Claims from a whistle-blower about Rydon, the company

:00:00.:00:09.

which refurbished Grenfell Tower and this evacuated block in Camden.

:00:10.:00:11.

He says the firm ignored his safety warnings five years ago.

:00:12.:00:18.

I am extremely worried for the residents' safety. We pointed this

:00:19.:00:24.

out during refurbishment works, but it seemed to fall on deaf ears.

:00:25.:00:34.

We'll have the latest as safety checks continue on high-rise

showcasing the centuries parred perfume pioneers.

:00:58.:01:05.

Welcome to the programme this Monday evening.

:01:06.:01:09.

We start tonight with claims that the company responsible

:01:10.:01:12.

for carrying out refurbishments to Grenfell Tower

:01:13.:01:14.

ignored fire safety warnings during the refurbishment of another

:01:15.:01:18.

Hundreds of residents were evacuated from their homes

:01:19.:01:22.

on the Chalcotts estate on Friday, after the London Fire Brigade said

:01:23.:01:26.

they couldn't guarantee the safety of those living there.

:01:27.:01:30.

But BBC London has heard from a contractor who claims

:01:31.:01:32.

he warned Rydon, the company responsible

:01:33.:01:35.

for the refurbishment works, about his fears in one

:01:36.:01:37.

But, he says, those concerns fell on deaf ears.

:01:38.:01:41.

Thousands of residents are still out of their home, wanting answers. They

:01:42.:01:57.

were evacuated with little warning on Friday night from tall -- for

:01:58.:02:03.

tower blocks here. Now we can reveal that we were the first highlight

:02:04.:02:07.

safety concerns to the Council which led to these domestic scenes. They

:02:08.:02:12.

have one or two gas rises on this floor landing. This is one of them.

:02:13.:02:16.

My concern is that if there is a fire in this communal area, and a

:02:17.:02:20.

fire breaches this pipe which is basically PVC gas pipe behind a

:02:21.:02:27.

small bit of what feels like timber cladding, this residents would not

:02:28.:02:32.

be able to escape. Meets Sebastian Stevenson, I met him a week ago when

:02:33.:02:36.

we filmed here in sight though how is. If there is a fire in that

:02:37.:02:41.

floor, it will be stacked I adore and end of the communal exit.

:02:42.:02:45.

Revealed that he listed all of his concerns inside the tower block and

:02:46.:02:49.

they where if you. A fire door should actually look like this. Come

:02:50.:02:53.

positive set up a fire door should actually look like this. Come

:02:54.:02:56.

positive set up by the solid core panel door, maybe there is a door

:02:57.:03:00.

close on the internal side. This trap heat up? It steals the door and

:03:01.:03:06.

prevent smoke inhalation into the actual space, where has this glass

:03:07.:03:11.

is just simple Georgia wire safety glass, and with cracked under the

:03:12.:03:15.

slightest application of any heat. He first saw this building and is

:03:16.:03:19.

public image and refurbish the 17th floor after a fire in one of the

:03:20.:03:23.

flat. You can see here the images of the fire damaged property from. That

:03:24.:03:30.

was in 2012, she says he raised the concerns with Rydon, the company

:03:31.:03:33.

responsible for making is. There is no rescues five years later for the

:03:34.:03:37.

safety violations to be intrinsic in these buildings. When we raised his

:03:38.:03:43.

concerns on Tuesday last week with the council, the days later a

:03:44.:03:47.

dramatic development. Papaver house and the other towers where evacuated

:03:48.:03:51.

precisely because of fears over the cladding and the interior fire

:03:52.:03:55.

safeguards. What is more, partner house has had a fire inspection

:03:56.:03:59.

which it passed as recently as the spring of last year. What went wrong

:04:00.:04:05.

and work Camden Council told? In a statement, the Company have said

:04:06.:04:08.

they have no record whatsoever of any concerns or warnings being

:04:09.:04:13.

raised by capping diligent Carnegie development, whether that is fire

:04:14.:04:15.

alarms are gas rises, the responsibility for them lies with

:04:16.:04:20.

Camden Council. The statement also said that they pride themselves on

:04:21.:04:23.

the quality of works study carried out and happy working with the local

:04:24.:04:27.

authority for over 40 years and that safety is integral to everything

:04:28.:04:32.

they do. As for Camden council, they said that they had been on front

:04:33.:04:36.

foot to ensure that power blocks meet the required safety standards.

:04:37.:04:40.

They will be asking serious questions about the management of

:04:41.:04:41.

internal fire safety issues. where hundreds of residents

:04:42.:04:44.

there are spending a fourth night That's right. Here an HR cuts in

:04:45.:05:02.

state, the urgent fire safety improvement works are ongoing. We do

:05:03.:05:09.

know that 103 flats here are still occupied. Residents refusing to

:05:10.:05:12.

leave the council are very clear that they want them to go. They fear

:05:13.:05:18.

that it could hold up the work. We also heard earlier today from the

:05:19.:05:25.

Communities Secretary who explained to ours again is a much better

:05:26.:05:29.

picture to my best traffic action was taken and what inspectors faced

:05:30.:05:32.

here when they came here a couple of days ago. When the commissioners

:05:33.:05:39.

went into those tower blocks in Camden, NFL and once they found the

:05:40.:05:44.

multiple fire safety failures, failures which rightfully should not

:05:45.:05:50.

have happened in power blocks of any type, certainly those tower blocks

:05:51.:05:54.

in Camden, for example there were problems with gas pipe insulation,

:05:55.:05:59.

stairways that were non-accessible, breaches of internal walls and most

:06:00.:06:04.

astonishingly there while hundreds, literally hundreds of fire doors

:06:05.:06:08.

missing. The estimate by the council itself is that they need 1000 fire

:06:09.:06:14.

doors because they were missing from those five blocks. What is the

:06:15.:06:21.

picture at tower block elsewhere? There are now eight borrowers who

:06:22.:06:28.

said of cladding and have been told that is failed. The Lakers one who

:06:29.:06:32.

we learned about today is Hackney. Housing association block on he

:06:33.:06:37.

Woodbury Downs estate. There are others. Camden, Hounslow, Islington,

:06:38.:06:48.

Barnett, Wandsworth, Lambert. All of these borrowers have had, blocks

:06:49.:06:54.

which have had cladding feeling the fire safety test. None of these

:06:55.:06:59.

others have had residents evacuated. The concerns here in Camden seem to

:07:00.:07:04.

be very particular to these sets of blocks, but it is worth noting that

:07:05.:07:09.

all of the other blocks in question have subsequently had fire safety

:07:10.:07:13.

assessments done by the London Fire Brigade. They have told residents

:07:14.:07:18.

that they are safe as long as certain precautions are taken,

:07:19.:07:22.

namely 24-hour patrols. Later tonight, a debate is being

:07:23.:07:28.

held in the commons to discuss the Grenfell Tower fire

:07:29.:07:31.

and the subsequent response. It was called by the MP for Poplar

:07:32.:07:33.

and Limehouse, Jim Fitzpatrick, who Chairs the Commons

:07:34.:07:36.

group on Fire Safety. He joins us now. Let's just pick up

:07:37.:07:45.

on Camden, because we heard from the Commons that it is not just a

:07:46.:07:49.

cladding issue, it is gas pipes blocked. Astonishingly 1000 fire

:07:50.:07:56.

doors lacking. How long are you from what appears to be systematic

:07:57.:08:03.

failings? This is very scary, it was quite clear that Camden's reaction

:08:04.:08:08.

to evacuate residents was based on some safety advice and it would

:08:09.:08:13.

always be difficult to criticise a local authority for everyone the

:08:14.:08:17.

side of safety. But the information which has emerged this evening about

:08:18.:08:22.

the loss of fire doors within those blocks demonstrates that their

:08:23.:08:25.

judgment was absolutely right. That is why Camden has taken its

:08:26.:08:29.

decision, whereas other local authorities who are not facing the

:08:30.:08:33.

multiple fire protection failures that they are have taken a different

:08:34.:08:37.

decision. Do except that these feelings go back a number of years?

:08:38.:08:41.

Including when you are fire minister, where you are happy with

:08:42.:08:46.

regulations at the time? We change the regulations in 2006. We issued a

:08:47.:08:51.

revised issue of the building regulations, and approved document

:08:52.:08:55.

which was the guidance for architects and construction

:08:56.:08:58.

companies, we had been longing as an all-party groups as 2013 after the

:08:59.:09:04.

coroner 's enquiry recommended a review of approved document. The

:09:05.:09:07.

Secretary of State this afternoon announced the creation of an

:09:08.:09:11.

independent expert advisory panel to look at all fire safety matters and

:09:12.:09:16.

that is welcome. We would say that this work to have been dancers 2013.

:09:17.:09:21.

That it has been -- I can be done gradually, is good news but they

:09:22.:09:24.

need to get on with it and we don't need to wait for the outcome of a

:09:25.:09:28.

public enquiry, because fire regulations can be updated in hand

:09:29.:09:32.

with that public enquiry which could take some time. Hammy tower blocks

:09:33.:09:37.

in London do you think could enter having combustible cladding? We know

:09:38.:09:41.

that it is 14 so far in London authorities. And sorry, I haven't

:09:42.:09:47.

got an estimate as to how many. There are a significant number, 600

:09:48.:09:52.

across the country, you take London's density of population, you

:09:53.:09:55.

can probably arrive at an estimate. The bottom line is that the testing

:09:56.:10:00.

has started, local authorities are carrying out inspections, the Fire

:10:01.:10:03.

Brigade are advising the most important thing is to protect people

:10:04.:10:09.

until such times as proper precautions and proper safety

:10:10.:10:12.

measures are in place, and because we don't want a repeat of Grenfell

:10:13.:10:16.

Tower, and we need to make sure that everything I possibly can be done in

:10:17.:10:20.

the interim to be done and is being done. You think the people of

:10:21.:10:26.

Grenfell Tower where murdered by political decisions, the Shadow

:10:27.:10:29.

Chancellor has said? My colleague David Lambie has said that the

:10:30.:10:33.

corporate manslaughter act of 2005 May be an appropriate vehicle. It

:10:34.:10:37.

will be funded public enquiry to make a judgment as to the fire

:10:38.:10:42.

started, why they were such a rapid spread, how there was a catastrophic

:10:43.:10:45.

failure of all the precautions within the building, and who was

:10:46.:10:50.

responsible. The public enquiry will make recommendations to the

:10:51.:10:56.

prosecutor anti-government to the appropriate way forward.

:10:57.:11:01.

The capital has observed a minute's silence to remember those affected

:11:02.:11:04.

by the terrorist attack in Finsbury Park a week ago,

:11:05.:11:06.

the third in London in as many months.

:11:07.:11:08.

A father-of-six died and 11 others were injured as a van drove

:11:09.:11:11.

Our religious affairs correspondent Martin Bashir reports.

:11:12.:11:16.

The floral tribute in Finsbury Park, a reminder of events just a

:11:17.:11:20.

week ago, the fourth terrorist attack in just three months.

:11:21.:11:27.

The nation invited to pause and remember

:11:28.:11:34.

those impacted by this latest attack.

:11:35.:11:38.

And then gathered outside Islington town Hall, civic leaders,

:11:39.:11:41.

the local Mayor, and members of staff, many working and living

:11:42.:11:46.

locally, all gathered to show solidarity with the Muslim community

:11:47.:11:50.

in this multiethnic part of north London.

:11:51.:11:54.

A gesture greatly appreciated by the chair of Finsbury

:11:55.:11:57.

We know that we are here in Islington a diverse

:11:58.:12:02.

community, we live in harmony for a long time.

:12:03.:12:05.

Most people who try to divide us, they failed.

:12:06.:12:09.

We have proved it in the last few days.

:12:10.:12:13.

This is why I am really glad that Islington and that the country have

:12:14.:12:17.

come together to make sure that these people are failing.

:12:18.:12:22.

With the end of Ramadan at the weekend, there

:12:23.:12:24.

is normally a sense of joyous celebration amongst Muslims, but

:12:25.:12:27.

following the attack last Monday, joy has been replaced by

:12:28.:12:30.

14 police officers have been injured and five people arrested

:12:31.:12:42.

in a protest over the death of a young father in east London.

:12:43.:12:46.

Edson Frederico Da Costa died a week after being stopped in a car

:12:47.:12:49.

His family said they had arranged a peaceful march,

:12:50.:13:03.

but others had thrown bricks and lit fires.

:13:04.:13:05.

Here's our home affairs correspondent Nick Beake.

:13:06.:13:10.

Protesters and police face-to-face. This was the stand-off outside

:13:11.:13:16.

Forest gate. Demonstrators had been met had questions to answer. A local

:13:17.:13:19.

man had died after being stopped by officers. They need to tell us what

:13:20.:13:29.

happened. What must have happened? 25-year-old Edson Frederico Da Costa

:13:30.:13:34.

died last Wednesday. The police watchdog said it believed the metal

:13:35.:13:40.

used CS gas and force. But not severe force. Campaigners claimed he

:13:41.:13:45.

received significant injuries and anger spilled into disorder at this

:13:46.:13:49.

latest protest. You imagine a war zone or something, you don't imagine

:13:50.:13:56.

something happening in east London. The trouble happened on this man's

:13:57.:14:00.

doorstep. He took this video. Ben is burning in the street where many

:14:01.:14:05.

families were celebrating the Muslim festival. It was terrifying. I see

:14:06.:14:10.

nothing like this in 50 years. Luckily they did not smash the cars

:14:11.:14:15.

and didn't throw anything was the houses. They just vented their

:14:16.:14:20.

frustration. Supporters the background to the story? On

:14:21.:14:24.

Thursday, June 15, Met police officers stopped a car in new. Edson

:14:25.:14:29.

Frederico Da Costa becomes unwell, according to the police watchdog. He

:14:30.:14:33.

is taken to hospital in a critical condition. The following Wednesday,

:14:34.:14:38.

he dies in hospital. The next day, as campaigners claim he is been

:14:39.:14:45.

brutally beaten, the IP CC says a postmortem examination found he had

:14:46.:14:48.

no broken neck, no spinal injuries, or bleeding to the brain. Still,

:14:49.:14:54.

there is widespread distrust. Despite the flames and the obvious

:14:55.:14:58.

fury, the protest at this police station last night was contained and

:14:59.:15:04.

did not spell particularly far. The level of anger over the death of a

:15:05.:15:09.

young black man after contact with the Metropolitan Police has a

:15:10.:15:12.

worrying echoes of another case six years ago. The shooting of Mark

:15:13.:15:19.

Duggan by armed police spotted the 2011 riots. This summer, feelings

:15:20.:15:24.

are also running high. The authorities will want to try and

:15:25.:15:27.

ease tensions as quickly as possible.

:15:28.:15:30.

A young woman and her cousin have been left with life-changing

:15:31.:15:32.

injuries after an acid attack in east London during

:15:33.:15:35.

They were in a car in Beckton when it happened.

:15:36.:15:38.

Sonja Jessup is here with more, and just worth mentioning at this

:15:39.:15:41.

point, especially if anyone has young children in the room, that

:15:42.:15:45.

some of the images we'll show could be upsetting.

:15:46.:15:53.

She had been celebrating her 21st birthday, sitting in the car at

:15:54.:16:00.

traffic lights with her cousin last Wednesday. A man came up and threw

:16:01.:16:04.

acid through her window. He never wrote in the other side as to acid

:16:05.:16:10.

over her companion. She has posted pictures of herself before and after

:16:11.:16:13.

the attack as she has written, the pain was excruciating. I was

:16:14.:16:17.

struggling to close the window, my cousin struggled to get as a way, I

:16:18.:16:21.

saw my clothes burn away in front of me. She described trying to flag

:16:22.:16:24.

down other drivers for help, she said it it around 45 minutes to stop

:16:25.:16:29.

someone and beg them to take them both to hospital. Horrific injuries.

:16:30.:16:34.

Do we know why they were targeted? That is not clear. It sounds as

:16:35.:16:36.

though she did not know the man involved, how do he did have a

:16:37.:16:42.

distinctive facial tad too. We know that sadly these kind of attacks on

:16:43.:16:47.

the rise in the capital. BBC London has discovered that more than 450

:16:48.:16:51.

people where victims last year, as it is easy to come by, there are no

:16:52.:16:56.

penalties for carrying it, and it does leave victims with severe

:16:57.:16:58.

emotional and physical disfigurements. She has had to skin

:16:59.:17:05.

graft, and her cousin was induced into a coma for a time. Both

:17:06.:17:10.

suffered damage to their eyesight. A fundraising page has been set up to

:17:11.:17:13.

support them and she has written on Twitter that she is devastated,

:17:14.:17:17.

keeps wondering if a life will ever be the same again.

:17:18.:17:20.

A fund-raising campaign by air ambulance supporters has raised more

:17:21.:17:23.

than ?5 million for a new helicopter.

:17:24.:17:25.

The aircraft has been acquired by the Essex Herts air ambulance.

:17:26.:17:28.

More than half the proceeds were raised by selling

:17:29.:17:30.

Gleaming in its new red and yellow livery, today this helicopter

:17:31.:17:48.

prepare for take-off. It is faster than our current helicopter, so it

:17:49.:17:51.

means women go to the outer reaches of our area, we can be there

:17:52.:18:01.

quicker, which has an impact. Pre-flight checks complete it was up

:18:02.:18:06.

and away, skimming across the countryside to Hylands Park near

:18:07.:18:09.

Chancellor. That like some of the thousands of people who raised the

:18:10.:18:13.

?6 million needed for the aircraft. It is breathtaking. It cannot thank,

:18:14.:18:20.

because we are volunteers, we cannot thank the people of Essex and have a

:18:21.:18:25.

cheering. In 2012, and fabulous paramedics say this man public that

:18:26.:18:37.

lack's. After the virus hit head-on. If there was blood everywhere, and

:18:38.:18:41.

it was quite obvious that the air handlers had not been there. I

:18:42.:18:45.

wouldn't have a little girl, it is as simple as that. Despite the

:18:46.:18:48.

aircraft is not just more agile, for paramedics it has one overriding

:18:49.:18:55.

advantage. Quite often the trainee, it is training space. What we had

:18:56.:19:00.

most of our treatment on being able to access the patient, so we have

:19:01.:19:03.

reduced the amount of banks that we have carried by looking at the kit

:19:04.:19:08.

and condensing it. This the helicopter should last ten years,

:19:09.:19:12.

operating alongside another that is least. You have a laser beam on this

:19:13.:19:17.

one. We can fly through the night. Aircraft is equipped for that and

:19:18.:19:21.

when the charity is ready our long-term goal is to be able to

:19:22.:19:26.

provide a 24/7 service. Next month with starting training complete, it

:19:27.:19:30.

goes into service. Doing what it is designed to do. Saving lives.

:19:31.:19:39.

Imagine being on holiday on the beach when you see a shark swimming

:19:40.:19:45.

in shallow waters. It happened on the penny a beach glue. It said

:19:46.:19:49.

bathers running out of the sea, later captured and believed to have

:19:50.:19:52.

a serious headway. One Londoner who was there I could not believe what

:19:53.:19:54.

he was saying spoke to me a I began by asking Tim

:19:55.:19:56.

Prottey-Jones how he reacted. It was unlike anything

:19:57.:20:03.

we have seen before. I've never seen a shark

:20:04.:20:05.

before in person. We go to Majorca every year

:20:06.:20:07.

if we can, and to actually see a shark on this beach that we have

:20:08.:20:11.

been to so many times We had been there

:20:12.:20:15.

all morning, and my wife, it was about midday,

:20:16.:20:20.

as she got out to go into the sea for the first time,

:20:21.:20:22.

she just got too hot. She was heading into the sea whilst

:20:23.:20:25.

most people seem to be heading out, and I made a joke with her that

:20:26.:20:28.

because she was going in, The next thing I saw

:20:29.:20:32.

was this fin swimming past Right up to where the

:20:33.:20:38.

sand hit the water. It was just quite

:20:39.:20:46.

a sight, so I literally threw my phone to my wife

:20:47.:20:49.

and she started taking a few photos Then soon everyone had

:20:50.:20:52.

got out of the water, you had Life Guards telling people

:20:53.:20:56.

to get out, and everyone on the beach had run to the front

:20:57.:20:59.

of the beach. No one could believe

:21:00.:21:04.

what was happening. As far as sharks go,

:21:05.:21:15.

I didn't really know what to expect, It was eerie, because there

was a lot of movement but actually no screaming

or anything like that. It was just a case of no one

:21:29.:21:32.

wanting to alert the shark to panic or anything,

:21:33.:21:35.

and likewise nobody wanted to alert other people to get

:21:36.:21:39.

unnecessarily worked up. The main movement and activity

was from families getting The shark was in such shallow water,

were back in there within Argue for sharing that with us. You

Turning now to something that will appeal to your sense of smell.

:22:25.:22:27.

Scented installations at Somerset House are showcasing

the perfume pioneers of this century.

:22:30.:22:31.

Of course, it's going to be difficult to convey the essence

:22:32.:22:34.

of this exhibition - smell-o-vision hasn't

:22:35.:22:36.

Easy at first because you probably know these

:22:37.:22:46.

The rest of the exhibition is ten mysterious modern perfumes and

:22:47.:22:50.

it's left to you to describe what they smell of.

:22:51.:22:54.

I think maybe like my dad after he's been working on the

Once you've had a good sniff you can write down your

thoughts on one of these cards and compare them to do.

:23:24.:23:27.

Picking out the particular note is harder

:23:28.:23:30.

I don't think I've got the nose that you are

:23:31.:23:35.

Some throw you off the scent completely.

:23:36.:23:40.

Kids toys, it actually smells like plastic toys.

Well actually this sent by a bad boy on the

At the end of the exhibition is a place where you can find out her

perfume is made, the individual ingredients that go into it and the

:24:23.:24:26.

ladies in lab coats are perfumers and they explain how you'd make a

Perfume is personal, not everything will be to your liking.

:24:31.:24:38.

But you can have a sniff at Somerset house until

:24:39.:24:41.

Well, will the weather be to our liking?

:24:42.:24:50.

It depends what you like. If you like the hot weather last week,

:24:51.:25:03.

grey, it is not going to be like that this week. What we had today

:25:04.:25:07.

was a hint of things about to change. A lot of the weather

:25:08.:25:14.

Watchers' pictures were showing these cirrus clouds, which always

:25:15.:25:19.

builds a case to the weather, because for the rest of the week it

:25:20.:25:22.

will be cooler and there will be spelt of rain. Much needed, of

:25:23.:25:27.

course. Here is what is happening. Try pressure gone, and absoluteness

of low pressure, isobars front and rain. Don't try pick any detail out,

it is just an indication of just how unsettled it is going to be the go

:25:37.:25:40.

to the next few days. If you can, make the most of the warm and sunny

weather. One or two showers first thing, but keep the brolly with you

:26:02.:26:05.

as the day goes on, more likely you will see rain working its way in

interspersed with drier and bright as bells. A bit higher than the 22

rain. Continues in the evening and overnight, into Wednesday, and they

could be heavy burst, rumble of thunder, a really good watering for

:26:24.:26:28.

:26:33.:26:36.

temperature compared to last Wednesday when, don't forget, it was

:26:37.:26:42.

35 Celsius. It will be most like -- more like 19 Celsius. End the week,

:26:43.:26:47.

unsettled, one outbreaks of rain to Thursday and Friday, and a weekend

:26:48.:26:50.

looks like it will be a little breezy. Hot weather they much gone

of talks, the Conservatives and the Democratic Unionist Party

have reached a deal to give Theresa May a majority

in parliament. It'll mean an extra

in Northern Ireland. 75 high-rise buildings have
