Could longer ladders have saved lives at Grenfell Tower?

:00:00.:00:00.

The Fire Brigades Union tells BBC London they could have

:00:07.:00:08.

That would have made such a difference to our firefighters and

:00:09.:00:22.

our ability to rescue people. Of course, it's impossible to speculate

:00:23.:00:24.

what difference it could have made, but to have that there are, it would

:00:25.:00:25.

have been a game changer. And tonight we can exclusively

:00:26.:00:27.

reveal that the service is now looking at purchasing ladders

:00:28.:00:30.

just like these. Barnet, Islington and Hounslow

:00:31.:00:34.

become the latest local authorities to announce they're removing

:00:35.:00:37.

cladding from Tower blocks. Advice for anyone living

year - is it enough? Good evening and welcome

:00:57.:01:11.

to the programme. Tonight, could lives have been

:01:12.:01:12.

saved at Grenfell Tower if the Fire Service had had access

:01:13.:01:15.

to specialist ladders? The Fire Brigades Union believes

:01:16.:01:20.

ladders that could have reached the very top of the Kensington tower

:01:21.:01:23.

block may have made all the difference -

:01:24.:01:25.

describing them as "a game-changer." Tonight BBC London can exclusively

:01:26.:01:28.

reveal that the service is now looking to buy vehicles designed

:01:29.:01:31.

especially to access Gareth Furby investigates what

:01:32.:01:33.

difference they could have made. They can reach more than 100

:01:34.:01:42.

metres into the sky. Far above, the 67 metre

:01:43.:01:44.

height of Grenfell Tower. So are these the

:01:45.:01:52.

firefighting platforms If they'd been available to London's

:01:53.:01:54.

firefighters last week. To have that there, it

:01:55.:01:58.

would have been a game That would have made such

:01:59.:02:01.

a difference to our firefighters and Throughout its history,

:02:02.:02:05.

London's Fire Brigade has prided itself on being one of the best

in the world. This is one of their latest

:02:22.:02:24.

only reach 32 metres. BBC London has discovered

:02:25.:02:38.

this was flagged up four years ago, after a fire at another

:02:39.:02:42.

block of flats in Camberwell. We wanted to see recommendation

:02:43.:02:47.

for platforms and ladders that could save people in high-rise

:02:48.:02:49.

tower blocks. A specific manufacturer of high

:02:50.:02:51.

platforms was even named in a fire safety experts report

:02:52.:02:57.

at Grenfell Tower they had been? BBC London invited

:03:13.:03:19.

the managing director of that company to visit

:03:20.:03:21.

the remains of the tower, and his conclusion

:03:22.:03:23.

was With an aerial platform, it could

:03:24.:03:34.

have been reached. Would it have reached the top floor? Yes, of

:03:35.:03:41.

course. What could have been done from that platform? It could have

:03:42.:03:45.

saved lives, reach the windows, got people on board. This is one of

:03:46.:03:49.

those machines. The company is based in Finland, they been selling them

:03:50.:03:54.

for more than 20 years. How many of these have been sold a Fire Services

:03:55.:04:01.

across the world? 150. But not London? Not at the moment, no. They

:04:02.:04:07.

are not cheap. More than ?1 million 390 metre platform, but by going up

:04:08.:04:11.

in one, you can see with the many pleas for. This platform is about

:04:12.:04:15.

the same height as London's tallest. We are pointing at it now. And then

:04:16.:04:23.

to a 64 metre water pump and then to the 90 metre platform. One cycle is

:04:24.:04:28.

ten minutes. So you could go up and down in ten minutes. Yes. And had

:04:29.:04:34.

people could indeed rescue every ten minutes? For people. Of course we

:04:35.:04:39.

don't know how much she's such a platform would have been at Grenfell

:04:40.:04:42.

Tower, given the intensity of the fire and the layout of the streets.

:04:43.:04:47.

But the company's Promo video has one next to a similar looking block

:04:48.:04:51.

and here we filmed it. We should these pictures to the London's rip

:04:52.:04:57.

of the Fire Brigades union. Our aerial level platform reaches 32

:04:58.:05:00.

metres. We had to ask sorry for those to come in, because that

:05:01.:05:03.

reached ten metres higher than ours did. It reached a view more extra

:05:04.:05:09.

floors. The machine you have just shown me is 90 metres plus. That

:05:10.:05:12.

would have made such a difference to ever firefighters and our ability to

:05:13.:05:19.

rescue people. Tonight, London's Fire Commissioner revealed they are

:05:20.:05:22.

now looking at buying Tolley real platforms. We are fortunately just

:05:23.:05:26.

about to be placed our aerial fleet, so as part of that, we will look at

:05:27.:05:30.

the aerial technology that will allow us to have taller platforms.

:05:31.:05:34.

The problem in London is that the seats are narrow and is weak looting

:05:35.:05:37.

and the previous vehicles well to dig. Technology has changed, there

:05:38.:05:41.

is large equipment. Absolutely, that will be one of my priorities. This

:05:42.:05:47.

has provoked strong opinion of the causes of such a high death toll. It

:05:48.:05:51.

will be up to the enquiry to decide whether Apollo firefighting

:05:52.:05:53.

platforms could have made any difference. -- holler firefighting

:05:54.:05:58.

Safety tests carried out after the Grenfell Tower fire have

:05:59.:06:01.

so far identified flammable cladding in 14 residential high-rise

:06:02.:06:03.

developments in nine local authorities.

:06:04.:06:04.

They include Islington, which is going to remove

:06:05.:06:06.

the cladding from at least one building, and Barnet and Hounslow,

:06:07.:06:09.

where cladding is also to be removed from one high

:06:10.:06:11.

Sonja Jessup is there for us this evening.

:06:12.:06:25.

This is Clemens caught in Hounslow were last night the council said

:06:26.:06:31.

that the cladding had built fire safety sets. It said the

:06:32.:06:35.

installation inside that cladding unlike the sort used in the Grenfell

:06:36.:06:39.

Tower, is not compatible, but it says the cladding will be taken down

:06:40.:06:43.

as soon as possible. However, it's not clear how long is going to take.

:06:44.:06:46.

The council is trying to reassure residents by saying that fires

:06:47.:06:51.

individuals will be introduced from tomorrow. Some residents I spoke to

:06:52.:06:53.

were not convinced. That order the cladding is fine and

:06:54.:07:01.

there is no risk of fire or anything like that. But now they are saying

:07:02.:07:07.

different stuff about it. We are so worried about it. I live on the

:07:08.:07:16.

fifth floor and it is just worrying. My reaction is more shock and

:07:17.:07:20.

concern for people who live above me and for when I have no children now.

:07:21.:07:24.

I am a heavy sleeper. If I was to fall asleep into a heavy sleeper and

:07:25.:07:28.

the building was to catch fire, I wouldn't know about it until it was

:07:29.:07:36.

burning. I wouldn't have a clue. It's not just Hounslow. Across

:07:37.:07:39.

London, tests are being carried out. I was in Islington where the council

:07:40.:07:43.

says cladding will be removed there after failing safety tests. In

:07:44.:07:47.

Barnet today, the council says it will remove cladding from three

:07:48.:07:50.

tower blocks in Granville Road. Yesterday we talked you about Camden

:07:51.:07:54.

Council. It is going to remove cladding from five towers on an

:07:55.:08:00.

estate. Last night, we had about three premiere in hotels in

:08:01.:08:03.

Tottenham, Brentford and Maidenhead, with a CD cladding does not comply

:08:04.:08:09.

with Government regulations on tall buildings. They say the independent

:08:10.:08:12.

regulator has sold it is safe to stay open. The key thing about all

:08:13.:08:17.

of this is, it's clear that concerns now go beyond council high-rises.

:08:18.:08:21.

One expert said checks should be carried out on schools and

:08:22.:08:25.

hospitals, places of work. We know that private developers are carrying

:08:26.:08:29.

out checks on housing in London. We also know that Wembley Stadium has

:08:30.:08:32.

carried out a review on its cladding. It says that it is safe

:08:33.:08:37.

and does comply with safety regulation. As you can see, it's an

:08:38.:08:42.

incredibly complex picture. There are concerns about cladding,

:08:43.:08:46.

sometimes that the installation used within that cladding, and confusion

:08:47.:08:49.

about the materials used. Sometimes even about the building regulations

:08:50.:08:54.

themselves. All the while, Londoners who are concerned about whether

:08:55.:08:57.

their housing is safe. One other thing to mention is that tonight we

:08:58.:09:01.

have heard that Brent Council are removing cladding from a tower block

:09:02.:09:02.

in Wembley, too. Thank you. And today, the Mayor of London

:09:03.:09:08.

immediate threat or there Our correspondent Tom Edwards

:09:49.:09:54.

spoke to Assistant Back the fire Grenfell Tower was an

:09:55.:10:10.

exceptional set of circumstances, a horrific incident. I would like to

:10:11.:10:12.

reassure people that generally fires in tower blocks are really rare.

:10:13.:10:16.

What is important is that people know and have a plan of what to do

:10:17.:10:21.

if there is a fire. Your advice, to stay put, when to leave, it seems to

:10:22.:10:26.

be a grey area. What is your advice? I could understand that people would

:10:27.:10:29.

think that is the case. The key bit of advice is, have a plan. Generally

:10:30.:10:36.

in high-rise blocks, 99.9% of cases, the state could advice is good.

:10:37.:10:41.

Tower blocks are built with 60 minute fire resistance, so that if

:10:42.:10:44.

there is a fire in another part of the tower block you are generally

:10:45.:10:47.

safe for 60 minutes. The Fire Service can come in, it was the

:10:48.:10:51.

buyer and USA. If you are threatened by smoke with fire, then you need

:10:52.:10:55.

consider leaving the property. The problem is, your advice hasn't

:10:56.:11:02.

worked. Should your advice be changed, do you think? The advice

:11:03.:11:06.

has worked, because the advice is to have a plan. The advice is, say but

:11:07.:11:11.

unless you are threatened by smoke or flame. If you are threatened by

:11:12.:11:15.

smoke or swim, then you need to consider leaving your property is

:11:16.:11:19.

safe to do full. Nott at Grenfell Tower, people stayed in their flats

:11:20.:11:22.

and they died because they followed your advice. As I say, the advice is

:11:23.:11:28.

to stay put if you're not threatened by smoke or flame. At what point do

:11:29.:11:33.

people leave their block if it's on fire? Because that seems to be the

:11:34.:11:37.

grey area, it's not black and white and that seems to be the issue. If

:11:38.:11:42.

you can see smoke or flame and you and your family are threatened by

:11:43.:11:45.

that, then I would suggest you need to think about leaving your home is

:11:46.:11:51.

safe to do so. In something like Grenfell Tower, this advice wouldn't

:11:52.:11:56.

have made any difference, would it? Insert consensus, able to be blooded

evacuate, we were able to rescue a lot of people. Unfortunately, there

:12:02.:12:04.

have been in a lot of fire fatalities that this incident, but

:12:05.:12:07.

this is a particular set of circumstances that we need to find

:12:08.:12:10.

out from the investigation what worthy causes, the underlying

:12:11.:12:13.

causes. Wielding it would be forever me to comment until we know that. --

:12:14.:12:18.

I don't think it would be fairer for me to comment.

:12:19.:12:19.

The police have said they believe a fridge freezer started

:12:20.:12:22.

Anyone with a Hotpoint fridge freezer with these model

:12:23.:12:25.

numbers, which can be found inside the fridge, should

:12:26.:12:27.

register their appliance with the manufacturer to receive any

:12:28.:12:29.

updates either via their website or the number on the screen now.

:12:30.:12:32.

The Government has ordered immediate testing of the Hotpoint fridge

:12:33.:12:35.

We'll join the children of Avon Dale Park Primary School

:12:36.:12:46.

which sits in the shadow of the tower and lost

:12:47.:12:48.

many of its own in the tragedy of Grenfell Tower.

:12:49.:12:53.

Researchers at Guy's Hospital have been given a huge windfall to help

:12:54.:12:56.

them find new treatments for bladder cancer.

:12:57.:12:58.

It's one of the most common types of the disease,

:12:59.:13:00.

but only a tiny fraction of research funding goes into it.

:13:01.:13:03.

?2 million has been donated by a woman whose husband

:13:04.:13:05.

was a patient there - as Helen Drew reports.

:13:06.:13:14.

Graham Roberts died of bladder cancer at 58.

:13:15.:13:16.

She and Diane had been married for 33 years.

:13:17.:13:18.

Nearly a year after his death, she is now giving

:13:19.:13:20.

over ?1.7 million to Guy Hospital, where the doctor who treated him is

:13:21.:13:24.

He was the most incredibly positive person.

:13:25.:13:26.

Even when he was diagnosed, he was so determined that

:13:27.:13:29.

Even at the point at which he knew that there weren't

:13:30.:13:32.

great treatment options available to him, he was a glass half full

:13:33.:13:35.

Bladder cancer is the tenth most common

:13:36.:13:54.

And the seventh most common cause of cancer deaths.

:13:55.:13:57.

But only receives 0.5% of research funding.

:13:58.:13:59.

The money will be used to set up a bladder cancer by your bank

:14:00.:14:03.

Where tissue, urine and blood samples

:14:04.:14:13.

will be taken and used in clinical trials, as well as for research.

:14:14.:14:16.

Based at Guy's, a team from Kings College London will be involved.

:14:17.:14:19.

We can actually use that profile to predict how a tumour is going to

:14:20.:14:22.

progress, but equally, how a patient is going to respond to

:14:23.:14:25.

So, if you can kind of identify those profiles, we can say

:14:26.:14:28.

upfront, "Well, actually, this patient would be better off getting

:14:29.:14:31.

treatment A, rather than treatment B."

:14:32.:14:32.

So, it can hopefully, in future, help us personalise

:14:33.:14:34.

treatment and be much more precise about who should go on what

:14:35.:14:37.

Some say the low level of funding for bladder cancer

:14:38.:14:41.

has meant virtually no major development in its treatment for 30

:14:42.:14:43.

There aren't the range of options for treatment that there are

:14:44.:14:51.

What we felt was that we should be helping that

:14:52.:14:54.

research in the future and making sure that

:14:55.:14:56.

people with this type of

:14:57.:14:57.

cancer don't have to go through what he had to.

:14:58.:15:05.

Before he died, Graham said he wanted to give money to do

:15:06.:15:08.

This programme was amongst the first to reveal how the Met has been

:15:09.:15:24.

stopped from pursuing criminals on scooters,

:15:25.:15:26.

because of the risk to the rider or members of the public.

:15:27.:15:29.

Now in a bid to crack down on motorcycle thefts,

:15:30.:15:31.

which have spiked in recent years, the Metropolitan Police Commissioner

:15:32.:15:33.

herself has taken to the streets to warn riders.

:15:34.:15:35.

The police have also released a new video of some

:15:36.:15:38.

This new video from the Met police shows just how concerned the forces

:15:39.:15:58.

Some people leave their chains on there.

:15:59.:16:05.

The Commissioner herself was out early today, stopping riders,

:16:06.:16:07.

Some people ride their scooters carrying weapons.

:16:08.:16:10.

Some people transport drugs in them, and many,

:16:11.:16:12.

many occasions they are used to snatch mobile phones or even carry

:16:13.:16:15.

Such as this incident in Streatham in May.

:16:16.:16:23.

The woman is dragged along by her hair,

:16:24.:16:25.

after thieves made a grab for her purse.

:16:26.:16:29.

But there are countless examples and it's not hard to find

:16:30.:16:31.

We've had bikes stolen from outside our

:16:32.:16:34.

So, that's why we get the alarm, we get the chains.

:16:35.:16:43.

People in my office have had their Piaggios stolen.

:16:44.:16:45.

And you don't actually hear of them being stolen too much.

:16:46.:16:50.

I'm quite surprised what the office said to me

:16:51.:16:52.

Thefts of mopeds, scooters and motor bikes have shot up in

:16:53.:16:58.

Last year alone, there were more than 15,000 stolen across

:16:59.:17:01.

That's more than half of all vehicle thefts.

:17:02.:17:04.

And scooters have been used in more than 14,000 crimes.

:17:05.:17:07.

What worries police is how unaware of some owners are of just

:17:08.:17:10.

The same guys are getting on to be scooters,

:17:11.:17:27.

taking the key out of the

:17:28.:17:28.

It's as easy to steal one of these as it is to steal

:17:29.:17:33.

An average thief could probably have one of these

:17:34.:17:37.

As Eugene recently found out, to his cost.

:17:38.:17:40.

I came out one day, found it was gone.

:17:41.:17:45.

So, I bought a new bike and it wasn't chained up.

:17:46.:17:48.

Advertising and events will run across London

:17:49.:17:52.

The Holy month of Ramadan is coming to an end

:17:53.:18:06.

with the Festival that follows, Eid, just days away.

:18:07.:18:09.

But recent events mean Londoners have experienced

:18:10.:18:10.

Our reporter Ayshea Buksh has been talking to Muslim Londoners

:18:11.:18:14.

about what it means to them, especially given recent events.

:18:15.:18:16.

As anyone in one of the varied and tranquil prayer rooms. Outside the

:18:17.:18:21.

hustle and bustle of Finsbury Park where people are still leaned

:18:22.:18:28.

flowers, putting out candles and tributes of unity and defiance.

:18:29.:18:31.

Those are similar scenes in many other parts of London were terrible

:18:32.:18:35.

things have happened in the past few weeks. This is but many Muslim

:18:36.:18:39.

Londoners in the spotlight during what is a very special time of the

:18:40.:18:40.

year. From Muslim Londoners,

:18:41.:18:45.

it's been a Ramadan like no other. During this holiest

:18:46.:18:48.

of months, Islamist extremists attacked London Bridge

:18:49.:18:49.

and Borough market. The Grenfell Tower fire

:18:50.:18:51.

in north Kensington And worshippers

:18:52.:18:56.

were mowed down after praying at their mosque

:18:57.:18:59.

in Finsbury Park. For 30 days, observers

:19:00.:19:02.

fast from dawn to dusk. This time of year, that can mean

:19:03.:19:07.

hours without food or drink. Many Muslim aid

:19:08.:19:10.

workers and volunteers have been working with local people

:19:11.:19:14.

affected by the Grenfell Tower fire. As a volunteer, it's definitely been

:19:15.:19:20.

one of the most hardest Ramadan I have faced, working here

:19:21.:19:23.

in this tragic scene. So we loved ones are still looking

:19:24.:19:25.

for answers and this is going to be one of the hardest

:19:26.:19:29.

Ramadans they have ever faced. A long day of fasting is broken

Thousands of pupils across hundreds of schools dressed

:22:36.:22:37.

in green today to raise money for those affected by the fire

:22:38.:22:40.

But it was a particularly emotional day for one school in particular -

:22:41.:22:44.

Avon Dale Park Primary's playground is in the shadow of the tower.

:22:45.:22:47.

It lost pupils, teachers and families in the tragedy.

:22:48.:22:49.

Emilia Papadopoulos was invited to visit

:22:50.:22:51.

# When I find myself in times of trouble

# All my friends will comfort me...#

:23:06.:23:09.

Singing for their loved ones they lost nine days ago.

:23:10.:23:11.

The Grenfell Tower fire had happened just 500

:23:12.:23:20.

And the pupils here are reminded of it everyday.

:23:21.:23:24.

The emotion is still very raw, but they are determined to

:23:25.:23:34.

focus on the good memories they have of their classmates.

:23:35.:23:36.

I was happy for her and we hugged each other.

:23:54.:23:57.

Fergus, you were my idol in year six.

:23:58.:23:59.

When I saw you smile, is reassured me.

:24:00.:24:04.

And it's OK to be sad, it's OK to cry.

:24:05.:24:09.

But it's also OK to laugh and to keep hold of

:24:10.:24:11.

We felt it important that they keep hold of the memories.

:24:12.:24:22.

Each classroom has created a memory wall.

:24:23.:24:24.

So that they can talk about them, right to them, lovely

:24:25.:24:27.

The pupils also honoured their friends memories by

:24:28.:24:30.

And releasing a balloon for every person

:24:31.:24:37.

Everyone here is still coming to terms with this tragedy.

:24:38.:24:41.

Unlike the adults, the children have some new

questions about how and why this happened yards from their

:24:43.:24:45.

That takes us to a check on the weather. Good evening to you. We've

:24:46.:25:15.

lost the extremely high temperatures we had at the beginning of this

:25:16.:25:18.

week. Instead, the weather has gone back to something a bit more like

:25:19.:25:22.

normal. Just in time for the weekend. We have seen some sunshine

:25:23.:25:27.

today, a bit more cloud creeping in, nor does well. The satellite picture

:25:28.:25:31.

shows that quite nicely. A band of cloud, a weather front working its

:25:32.:25:35.

way in from the North West. I mean things will continue to cloud over

:25:36.:25:39.

from this evening. It should stay largely dry and then through the

:25:40.:25:42.

early hours, that cloud will thicken up and may produce the odd patch of

:25:43.:25:47.

patchy drizzle. Tebbutt is quite high but the night-time. Not nearly

:26:45.:26:47.

from the south again. Nothing like as hot as it was last week. That

:26:48.:26:52.

could bring one to thunderstorms, but as we goes on, the pressure will

return from the west. We stick with that fresh appeal, a future is at

Police have said the cladding and insulation used

on the Grenfell Tower failed all safety tests.

They're reviewing every organisation involved in building

and refurbishing the tower - and charges may follow.

:27:11.:27:13.

It's also been revealed that the fire started

:27:14.:27:14.

Meanwhile the Fire Brigades Union has said very tall ladders

may have saved lives in the Kensington tower block.
