stuff that we have had joined the

:09:15.:09:16.

university because they were the best person for the job

:09:17.:09:18.

at the time that we did that recruitment

:09:19.:09:20.

I think it would have a devastating impact not just for

:09:21.:09:28.

them, but on their colleagues and students that they work with.

:09:29.:09:30.

With one in 16 of our workforce from other EU

:09:31.:09:35.

countries, employers and

:09:36.:09:40.

politicians in this region will certainly be hoping for as smooth

:09:41.:09:42.

So, it's goodbye from me, but with your weather

:09:43.:09:48.

Plenty of cloud around over the next few days.

:09:49.:09:52.

And certainly plenty of cloud around through the daytime today as well.

:09:53.:09:55.

Although there was a bright start to the daytime,

:09:56.:09:58.

as this picture kind of

:09:59.:09:59.

captures, the fact that there was some brightness mixed up in there

:10:00.:10:02.

More weather watcher pictures on the website.

:10:03.:10:05.

As you go through the night, then, tonight, plenty cloud

:10:06.:10:08.

A couple of clear spells at times, but in the main it's cloudy

:10:09.:10:12.

with the view spit spot of rain thrown into the mix as well.

:10:13.:10:15.

Temperatures around seven or eight Celsius.

:10:16.:10:16.

Friday daytime then, lots of cloud around

:10:17.:10:18.

A couple of gaps and breaks possible maybe in the morning, but

:10:19.:10:22.

A few showers in the next again, particularly in further

:10:23.:10:27.

Temperatures, 12 or 13 degrees Celsius.

:10:28.:10:29.

But actually, it isn't too bad for the time of year.

:10:30.:10:32.

Taking a look at Saturday daytime, lots of cloud

:10:33.:10:34.

around again, but some bright weather in the mix, too.

:10:35.:10:37.

It will be chilly through the daytime on Saturday.

:10:38.:10:51.

Not helped out by the fact that there

:10:52.:10:53.

will be an icy cold northerly and north-westerly wind, which will

:10:54.:10:56.

really take a bite out of those temperatures.

:10:57.:10:58.

As I say, a couple of showers are possible, but mainly dry

:10:59.:11:04.

We will keep you updated. Now with the National Outlook, Tomasz

:11:05.:11:05.
