Victims of IRA bombings were let down by the Government | :00:00. | :00:07.
We have the findings of a damning report. | :00:08. | :00:17.
The only time is when the Government actors and we highlight like we are | :00:18. | :00:22.
doing today. Otherwise, people do forget and it could happen to | :00:23. | :00:23.
anybody. The report says politicians put | :00:24. | :00:24.
business interests before people. Also ahead - taking up | :00:25. | :00:26.
the helm at London's The Arsenal fan who claims he was | :00:27. | :00:38.
racially abused by Tottenham supporters at Sunday pot game. | :00:39. | :00:39.
Also ahead - taking up the helm at London's | :00:40. | :00:41.
We get reaction to his first edition. What is going on in London | :00:42. | :00:55.
that involves the CIA and a terrorist strike? Playing a spy in | :00:56. | :00:59.
his latest movie set in London, does Orlando Bloom want to be the next | :01:00. | :01:01.
Bond? We ask him. Good evening | :01:02. | :01:12.
and welcome to the programme. The Government has disgraced Britain | :01:13. | :01:14.
through its lack of concern That's the findings of a damning | :01:15. | :01:17.
report by a group of MPs. The Docklands Bombing in 1996 | :01:18. | :01:21.
and the attack on Harrods in 1983 both used explosives | :01:22. | :01:24.
supplied by Libya. Both the report and campaigners says | :01:25. | :01:25.
decades of failure to seek compensation from the country has | :01:26. | :01:28.
let victims down. It was intended to hit London's | :01:29. | :01:45.
financial services and create maximum damage. Back in 1996, the | :01:46. | :01:53.
IRA gave a 90 minute warning about a bomb in Docklands. Not everyone was | :01:54. | :01:59.
evacuated in time. I was told that that was going to be some explosion | :02:00. | :02:02.
around the Canary Wharf area and then we were told about 5pm that it | :02:03. | :02:15.
was him who had died in the bomb. A huge bomb went off outside his shop. | :02:16. | :02:19.
His brother and an employee were killed. I was so shocked, I was | :02:20. | :02:25.
dazed. My father died five days later, he never got over the | :02:26. | :02:30.
bombing. Explosives used by the IRA in this and other attacks such as | :02:31. | :02:34.
the Harrods bombing were supplied by Gaddafi. They had sex sex and the | :02:35. | :02:40.
negotiated negotiation deals with Libya. So far no British pay-outs | :02:41. | :02:46.
have been secured and now the long-awaited parliamentary report | :02:47. | :02:48.
has slammed success of a rinse revealing to do so. The report found | :02:49. | :02:53.
that Tony Blair pot Government failed to resolve the issue on | :02:54. | :02:57.
multiple occasions. The Cornish and Government was focused on preceding | :02:58. | :03:02.
business opportunities in Libya. -- coalition. Libyan frozen assets in | :03:03. | :03:08.
the UK should used with leveraged in any negotiations. This London law | :03:09. | :03:12.
firm represents Libyans of various IRA attacks that happened in both | :03:13. | :03:17.
England and Northern Ireland. Goes further than that to say that the | :03:18. | :03:21.
Government needs to enter into Government to Government | :03:22. | :03:24.
negotiations with Libya, which it has refused to do so for years. If | :03:25. | :03:28.
the matter then isn't resolved by such the gauche Asians by the end of | :03:29. | :03:31.
this year, our Government should set up a fund to accommodate the victims | :03:32. | :03:37.
directly. -- such negotiations. The only time the Government acts is | :03:38. | :03:41.
when we highlight it like we are doing today, otherwise people do | :03:42. | :03:47.
forget. The bombing happened here 20 years ago, but for campaigners it is | :03:48. | :03:52.
still very raw. As much as this area becomes rapidly develops, there are | :03:53. | :03:57.
also plans for a permanent memorial garden for the victims and their | :03:58. | :03:59.
Whether it's a new call to ban taxi and minicab drivers from using | :04:00. | :04:10.
baking apps well at the wheel. A high profile Arsenal fan claims | :04:11. | :04:17.
he was racially abused, something he hasn't experienced | :04:18. | :04:21.
at a football ground for years, after their game at | :04:22. | :04:23.
Tottenham on Sunday. Spurs says it strongly condemns any | :04:24. | :04:25.
use of racist language and is currently looking | :04:26. | :04:27.
into the matter with the Met Police. It wasn't a good day for any Arsenal | :04:28. | :04:30.
fan at Whitehall Lane on Sunday. There 2-0 loss against | :04:31. | :04:39.
Tottenham means they are guaranteed to finish | :04:40. | :04:47.
below their north London rivals in the table | :04:48. | :04:49.
for the first time in over 20 years, | :04:50. | :04:50.
but supporters were leaving Robbie Lyle is the presenter | :04:51. | :04:52.
of YouTube channel ArsenalfanTV and so a | :04:53. | :04:57.
recognisable face. He claims he was racially | :04:58. | :05:01.
abused by Tottenham fans and called on the club | :05:02. | :05:04.
to take action. They've got to do something | :05:05. | :05:07.
about security for football fans at I haven't had that at | :05:08. | :05:09.
a football ground for years. Today, he was less angry and more | :05:10. | :05:22.
considered about what I just think there was | :05:23. | :05:25.
a couple of mindless idiots there that were just | :05:26. | :05:30.
bent on making trouble. I've had so many messages | :05:31. | :05:32.
from Tottenham fans since the game, some of them apologising, | :05:33. | :05:34.
and I think, you don't have to apologise, because I know | :05:35. | :05:39.
that's not Tottenham fans. In a statement, | :05:40. | :05:42.
Tottenham have said... Spurs are currently | :05:43. | :06:00.
holding a new bigger stadium next to White Hart Lane | :06:01. | :06:07.
and Robbie says he has been encouraged by a conversation he's | :06:08. | :06:10.
had with the club in which they've | :06:11. | :06:12.
explained they hope the away fans' experience | :06:13. | :06:13.
will I still can't wish them luck | :06:14. | :06:15.
for the rest of the season. You know, we are still deadly | :06:16. | :06:21.
rivals, but I have to say, they have got in contact | :06:22. | :06:23.
with me and they have really put my I just hope that going | :06:24. | :06:27.
forward it can be about football, cos that's | :06:28. | :06:30.
what it's about. I love the rivalry | :06:31. | :06:32.
between Arsenal and Spurs and I don't want that intensity | :06:33. | :06:37.
to go away, but obviously, When we go to games, we want to be | :06:38. | :06:40.
safe and that's just what But while Tottenham | :06:41. | :06:44.
are celebrating positive performances on the pitch, these | :06:45. | :06:47.
are the sort of headlines they don't Transport for London says it has | :06:48. | :06:50.
concerns over an increase in the number of passengers | :06:51. | :06:57.
being injured while travelling in taxis, | :06:58. | :06:59.
minicabs and private hire vehicles. Critics blame the rise in collisions | :07:00. | :07:01.
on drivers who are using apps to take bookings while at the wheel | :07:02. | :07:04.
and want that banned. Here's our transport | :07:05. | :07:07.
correspondent Tom Edwards. Tempers can fray outside St Pancras | :07:08. | :07:12.
as taxis and minicabs Double parking and U | :07:13. | :07:19.

look at your badge? It's here, new compliance | :07:24. | :07:26.
officers running checks. This industry has changed | :07:27. | :07:29.
rapidly, driven in part by Oh, we get loads | :07:30. | :07:31.
of different things. Tyres, windscreen wipers | :07:32. | :07:39.
not working, some drivers not wearing their badge, | :07:40. | :07:42.
some not carrying their insurance. TFL says it has concerns over | :07:43. | :07:45.
occupants being injured in The latest figures show that | :07:46. | :07:47.

have stayed the same. And minicabs numbers | :07:59. | :08:03.
have gone up 54%. You have between ten | :08:04. | :08:09.
and 15 seconds to Is the use of apps | :08:10. | :08:11.
while driving a cause? I'm looking at the phone, | :08:12. | :08:15.
I'm interacting with the phone, Now there are calls for TFL to ban | :08:16. | :08:29.
the use of I've got the minicabs | :08:30. | :08:33.
coming in the side of me and they are doing 30, 40 mile | :08:34. | :08:36.
an hour and are looking over and are trying to work out | :08:37. | :08:41.
where the street is. I mean, it's a massive | :08:42. | :08:45.
public safety issue What I would like is that technology | :08:46. | :08:48.
can be put in place to disable the app whilst the car | :08:49. | :08:52.
is moving, so actually, that would stop you being tempted | :08:53. | :08:55.
to touch the But I think also the Mayor | :08:56. | :08:57.
needs to issue very thorough advice through the Met | :08:58. | :09:00.
police to all licensed drivers, as Essex Police have done, | :09:01. | :09:03.
and make it very clear that you do not touch your phone | :09:04. | :09:06.
whilst you're driving. Uber says drivers must be | :09:07. | :09:08.
in proper control of their vehicle and concentrating | :09:09. | :09:11.
on the road at all times. Unions representing | :09:12. | :09:13.
minicabs say drivers I think the answer at | :09:14. | :09:15.
the moment is really You've got to be safe, because, | :09:16. | :09:23.
frankly, for all you know, there is a policeman behind | :09:24. | :09:26.
you who is more than happy to give you six points and a ?200 | :09:27. | :09:29.
fine and not even think TFL says it is changing | :09:30. | :09:32.
how it records data for collisions and incidents | :09:33. | :09:36.
could be increasing due It says it's up to individuals | :09:37. | :09:38.
to make sure they're Should using apps while | :09:39. | :09:41.
you're moving be banned? What's vital for us | :09:42. | :09:46.
is that drivers give their full attention | :09:47. | :09:50.
to the road when driving. If they are at any risk | :09:51. | :09:53.
of being distracted, then they need to stop and then | :09:54. | :09:56.
they need to engage with what ever when | :09:57. | :09:59.
the vehicle is in a safe | :10:00. | :10:00.
and stationary position. The Mayor wants to be able to cap | :10:01. | :10:05.
private hire numbers, others want intervention from TFL | :10:06. | :10:09.
or they fear more injuries. Getting the wider picture is it | :10:10. | :10:23.
shows you just how long it is taking regulation to cap up with this | :10:24. | :10:30.
rapidly changing markets. -- catch up. It is only now that we're | :10:31. | :10:35.
getting all these new compliance officers paid for with extra fees | :10:36. | :10:41.
from minicab operators. As for the minicab cap, it shows you the limits | :10:42. | :10:45.
to devolution. Most of the power it still remains at central Government. | :10:46. | :10:50.

the dismissal is as, "an appalling miscarriage of justice," | :11:09. | :11:12.

head home this evening, Today's London Evening Standard | :11:28. | :11:31.
is the first to be edited by the Former Chancellor | :11:32. | :11:35.
George Osborne, who began Let's join Alpa Patel, | :11:36. | :11:37.
who can tell us more. Lots of people picking up their | :11:38. | :11:53.
edition of the London Evening Standard this evening. This is a key | :11:54. | :11:58.
paper for a London, isn't it? The editor of it is key. This man | :11:59. | :12:07.
matters, years a former Chancellor sitting MP, that is until tomorrow | :12:08. | :12:12.
when Parliament is dissolved. He, of course, will stand down. He is a | :12:13. | :12:17.
book over a main and he was a controversial appointment. He has | :12:18. | :12:21.
little journalistic experience. First of all, let's get a flavour of | :12:22. | :12:25.
his birthday. Here is our media editor. | :12:26. | :12:31.
George Osborne pot new working hours mean he will probably wake up at 5pm | :12:32. | :12:38.
used it. You look eager to get started today. To back it is very | :12:39. | :12:42.
exciting and it's an important time in our country when the ball once | :12:43. | :12:46.
straight facts, informed analysis, is a big and make big decisions | :12:47. | :12:49.
about this country's future. The Evening Standard is going to provide | :12:50. | :12:55.
that and entertain a longer way. I have got to get in there and get the | :12:56. | :13:00.
paper off stone. Osborne will have been believed that at least his past | :13:01. | :13:05.
worked. Outside the standard offices in Kensington, where if you | :13:06. | :13:11.
uninvited guests. London pot cab-drivers the former Chancellor | :13:12. | :13:14.
was too close to company-mac, allegations that he denies. When he | :13:15. | :13:19.
turned up to work this morning, he will have had the same priorities as | :13:20. | :13:24.
any editor, get to know staff, talk about provisions. It is clear that | :13:25. | :13:29.
as time has editor is going to be dogged by controversy. That will be | :13:30. | :13:32.
relieved that he is standing down as an MP, but it is clear that London's | :13:33. | :13:38.
cab-drivers intent to disrupt his editors ship. The ?650,000 a year | :13:39. | :13:44.
that he earns for four days E week at Blackrock Read people think there | :13:45. | :13:51.
are conflicts of interest. Osborne will need to Tony Stander's finances | :13:52. | :13:57.
around. For a former Chancellor practice austerity and of those | :13:58. | :14:00.
injured controversy, this new job has even the Echo 's office last | :14:01. | :14:02.
one. What is the reaction to be content? | :14:03. | :14:23.
A mixture. Some people think they liked the content, but others think | :14:24. | :14:24.
they had mixed opinions. George Osborne has jumped in with | :14:25. | :14:33.
both feet, highly political as you would expect. Walloping Theresa May. | :14:34. | :14:40.
This is going to be a very anti-Brexit newspaper, because | :14:41. | :14:44.
London is anti-Brexit and so is George Osborne. He wasted over 30 | :14:45. | :14:49.
million public funds on a garden bridge that Sadiq Khan has now put | :14:50. | :14:54.
to one side. And so obviously he is feeling a bit or about that. A | :14:55. | :15:00.
flavour perhaps of things to come when it comes to this paper. What | :15:01. | :15:06.
seems certain is the Evening Standard's stands on Brexit and just | :15:07. | :15:13.
a line from its editorial. It says, if you asked for a blank cheque, | :15:14. | :15:17.
don't be surprised if it bounces. Back to you. Many thanks. | :15:18. | :15:21.
How taking your kids dancing in your local pub could save it, | :15:22. | :15:26.
And taking to BBC London, Orlando Bloom let's slip his role | :15:27. | :15:33.
in the new Pirates Of The Caribbean film. | :15:34. | :15:44.
Now, the coming election could see more tactical manouevres than we've | :15:45. | :15:47.
been used to for a long time from minor parties deciding not | :15:48. | :15:50.
to stand candidates in some of London's 73 constituencies. | :15:51. | :15:52.
A picture's emerging about the Greens and Ukip | :15:53. | :15:54.
Our political editor Tim Donovan is here with more. | :15:55. | :15:57.
So Tim, why are these parties not going to stand a full | :15:58. | :16:00.
The Greens because they are interested in this idea of the | :16:01. | :16:15.
Progressive Alliance the college. In effect, they want to stop Tories | :16:16. | :16:20.
getting in anywhere and Ukip want to do the opposite, they are trying to | :16:21. | :16:24.
help Tory candidates. Particularly against the main Labour MPs or | :16:25. | :16:29.
protect Tory lead MPs already holding seats. Already it is leading | :16:30. | :16:33.
to an interesting situation where tit-for-tat withdrawals were both | :16:34. | :16:39.
parties are withdrawing candidates. This is one. One of the most | :16:40. | :16:43.
marginal seats in London. That is for Labour holding the majority. | :16:44. | :16:48.
Ukip have already decided that they are not going to find a candidate | :16:49. | :16:55.
there. Look at what they did in 2015, 4355 balls. A lot of those | :16:56. | :16:58.
which people work as are going to be Conservatives. The Greens today, | :16:59. | :17:03.
because we herded in a tweet, are also not going to stand a candidate | :17:04. | :17:08.
there. Perhaps try and help them. They have more than 1000. They were. | :17:09. | :17:13.
You can see how these battles now when they come down to just the Tory | :17:14. | :17:16.
and Labour, this could make a difference. Some cynics will argue | :17:17. | :17:21.
the parties, it helps these parties, it is rather convenient that these | :17:22. | :17:25.
parties are doing it in seats where they haven't done that well and | :17:26. | :17:29.
perhaps in the potential in buyers of not doing well in the election. | :17:30. | :17:32.
-- potential embarrassment. The How much of an impact | :17:33. | :17:34.
could these tactics have? you can present that all these | :17:35. | :17:43.
people are going to go according to wear these parties are suggesting. | :17:44. | :17:47.
Neither is it going to lead to a different occupant at number ten. It | :17:48. | :17:52.
can have an impact. In these marginal seats under our about a | :17:53. | :17:56.
dozen of those were the majority is very small. There were discussions | :17:57. | :17:59.
still going on. This is what is interesting. Looking at another | :18:00. | :18:04.
seat. A Labour majority of 1000. The greens here, they have 2320 15. Ukip | :18:05. | :18:10.
have got that number. The Greens are having discussions about withdrawing | :18:11. | :18:17.
from there as well. There is no formal deal from Labour. Labour are | :18:18. | :18:22.
refusing to do a former deal. It depends on the MP offering them | :18:23. | :18:28.
support in certain areas of policy, like voting reform and so on. Ukip | :18:29. | :18:34.
are already formed not to stand there. Tactical. Thank you very | :18:35. | :18:35.
much. The country's first community owned | :18:36. | :18:36.

just if you're a couple baby-sitter, the fact that you can | :19:09. | :19:10.
bring your children here and you can bring your family and you can bring | :19:11. | :19:14.
your extended family here is just really great and that's | :19:15. | :19:18.
what we need more of. I think it's really great when pubs | :19:19. | :19:24.
can be used for these kind of community things, because | :19:25. | :19:31.
sometimes it's a church hall or And it's obviously smack | :19:32. | :19:33.

Michael did a great job of filming London in a way | :22:14. | :22:19.
that wasn't fuddy-duddy. It was cool and contemporary | :22:20. | :22:21.
and action and again later this month in the latest | :22:22. | :22:23.

It's all very in-line with what the first phone was, which I think the | :22:52. | :22:55.
consensus is that with the favourite for many the ball. And it doesn't | :22:56. | :23:00.

English, but... That sort of sprinkle with the muscular dynamic. | :23:21. | :23:28.
Who knows, they could do a women. It is clear that Hollywood doesn't come | :23:29. | :23:34.

ship and I felt more readily available to really feel like I | :23:50. | :23:53.
could leave to go to work. It is hard. | :23:54. | :23:54.
It's that time of the evening for a check on the weather, | :23:55. | :23:58.
Not particularly lovely weather. A few are desperate for rain, anybody | :23:59. | :24:12.
with the garden, you would know, it has been really dry. Just how dry, | :24:13. | :24:17.
we only had 6.4 millimetres of rain for the whole month of April in Kew | :24:18. | :24:22.
Gardens. That is around 14% of the monthly average rainfall. Today was | :24:23. | :24:27.
another cloudy and largely dry affair, but it was rather grey cloud | :24:28. | :24:30.
and it's going to feel a little on the chilly side over the next few | :24:31. | :24:34.
days, because the breeze is coming in off the sea. The north sea at | :24:35. | :24:40.
this time of year is at its coldest. Nine or 10 degrees along the Essex | :24:41. | :24:44.
and Kent coast. Rather chilly. A few isolated showers throughout the | :24:45. | :24:49.
night, but not enough to water the garden. With cloud around, | :24:50. | :24:53.
temperatures will be low. A growing note starting off tomorrow. The | :24:54. | :24:57.
chance of more showers, that is certainly welcome news if you're | :24:58. | :25:01.
desperate and longing for the rain. Not welcome if you're heading to the | :25:02. | :25:07.
bus in the morning. Ten, 13 degrees. Adding on the these of the north | :25:08. | :25:11.
sea, not particularly warm I'm afraid. Down on where we should be | :25:12. | :25:15.
for this time of year. The shower tend to come and go through the | :25:16. | :25:19.
evening tomorrow, but they will be few and far between. Over the next | :25:20. | :25:23.
few days, we keep the same time. This easterly breeze a week weather | :25:24. | :25:28.

Totally bringing more in the way of cloud and so as move into Thursday, | :25:32. | :25:36.
it's almost spot the difference. I think we will be unlucky we get any | :25:37. | :25:40.
